No description available.

This transcript appears to be from a Burnsville City Council meeting and a concurrent Economic Development Authority (EDA) meeting. I have corrected the spelling of names (e.g., "Keely" to Kealey, "Kouts" to Kautz, and "Soltis" to Schulz) based on the provided official list. [00:00] **Elizabeth Kautz:** Good evening, ladies and gentlemen. It is now 5:30 and I will call this regular meeting of the Burnsville City Council to order. It is our tradition to stand for a moment of silence and we invite you to join us. [00:15] **Elizabeth Kautz:** I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Uh if the clerk would just note that um Council member Workman is um absent this evening. [00:40] **Elizabeth Kautz:** Welcome everyone who's here in person. Members of the public are welcome. Uh and they can also choose to watch us on burnsvillemn.gov/meetings or Comcast channel 16 or 859. The public can also participate through Zoom by joining us at zoom.us/join. More information is available on our meetings webpage and in a council agenda packet. [01:05] **Elizabeth Kautz:** The first item on our agenda is the announcements and proclamations. We have no proclamations this evening, but we do have announcements about all of our upcoming meetings. Regular council meetings are scheduled for Tuesday, April 21st at 5:30 p.m. and Tuesday May 5th at 5:30 p.m. We have a work session that's scheduled for Tuesday, April 14th at 5:30 p.m. And we have a closed work session—a closed session for the city manager's performance review—and that is this evening, Tuesday, April 7th at 6:00 p.m. [01:45] **Unidentified Speaker:** [snorts] [01:46] **Elizabeth Kautz:** And that will be in Dakota B. We have a special work session that's also scheduled for our quarterly round table and that is Tuesday, April 14th and that's at 6:00 p.m. and that will be in Dakota B. [01:58] **Unidentified Speaker:** [snorts] [01:59] **Elizabeth Kautz:** Unless noted, all meetings of the City Council are held here in the chambers. So, this evening we were to acknowledge the retirement and recognition of Assistant Fire Chief Terry Richie, which needs to be postponed and we look forward to that rescheduling. [02:15] **Unidentified Speaker:** [snorts] [02:16] **Elizabeth Kautz:** And so, hope that he will recover soon. The next item on the agenda is citizens comments. This is the opportunity for anyone in the audience or anyone online to address the council on an item that is not on the printed agenda and not an application form that will be coming before us at a future date. Is there anyone who wishes to address the council? Mrs. Collins, is there anyone online? [02:40] **Macheal Collins:** No one online has asked to speak, Mayor. [02:42] **Elizabeth Kautz:** Okay, thank you. We will then move on. The next item is additions to the final agenda and this is for emergency items only. City Manager Lindberg, are there any emergency items? [02:52] **Gregg Lindberg:** Nothing from staff, Mayor. [02:54] **Elizabeth Kautz:** Members of the council? Okay, we are at the consent agenda. The consent agenda is a group of items that's considered to be routine and will be enacted by one motion. However, an item on the consent agenda can be removed for a separate discussion and vote. Is there anyone in the audience who wishes an item on the consent agenda to be removed for a separate discussion and vote? Mrs. Collins, anyone online? [03:22] **Macheal Collins:** No one online has made a request, Mayor. [03:24] **Elizabeth Kautz:** City Manager Lindberg, does staff wish to pull anything? [03:27] **Gregg Lindberg:** Nothing from staff, Mayor. [03:29] **Elizabeth Kautz:** Members of the council? [03:30] **Dan Kealey:** Nothing from me. [03:32] **Elizabeth Kautz:** Okay, may I have a motion to adopt the consent agenda, please? [03:35] **Dan Gustafson:** So moved. [03:36] **Cara Schulz:** Second. [03:37] **Elizabeth Kautz:** There's a motion and a second. [clears throat] All in favor, please say I. [03:41] **Council Members:** Aye. [03:42] **Elizabeth Kautz:** All opposed, say nay and the motion carries. Uh I will now recess the Burnsville City Council meeting so the Economic Development meeting can proceed. President Gustafson, the meeting is yours. [03:55] **Dan Gustafson:** Thank you, Mayor. Good evening. I call the Economic Development Authority meeting to order. The clerk will note that Commissioner Workman is absent this evening. Item number one, are there any additions to the final agenda? Seeing none, I will move on. [04:12] **Dan Gustafson:** Item two is the consent agenda, which is the approval of minutes and a resolution and approval of property casualty liability annual insurance renewal.
