hello welcome to the presentation for the  city of Faribault's 2021 street reconstruction improvements project city contract 2021-03. my  name is mark duchene and i am the faribault city engineer. this year's street reconstruction  improvement project is happening in three distinct areas. the first area is faribault  road from highland place to the south end.. the second area is 20th street northwest  from 2nd avenue northwest or trunk highway 3 to its east end and the third area is just a  utility replacement project near the lofts at evergreen knoll the new  apartment project site in the southwest part of town. no street improvements are  included with this portion of this project Faribault maintains pavement management program  where we try to get 50 to 60 years out of our streets - you can see on the diagram here that  from original construction, streets generally see a couple seal coats - that's where we put down  the oil and the pea rock to extend the useful life of the pavement surface and that 20 to 25  years after original construction the street would receive its first bituminous overlay  followed by additional couple steel coats before the street received its second bituminous  overlay 40 to 45 years after original construction and then a fifth seal coat before a  final reconstruction of the entire pavement surface happening out  in that 50 to 60 year time frame our first street from this project as i mentioned  is faribault road this road was originally constructed in the 1970s and records do not  indicate any pavement improvements have happened in that time so in the last 51 years there hasn't  been any records of any overlays on the street on the street is generally a 24 foot  wide rural road design no curb and gutter and in a 66 foot right away you can see  the road does have a 8 inch sanitary sewer installed in 1978 that's a clay sewer line  and an 8 inch water main install of 1972 the proposed scope of improvements for faribault  road include removing the pavement and utilities, doing a complete street reconstruction including  installing a new gravel bas, curb and gutter and three and a half inch thick bituminous pavement.  we are looking to replace the sanitary sewer that clay sewer pipe with a modern eight inch pvc sewer  and replacing sewer services to property lines for the existing homes and businesses. there will  be a new turnaround installed at the end at the south end of Faribault road. replacement of the  water main with a 12-inch water main this has been identified as an area that needs water  main extension of our trunk watering system to provide an adequate system for the south  part of town. and then we will be extending new sewer and water services including  fire lines to businesses if requested. The proposed turnaround for the south end  of Faribault road is shown on the picture on the screen from the city acquired this area to  construct this turnaround previously and we've just been waiting for a street improvement  project in order to construct the turnaround you can see it will be a typical cul-de-sac offset on the south end of the project to  provide a public turnaround for traffic. The second project area is 20th street  northwest this is an existing gravel roadway within a 66-foot right-of-way there are existing utilities in the area there's  a 12-inch sanitary sewer that's in second avenue northwest that was installed back in 1948. there's  also an existing 21-inch that transitions to a 24-inch sanitary sewer in the old railroad  right away running parallel to second avenue east of it there and that  was installed back in 2004 and then there's an existing six inch  water main that was installed in 1985 that's within 20th street northwest. there  currently is no storm sewer within this area the proposed project improvements again  removal of the existing utilities where they need replacement and removing the gravel  surfacing and we are planning to construct a 32 foot wide bituminous street with urban gutter  eight inches of class five pavement and a three and a half inch bituminous pavement thickness.  we're looking at extending sanitary sewer within 20th street northwest out to trunk highway 3  or 2nd avenue and then we look at installing a new storm sewer system. the storm source  system will be designed to accommodate not only the runoff that's shown today but also  future development in the area that's proposed total project costs are estimated to be one  million seventy five thousand five hundred dollars. this does include engineering design  fees inspection fees and some contingency fees for project costs. you can see that of the total  project about 14 percent is going to be paid for through special assessments those are the charges  that are levied against properties adjacent to the projects directly benefiting from them. 26 percent  comes out of our street improvement fund, and the remaining one of the respective utility funds  that are funded through monthly utility bills. The city has a special assessment policy  that assesses street improvement projects based on the front footage of the  property adjacent to the property line. you can see here the rates for low density  residential are 75 and 50 cents per lineal foot up to 90 per lineal foot of front footage for  commercial industrial institutional properties. there are credits per our community  management plan for corner lots. lots that have previously been assessed for  certain improvements etc assessments are levied over 15 years and payable at an interest  rate that is determined by the city council at the time of the assessment hearing in the  fall. the assessment rate is usually around one percent or so or the bonding rate in effect at  the time. there are some lots that have minimal frontage or no frontage on this project, in those  instances the policy does allow us to assess based on the benefit and we look at that and  determine what a reasonable footage would be or what the minimum footage those lots  would be should they have actual frontage. The project schedule - the council has accepted  the feasibility report and they are looking at conducting the public hearing to consider  ordering the improvements at the April 13th 2021 city council meeting. you should have  received a informational letter stating the time and place of that hearing as well as information  on where you can find a copy of this presentation and the feasibility report depending on  ordering the improvements on April 13th we intend to come back to approve the plan on the  specifications and set a bid date on April 27th, targeting a bid opening date of May 19th council would then consider awarding a  contract at their may 25th 2021 council meeting. we anticipate construction starting in  June and wrapping up by the end of the summer then there would be a second public  hearing to adopt the assessment rates at the September 28th council meeting and that  would be when we'd set that assessment hearing and that assessment hearing is anticipated to be in  October time frame. i encourage you to review this presentation and click on the links in the letter  to see the copy of the feasibility report. if you have additional questions or would like to talk  about project-specific items we always love to hear from folks who live adjacent to our projects  - they know better than we do if there's certain drainage issues or other issues with services or  property things one that we can accommodate for in our final design for the project. so again i  encourage you to review this presentation and the information on the website, as well as contact  me directly either by email or phone to talk about any questions you may have. thank you for  your time we look forward to a successful project
