She had open heart surgery at just days and is living a wonderful, thriving life at 2 years old. Now alongside some of our other volunteers. Jordan mom and another achd survivor mother. To the American Heart Association, Alpha Kappa Alpha Incorporated and museum advocacy day. I would like to bring down Councilmember Becky Total for the next proclamation. If I could have my friends from the health and Wellness coalition, join me. This is an organization that I've been involved with for 18 years. So I'm very honored to be able to read the proclamation today. This is a proclamation of the city of Wichita, Kansas, founded in 18, 70, whereas the Health and Wellness coalition hosted its first meeting in January of 20 2002 1004 with 12 organizations in attendance, organizations that are still involved include the city of Wichita Park and Recreation Department, the greater which YMCA Sedgwick County Health Department, USD 2, 5, 9, the Kansas Health Foundation and many more. Whereas the Health and Wellness coalition was formed to promote physical activity and good nutrition and every generation living in the greater Wichita area. 2 important factors in chronic disease prevention, the health and Wellness coalition hosted an annual working well conference since 2005 with the 19th annual conference being held in April. 11th 2024. Some mark your calendars now. Whereas the health and Wellness coalition has continued to grow as a trusted and respected community coalition led by a diverse advisory council council member Johnson. I have the opportunity to serve on the advisory Council. The coalition has been instrumental in many health promotion policies and programs such as the implementation of the Master Bike Plan in 2013 and the food system master plan and 2022. Whereas the health and wellness coalition has shown by its actions and good works for the past 20 years. My topic tarred of jumping through Number one, I went to get on the agenda or after I watched it back after City Council meeting and had to wait over a month because of an outdated back with ordinance. Well, you have to sign up by noon the day of this council meeting, even though there were openings. People can't watch live. Some people work makes no sense. Why can't be noon of the next day? Number 2, I'm not allowed to talk to abcd inspector as he wants to put it on the website or emails or text. The subject can be distorted through misunderstandings, which can be easily talk through with clear and precise language and the President, 3 neighborhoods. It too, will talk in person or on the ball. Need has them Abcd inspector Jenny Oswald. Her and I work on neighborhood issues and we get great results the way it should be. The directors. Great, though. Number 3, back in July, I jump through the hoops to get signatures Park. Kings parking signs. It's that Massachusetts coming to know ours parking signs on Clifton Street. My city councilman dropped off and now 7 months later, nothing. This is about safety. Kemal. Before our animal sub company came up with 14 items to get 2 to 3 million dolls by increasing dog licensing as currently only about 20% of dog owners license their dogs. I asked for a meeting with MS delaying Leighton through the city councilman and actually after a budget hearing in August in the hall. And he said after the budget was completed, he presented this bat. We presented this back in May at the Animal Advisory board and we haven't had a meeting yet or the 14 items consider it. I had 5 smart people. Me not included, spent 20 plus hours 10 meetings. We're giving Bobbitt double raise as he lets 2 to 3 million dollars slipped through the city coffers. Yes, this makes sense. Please get this out from under the police department. The RFP is going to cost the city way too much to even consider. I used to be able to call licensing and ask about an address to see if a dog was license. There. And I've been told no, I can't do that further. And it's just a simple phone call. 6. We made this big deal about Jackie Robinson statue in back in Massachusetts. My sister heard about it and recently in Vegas, they asked about it. Yes, it was a terrible, terrible act. At the same time, a man was mauled nearly to death. We have to rethink. Rethink this. A statue can and will be replaced and almost lost his life, which can't be replaced. The guy under arrest probably doesn't know. Jackie Robinson for Brooks Robinson, copper $3, a pound, bronze, $2, a pound, though 7. I've been working this for a is at gate or on Southwest Airlines. Thank you. >> please call the next item. >> Linda FOX vicious dogs in the neighborhood and nothing is being done. My name is Linda FOX Mayor Willie Live councilman. This is a hard subject for me because I went through it in December. Then a guy 2 weeks later is being mauled to death. I would mauled to death that day on 12 9. If my neighbor did not just my funds to help me. There was 2 pit bulls that were terrorized a neighborhood for over a year and children doing at 9-1-1. Didn't do nothing. I called 9-1-1 several times. No police officer come out. Animal control never came out. One dog died on Crestway in August. Children chased from the bus stop. Nobody came out. My neighbors, dogs, ones killed on Thanksgiving. Police didn't come out and children come up 12, 5, their little black dog which belonged to his sister died. And you can see it camera. That little dog crying for his life. He's just like us dogs or humans. I believe that because I have for babies. >> Then off 12, 9 that 7 day that the round didn't seem adult. My neighbors knocked on the door, thought his pregnant daughter-in-law was having some issues let my dog outside want to answer it. He says one of those dogs are running down Bellaire. They've got a cat in the amount that killed the cat. Get your dogs inside. Now by the time I got out was just 2 seconds later. They Jeff Kansas and went to the killed half 20. >> 4 at I have 4 babies say was dead. I death just like that guy. If my neighbor did not come across that fence, we need to do something about this system. And something about animal control given for funding. You know, if the police are running and the police don't have anybody, let it hire people to do animal control, get the police away from it because the police and animal control are not doing their job. I've talked to my several times my councilman, my neighborhood. trying to help me that this just needs to stop. How many more people need to? Get attacked by a dog? It could have been a German shepherd. He could have been a don't from and it could have been a rock while it could have been anything. But this just happen to be pit bulls in the neighborhood. You know, they even tried attack a woman walking during the summertime. And I was that woman and neighbors save We're with the police at where it was Detroit nobody ever came out. Nobody. even had a meeting with the chief of police. He said that our neighbor is going to be hot neighborhood because this late. She didn't have a microchipped. She did have an up to date on their shots. So I had to wait 10 days. Plus, have. What it that testing that they do to see if they have rabies sent to Kay you to make sure I didn't have to get any shot. What would you have told my daughter who seem to cap in a wheelchair? It is a very sick it your love that because nobody came out to help her. >> And the only reason why the cops came out and they told me this and they were sitting there with because I told my neighbor to go get gun and shoot them. I had a day. I would shot at. They killed my family. They came after think jumped my fits. My in their yard is just like somebody come your house and shoot me when you're in your own are we not safe? Then? A week after that happened, 70 medical supplies for my daughter off my front porch. I feel like so in my house somewhere else. You know, it's just it's getting out of control with these vicious dogs. I think. And we're going to criminal court right now. And she just wants a slap on the wrist. No, that's not going happen. I just cannot believe nobody will do anything. There's you have these ordinance for pit bulls. Nobody Then I got a text from their next door neighbor last night. That they've got 2 more pit bulls and they broke through the fit. You know, and then I'm told by a good friend of mine. Her husband says you could Trae. >> Any dog to be mean and 2 to 3 weeks. So she's got more dog. She's training more dogs to be mean, they're going to be rough in the neighborhood. What what is will control doing about it? She's got a call that tip or so this morning. But what is he going to do about it? Wait till they by somebody. Wait till they buy the child. My next door neighbor has a six-year little girl. She used to go out with those dogs. What is she would have been outside what she would have been dead. Then would somebody do something? This just in to That's nonsense about what goes on with these vicious dogs? Nobody does anything just like a offenders list. There should a dog offenders. What she should never, ever own another dog. And then she had babies. A little babies because you're not supposed to have babies with pit bulls to come across the street. Neighbors have on camera. Police have that video and was a video of hiding. These puppies did animal control govern? Get this puppies? Now? Her dogs spayed or neutered. Her dogs was microchipped. She didn't have any insurance on her dogs and she was a legal braiding. What are we going to do? Something when they keep on terror as but now she's got these new dogs. We've reviewed the proposals will be submitted a recommendation soon. >> Clark. That's community policing in our neighborhood and what is going on? >> All right. Good morning. and city Council. My name's that's rush and I Michael High Schools we have high crime in our area right now. And we have committee placing issues in our area. We community police officer that we have I have an extra recently and kind some questions. What do people now about humanity placing and a lot of them said no idea. And I know that it's not the same as it was in the past. And people were kind of unhappy you know, they were like we don't know what our police officer does. They don't know what he should be doing or what he shouldn't be doing. They wanted to know about does committee, please self. I'm reduce crime in the area. I went to a neighborhood meeting last night and ask our camelia police officer. What do you police office saying? What do you do? And he said like violent crimes. That's what I like. That's what I like to do. Center for second. I said, okay, but we have a lot of issues in our neighborhood well. You know, we have houses that are up and that that we need taken care of. We have other things that people send you emails about. But he doesn't want to address those. We have dogs that are out that are fish us that he doesn't want to deal with. And on the website community placing website. It says that community policing as expected responsibility of every member of the Wichita Police Department that is posted on the city of Wichita website. So, you know, maybe we should not do community placing anymore and just have Every police officer help and this area because where we with that, there have been drive-by shootings. There has been. Last night in our that poor baby that got shot. I You know, we have so many things going on in our area and he does not want to step up and take care of these small things in our areas. And we have to help do something. We as neighbors have to do that. He has to help step up and do that. And if he doesn't want to do that, he needs to step back and let some of partners helped do that. You know, I asked him about. A house that had some drug problems on the street. He didn't know about that. I asked him about some other issues that he didn't know about that. Ali wants to know was about these violent crimes. I sent him e-mails and he doesn't want to answer my emails. I've sent him dog issues before. He didn't want to answer that. We have e-mail boxes go to the curb. Last year I went and spoke here. We had a whole street now. Boxes went to the curb because he didn't want to have to do with that. So we've got to look at this. We have to make this a better issue. The police department general has to help do this. I know the funding is horrible on this, but we have to reach out and I've talked to Councilman Jaisol. And one of the things that people wanted to do was maybe on next door to have maybe like an online virtual thing with some police to say we have some questions. Can we ask some questions? And it can't be about a specific crime. It's just things in general. And if they don't want to do it online, maybe we can a sit-down maybe once a month or every other somewhere and do that. But a lot of people that I spoke with on next door. Want some answers. And, you know, I told Councilman Weisel, I'm ready, you know, and I'm able to help him do something like that. And I think he's working on trying to help get that set up. So my hope is to build healthy, strong, trusting relationships within neighborhoods and the police department. I have a lot of staff has talked the man about Communication can be sometimes an issue with some people in our community. So we're going to work on that. The program that you're talking about or going on maybe next or some social media explaining CBP officers are, what they can and can't do and making people where their currency the officers is something we we are looking into and we want to do because half of the city doesn't even have neighborhood associations. So they don't have that direct connection to their CBP officers regardless. So we are looking into that program what we can do it. I hope to have some momentum on that here before too. I'm here to talk about something I feel which attends can get behind regardless of party or rhetoric. I want to highlight a quiet corner. Stone of still standing Wichita history and the pioneering Kansas woman behind it. I'm here to advocate for the weathered vacated property at 1, 1, 1, East Douglas Avenue, the called the Murdoch Building and the artist Park next door at 1, 1, 3, Both addresses should be preserved for historic and civic. Good purposes. I'm delighted to pride a lot about for the next few minutes. Luis Caldwell, Murdoch is one of those names. You either already know about or you've never heard of. She designed the Wichita Public Library as well as the Murdoch theater. Also esoteric Lee known as the 20th Century Club. Luis spearheaded that woman's activism group pushing for education and artistic outreach. Not unlike the Chautauqua movement before them. Luis made Wichita into her home through laying the foundations for architecture theater. Art literature, science. Her death and will kicked off a push towards the Wichita Art museum, which is a whole other story about a whole other notable woman in Wichita history. I would like to share with this council a copy of an essay I wrote about Luis and the structure which wants for her name. But reading all of this right now, here's the TL Dr. The Caldwell, Murdoch building went up in 19. 0, 8, Louise May had it made a fireproof materials, which was a good call since Jason Building, burned down only a handful of years after her death in 1915. You can still see the fire scars of that event like a slice of architectural geology on the side of the building. Situated at Douglas in Maine, the CM building formed the heart of the Eagle Block. If you read my paper, there's a picture of the intersection as it was in 18. 74 and as Louise would have known it, if that's the sort of thing that scratches your back. At 7 stories tall and wants the tallest building in the region. Now it's card, battered vandalized, squatted on and broken into boarded up brick been left to rot. Louise is name is gone. Artists have added splashes of hearts and stars and murals over the years. It's my recommendation to this council that we, bureaucratic wheels and get 1, 1, 1, 1, 1, 3, east Douglas Avenue added to the historic Preservation Register. What I see at these addresses is a monument to human self empowerment. I see the perpetuated artistic spirit of one of wichita's preeminent cultural founders. I see the potential for progressive transformative acts through the use and respectful management of this historic site. In an ideal world. And with infinite power, I would divert a small fraction of public Treasury to developing the site into a place for open air seminars, book fairs and other self-improvement and educational opportunities like the 20th Century Club before us and like the Chautauqua movement before them. In a fair world. I want to see the called Murdoch building added to the historic preservation record for the worthwhile expression of art self and culture. That undeniably is there's no other building in America like it. The CNN is art. And we'd be wise to keep it. If this council or anyone else watching wants to contact me or knows anybody else have any interest in preserving the called the Murdoch Building. I would love to see us do something with that old library building that's come up several times in last few years. I would love to get a chance to go through that space myself. But this is a better food policy fund. It's a great making opportunity. And and I get asked in the community quite often at how things are going addressing food deserts. We have 25 percent of our population that lives in U.S. food desert. 44 square miles of food deserts within the city of Wichita. >> And which city council and the board of County commissioners in 2022. adopted the food system master plan. And so just really excited that we have a plan. We also now have a publicly appointed food and Farm Council that's helping to implement that plan to thank you to our community volunteers who are part of that. But I'm just very glad to see that we're also seeking some funds to be able to address this variant topic. Important topic, everyone who calls 10 should have access food and access to healthy food. Before you today as a request for a letter of intent to issue multifamily housing, revenue, bonds. Bennett's point properties is a real estate development company that is based here in Wichita and he's developed class a office and luxury apartments throughout Kansas over the last 25 plus years over the last 4 years, they have spent time assembling approximately 3.2 acres of land at the northwest corner of Waterman and Washington. You can see here in this area, Waterman running from left to right at the bottom of the aerial Washington on the right-hand side, the large gray roof you see is Intrust Bank Arena. To give you some perspective on location of this particular site, which is directly south of the Cargill approaching headquarters. The site has been abandoned since the 1950's vantage 906, LLC is a real estate holding entity that is owned by Vantage Point Properties that intends to develop this with a 5 story 370 unit, multifamily project. The project will include approximately 37 studios 241 bedroom units and 93, 2 bedroom units. The units will range in size from 620 square feet to 1180 square feet. The company is now requesting letter of intent to issue multifamily housing revenue bonds in an amount not to exceed 95 million dollars in this scenario, the revenue bonds are not true financing for this project. The developer will be responsible to go out and achieve their own financing for the project. Is anticipated. The construction will begin in the 2nd quarter of this year and be completed in 2027. The developers requesting 100% 10 year tax abatement on the property subject to a payment in lieu of taxes, a payment in lieu of taxes or a pilot payment is a payment equal to the current tax is being generated on the property, which is approximately 14,300, therefore, all taxing jurisdictions will continue to get the current taxes that they are receiving. No existing taxes will be abated as part of this project. These are some architectural renderings of what the project could look like. One on the left. You can see the left side is Waterman. The street that you see coming in at an angle is Washington. And then here is another set architectural renderings for the facility. Vantage point has negotiated with the city for a parking lease for up to 185 stalls on a city-owned parking lot at 7, 7, 7 East Waterman. The rents on the parking lease are anticipated to generate over $50,000 a year. Again in this aerial outlined in red. You can see where the apartment complex will be constructed in the parking lot outlined in Blue is where the parking lease has been negotiated. Zimmerman Volk associates is a professional residential market analysis. Company that was engaged to provide analysis of demand for new rental and for-sale housing in downtown Wichita, beginning in 2010, the original survey has been updated several times in July of 2021. And update suggested the downtown Wichita could support between 383 460, new residential units, rental units per year over the following 5 years based upon the announcement of the biomedical campus and updated memorandum was provided by Zimmerman. Both associates in May of 2023. that increase the demand for 575? 2, 7, 167 new rental units per year over a 5 year timeline. The estimated value of a one-year 100% property tax abatement based on the property being appraised at 95 million dollars is approximately 1.3 million dollars with the city share being approximately 357. That the revenue that is being gone is revenue that none of the taxing jurisdictions are receiving today. 10 years from now, those taxing jurisdictions will be receiving new revenue. It cost benefit. Analysis was conducted by the Center for Economic Development and Business Research at Wichita State University, which showed an overall racial benefits to cost of 1.7, 4 to one for the city. 1.7 1 to one for the city's general fund. And 1.8 one to one for the city's debt service fund. Therefore, the staff's recommendation that the city Council close the public hearing adopt the resolution of intent approve the parking lease agreement and authorize the necessary signatures. Paul Jackson, a vantage point properties is here and can answer any questions specific to the project. And I would be happy to stand for any questions as well. >> Questions for staff starting with council member, Glasgow Ice was simply of questions regarding the parking lease agreement component. First to start out, what is the parking market rate for downtown per month? >> Her stall. >> Troy Anderson, assists a matter park surface lot such as this parking right. 40 $1 per month. >> Is that what the city offers ERs at the market rate value that other SAB wishing offer downtown. So that recommendation came from the parking plan that was approved by City Council last year. So through the parking analysis, the recommendation was. >> To establish sort of the market rate for surface lots and downtown $40 per stalled for months. Do we know how much that the applicant or the developers charging per lot? The people renting the facility? That's a great question. But we We would have to ask the developer on what it. It could be included in the rent could be charged extra by the IB interest in that specific. A look at some of the parking other amenities downtown sometime landing $90 lacrosse, which is out east. 75 $95. The even right up there. $80. >> So I'll be interested if the applicant is profiting off the parking lease agreement if they're charging. In addition to the $40 that we're doing per month. So no, they are not able to profit. fact, there's specific language in the parking lease agreement. The >> the lease or cannot charge their tenants more than what they're paying the city. So if they're paying $40 per stall per month, they can only. Charge their tenants. $40 per stalls per month. Is a scenario whereby obviously. Rance for parking underneath the building. And at a rate higher. Which is pretty standard practice in the context right of there's there's and we talked a little a little bit about this last year. Our talk about parking writes that the closer you are in proximity to your destination, right? The higher the rents are rice or on site. There's generally a premium to parking the further you get away geographically from your destination. Rents become chair. >> I know there's a lot of questions of the board sauce. One last question about parking We quantify that the total cost of parking for the facility for us for the lifetime of the lease agreement. So maintenance projected cost of the parking lot. Do we know what the total cost to us over? How long is the life of the agreement? >> the first term of the agreement 30 years as coach month to month, automatically renewed so as both parties are and compliance with the terms and conditions of the agreement. Right? There is a use it or lose it language and and the terms and conditions of the agreement. So it starts out of Not to exceed 185, but normalization through actual utilization, we will be able to write size that in the coming years, they may only require 150 stalls some point time 127 stall. Some point in time. It's a not to exceed 185. So that will normalize the maintenance costs. Currently there's there's no debt service obligation on the parking for unclear the dust service obligation, there are actual some improvements that the developer is proposing to make a no cost to the city to improve the quality safety security of the site. And then ongoing maintenance costs. We could do an analysis to identify. >> A purse tall per. >> Month type of maintenance And I'd be more happy to get you those numbers. But no, we didn't do a specific. 30 year maintenance. Analysis on that. >> think I know more questions but to take the shot of people, mayor, if I could just add to that. Troy presented the parking last year to the council. That's what the issue of maintenance all of our inventory parking inventory was. One of the issues was discussed and we intend to do an evaluation of all of our assets to determine what our needs are. Ballpark. We know that we're in the deficit position. We deferred maintenance not just on the surface lots but on the garages as well. And so we have a lot of work to do. And I think we have a remember a macro number regarding upkeep and maintenance required for the entire system. >> And not all the to I mean, we know just generally across markets right? You can generally identify about $400 per stall. Annually for maintenance operations. Generally that's associated with parking structures right to more parking structures. You have the cost goes up. The more surface parking lot of cost goes down. But generally speaking across market segments across the nation, about $400 per stall annually is a pretty good measure of what maintenance and operations costs look like. Get >> Vice Mayor Valery, thank you, mayor. Have a couple questions is the developer still considering doing this discount? >> yes, he is. I will allow him to expand on what that is. But he is still considering that. Yes, >> Is he can explain. I just think it could. I think it's incredible. And we've had a lot of conversations in the past just talking to developers on affordable housing. And so I thought that and a really great piece of this project. So, yeah, if you can explain a little bit of it ought to be wonderful. >> Good morning council. members. Paul Jackson Co Vantage point Yes, the the student Rent credit program that we're proposing is a 10% of the units that we build. Any 10% reduction in the cost for students of any college or university located within Central County and we're doing in. >> If we build on the site that we own only we're going to need to build fewer units. And we all know that downtown needs more units per the numbers that were presented earlier. >> So the idea here was to utilize the city parking across the street, pay market value for those spaces and in return that allows us to build more units and offer students a break for those coming downtown. Does that answer your question? disrobe. And while you're will you >> Managing your property? >> We will likely hire a third-party manager, but we would be the asset manager and manager the manager, if you will. So, be local unknown. Likely they'll have to have a local presence. But whether they're a national company that has a local presence, we've not determined that actually thank you so much. Sure. >> 10 and I just have a couple more I just want to make a comment that I appreciate the collaborative effort on the parking lot. We hear about parking all the time and we have somebody make a lot. So I appreciate that. We're able to collaborate and use a that isn't utilized as much. So just wanted to make a comment about that. question is about the supply and demand. So, for example, I hope that, you maybe a answer to this, but are we like fully at capacity for the apartments that we have downtown right now like the national? To 25 more sick. More is everything pretty much at capacity. You have any idea. I can't speak to the national just since it opened last year and I'm not sure where they're at. I know that. >> When they opened, they were opening up lower floors while they were finishing the upper floors and I drive by it every night on my way home. And I can tell you just from looking at the facility, you can see more and more lights on in the evenings up above. So I would anticipate they're doing well. I can speak to 2 25 sycamore in some of the others that they are at capacity. They are fully leased and most of them. Lisa, very quickly. So we do see a lot of demand still in the market as the Zimmerman volk update from May of last year suggest there is still strong demand for downtown a rental living. >> Okay. Awesome. Thank you for that. last question is about. So have received several emails questions from constituents about how many more apartments are we going to have to need down time before we can get a grocery store? >> So is there like a magic number? We keep encouraging and they have all this building going on, which awesome. We're going to have you know, we have the schools and, you know, all these something's coming downtown. And so we still don't have a grocery store. So I to make sure that you hear about that a lot as well. But I just we have a conversation about what that really looks like. Maybe I don't know. But I would love to have a conversation about that because we are encouraging a lot of people to come downtown. Move downtown and we still don't have a star. >> Absolutely. It is something that we hear a lot about, especially from downtown residents. We hear quite frequently. When are we going to get one? can't tell you what the specific density is over the years. We have spoken with several grocery operators and they've all said you're you're still shy of what you really need to have enough demand downtown to do a full grocery store. There. One of the market issues is that there's a Dylan's at Douglas and Hillside that is on the bus route and that being, you know, a little over a mile from downtown most grocery operators are saying, well, with the Dolans right there, you're meeting a lot of the demand for downtown. And until you have a really extraordinarily dense downtown area, you won't have And 4 and additional grocery since that is a full service grocery. And again, it is on the bus line going into downtown. >> I don't like that answer. But Alex, sure, show appreciate it. Yeah. Councilmember whole weisel. >> Thank you, how many biomet students are we anticipating? >> I believe there's going estimated to be 3,000 students. 1000 student. Okay. >> Are there any protections in place and sure the student housing aspect of this, the discount for student housing. >> No, we're not requiring the developer to do that. That is something that developer has developed on their own as part of the package of how they're going to develop this property. >> Okay. Thank how is the market value figured? I suppose that would be more question for the applicant here. >> In terms of when you save market value rent for the apartments. >> so we perform third-party market The company that perform that force was Val Bridge of Kansas City. We work with them a lot on these projects and they study all competing properties in the city. Similar age, similar offering similar amenities and compile those rents a lot of in this case that's probably going to be the newer properties downtown. The sycamore to 25 Sycamore River Vista, the Nationals to new to compare. We're doing an update on that right now. But that's typically how it's done is is too hire a third-party to assess those those market rents. >> Now what units are you setting aside for student housing are are they 2 bedroom one-bedroom studio. it's still a work in progress. But the idea is 10% of our units for whoever once them on a first come first serve basis. I don't want to make clear we're not building student housing or building market rate apartments and that will provide housing for students if if someone wants to come in and rent a 2 bedroom and they've got a valid student ID, they would get a 10% discount on that unit just just the same. If they come, they want to rent studio and they've got a valid ID. They would get a 10% discount on that unit up until 10% of the units are are taken under that program. >> Okay. Thank you for 10. When when does o'clock start taking on this? I know it will come back in 5 years or second. Go at this. it's successful, the 5. >> So assuming the bonds are issued in 2027 January, one of 2028 would be the start of the tax abatement. >> So if the 2030, 30 before it comes in front of wrecked. Also. They have the right to terminate the parking agreement at any time was out. What I read in the contract. I believe so. But I'm going to defer to Troy Anderson on that. Okay, thank you. Yes, that's correct. we don't anticipate any anything. I mean that would they need that parking there? Correct. >> As you heard from the developer, They could without the use of the parking. On Law Day without you utilization of the city on parking lot. They would be limited in the amount of units that they be able to locate on site and parked themselves. And so by actually utilizing the to city parking lot. They were able to add some 112 units. I'm just simply by utilizing and taking advantage of the vacant parked a street. Okay. Appreciate it. Thank Yes. >> Council member John stunt. >> I'm just a couple of clarification. Sits a 30 year. Agreement the parking. And then there's 3.10, year terms for. To be renamed could be renewed. 50, 60 years. It could be correct. at the month to month lease right? >> That automatically renews. And the reason why we structure that right is because this is a public parking asset, right? This is a public parking lot, number one. And so we need to be sensitive and need to be careful. So it it automatically renews month to month. But yes, so long as all parties are compliance with the terms and conditions of agreement, it could. for 60 years now, there are also some controls in there again, it's sort use it or lose it type of scenario, right? So so long as they are our leasing the parking stalls and there is utilization of the parking stalls them. They can continue to utilize and pay rent almost all. There's escalator and they're for the parking rounds. So it's not just $40 per stall per month for the next 60 years. The cost of that increases annually based on the CPI index. there's our there are baked in. Considerations for inflation and the cost of providing maintenance, etc. So we've taken all that in consideration. Agreement maximum 5% a year, correct? So just to be clear that if starts at 2027, that parking lot could be tied up 2087. >> I'll be 127 years old at that time. >> So it's not that the parking lot is going to be tied up. Let's make sure. >> So the parking lot today has some 500, 407. 470 stalls. And I've heard that number. I've heard the number any paying for 75 40. So. Ample parking. So. To develop around their tenants of the first right of refusal at access and utilization of that parking lot right. So there are no there are no parking stalls that are being reserved for tenants right? It's a tenant of the apartment complex. One day might be able to pull into the parking lot and park in one spot and the next day they come back and that spot is taken and so they would have to park in another spot right? It doesn't tie up the parking lot. For 60 years. It does provide those tenants access to parking lot. And a first right of refusal scenario, right for the next potentially 60 years. It doesn't tie it if for whatever reason there's an opportunity see other development in the area. There are other opportunities for folks in and around the area to take advantage kept spaces in the parking in the parking lot. Right. So this is how we. This is how we take advantage of the utilization of these parking assets, right? We talked a little bit last year about. If we are not. At 85% occupancy and any one of our parking assets right? the Matrix doesn't work, that the metrics don't work right? We want to try to achieve 85% occupancy and all of our parking asset. Right now that parking lot sits vacant virtually any given day of the week. Now we are in conversation with some the folks from Intrust Bank Arena to assure that they have parking that they need within the vicinity right? But this is part of that entire ecosystem right, that we're going to right size the location and the number of parking stalls and parking assets in our downtown to try to achieve that. 85 1% occupancy industry standard tells us that that 85%, AKA occupancy, a sort of a a best practice right? And so there's ample opportunity to utilize this parking lot. I'm not only 4 of the projects that we're talking about here today, but other projects that have yet to come to fruition, right? There's opportunities for other development opportunities to take advantage of the lack of occupancy in this parking lot. And we'll continue to explore It talks about access controls parking lot. Yes, so we'll be access controls into that lot. So those are some of the things we're talking about. The developer. The developer would like to make some improvements to the parking lot improve the lighting, improve the security. As well as put in some of the control arm. Some of the PRC park equipment is necessary to control access to it. But again, once park equipment is is installed, it becomes a. Ownership of the city for long-term operation and maintenance. And through that equipment, individual tenants can use an access card to gain access and entry into the parking lot. Or if the general public, I can pull up to the to the parking politic in no way an and park and utilize the parking asset. That's how we maintain that. It's a public parking lot. That brings up another clause the contract says in recognition of improvements made city shut discount the monthly rent, correct. So if they keep going up or makes improvements than that, $40 could discounted too. It could be writer. And as we will negotiate that as part of the improvements right? And so we understand that. One option would be for us to go and make those improvements right? And that's certainly something that we can explore at the same time. Without having to bear the cost of that up front. The conversations we're having with the developers that the developer would make those improvements on our behalf and in exchange for making that investment improving a public asset that we could talk about a discount. And what that looks like for their talent because at the end of the day, it benefits the tenants just to be clear and been said before. But say responsible for maintenance, preparing placement operation. Yes. and up a life of 60 years, how many times a it resurfaced. Medicaid on. No, no, honestly, maybe once every 30 years. I mean, top of parking lots surface lot. don't necessarily warrant the maintenance to parking structure means right? But on average, maybe once every 30 years, what you really need to resurface and again, for all intents and purposes a parking lot, that could be a millon overlay right for a fraction of the cost. you said the cost for parking spaces, $400. said that in the context of entire operating system, right? So when we look at these parking ecosystem with the part about these parking management systems across the nation, generally a rule of thumb is for maintenance and operations. Don't. Don't forget to include operations. And that right that that's enforcement that's investment. That's exactly so not just maintenance of. The actual individual asset, across the entire system, yardstick is about $400 per stall. So if you had 10,000 stalls in your system, you could. Reasonably anticipate about $400 per The more surface lot to have. That number comes down. The more structured parking. You have that that number might increase. But it's pretty good best practice to set up operating budget around $400 personal. And just to be clear that this agreement would take that lot off the market. Definitely no. mean, as as I explained, this leaves them. Access and first right of refusal to use a lot for whatever an opportunity presents itself. So, for example. Let's say somebody approaches us and says they want to build a new whatever that right. Maybe it's a new multi-family residential apartment complex may be at the hotel. Maybe it's a grocery store right? And they want to build on that lot. We would say, OK, let's walk through right? If we find an opportunity like that, that the agreement does not preclude us from. Building a parking structure on that parking lot to then support both businesses right? We don't necessarily have to pick winners and losers just because they have access to the parking lot. There's a reasonable expectation that they need to have. Parking associated with their project, right? That's what we're tying up so to speak. But there's nothing that precludes us from. Retooling what the parking lot looks like. Again, we could build a parking structure that supports not only their project, but other projects and then everybody has ample parking to support not only their business but other business opportunities in the area. But I don't read that in the contract that I read. The developer has a 30 day. Notice terminate the contract. I don't read where the city. As any notice to terminate the contract. We don't want to terminate the contract. We want to someone don't want to build a hotel there. 4 more apartments. Would you be able to terminate contract? We don't want to terminate the contract. That's not the question. Goodyear terminate to come. That's the question. I don't read in the contract that you could do that. I guess I don't understand why we would want to terminate the contract. We don't have to terminate the contract. I think you answered the question, OK? Is that at any of your other properties as their historical precedent for no? >> we've done that specifically the situation with the ability to build more units, which we believe the city needs and the requirement of us for adding additional parking to do that. We think it's a good trade. We think it's a win-win for the city and for creating housing downtown. Also lawyer appears well, how much how will you charge tenants for parking usage? >> the park in agreement states that we cannot profit on the city's >> spaces. So we look what those will be passed through numbers to our residents for those residents that want to park there for those residents who want to park on our site, most of which is garage parking. We're still playing with those rates. But typically downtown, that's $100 a month or so for the for that type of parking, its on site. It's more secure out of the That's that's pretty standard from what we've seen across the market. >> Yeah, $40. You have the cheapest parking for residents. for staff as well. >> Circa 10 years. What is the property tax benefit for the city for a year? >> So it's a little hard to estimate when we estimate the value of one year property tax abatement. We don't have any number to go on other than what the number dollar investment that the developer is proposing. I can tell you that in practicality properties are never praised or very rarely are prays at 100% of what the permit value or the capital investment is. We'll give you a for instance. So the Cargill protein headquarters building is a 70 million dollar investment by Cargill. The last time I looked at it, which was last year it was valued at 38 million dollars. So this 95 million dollar investment for tax purposes could be valued at 40 million dollars for all we know in 10 years, it's very hard to judge what the appraisers office will do in terms of value. So it's a little hard to estimate so that the 1.3 million in annual property tax savings with 357 or whatever 1000 that the city is estimated. That number's probably a high number because that's based on it being valued at 95 million simply because we don't have any other number to go on Thank you. Air Timur Tech team are happy with And I'm trying to watch some of the comments online from are concerned citizens and make sure that we're addressing them. So I appreciate people being engaged how much are we collecting right now from this sparking? >> From this property property or from the parking lot >> I'm not sure. I >> The only revenue that we're receiving. As a or late specifically to lot D. >> fractional percentages of revenues that we collect 4 events to put on by interest back. Those fraught times purposes. Those are the only revenues that we're receiving. If you look at across the entire have to go back. I'm like, why's it? Correct this agreement it would be over $56,000 a year that we can for other parking facilities that need to be maintained and enhanced. Correct? Correct. >> So another question and kind of Just to clarify for the community because sometimes this is complicated, right? And it isn't something that some of the stealing every day. But what is the cost to the city? Are we writing a check today? If we if we pass this first reading, what's the risk to the city and could you maybe address that for some are concerned citizens? >> There are 0 taxpayer dollars going into this project. One of the questions that was highlighted is that we need more affordable housing, which we here in our community. And the time we actually hear we need more housing of every level. But would this put us in any kind of jeopardy that if there was an opportunity to support affordable housing, we wouldn't be able to because we're using the money from this and wouldn't be able to do that. Yeah, it's a great question. And the answer is absolutely not. again, we're putting 0 taxpayer dollars into this project. >> In fact, if anything, we're actually generating some revenue, particularly as it relates to parking rounds to bolster our parking operations in our parking find. There's also a significant windfall, as you've same here that in your 11, once this property comes back on the tax roll right, there's a significant windfall revenue that all of the taxing jurisdiction will realize, including USD, 2, 5, 9, otherwise. And I and I will add to the last time I write that. Any developer that is looking to do multi-family residential or or any type of house, right? We would certainly entertain the conversations of if somebody wanted to do workforce housing project or an affordable housing project would be having the same conversations with those individuals as well. But the one thing that I hear consistently about downtown a couple things that people are super excited about. The vibrancy and the growth in the density that's being generated. But we need more housing and we need more parking and this would address both correct. Agreed. Thank you. >> While you're there, try have a couple questions so on Page 3 of event regarding parking again. It's as if see continues to make available. The student read credit program during the 10 year period beginning on the commencement of the turn the city agrees to reduce the monthly rent as the case may by 10% each by in which the program is offered that in additional incentive that there. >> Correct. So. We have to be very careful how these rent reductions are handled. And so as an incentive for the developer try and provide this program right. We have to be careful not to take away the parking from the developer, right? Because them they're performing doesn't work. They're not able to lease the units. The investors don't back the project and we go back to a scenario where we're losing some 112 units and they're only able to bill 200 and some. I knew that some parking on site right? So by entering into this agreement and providing the additional parking will get the additional units. The incentive is to reduce the parking rounds which again benefit the tenants. This doesn't necessarily benefit the developer, right? That this is this is a cost that's going to be passed along to the tenants. This is really in the best interest of our future tenants right? That it. Built upon the the offering of the 10% rent credit for students by offering the additional discount on the parking. So that all folks. And continue located downtown. and can we can continue to grow the vibrancy of our downtown right by putting more individuals down there. >> Just that that discount only runs through the 10 year program. So after that 10 year window, once that program is no longer being offered tonight, discount is no longer offered as well. >> I see another Councilmember Councilmember Johnson, theirs. >> Thanks, Troy, real quick. I'm following my colleague Councilmember Tuttle. There's been some comments about affordable housing and I'm assuming that means can we legally incentivize affordable housing? I know you and I talked about that before the public talk about what state statute says. The current hard sentence. Correct. So >> give a little background to this, too, as well. Just so folks understand that there was up. It's called inclusionary zoning, right? Is the term that is used to industry sectors right years ago, probably decades ago, right? Cities started requiring that. Multi-family residential projects. We're required provide a certain number of affordable housing units, right? That's why we call that inclusionary zoning. So it started to gain traction across the nation. Unfortunately. Now states start stepping in and going, you know, from a statewide perspective, whether or not the state wants to see this type of inclusionary zoning activity occurring in their state. So there are a number of states including Kansas, the preempted cities from requiring those rent controls. There was a bill that was introduced in the legislature years ago. She I don't have the exact bill number, but yes, it prohibits cities from requiring rent controls, particularly a multi-family residence, nor can. >> We use. >> A developer thurs. >> Failure or or not? Phil, a >> choice to not include affordable housing units as a reason to deny it. Now again, under that bill under that state statute, there's nothing that precludes a developer from voluntarily offering up some sort of rent credits, right or some sort of rent controls. But that's where we've been very specific. You heard from 10 a little bit ago, right? We're not requiring and nor we're recommending that. City Council take some sort of action because a developer is or is not offering up those rent controls this. This is an opportunity for us to encourage Asian of the program right through the parking agreement. And that's why we've separated that the revenue bonds and the incentives associated with the project. Are not associated with the red credits and the rent controls. It's a preemption under state law. >> Councilmember Johnston. >> Thank you. I just want to be clear, I I do like this I think a lot all accident there develops. However. They did try made the statement that. Getting the parking to develop. It doesn't help to developer. I disagree with that. It does help the developer Lauzon but another 112 or apartments on it. But using a city asset. Grant, there's rent. I don't like the numbers on that. That wreck and maintenance versus what's being paid. But it does. It does help a developer. Vice mayor, I want to answer the question on the grocery We're marching toward a number about 7,000 residents in the downtown area. That is a threshold that the begins to really pay attention to the opportunity of a grocery store. Right now we marching toward 4,000 residents in our downtown. So we are moving toward that number. One of the things that is certainly is they'll stop at the school, the new medical, medical campus that's emerging again as council member noted, we have 3,000 students that will be coming in with which told KU Project and then. don't forget about almost 1000 with all. Still up at 6, oh, 4,000 medical students. Plus, 2 are battling staff and another 1600 jobs to support it. So all that said housing is needed in our downtown. And we'll talk more about that in a moment. I do want to note that. Mister Jackson did come and meet with the downtown board in January. Walk to the It was well Part of that board's responsibility is to look at what are the market's telling us about need? How is it that we're meeting those needs? And so they saw through his project how we can really move forward and hitting that residential market need that we know we have our route actually pars, Lori, both who was noted by Tim earlier. It's a third-party analysis on what is the market telling us about residential. And Laurie has been working with us since 2009. So is she will be working with us as we update the master plan in this coming year. I also want to note that Mister Kelly, Jo Kelley, a immediate past chair of downtown Wichita is here with us today as well to show support from the board on this project. You know, since the approval of project downtown, we have seen considerable growth in our downtown area, but it's also building on a foundation of old town. The keeper of the Plains. The riverfront development, a number or other significant projects to date we have seen because of this strategy that we've had about 1.6 billion dollars of investment, private and public mention private first because about 75% of that number has been private. Any other part of that has been public investment to really be a basis of helping the private sector do what they're doing with their you're considering today as well. Never before have we had a pipe oil we've had, though today it's approaching 1 billion dollars and those are real projects projects that you have most recently, we're looking to build a distinctive downtown, but we're also looking to build a distinctive city. You have heard a lot about growth in our industries. We're seeing that across the board, whether cybersecurity aerospace medical, we need every person that's here to stay here. And no, that's a goal of this council. But we also need to be attracting people from across this country. And now the world is much smaller than global opportunity for us to attract as well. So you do that by creating a very distinctive downtown. One that's vibrant, one that offers different opportunities for people in this project does do that. As I've mentioned, just in the play 6, much about a half a billion dollars of projects have come forward. Certainly some of those already talked about. But once I have it is expiration place and what's happening around the destination play what's happening around new private sector development around the the riverfront Stadium. All again, tying into the over downtown every aspect of downtown's development is critical whether it be commercial hospitality, service industries, urban parks, the arts, if the structure and certainly residential development having individuals live in our core creates a city. That's a 24 said. Ian Book, 24 7 Environment. It creates safety were 4. We are. It was mentioned back in 2010, we had about 1400 units in our court. We have now built over 1600 More than 3,000 units are now in available downtown. And as we've heard war, his set, we need to build additional housing about 5300 units over the next 5 to 7 years. I'm confident that number is going to increase as we see more and more happened in our downtown area. This particular project really excites us and that it's a gateway project. If you think about that intersection of Washington Waterman, it's a gateway and we have often said about Waterman. That really is the 21st Century Corridor, if you will, of our downtown Douglas really offers us the historical fabric. Waterman is at 20% record or that we see emerging. We also see is a very important project because think about what surrounds it. There's a mega block. Their Cargill was looking to leave the city, leave the state. They made the option to stay and to build a new corporate protein headquarters right adjacent to the site. That's important union station, the new Learning Lab school, which will be opening up this year. There are restaurants in that area. So again, this project will help feed the success of those surrounding assets. We know that Mister Jackson is committed to quality design, a design that reinforces the urban fabric. If you look at the renderings every side of that building is as well does. It is not a front and a back to this complex. So again, thank you for the opportunity to come forward to speak in support of this project. Again, your activity, a site that has been sitting dormant for over a half a century. A $74,000 a year. >> This agreement would be in addition of 56,160, I was running down to 56,000 a year. Now $18,000 loss for the city each year just in the maintenance component of that, multiply that by 30 years. You be looking at $540,000 loss of the city will buy that up to 60 years. looking at a million dollar loss for the city just for the parking component by offering additional $8 a month in addition to the $40. So if you up to $48, able to break even on the project in terms of what the city's investment is for the maintenance agreement. So that would be a concern. I have. very thankful Mister Jackson that you're looking at encouraging development downtown partnership said. This is 50 years by putting this on. We're only additional 10 years of delay and will be seen significant increase to that actual is 10 years from now. So I'm very excited about the investment. I think the IRB make sense. I still concerns about the parking agreement, just making sure that we don't lose money on the maintenance of that. I know we tons of deferred maintenance in the city, especially with parking as expressed by the managers office as well. So those are my concerns. I will be making a motion to either adopt the reflective more of the costs that we would incur. You can't look at any one of those assets in a vacuum. It's crossed and parts of, for example, the cost of maintaining on street parking stalls are exponentially cheaper, then maintaining. A structured parking facility right? So the math? Well, yes, the math is the math. That's not how we look at it right. There are going to be a project are going to be assets that are going to perform better. >> Bolster the system, for example, on street, on street parking. Generates. Revenue. Now with very little overhead, right? Very little maintenance, very little overhead. Your biggest costs of managing a system or in your structured parking facilities. And this is not on street. This is a structure so this isn't a lot, but it's still spend facility not on street parking. That's correct. >> It's but when we look at the system, we look at right. We look at the on street parking. We look at the off-street parking and we look at that entire system and that's how we balance the system that there are going to be some assets may be there on street. Maybe they're off street. They're going to provide more revenue into the system than it costs to actually maintain them. To your point, yeah, we're not going to spend those kind of dollars on a parking lot, right. But we're looking at the system a whole. So this is or because we haven't done the work to break down for this particular lot of what the maintenance. So we're looking at the average, we don't have the information that Councilman Tuttle said about this specific law. So we have to look at the average because we don't have specific information about the maintenance of this particular correct. It's terribly expensive to build in a downtown. When you build this project in a suburb, your building on 18 acres here. We're building on 3, which requires that we go vertical. We have significant expense with parking garage elevators. All those things. so that piece is important to us and you know, we want to get built in time for the Biomet campus to open. So that those are the drivers, but the act, the economics are the most important thing that we've got to get going. If we're going to bring the project to fruition. Okay. The item before you this morning as request for approval of the 2020 for lawn care Equipment rebate program. The city was taught ministers near quality program to provide education, public education outreach to ensure the city and surrounding areas maintain compliance with ozone Sanders. Set by the EPA. This is this program is made possible through grant funding from KDHE with matching funds from the city which saw this includes our environmental quality specialist position that oversees the program. Which includes air quality monitoring and reporting community outreach and implementation of programming, air quality air quality modeling indicates that nearly 95% of ozone emissions are transported primarily coming from Texas and Oklahoma of emissions within our control. Non road mobile sources such as lawn equipment make up between a quarter and one-third of local emissions. A typical gas lawnmowers estimated to produce 6 times the emissions as the average passenger vehicle. These emissions contribute her ground level ozone and pollution. Numbers from the 2023 Long Care rebate program included. 41 rebates for a lot electric lawn care equipment. 11 rebates for mulching blades for total just under $2000. In rebates issued of that around $500 for mulching blades. The outcomes from the 2023 program showed. 41 lot appliances removed from service, which is an average of just over half a ton combined hydrocarbons, not a oxides and particulate matter reducing our air over the course of the year. So it does make a difference. The proposed program for 2024 would include a rebate of up to $100 to and individuals who purchase new electric battery powered lawn equipment. And they're and recycle old combustion equipment. What he'll talk about more in just a moment. Qualifying purchases, including mowers. That can be self propelled. Leaf blowers has trimmer string trimmers jurors. The rebate is administered to a check mailed to the qualified applicants and the application can be done online or mailed in the rebate for long-term equipment in 2023. Was $50. We're proposing to double that for this year. Up to $100. couldn't this type of equipment stolen were expensive based on citizen feedback to his request make this a larger e-bay to last year. The Mulching blade included $3,000 originally funded by the Sustainability Integration Board for 2 for the 2023 program, which was not fully expended. So the remaining $2500 will be used for this year's program. Mulching blade includes up to a $30 rebate not to see the purchase price to individuals who purchase new molting blades and no recycling is required. Same deal here. The rebate is minister through check mailed to qualified applicants and the application can be done online or being by being built in. He mentioned before and non road mobile sources, including lawnmowers, make up to 25 to 36% of emissions. The success of the program will be evaluated by the number of rebates provided and the corresponding emission reduction will be estimated. The 2022. Is the pilot your for this program, which was better than last year in 2023. One of the changes I mentioned to increase the rebate up $200 will be evaluated now in year 3 to determine viability for future years. Our is a little sooner. This year coincides with the spring ozone seen season which is sooner than in the past. And so we expect that that might make some difference on how many people take advantage of this. The program funds will be supply rebates until the end of the year or when funds are exhausted, whichever comes first partnerships have been established with local recyclers to verify disposal of the old equipment, which is important part of this to make sure we're placing and the people are still using the combustion engine equipment, the motion through home improvement store, social media libraries, media libraries, neighborhood resource centers news at the home improvement stores. Flyers, replace electrical equipment and including QR codes to to provide more information from our website. applications accepted will begin March 1st, assuming your approval today. The rebate program as recommended have an allocation of $5,000 utilize from the existing air quality program funds. The Charles Doty Tennis facility. And this is well, you can see the cracks in and these courts. Analysis in 2024 funds will focus on supplementing to 2023 grand 2023 S led the court findings will be putting both of those dollars together to make improvements to the Charles Downey junior tennis facility at McAdams Park. Charles Dowdy tennis facility is highly used by the surrounding community and serves as an overflow facility for the Riverside Tennis Center during its tournament play. And it's also used by the McAdams Tennis Club, which started in 1963. The McAdams Tennis Club uses these facilities to host tennis lessons for the city's youth as well as an annual tennis tournament at that location. Currently the code, the courts at this facility. Do not provide adequate playing surface for tournament play and limit the coaching opportunities as well. Proposed improvements. Involving move into Middle Tennesse courts, which also called the quick start. Courts. Which would be replaced with a new set of 2 tennis courts to create a 4 plex for tennis courts. And new tennis courts are things on the existing courts would would be installed a practice and change shelter will be installed if funding is allowed. So here you'll see 4 courts that will be resurfaced up here will be a half court with a wall so we can have practice and also can be used for teaching and these circles would be propose shade structures, which would also is what we have tournament. Posters and tournament leaders at that location. But as the considerations to 2020 for 2020. 2033, adopted Capital Improvement program includes 25225,000 and the 2024 athletic Court improvements. We'll continue to prioritize projects such as the East Bank of the Kansas River, south of Central Avenue, which has some areas of feeling retaining walls Hill. Park Garvey Park System Park. Spending allows additional improvements throughout the park system, maybe prioritize unaddressed. This is an Garvey Park where we would make some improvements of adding a some stabilization. And here's another example of the East Bank of the Little Kansas. We're south of Central Avenue. This is one of art, very important sites. But one of the questions that I did have when do we what kind of decision-making tool or how do we decide what you know, for example, within Park and rec with the public agrees, we use a decision-making tool to decide what what roads are going to be addressed. All different types of situations, whether it's the turf, the lighting, the seating, the size they're nearby and maybe some throughout the city. Restrooms and concession stands. I think field renovation is necessary to. Have safe and sustain that. The conditions to extend the useful life of these fields. And promote the desired amenities for recreation programming and community use. This year, spending will focus on improvements to Barry Sanders field at McAdams Park due to its heavy use. But I football programs and games and practices. I'd also like to add whenever I go by there, I see a lot of folks using it and many, many other ways as well. Improvements include a new scoreboard. I think the scoreboard was actually installed 1970's. Grassfield and prove some of the grass and in and around that location And he's looking at some new bleachers and hydration station, hydration stations. Going to be very important because we have practice in end of July. And August really requires that they bring water. This will help make sure that those kids are hydrated. If means additional beaches across the park system may be replaced. And that's our next priority. And these improvements will increase to use ability and quality of play at this location. Financial considerations, the 2024 through 2033. DOT the Capital Improvement program includes. $4,690 in the 2024. athletic field renovation. 95,310 of those original 150 $1000 for the 20 20th left Field renovation project was relocated to the downtown restrooms and hydration station. So this is the remainder of those funds. To that took to go to this program. No members of the public spoke on the item at that meeting. No protests petitions were received for the request. A conditional use. On January 16th as mentioned, city council deferred it. The purpose was in order to allow for an opportunity for the applicant to tend the February death meeting and to answer questions from various stakeholders. Now I need to apologize because the planning department did not get the item on the dab 6 agenda. We discovered this after receiving an email inquiry from the vice mayor. Planning staff have contacted the applicant and they have indicated their willingness and intention to attend the March. 11th dab 6 meeting. So in terms of council action, you know, a variety of options. The recommendation coming to you from the planning Commission city Council adopt the findings of the Planning Commission approved the request a conditional use authorize necessary signatures and struck the city clerk to publish the resolution after approval. And then on Saturday from one to 3 all of my colleagues to join me on a bike ride meeting up to the monarch at 1 o'clock or maybe till about 3 to ride a bike paths and discuss encampments different issues with homelessness. So looking forward to that and then just a reminder, we have 2 town halls at the exact same time on Wednesday. One of them is a partial middle school to discuss the closures Hadley and Park I-30 and then the other when a mentioned earlier, the homeless town hall at the Advanced Learning Library at 5.30, as well. And I also wanted to see if you guys knew. Officer Nate from the hot team wrote a book and if you have not read it, I highly recommend it is awesome. I learned so much even maybe cry. It's so cool. Councilmember Jaisol. >> Thank you, Some in some comments earlier in the meeting on the public agenda. I just wanted to respond a little de Pere and I get into it CPD officers. They're getting a bad rap because they're not able to necessarily say what they're doing. A lot of the times the same thing with our neighborhood inspectors. They can tell you where in the process the case is at, but they can't give you the details on a lot of times. People expect especially some of safety officers who are much maligned by several members of our community. I just want to make sure that day. They are saying we thank them for their service. They are people who put their lives on the line on a daily basis for us. So want to make sure that they feel supported. Also want to just double down on our communication because we need to make sure that the public understands we're not ignoring you. We are working these cases and there are, of course, are going to be times that. We mess up as a city. We that we will look at it. We will try and come up with the best services that we possibly can for you. So we're going to continue to improve our communication. We're going to continue just reach out to the community and just let them know what the processes are and how they can get around and get the results they want and the best manner possible. The second thing I would just want to touch on real quick is the incident talked about earlier where a a 3 month-old was murdered last night. Able stupid. It was us. It's nonsense. It doesn't make any sense whatsoever. And we will Kessel person who did it and they will face justice. But after that, we're going to have to continue and really buckle down. What we are doing as a community, all of us, we're going to have to have uncomfortable situations about what we can do to continue to improve on the violence that is going through our community, both teen and gang violence and domestic violence. things are ticking up. We've been working on for quite some time, but we cannot let our foot off the gas because people and children are paying the price that. About the same time this incident was happening, I was at a neighborhood meeting. We were joking around about things that keep me up at night and somebody made a joke about my one year-old keep them in a which is true.
