[6:30] **Bob Day:** THERE'S BEEN SEVERAL PUBLIC HEARINGS TRYING TO GATHER INFORMATION BACK FROM THE NEIGHBORHOOD. THERE'S ALSO A SURVEY THAT WAS SENT OUT. I WOULD, OF COURSE, WELCOME ANYBODY TO DRIVE UP 2nd STREET. I'VE LIVED IN THAT AREA NOW FOR 13 YEARS. IT'S BEEN A CASE OF CRUMBLING ROAD, CRUMBLING SIDEWALK. MY WIFE HAPPENS TO BE A PERSON WHO OPERATES WITH A SCOOTER. AND IT'S DANGEROUS FOR A NORMAL PERSON. FOR SOMEBODY WHO IS DISABLED, IT'S KIND OF A DISASTER. WE DO KNOW IT ENTAILS THE MAIN WATER LINE THAT GOES DOWN 13th AVENUE AND GOES ALL THE WAY TO THE RIVER, WHICH
[7:16] **Bob Day:** MAKES IMPROVEMENTS A VERY EXPENSIVE UNDERTAKING. BUT THIS HAS BEEN KIND OF PUSHED BACK IN ONE MEETING WHERE SOMEBODY FROM PUBLIC WORKS WAS THERE AND SPOKE TO THE FACT THAT, YOU KNOW, THERE'S A FORMULA USED TO DECIDE PROJECTS THAT MOVE UP AND PROJECTS THAT MOVE DOWN. I REALLY DON'T THINK IF ONE LOOKS AT THIS AREA FOR A PERIOD OF TIME THEY WOULD DOUBT THERE'S A NEED. IT'S A CASE OF JUST WHEN IT NEEDS TO GET DONE. IT HAPPENS TO BE, IRONICALLY, ONE OF THE HOT NEIGHBORHOODS IN OUR CITY. NEW RESTAURANTS ARE ATTRACTING A LOT OF ATTENTION.
[7:56] **Bob Day:** BUT THAT'S, YOU KNOW, IT MAKES IT MORE VISIBLE TO A WIDER SCOPE OF THE PUBLIC. MAYBE WOULDN'T HAVE BEEN COMING INTO THE AREA SOME YEARS AGO. I WANT YOU TO KNOW THERE IS A UNITED CONSENSUS AMONG RESIDENTS. IT'S NOT AN OBVIOUS PROBLEM, AND WE JUST REALLY HOPE THAT IT GETS PUSHED FORWARD AS OPPOSED TO BACK IN THAT 25-30 AGENDA. MANY OF YOU MAY BE FAMILIAR WITH THE CONCEPT ALREADY. IT'S A PROPOSED NORTH/SOUTH BIKE AND PEDESTRIAN CORRIDOR THAT WOULD CONNECT 12 PARKS AND TRAILS USING THE CONCEPT OF A GREENWAY WHERE CARS ARE NOT THE NUMBER ONE PRIORITY. THE PROPOSED TRAIL IS BASED ON MANY YEARS OF RESIDENT ADVOCACY AND COMMUNITY ENGAGEMENT, AND THE ROUTE HAS BEEN INCORPORATED INTO LONG RANGE PLANS ALREADY FOR THE CITY
[9:37] **Marilyn Brown:** OF MINNEAPOLIS. AS WELL AS THE MINNEAPOLIS PARKS AND RECREATION BOARD. MOST OF THE ROUTE YOU CAN BE FOUND ON THE CITY'S TRANSPORTATION ACTION PLAN, AND THE ALL-AGES AND ABILITIES NETWORK. AND SO, YOU KNOW, WE AGREE WITH THE CITY'S ASSESSMENT THAT WE NEED INFRASTRUCTURE THAT IS INVITING AND COMFORTABLE FOR PEOPLE OF ANY AGE AND ABILITY.
[10:02] **Marilyn Brown:** NOT JUST EXPERIENCE BICYCLISTS WHO, YOU KNOW, SEEM TO FIND TRADITIONAL BIKE LANES TO BE SUFFICIENT TO GET AROUND. SO IF THE CITY IS SERIOUS ABOUT OUR VISION GOALS AND OUR COMMITMENT TO VISION ZERO, AND CREATING CORRIDORS LIKE THE SOUTH SIDE GREENWAY IS CRITICAL TO ENSURING THAT PEOPLE CAN MOVE SAFELY AROUND OUR CITY. THIS PROJECT ALSO ALIGNS WITH THE CITY'S CLIMATE EQUITY PLAN GOAL OF MAKING THREE OUT OF FIVE TRIPS TAKEN BY FOOT, BIKE, OR TRANSIT BY 2030. AND REDUCE CARBON EMISSIONS BY 30% BY 2025. AND REACH CARBON NEUTRAL BY 2050.

I WANT TO BE IN THE CITY WHERE FOLKS WHO ARE 8 YEARS OLD OR 80 YEARS OLD CAN HOP ON A BIKE LANE OR A PROTECTED BIKE ROUTE WHERE, YOU KNOW, IT'S STRESS FREE, AND I THINK WE CAN ABSOLUTELY HAVE THAT. WE NEED TO PRIORITIZE PROJECTS LIKE THIS. AND, OF COURSE, I SHOULD NOT FORGET TO MENTION THAT THE CITY HAS PRIORITIZED MANY SECTIONS OF THIS ROUTE. SO IN THE MAP I DISTRIBUTED, YOU CAN ACTUALLY THAT MANY SECTIONS OF THE ROUTE ARE ALREADY FUNDED OR SCHEDULED FOR IMPROVEMENT. SO OUR ASK HERE IT TODAY IS TO THINK HOLISTICALLY ABOUT THE ROUTE AND TO CONNECT THEM TO PRIORITIZE

AS YOU CAN SEE ON THE MAPS THAT WERE DISTRIBUTED, IT FOLLOWS 11th AVENUE DOWNTOWN THROUGH VENTURA VILLAGE OVER TO 10th AVENUE AND THE PHILIPS NEIGHBORHOOD THROUGH THE SOUTH SIDE GREEN ZONE. AND OVER PARK AND PORTLAND SOUTH OF 40th STREET.
[12:47] **Julia Eagles:** AND THIS ROUTE HAS BEEN DEVELOPED AND REFINED THROUGH SEVERAL ROUNDS OF COMMUNITY ENGAGEMENT THAT SOME OF US HAVE BEEN INVOLVED IN SINCE BACK IN 2015. WE DID A PROCESS THAT INCLUDED A BUNCH OF BLOCK PARTIES ALONG THE ROUTE. WE DID DETAILED SURVEYS AND COLLECTED FEEDBACK FROM NEIGHBORHOOD GROUPS. AND THERE WAS A FINAL REPORT THAT'S ACTUALLY ON THE CITY'S WEBSITE SHOWING SOME PROPOSED ROUTE OPTIONS. AND IT'S NOW INCLUDED IN THE MINNEAPOLIS PARK BOARD MASTER PLAN. ALSO THE CITY'S ALL AGES AND ABILITIES NETWORK. THERE ARE SEVERAL SECTIONS OF THE SOUTH SIDE GREENWAY THAT ARE ALREADY IN PLACE OR WILL BE BUILT SOON. AGAIN, THE MAP SHOWS SOME OF THAT. AND WE APPRECIATE THE CITY HAS ALREADY TAKEN ACTION TO IMPROVE SEVERAL SECTIONS OF THE ROUTE. OUR REQUEST TODAY IS FOR PUBLIC

AND OUR REQUEST BY NEXT YEAR AT THIS TIME, THE SOUTH SIDE GREENWAY IS INCLUDED IN THE REPORT. THERE ARE A NUMBER OF PROJECTS LISTED IN THE PROPOSED CAPITAL PROJECTS INCLUDING PROTECTED BIKEWAYS, ALL AGES AND ABILITIES PROGRAM, PEDESTRIAN SAFETY, AND MISSION ZERO THAT CAN SUPPORT THE PROJECT. SPECIFICALLY, THERE'S A PROJECT RELATED TO THE 10th AVENUE BRIDGE WHICH IS A CRITICAL CONNECTION POINT THAT WE'RE ADVOCATING REMAIN CLOSED TO VEHICLE TRAFFIC. SO THAT BRIDGE -- THERE'S HOSPITAL ACCESS COULD STILL HAPPEN FROM EITHER END, BUT TO HAVE THAT
[14:34] **Julia Eagles:** GREENWAY TO GREENWAY CONNECTION BE MAINTAINED. AND PERSONALLY, I'M INTERESTED IN THE SOUTH SIDE GREENWAY BECAUSE I ALSO LIVE ALONG THE RUTH ON 10th AVENUE. I SEE PEOPLE USING IT ALL THE TIME. THERE'S PEOPLE COMING UP-AND-DOWN THE STREET ALL THE TIME. WALKING THEIR DOGS, HANGING WITH KIDS, RUNNING, BIKING, TO CONNECT. WE HAVE A TON OF BLOCK PARTIES. SOME OF OUR MOST IMPORTANT AND POPULAR PARKS ARE DEFINED BY MILES OF CONNECTING TRAILS LIKE THE MINNEAPOLIS MISI RIVER FRONT. OUR PARK TEND TO BE MORE ISOLATED AND LESS CONNECT FIED FOR NOW. WE'RE LUY THERE ARE MANY GREAT PARKS. A GOOD CONNECTING ROUTES WOULD MAKE THESE EASIER TO ACCESS AND ENJOY BY DIVERSE GROUP OF PEOPLE. A FULLY COMPLETED GREENWAY WITH GOOD WAY FINDING AND SAFER CROSSINGS AT INTERSECTIONS WOULD BE AMAZING.

A 10 MINUTE WALK IS ELLIOT PARK THAT HAS A SKATE PARK, SOCCER FIELD, IN ADDITION TO THE STANDARD ARRAY OF NEIGHBORHOOD PARK AMENITIES.

A 10 MINUTE WALK SOUTH FROM THERE IS PATTERWOOD PARK. I SPENT A LOT OF TIME THERE WITH MY DOGS. IT'S 20 CITY BLOCKS, OUTDOOR SWIMMING, FISHING PIER. AND IT WOULD CONNECT THE PHELPS FIELD, WHICH I LIVE NEXT TO. DIAMOND LAKE, TODD PARK, AND ACROSS THE BORDER IN RICHFIELD THE 70-ACRE VETERAN'S PARK. IT'S FORTUNE
