Uh, Miss Jensen, any announcements for tonight? [1:43] Kristi Jensen: Anyone wishes to speak at the public hearing, please sign in at the back. Otherwise, uh, we'll begin with Mr. Hintz of MSP Pilot Knob LLC to introduce this project. [2:05] Rodney Hint: Good evening. Um, thanks commission for uh having me here. My name is Rodney Hint with MSP Commercial. Um, we are the developer and the owner for MSP Pilot Knob. Um, in addition to myself here, I have Brian Nygard from Civil Sight Group, uh, civil engineer, and Steve Patesel from Mohagen Hansen, the architecture for the project. Um, give you a little background of MSP. MSP is a um, real estate, healthcare development, and property management company um, out of the Ridgefield, Minneapolis uh, area. [2:43] Rodney Hint: Um, we own and operate about 55 medical office properties in the metro, about 2 million square feet. Um, you're probably familiar with one of our recent ones here in Lakeville, the Summit Orthopedics project that we completed in 2022. So, we're excited to be back here and working with the city of Lakeville um, on another new development. This project consists of a basically a 9,000 square foot um, medical building. It's a joint venture with Grow Pediatrics. Um, if you're familiar with them, they have clinics in Inenver Grove Heights and Richfield. Now, they originally started their roots here in Lakeville. Um, so they're excited to get back to the Lakeville community. Um, so this will be a focus as a medical office building. [3:29] Rodney Hint: Um, and we're currently seeking other tenants. Um, we have a couple uh pediatric dental groups that have we've been seeking. So, uh, the building, like I said, is 9,000 square ft, singlestory medical office building. Um, we're focused on two tenants and, um, that's kind of what we got. Buildings, you know, class A materials, brick, some stone, metal panels. Um, pretty basic development. So, nothing nothing fancy, nothing out of the ordinary. We like the the location with the proximity to the H high ve and um residential areas and the growing community of Lakeville. So, we're excited to uh bring this project to uh the city here. [4:14] Chair Brian Tinsley: Thank you very much. [4:14] Rodney Hint: Yep. Uh this is a preliminary plat PD development stage plan and easement to vacation. Uh, as we said, this is within the SPF commercial area. So, as a reminder, that's south of 160th Street and east of Pilot Knob, uh, just north of the High grocery store. Uh, the zoning is PUD, as is the SPF development. Um, and in this the area, the C3 is the underlying district. [4:52] Kristi Jensen: This is the SPF master plan. You can see uh in the upper corner here is slated for commercial. It's a little tough to read, but uh here is the preliminary plat. Uh just for some reference, we've got 1/60th along here. Way over here is Pilot Knob. Hi is somewhere down here in the corner. There are these three pad sites that are remaining. So the lot um the lot to be platted in includes all three sites. However, these uh the two on the west will remain as an outlot and just the lot to be developed will be platted. [5:31] Kristi Jensen: Um there is the vacation of drainage and utility easements associated with this um along the north and the south side. Um those will be vacated and then on the final plat um go back to the preliminary the easements on lot one block one will be added as permanent. um any easements on outlot A, those the replacements for the easements in this area will be temporary until such time that that outlot plats and then they will be added as permanent easements. Uh this is the site plan um building uh in the upper corner. Grow pediatrics is proposing to be in this portion of the building. This is future tenant space. There's an entrance here as well as on the side. um [6:20] Kristi Jensen: access uh from this area. This is the um access drive through the H high site. If I back up a moment, uh this access drive here is the one you're seeing on the site plan. So, Valvaline is up here. Here are the two empty pad sites on this side. Uh we've got landscaping around the site. Uh the site meets the parking requirements. The trash enclosure is actually within the building here. And then this will be a uh there are parking spaces here, but it will also be signed such that uh to allow for driveway access for the um the trash trucks to be able to come in to access that and then pull out and make [7:05] Kristi Jensen: that turn. So, uh it is a one-story building about 9200 square ft. Um, here is the elevations on it. They've got two different colors of brick uh and glass which make up 66% of the building and the remainder is two other colors of fiber cement that coordinate with the brick. Uh, and that meets our ordinance requirements. Staff does recommend approval of the preliminary plat PUD development stage plan and easement vacation subject to the eight stipulations that were included in the planning report. Um and I will stand for any questions you may have. [7:50] Chair Brian Tinsley: Let's back up a little bit and announce what the public hearing actually was. Sorry, it's been a while since I've chaired a meeting. Uh this is a public hearing for the spirit of Branchen Farms commercial 7th edition to consider the application of MSP pilot knob LLC for the preliminary and final plat and PUD development stage plans of one commercial lot and the vacation of public drainage and utility easements.
