and pay honor uh to the life of Miss Linda Schuler this community lost a leader an advocate I would not be in this position as the first openly gay council president without the leadership of Miss Linda um as a community we are wrapping our arms around Miss Carla rothen and all those who loved and care for uh Miss Linda we were supposed to gather just this week uh to recognize uh and celebrate uh both Linda and Carla's contributions to our city we at this Council passed a resolution last week on consent to honor them at the celebration that was to be held uh this Thursday but Miss Linda was called home on Saturday and so I would um one first just open it up if anybody else would like to make any um other comments I know to auditor Kilgore as well Miss Linda meant a lot to us but I would open it up and then we will have a moment of silence with that let's have a moment of silence thank you we'll now go around the dice with council members any um any uh announcements or resolutions starting with councilmember Bankston uh thank you president Harden tonight one resolution and two announcements uh I will start with resolution 0185x-2022 and as I read the the resolution I would like for Rick and or to come up to the podium this resolution is to recognize October 2nd through 7th as digital inclusion week in the city of Columbus this resolution is so critical to closing the digital divide in central Ohio in Ohio alone there is over one million people without internet access let's just think about that let that sink in a little bit in 2022 over 1 million of our residents in the state of Ohio still do not have access to the internet uh the Franklin County digital Equity Coalition is a group fighting to end uh to is fighting that in providing access and hope to the Next Generation especially in our low-income neighborhoods I've said it before and I'll say it again that the next chapter in Columbus's history has to include everyone and that matters in every facet of the work that we do here at Council and in our community and for the working groups advocating for the voiceless like the digital Equity Coalition tonight in Chambers we have two people helping to expand access here in Columbus every single day we have Mr Rick Wagner who is our deputy director for the city's Department of technology and also with him Miss Orr ishela the digital inclusion manager for smart Columbus at this time I'll turn the podium over to you all foreign Hardin council member Bankston and members of city council I'm honored to be here today to raise the issues of digital divide in our community as we kick off digital inclusion week my name is Aura ishola and I am the digital inclusion manager at smart Columbus I am here today representing the Franklin County digital Equity Coalition in smart Columbus since the conclusion of the U.S Department of Transportation Smart City Grant smart Columbus has evolved in its operations to focus and anticipate in advance in what is new and next at the intersection of technology and Community good to achieve economic and social prosperity will believe that to be a leading community of the future we will need to do more to be Equitable environmentally sustainable and digitally enabled our job is to facilitate ways in which technology can be adopted and used to achieve a smarter future ensuring that members of our community have access to affordable internet alongside skills and devices needed to navigate the digital world is fundamental to be a smart city thank you for recognizing the need for digital equity participating in the digital world is in central for survival in today's world a woman on the South Side shared with us that internet reminds her that she's not alone another Resident shared that because of their ability to use Telehealth for their weekly appointments they haven't had to miss a day of work for over a month this speaks to some of the use cases that validate the need for equity in this space on the flip side we have heard many stories of residents paying more than they can afford for the internet but feeling they have no other choice because it is so essential to their lives today over 80 000 Franklin County households are without residential internet and even more residents are without the devices and the skills needed to navigate the internet as a community we rallied on the onset of the 2020 pandemic to get as many residents what they need to live learn learn earn and work online the problem is still just as urgent our community is working actively to close the Divide through the Franklin digital Equity Coalition a 30-member organization that was formed amidst the pandemic whose Focus over the last eight months has been to codify lessons learned over the last two years across implementation Partners like the city of Columbus Columbus City Schools Columbus Metropolitan Library Goodwill and others into a five-year digital Equity agenda that puts forth recommendations for ensuring that under-resourced communities have access to Affordable high quality internet a sustainable supply of low to no cost devices for families who need them and accessible skills training fast training tailored to their specific needs we have begunly in the foundations for these aspirations as Jewish Family Services Central Community House Goodwill Columbus Metropolitan Library Columbus Metropolitan Housing Authority Ohio Health Training team members at digital Navigators and coaches to assist residents directly the national Center of urban Solutions and remote edx are regularly at the Reeb Avenue Center helping residents enroll for the affordable connectivity plan the city of Columbus and us are working at adoption strategies of the affordable affordable connectivity program of federally backed subsidy program as we Aspire for fiber to each home for optimal speed internet this week we celebrate the city's efforts alongside Community organizations who are prioritizing these issues in their daily work however we also believe that this week serves as a reminder that the communities we serve need the tools and resources to navigate a rapidly changing World once again thank you for the opportunity to testify before you today I'm happy to take any questions you have any questions or comments from my colleagues before I move for adoption I just want to say thank you for the work that you're doing 80 000 of our residents right here in Franklin County right the 14th largest city in America we're a smart city right Progressive and moving forward but yet and still we have folks who don't have access and it's not simply just access but it's about high speed as well internet now more than never is is a basic necessity just like a utility like our gas and lights and so the work that you all are doing is critical to our work uh in making Columbus a more Equitable and more accessible place so thank you for all that you're doing and with that are really excited September was sickle sale uh awareness month and we had a goal set in this community uh and specifically our city employees Rose to the occasion so I'm happy to report that we were able to get 123 blood donations from 123 individuals which will be able to save up to 369 lives so that is to be to commend it so please give yourselves a round of applause for that um really great job so thank you to all of our city employees and City directors and last but not least just an announcement of a public hearing on October 18th this will be part two of our wage threshold hearing that council is scheduling our first hearing went really good I want to thank all those who attended and viewed online I think we had a very robust discussion not only about our wage but also about our Economic Development strategy so please join us and mark your calendars for October 18th here in council chambers for that part two of the public hearing if you would like to provide testimony you as well have a couple of announcements and one resolution I'm going to start the other way you know keep it interesting um as part of our ongoing efforts to honor latinae Heritage Month um I invite folks to join us here in council chambers on Wednesday October 5th at 6 PM for the Latina policy and education discussion we'll be joined by Educators and policy creators to discuss the opportunities and challenges facing the Latina Community when it comes to education so um I hope folks can join us and help to spread the word and then on Thursday October 6th uh I'm excited to be hosting two big table talks so bigtable is a city-wide effort to bring folks together to discuss issues and topics that face our community with the hopes of rallying together for Solutions so in partnership with council president Harden we'll be hosting a community building through biking a discussion on how biking connects folks to Essentials in our city and strengthen ties amongst residents and neighbors to forge community secondly um I will be hosting along with CEO Triple A and H friendly Relentless to discuss what it means for Columbus and Franklin County to be a more climate resilient difficult word Community for older adults will be meeting from 3 to 4 30 at rev1 ventures at 1275 Kinnear road if you're interested in attending one of these big table conversations please reach out to my Legislative Assistant amaris lemus at a-s-l-e-m-us columbus.gov and then lastly just a quick PSA this is National voter registration week the deadline to register to vote in Ohio is October 11th so everyone should be checking their voter registration to make sure you are all set to go early vote starts October 12th so we have elections coming up so just a reminder to make sure you're all set to go and then lastly um I am excited to introduce resolution zero one nine zero X 2022 to endorse the senior services levy on the on the Tuesday November 18 2022 ballot as issue 10. the residents of Franklin County will be considering a senior services Levy that funds Franklin County Senior options which provides services and programs designed to help seniors remain safely at home the cost for helping our aging residents age 60 and older maintain Independent Living is far less than the cost of institutional or nursing home care this Levy supports programs such as meals on wheels transportation to the doctor and emergency response buttons as well as the demand for safe Housing Services as minor home repair modifications and Safety products to allow seniors to live in their homes free of barriers and unsafe conditions so with that I would like to introduce in to invite former Franklin County Commissioner Marilyn Brown to come speak on this resolution commissioner Brown well thank you everyone I am honored to be here before you and I want to thank um your own very um your very own Fran Ryan who with the senior round table has gotten the word out quite a bit on senior options what's important to know is that this is no more cost to Residents than you're already paying this is a renewal Levy it will not cost any more and yet we expect to serve more residents because there's more development going on in the community as you'll be hearing about later on there's already more development and we expect more money to be coming in from the greater development so if you're in a home that you own you're paying per hundred thousand dollars you're paying forty dollars in 13 cents per hundred thousand dollars and for that anyone that you know that's a senior can take advantage of senior options and as the councilwoman so greatly said the services are so great and the cost is so little so I urge you to support I would be honored to have the endorsement of city council so thank you are there any questions comments from my colleagues I just want to say and people hear me talk about this often my mom is 82 years old living in the same house that she's always owned the house that she lived in after my father passed away and this is the thing that she worked for hardest in their life this is like the greatest treasure that they have in addition to it keeps her young and Youthful to have that Independence to be at home and to be safe and we know as a family what that means to her and what it means to our family and what it means to her vitality and so I think the goal is for all of us one day to have that same future so the investment that we make in our aging citizens is critically important because that's the goal that we all want to reach well there's 60 000 plus seniors that take advantage of this now and we expect further growth as the program goes so thank you for that absolutely so now I move for adoption please call the row Mr Bankston welcome to join too not everybody wants to be in the big spotlight I have resolution zero one six three x dash 2022 to honor recognize and celebrate Stuart W Stahl for his 46 years of public service and dedication to the city of Columbus tonight we are recognizing Stu Stahl for his outstanding service to the city by giving his skills and energy and time and commitment toward the betterment of our community throughout 46 years Stu has managed the city's Graphics section and has been a key contributor to various Communications and policy initiatives throughout his tenure with the city he has served as a valued partner to City departments and has assisted with creating graphics and communication strategies that help provide valuable information and Outreach to our community and this has helped the council team better engage with residents as well Stu is the consummate team player and his skills work ethic good nature and collaborative Spirit have made him an invaluable resource to our city Stu's genuine compassion and concern for his co-workers and his willingness to always step up to get the job done has served as a model for public service with that this Council would like to honor and recognize you sir for your lasting contributions to the city of Columbus and to the residents of our community I would like to see if our folks from Finance have anything they would like to add before I turn the microphone over to Stu Chris uh president Harden president pro tem Brown and members of council um it's really hard to put in words what Stu means to all of us it's been a joy working alongside him I know we all feel that way and it's not only because he's excellent at his work but it's the manner in which he carries out that work and it's with this philosophy of mutual respect and cooperation and always going above and beyond to ensure that the work gets done on behalf of all of us here tonight and and the residents of the city so you'll be greatly missed and but we're very happy for you in your retirement so certainly wish you all the best too thank you absolutely um Stu would you like to say a few words I just want to thank Council and I'm not sure if it's a proclamation or a protection order after 46 years it's been an honor to serve with Council from this gentleman for how many years for five different mayors including our student mayor Coleman and the citizens of Columbus it's been an honor and a pleasure and I thank each one of you thank you is there anything from my colleagues council president Harden thank you president Stu thank you so much for your service after 46 years of service to this this community you have certainly earned your next whatever that may be I think this is a perfect perfect example of all of us playing a critical role in supporting our residents in the 12 years that I've worked for the city back in the day when I used to work for the guy sitting back there as a Community Affairs coordinator it was you who we would call when we would probably when I procrastinated way too late to do a some type of communications to our community but you never said no you got it done and you helped us to adequately articulate our goals to our residents over and over again team player is what I heard president say that is a hundred percent uh what I think about when I think of Stu stall and so I'm very grateful for you so excited for whatever you're going to do next hopefully that includes some some rest maybe a trip or two to Vegas but very grateful for you thank you sir well I tried to make sure that I didn't want you to go you knew this I said this is 46 years I know it's a long time but you know we need you here at the city because you've been a godsend to all of us but in all seriousness um you know for never ever saying no I mean no matter no matter if it meant working on the weekends um you you you made it happen and so we appreciate it not sure what we're gonna do we've already had some hiccups but um we'll manage but thank you so much for your service to our community I wish you all the best in the future and miss seeing you downstairs so hopefully we'll see you around still thank you invite the team from uh the Nationwide Children's uh Marathon to come forward um as I introduce resolution 0186 uh x-2022 to recognize the 42nd Nationwide Hospital Columbus marathon for celebrating racing in the community exceptional fundraising and groundbreaking research Nationwide Children's Hospital is honored to be the title beneficiary for the Columbus marathon and half marathon in 2022 marks the 11th year of that strong partnership between those two organizations thus far more than 11 million has been raised to the hospital this includes more than a million dollars contributed since 2012 by the Columbus marathon board of directors this year the 42nd Nationwide Children's Hospital Columbus marathon and 16th annual half marathon will take place on Sunday October 16th in the heart of of our city I've had the pleasure of running this race a number of times over the years and I think one thing that really sets it apart is the focus on the kids and the families that receive care from Nationwide Children's Hospital it's quite an inspiring thing to see those the kids and families helping to staff some of the aid stations that you you go through on that race and certainly when you feel like you're getting a little bit tired out there and you see those kids it really gives you an extra boost to make sure that you you keep keep going on your way and folks don't need to be a world-class Runner to support these these families all you really need is a comfortable pair of shoes and some time in order to finish 13 or 26 miles and feel free to correct me but I still think there's some registrations available for the half in the full all right um and if you're not quite ready to take on 13 or 26 miles there's actually two new events this year uh Saturday October 15th as part of the marathon weekend there's the Jesse Owens 5K and the one mile Fun Run and walk presented by Park National Bank uh the 5K will be time for runners and Walkers and they won one mile fun uh fun walk will be untimed in a family-friendly event the Columbus marathon also partners with the Columbus Recreation and Parks Department to host the Highlights kids run on Saturday October 15th for free this year in trying to engage uh Kids 3 to 11 with the sport of running this Council recognizes the runners Walkers volunteers which there are countless amounts that help them make that that weekend go and certainly want to support the Nationwide Children's uh Hospital Columbus marathon and half marathon with that I'd like to present this resolution but before I do that I will turn over the floor uh to director Blackford director council president and councilman doran's members of council I am uh first of all I'd like to know who was in charge of scheduling to have the guy go the marathon guy go after 46 years of uh of service but uh now this is my 12th time appearing before Council and I'm very very thankful and honored to have this opportunity we um uh to the to the comments we have raised more than 11 million dollars already for the hospital since uh 2012 and I'm very proud of a couple of the items that were brought up number one this year the kids run which we partner with Columbus reckon Park is free we were able to uh get some sponsorship and offer that to children so our goal is to have a thousand kids many who come from the rec centers uh and it's it's just a wonderful it it's it's so it's the more chaotic of all the events it's a lot of fun and I'm also very proud that we are um bringing back what had been called the Jesse Owens jog it's now the um the 5K and one mile honoring Jesse Owens um what's really neat about that is his daughter Marlene Rankin and who was the first black homecoming queen at Ohio State comes in for that event and with her husband and family and the event is really designed to focus on African-American health and wellness and it's um that event's going to sell out we have a thousand spots the marathon is already sold out so sorry Council uh you're not gonna be able to get in this year we have 3 000 spots but there is still room in the half marathon and we're just we're just blessed and honored I'm so thankful for all the city departments I get to work with that help make this event so great and for a chance to showcase the uh the city of Columbus and the surrounding areas director of folks did want to sign up for the half marathon how would they do that columbusmarathon.com and we are all set to to get them signed up great and I also want to direct folks in the community there will be some traffic disruptions the morning of the race uh generally again the logistics for this race generally operate um very very smoothly and I just want to make sure that folks are aware when the race happens but it is again one of the one of the best tours you will see of sort of Columbus in the Central High region being out there in the morning so uh with that unless my colleagues had any other comments I and recognize chamber music Columbus on the Milestone of their 75th Anniversary Prestige concerts now named chamber music Columbus was founded 75 years ago by James Nelson Kane a 17 year old west high school graduate planning to attend the Ohio State University since its founding the mission of Chamber Of Music Columbus continues to enrich the cultural life of Central Ohio through the love and celebration of chamber music Chamber Of Music Columbus since its earliest days has endeavored to fulfill its Mission by presenting diverse soloists and musicians and was the first chamber organization in the city to introduce a special series of afternoon concerts for young people in 1949. chamber music Columbus has presented 1035 musicians and soloist and 428 concerts featuring artists diverses Metropolitan Opera Sopranos Adele Addison and Shirley verret Carter to Lincoln Center Stars Gilbert kalish and Wuhan and during the covet crisis Chamber Of Music Columbus joined with and hosted a month-long groundbreaking virtual program featuring African-American chamber groups in New York and Los Angeles for 75 years Chamber Of Music Columbus has provided a unique space for Columbus residents to come together and enjoy chamber music their 75th season is being celebrated by the commissioning of Seven original works by international national and local composers and these Works will be forever recorded as having their world premieres in Columbus now therefore be a result by the Council of the city of Columbus to celebrate and recognize chamber music Columbus on the Milestone of their 75th anniversary and their dedication to enriching the lives of Columbus residents through music and tradition so tonight we have with us chamber music Columbus Board of Trustees president Kathy Safety Committee hearing this Thursday October 6 at 5 PM in council chambers to review proposed changes to the Columbus fire code the fire code changes would bring our city language up to standards with the State of Ohio's fire code we will hear a presentation of the changes from assistant fire chief David bow and if you would like to sign up to give public testimony this Thursday please reach out to my Legislative Assistant Lucy Frank at ljfrank columbus.gov that's ljfrank at columbus.gov so I also will take a moment to talk about my hair or lack thereof um I certainly didn't wake up yesterday morning thinking that I was going to shave my head nor did I ever think I would shave my head ever ever but when your sister-in-law calls and says that it's time to shave her head because she is fighting stage two breast cancer it was only appropriate that we all did a little bit of the same my wife my father-in-law my sister-in-law all have the brca1 gene mutation my wife is a pre-viver she's had a double mastectomy and a mastectomy several years ago when I first got onto Council this is uh something that is obviously something that you can find out about if there is a history of breast cancer in your family you can get tested to see if you have that mutation and so as we enter into breast cancer awareness month I thought it was only fitting that I joined that cause and support my sister-in-law in her battle the good news is there's an 86 percent survival rate at five years and so after she's you know she's completed about four treatments so far but uh certainly wanted to add my support and I'm proud to have done so that's all I have this evening thank you council president thank you councilmember and we are grateful for you uh and and for the advocacy as we enter breast cancer awareness month and certainly keep you and your family lifted in prayer are there any comments by the auditor's Treasurer's Office thank you council president and members of council I'm excited to share with you last week we obviously went live with our new Revenue system I want to first start by thanking each and every one of you for what you've done to make this a reality but we went from I think it was 38 years of um really paper-based processes and put the city of Columbus into the 21st century and in doing so special thanks to Stu if he's still here I think he's probably gone but he was a part of this too certainly Department of Technology but what this means hundreds of thousands of accounts are now online and you know for the last number of years as you can imagine most 98 percent of our filings were done via paper and that's certainly not the image that we want to have for a city a 14th largest in the country and a city like Columbus I'm really excited about the technology that we have and for example we are averaging right now about 2 000 new users a day every single business day we've already received about 550 tax payments but those users could be individuals who are getting a a new license they're setting up a new business and they need a letter of good standing they could be a change of address or anyone in between I'm really excited to say that user experience and this is part of councilmember Remy's platform as well translated languages is key we spent a lot of time trying to make sure that individuals with visual impairments individuals with other disabilities had an equal playing field and using this system and the same with technologies that allow for translated Services just last week we work with Jewish Family Services and new Americans to try and make sure that our system was congruent with the translated programs so delighted to say it's live it's a hundred percent going and we'd be honored to show you around when the time is right thank you so much thank you honor Kilgore thank you for your leadership and moving us forward there any other comments from elected officials seeing none at this time I councilman Bankston council member of the floor is yours thank you uh council president Harden we have two pieces of legislation in the economic development committee this evening the first being a resolution and while I read the title I'm going to ask former mayor Coleman if he would come to the podium first we have resolution zero one six four x-2022 a resolution to accept the 2022 Downtown Columbus strategic plan Concepts as a guide for development Redevelopment and the planning of future public improvements within the boundaries of downtown Columbus and to declare an emergency this is a very exciting piece of legislation an exciting pivotal moment in our City's history so I'm going to stop there because we have some great guests here that can talk a little bit more about it but with us today we have the amazing team at the Columbus Downtown Development Corporation and I will kick it over to the chair of that board Mr Michael Coleman uh council member Bankston uh president of city council members of councils of great pleasure and a great honor to appear before you this evening to present to you the downtown strategic plan uh I am Michael Coleman I'm the board chair of cdbc to my left is Greg Davies who is the CEO of cddc and Amy Taylor who is the president uh they don't call me high-tech Mike for nothing so I will not be using the that thing uh Amy Taylor will be it's a clicker not a remote um I let me just for first say uh uh councilman Remy I I uh admire what you have done in in shaving your head and and it's great great admiration to understand the plight of your family uh let me also say that uh it looks good on you uh very good on me so uh I guess the theme of the downtown strategic plan is More's better more is better more affordable housing especially affordable a more retail more pedestrian activity more Transit and Mobility options more green space more diversity more equity and access more art we have Tom katzenmaier here today who sitting in the back someplace uh cheering for the art part of this along with everything else that we're appreciative of that more is better uh the only thing that we're talking about that should be less is surface parking lots that's been the bane of downtown uh for a long time and now is the time to deal with it through this strategic pan plan and the efforts to study it and understand it better and how we can incentivize in favor of better use of those parking lots and I don't know what the right word is but I'm going to use this this incentivize uh it's used the way it is today uh so slide number two uh this effort of Outreach engaged 2 000 residents in the city of Columbus and not just those who live downtown and work downtown but all over the city including the NAACP Columbus Urban League and the Outreach I must say I have some 25 27 years experience in city government and I must tell you this is one of the most significant Outreach efforts I have ever seen thanks to the work of Amy Taylor and Greg Davies at your direction and the mayor's Direction so uh slide number three uh Big Ideas are residents recognize a tremendous progress made in downtown over the past two decades you see because this is the third cycle of a downtown plan there was one in 2002 one in 2010 and then here in 2022 each cycle is a building block to a better downtown and this will be the most exciting building block there is with the notion that downtown is everybody's neighborhood that's where we start more inclusive more Equitable a more vibrant downtown reimagining Mobility with attractions and destinations Rich diversity for everybody in the city of Columbus because everyone in our city owns a piece of the rock downtown and that's the way it is so slide number four now the big idea here is that downtown uh we had a goal of 10 000 residents this goal is big and bold 40 000 residents by the year 2040. that's the ultimate result that we think this will get to and we're very excited by it and a lot of work to get to that point uh that will review just briefly uh slide number five neighborhood amenities and diversity we want to make sure at your direction as you go through your daily work every day at city council that downtown is a place where there it is a 15-minute walk to anywhere downtown from any destination whether it be from home to work uh home or work to retail establishment to Transit options all kinds of things so there's the Strategic plan recommends tools uh such as Master leasing options possibly tax abatements and flexible lease terms for downtown retail that's important retail and and in order to add storefront service and neighborhood retailers and remove barriers of from from small and minority owned businesses so that they too can flourish in a business opportunity downtown it's going to take a lot of work and a lot of focus to make that happen so the immediate next step on that is downtown retail support and growth study to cultivate a more diverse and inclusive retail environment housing and affordability again 40 000 residents by the year 2040 is about 11 12 000 now we can colemanize it make it fifteen thousand but we still got forty thousand to go we got a lot of people to go uh and in that we have to include economic and racial diversity our strategies more density with taller buildings in larger residential buildings to accommodate the need here expansion of the workforce and affordable housing options and provide safe and welcoming environment so for example Sarah Peninsula phase one is bringing 330 units online this year and phase two has proposed another two to three hundred units we are in the process of negotiating we got it done right uh cddc has worked out an arrangement a deal with YMCA to gain control over it that was accomplished yesterday this Friday right congratulations Amy she she did the negotiations and uh it's a big deal because what we know is that the YMCA will be a place for affordable housing in our community a very important building very tough building to redevelop and we'll be working with you to ensure that that happens we're going to need help along the way because that is one of the hardest buildings to you know a council member Remy how tough that will be but we're going to get it done and we're going to need your help on that um then we're going to analyze surface parking reductions and strategies in the process you know I talked about incentives and disincentives for parking and there'll be other things as well so that'll be an immediate Next Step and in addition on the issue of safety uh downtown has to be safe for anybody that comes into it and all this other stuff we're talking about can't happen unless people are first safe and perceived to be safe so we've already started work on it in that cddc has engaged special Duty Officers funding daily security alongside a mile and it's made a huge difference already in our downtown area we could talk more about that at some other point but it's it truly has made a difference in our downtown and we're looking broadly for a safety plan for downtown because it's a critical component to everything we want to achieve on the issue of mobility in in slide six our goal is to have a more walkable bikeable and Transit friendly downtown a key component to the success of our downtown and we're working to we are working to reimagine one-way streets into two-way and multimodal corridors as well exploring options to carve out space for two-way bike and Transit traffic on remaining one-way streets like third and fourth street it's a possibility we have to figure out Broad Street broad Street's the broadest Street in America and it may be the fastest street where uh car speed down it I think it's Route 40 right yes uh it's a Speedway and we can just slow down the traffic we increase pedestrian activity and make sure that it's adds value to our downtown environment and not take away and that's going to be a tough assignment we're going to help with you on that and that's strategic effort uh Front Street will be converted to 2A from Mound to Nationwide Boulevard this year thanks to you and the funding necessary to get that done extending it Beyond uh uh Monastery right and yeah and then look at a pedestrian bridge as well connecting up this side of the river to the veterans uh National Veterans Memorial side in linking the arena district and the peninsula and and that's something that needs to be considered as well we're going to have a City downtown traffic study to enhance Mobility ease and options especially looking at third and fourth and Broad Street and develop a public realm campaign to activate and invigorate the downtown pedestrian experience it's out of riverfront we all love the Saturn Riverfront it's so much more improved than what it was many years ago but the key to south of Riverfront is more more people more consistent watercraft rental options and water activities and events more food trucks more carts more activity those things that activate the downtown like more festivals and music all those things happening downtown and then a great thing Tom castlemire uh this is number seven public art downtown is the cultural Heart of the City and being the cultural uh part of the city and Heart of the City you need we need to have more public art Street escapes and buildings downtown that are designed exclusively and beautifully invest in murals sculptural elements and window designs and to get there we're going to have to participate in a Citywide public art study and determine specific locations to bring temporary public art Concepts and execute additional Concepts you know those reindeer that you see out in some parts of downtown it can't help but see all this folks gathered around and taking pictures more of that activity as well slide number eight this is an important slide if you could take a look at it this map showcases the future this is what we think will focus on uh to create this tapestry of livable urban districts and connectivity and density in our downtown area this showcases it and it'll include opportunities at the confluence that the city owns that land confluence uh uh and we're going to work to develop that uh the Greyhound uh uh bus station uh that I call it the former Greyhound bus station now controlled by Coda thank goodness and uh the 70-71 connections are all possible opportunities in the future I'm so excited as uh so many people are because this was a great uh work of art and connecting to people and getting their ideas on what the future of downtown could be and now the Strategic plan will be used for the next 10 years to improve expand and do more for our the people of Columbus and Central Ohio thank you very much if there are any questions uh these two smart people will be glad to answer them uh well let me just say thank you for that presentation and I encourage everyone to please go to the cddc's website and read the full plan it's really well thought out and I think it's about the next chapter in not only downtown's history but the city's history and downtown is going to come back we know that but it has to come back bigger better and more inclusive than the downtown that we once had and we've made tremendous strides there and so the focus on equity and you said it best uh former mayor Coleman in that downtown is everyone's neighborhood and we need to make sure that folks understand that it's very unique in that that it is everyone's neighborhood but it's also unique in that it's the heart and when you think about a functioning body you can have great muscles you can have a great brain but if the heart is not pumping strong then the limbs suffer and so with that we have to make sure we unapologetically continue our investment in downtown and be clear that it's not at the expense of of our neighborhoods but it is to their benefit that we have a strong and vibrant downtown more than ever with this new environment of working from home it is critically important that our Economic Development strategy being out about only bringing jobs but ensuring that we focus on Place making because if your job is now your living room we're okay with that but we need your living room to be in the city of Columbus and so we want to make sure that the neighborhoods in which our folks are working from are vibrant and places where they want to be so thank you for all the work that you are doing I'm really excited about the work the director of the Department of development to enter into Housing Development agreement and a funding agreement in an amount of four million dollars with the central Ohio community land trust to outline the plans and certain commitments of the parties related to the proposed Redevelopment of land bank Lots located in various Columbus neighborhoods to authorize the expenditure of four million dollars from the affordable housing taxable bond fund and to declare an emergency this legislation authorized uh development authorizes development to enter into an HDA Housing Development agreement and a funding agreement with coclt which is in Ohio non-for-profit coclt is proposing to develop multiple houses in Columbus neighborhoods using Land Bank Lots the HDA will memorialize the city's desired commitment to the coclt pending city council approval and current and future availability of funds development wishes to support coclt projects by contributing a total of 12 million dollars over three years this legislation would authorize the director of development to First execute the HDA and then a funding agreement in the amount of four million dollars the projects will continue the successful development of trust homes that started in 2019 when city council authorized an initial 4 million dollar investment and an additional 3.06 million dollar investment in 21. as of July of this year a total of 54 houses have been sold to income qualified buyers in Franklin County this agreement will allow the continued expansion um and continue ongoing projects emergency action is requested in order to facilitate uninterrupted construction on another phase in the lindenhealthy homes project which would be delayed by six months or more without emergency designation here tonight syringe support programs and respond to HIV clusters or outbreaks within the community this grant specifically focuses on the diagnosis and prevention pillars this ordinance authorizes the Board of Health to enter into and if needed modified contracts with Columbus neighborhoods help center and equitas health to provide hiv-related early intervention services and any other services allowable via eso's cloud-based Firehouse software for the period beginning December 1st 2021 through November 30th 2022 in the amount of twenty one thousand one hundred thirty two dollars the firehouse software platform will be phased out by ESO not later than year end 2022 and replaced with a new new version of the fire incident reporting which requires an additional year to be added to the contract and the additional funding in the amount of eighty thousand three hundred dollars which includes the import and integration of the existing data and cloud-based licensing a waiver the competitive bidding provisions of the Columbus city code chapter 329 is necessary for this purchase as there is not enough time to solicit a formal bid request prior to the termination of the existing
