the land use planning and zoning committee meeting of the city council all members are present this evening via zoom and we are remote and online where all participants will be on video or audio conference members of the public have the opportunity to address the committee if they are signed up for public comment per the rules established on our agenda and on our website Friday we will call for the speakers when we get the individual to the agenda item uh that you sign up for here are the public comment ground rules comments are to be addressed to the committee members only each participant has 2 minutes to present and any disruptive conduct will result in the removal from the meeting agenda item a is r94 counselor Baka councelor Baka if you want I can read it and then if you want to make your motion okay thank you so r94 is amending section 1161 of the City of Albuquerque code of resolutions to adopt a Citywide rank two Bikeway and Trail facilities plan 2024 and repeal the bikeways and trails facility plan and I don't know councelor Baka if you want to make the motion the motion for a do pass I see that coming from councelor Baka and if not if for the record I need to I can do a motion for a due pass as well motion due pass sorry about that okay that's all right thank you councelor and then I saw councelor champine with the second I'll second it yes ma'am okay thank you very much I know that Mr Cox that you have a presentation for us on this item and then we will go to public comment um Council uh chair coun um I do not have a presentation today I believe it is from DMD um and the person who led this project Val Hermanson uh who is online today and is ready to share her screen if you all so please miss Hermanson we are excited to hear more about this Bill thank you Madame chair counselors just give me one moment and I will share my screen great thank you for your patience so good evening Madam chair counselors my name is Valerie Hermanson I work here at the City of Albuquerque in the department of medical development and I Al have with me Aaron sesman from Tool design and we the city brought on tool design as well as wsp to update the city's bike way and Trail facilities plan which was last adopted in 2015 I'm really excited to be with you here tonight to share this update I'm going to give a very quick and highlevel presentation so it's been nearly a decade since the City of Albuquerque took a comprehensive look at bicycling infrastructure and the needs of people who bicycle in that period practices for Bikeway facility design have evolved significantly and shifted toward using a datadriven approach and also creating low stress comfortable all ages abilities backgrounds Bikeway networks that not only serve people for recreation but also essential Transportation needs since the previous plan was adopted in 2015 the city's also adopted major new policies and Regulatory Frameworks uh everything including the comp plan the development process manual the complete Street policy we've also committed to working towards zero traffic death through our vision zero efforts so updating this plan was also an opportunity to incorporate those new National Best Practices but also to create some consistency and alignment with these new plans and policies we also emphasized equity and safety because many of Albuquerque's underserved areas uh that rely on walking biking and transit to get around to meet daily needs experience a disproportionate number of traffic fatalities and ser ious injuries yet don't have any low stress bikeways we convened an internal technical working group as well as a stakeholder working group with our Community Health Equity and transportation Advocates to provide feedback and insight as we developed this plan and also to help us reach our communities to be able to let them know about this plan and to get feedback from them we also had three targeted phases of Outreach that informed the development of this plan most people who participated in our initial survey were bicycling for recreation however a lot of people who took the survey expressed interest in bicycling for transportation however many people choose not to bike for transportation because safety was a major concern and that was actually a high priority for everybody that we spoke to throughout our engagement process and that took the survey people expressed feeling more comfortable bicycling with greater separation between where people are driving and where people are biking and some areas of the city don't have any low stress bikeways at all in addition to public input we took a critical systematic and datadriven look at our existing Bikeway Network newer best practices and approaches to bikee design looks at what's called level of traffic stress as you can see here LTS one and two pictured in the green and the blue on this map are considered low stress whereas LTS 3 and four are considered high stress those are the orange and red bikeways those orange and red bikeways are not comfortable for everybody to Bicycle we also heard from our communities that they love biking in their neighborhoods um but once they hit a major Street they don't feel safe Crossing nor is it easy to cross the street so in addition to proposing both on and off Street bikeways we looked at uh Crossing opportunities as well this map shows the existing and proposed bike Network to set the city up for success and to be good Ste stewards of City resources and taxpayer dollars we work toward creating what we like to say is a feasible and implementable plan we wanted to make sure that we weren't just drawing lines on a map and so we approach recommendations more holistically such as considering key destinations that people want to be able to bike two traffic volumes driver speeds and all of those things informed what Bikeway facility type would be appropriate we considered time frames and means of implementation as well so whether a bike way could be implemented through the near-term uh through a restriping project versus a longer term project that would need be need to be combined with a larger Transportation construction project we also put together planning level cost estimates and prioritized all the projects in total the the plan recommends over 360 miles of new or enhanced bikeways I mentioned earlier um that crossing streets were a concern for our communities and we also know that improving Crossings is a part of creating a comfortable and accessible bicycling Network and so with this m is showing is all the proposed Crossing improvements when a bik Boulevard or a paav multiuse trail crosses a roadway the plan identified 256 Crossing improvements and I always like to note that bikeways can help to improve The Pedestrian Realm by providing a buffer space between where people are driving and where people are Bing walking and then also Crossing improvements like those on the screen also benefit people walking by making it easier to cross the street the plan also identifies policy and programmatic recommendations things that are that we're doing well and that we should continue to do and to build on but also of course there's always opportunities to do more so we definitely identified some opportunities for for future endeavors and I just want to be transparent and call it that there's a few Network updates or recently proposed or completed projects that we want to add into the plan since we've completed the full draft and then as you know the ebike policy has since adopted so we want to update the references throughout the plan so in closing the 2024 Bikeway and Trail facilities plan sets the city up to successfully Implement a network of low stress all ages abilities and background bikeways for recreation and essential Transportation needs in addition to furthering existing plans and policies I feel like this plan also presents a practical and pragmatic approach to implementing bikeways and trails throughout the city and prioritizing parts of the city that may not have any low stress bike ways but rely on biking to meet daily needs the plan's approach Builds on what we're doing really well but of course identifies opportunities for improvement the plan Incorporated what we heard from our communities while also setting realistic Community expectations about implementation and then I just always like to note the way we design our streets has an impact on the livelihood of everyone and making our streets more bikable and walkable is about taking a look at a capital asset streets and using that Capital asset in the most effective way possible I like to think of this plan as a recipe for creating safe comfortable and useful bicycling for people of all ages abilities and backgrounds in Albuquerque thanks for your time and attention and I'm happy to answer any questions thank you Miss Hermanson counselors any questions at this point counselor sh we're going to go also go to public comment so I don't know if you want to hear from everyone first or if you want to ask your question counselor um this might help public comment uh Madam chair uh I just would like to for the administration to kind of explain what each of the facility types there are we have and just because my lack of knowledge maybe on the sense of a side path or a bike Boulevard what I mean does a side path mean that you're going to take a three lane road and make it a two-lane with a a designated bike path or what's the difference between a separated bike lane in a buffered bike lane yeah um Madame chair councelor champag that's a great question I'm going to pull up the different facility types and essentially depending on the number of uh vehicles per day as well as how fast drivers are going is going to indicate which um facility Bikeway facility type so a bike route would be on a neighborhood street where there's low traffic volumes low speeds versus a bike lane which might be a little bit higher traffic volumes and and travel speeds and then on another roadway where there's even higher traffic speeds and volumes that might require a little more separation between where people are driving and where people are biking so that would be what would we would call a buffered bike lane so it would provide an extra buffer in between where people are driving and where people are biking a separated bike lane essentially adds vertical delineation within that buffer area uh a side path is usually in lie a sidewalk so these are good opportunities where um maybe there's not a good on Street facility but there's enough uh wide where sidewalk could go and those uh support people walking and biking so when we would do a side path instead of just doing a sidewalk it would essentially be a paved multi-use trail um at the sidewalk level that would serve people biking and walking and then the paved multi-use Trails um those are typically off Street facilities so for example the diversion Channel Trail or the the B Trail are examples of those um and then the plan also identifies what we call enhanced bikeways and those are typically neighborhood streets and what we did is identified opportunities where we could improve the crossings for those um we heard from our communities it's really hard to cross the street you might be on a neighborhood street biking and that feels really comfortable but once you have to cross maybe six Lanes of traffic it could be difficult and then I'm I'd be remiss I missed bike boulevards which is another key component to our Network and those um I like to think of those as neighborhood Greenways similar to the enhanced bike boulevards um or sorry enhanced bike routes but they improve Crossings for people walk and biking and typically those are are uh prioritized for bicyclists so examples of a bike Boulevard would be Silver Avenue bike Boulevard or uh 14th Street downtown is another good example okay perfect thank you madam chair thank you let's go ahead and go to public comment Mr Cornelius thank you madam chair I will be bringing in Patrick Martin followed by Philip Clark and give me a sec to get this going thank you okay Patrick Martin followed by Philip Clark thank you thank you madam chair members of the committee my name is Patrick Martin and I am the advocacy chair of babq a member of your Transit Advisory Board and a participant of the stakehold advisor committee for this plan and I speaking to urg your support for this 2024 bicycle and Trail facilities plan uh this morning I sent each of each of you an open letter in support of this plan signed by over 160 brenos many of whom offered their own reasons to support this plan and so I wanted to offer my own reasons I firmly believe that people are not divided into people who are cyclists and people who are not and also that bicycle facilities help more than those who are on two wheels at that time ultimately I believe people choose the transportation option that is most convenient for them and the more frequently we allow bicycling to be that option the better while the most striking part of this plan is the new and enhanced bikeways on the map I do want to raise the importance of the crossing treatments and design guidance for Trails boulevards and other bikeways these don't look as nice on a map but they have a huge impact on the usability of the city's bicycle facilities I urge your support and also future support for the implementation of this plan thank you up next we have Philip Clark followed by Dante Gonzalez hi good evening everybody um counselors I I just wanted to uh chime in with my support um for uh the uh the expanded bike in structure we were discussing in uh in the the bike Plan update I uh am a cycle commuter of over 10 years uh through the Albuquerque area um my family of four uh gave up our last automobile during the co pandemic in 2020 and we've been getting by for the most part very well on Albuquerque's great bike infrastructure um we make regular trips downtown for day camps at the zoo the the Box Theater um all sorts of activities uh that my kids are involved with we make use of The Rail Runner we make use of the uh the art buses um but even for very experienced cycle commuters such as ourselves uh there are some pain points um you know this plan would really address um one uh one pain point I would point to uh that I've had experience with is the uh the 10 degree rail Crossing um on El peblo which cyclists are directed to use uh by signage when they get off the P Del Norte bike path currently um the degree of that Crossing is actually dangerous to the point if you miss one sign that says cyclist must Dismount and you're in traffic and you hit those rails at that angle uh it's a recipe for an accident which caused a major contusion on my right hip uh three years ago um so uh just you know I I would voice support for this I and I would also say that um you know Studies have shown long Studies have shown that better bike infrastructure reduces Road fatalities for all Road users not just cyclists but motorists pedestrians everyone um and i' I'd love to see ALU keep going in in a great Direction with its bike infrastructure thank you up next we have Dante Gonzalez followed by Luciana Santos Roa hello good afternoon so my name is lucana sosa and I'm making this public comment as an Albuquerque resident and as a cyclist and safe connected and accessible infrastructure for cycling offers numerous benefits to a cities such as clear cleaner environment enhan enhancement in Mobility options and opportunities for a more active life before making oberk my home I lived in different sorts of cities in Brazil do in France and I can say how welld designed bike networks make a tangible Improvement in everyday life for cyclists Transit users and drivers so these bike networks not only enhanced my personal mobility and Recreation options but they also fostered a deeper connection with the city I lived in so the P Del BOS in alquerque is a great example of how our community can benefit from this kind of place however there is still room for improvement and as a cyclist I often feel vulnerable when bike lanes are narrow when paths are disconnected or when there are dangerous intersections in high traffic roads so for these reasons I ENC I am encouraged by this plan which HS to address these challenges by improving connectivity designing safer and more enjoyable cycling experiences for everyone cyclings can cycling can foster a stronger sense of place and Community inviting people to engage with their City new ways whether for recreation and transportation so thank you very much for your attention excuse me thank you uh up next is Dante Gonzalez followed by Jonathan puff uh good evening council members uh my name is Dante Gonzalez and I serve on the board of generation Elevate New Mexico a progrowth organization committed to enhancing economic vitality and the quality of life here in New Mexico I'm here to voice my strong support for updating our bike Lanes uh I think this project is a lot more uh than just about infrastructure uh it's an investment in our community making our bike Lanes safer and easier to access is a value proposition added value to our city makes it so that our community has a higher Val of people who want to move here and to make sure that we can keep people Liv living here in Albuquerque so I urge you to support this project as a valuable step forward for our city thank you thank you up next we have Jonathan puff followed by Lance Chilton hi uh Council thank you so much for uh closely considering this plan I'd like to speak in support of it specifically as a parent who bike commutes with my uh three-year-old in a bike trailer um there are whole sections of the city that feel inaccessible without taking a car to connect from one neighborhood to another over these dangerous crossings that were discussed previously um in addition you know the prime recreational facilities for cycling are limited access uh with the current Network um it's difficult to get from Knob Hill one of the more bike friendly neighborhoods to the BOS Trail Network for example without Bing on coal or lead or one of the other um sort of more CH streets that feel particularly unsafe when bringing a child with you thanks for your attention on this issue Lance Chilton followed by Carlos Michelin Madam chair members of the committee I'm Lance Chilton I'm a retired pediatrician and a not retired bicyclist who cycled to work here in Albuquerque for 41 years from councilman bak's District to councilwoman Rogers District and back and have cycled here and continue to cycle here for pleasure and on errands so I read all 144 pages of this document and I'd like to praise Miss Hermanson and the others who put it together um for the comprehensive plan addressing the needs of cyclists pedestrians and others I have a few comments that I'd like the committee to consider one is um the planning document mentions the word signage 33 times and that's more than there are signs on the bike trails in Albuquerque we have terrible signage and although I can find my way because I've been doing it for a long time others cannot we can do better um as I mentioned I live in councilman bak's district and most of councilman bak's District lies south of kamanche and east of the Rio Grande in an area where the document says that there is difficulty with right of-way considerations um I'm hoping that these difficulties can be resolved so that the area of councilman bak's district and other areas south of kamanche can have adequate access to bike trails and bike projects um I've seen other priority lists such as those on pages 99 to 102 of this document and I want to point out that it is sometimes difficult for priority lists not to be overtaken by new priorities so that I hope there are ways that that those things that are considered um currently difficult can now can take over uh and actually be done thank you thank you up next we have Carlos Michelin followed by Steve pone hello council members uh I'm caros melin I am a member of for Trans Advisory Board um and a resent downtown um and I'm here to express my support for the new bikeo and Trail facilities plan the city has added hundreds of bike Lanes um if you look at the map on the official City website um you would think that there are thousands of bikers in the city and we especially adopted more after Vision zero in complete streets but at least in my experience the increaseing biking has been very slugish um and the real metric should not be the number of bike Lanes but how many bike trips are being taken and how many miles are being biked some of these bike lanes are so unsafe with just a few feet of separation between you and traffic at fatal speeds that I never see a biker there like it's the case in on Broadway near where I live the proposed updated bikers and Trail facility plans focuses heavily on the type of improvements that will lead to increase cycling not just increase colorful lines on the website and this include um focusing on safe low stress facilities that appeal to a wide range of users not just um you know middle-aged mans in Lyra family who feel safe and it also focuses on connectivity so you can get places um it's not very useful to have a safe bike Lane for just two blocks and then you hit a six Lane um road to crush so adopting this updated plan I think will supplement Vision zero in complete streets uh nicely by focusing their efforts on projects that will have the most immediate and long-term impact so I urge uh your support for this proposal thank you up next we have Steve pone for Follow by David caka hi can you hear me we can hear you thank you hi um this is Steve palon I'm a retired emergency medicine uh physician and I also served as the medical director for the uh city of Albuquerque's uh covid response for the uh the homeless uh during the pandemic and I'm I'm currently uh the vice chair of the transit Advisory Board I've served as the chair of the air quality board in the past and I'm currently on the board of bike ABQ and I would just like to to voice my support uh for uh this bike plan um it represents an update of the um 2015 bike plan and a long overdue um um just to to to give you an idea um this bike plan really emphas izes that uh bicyclists can use the the residential streets uh safely uh in mixed traffic not requiring any kind of bike Lanes but it is going to require um investment in Signal protected uh Crossings across the the either the the collectors or the the arterials and if you want to see what what these look like you can go to the the intersection of Carlile at mackland where they've installed a a pedestrian triggered um um crosswalk Beacon or out in front of um um monuma Elementary there's a there's a stop there's a light that's triggered by the kids coming across Indian School to get to monuma so if you want to see what what it's going to require um I suggest uh you go take a look at those but it is going to require an investment um it's not going to happen without an investment and and the the the cities that have been successful in implementing these things like New York City um Amsterdam in particular much many of the cities in in Europe um it is going to require an investment in of the like $20 per person per year so I just want to um encourage the council to to take that into consideration and um enact this this bike plan but be willing to to spend the money on it that's going to be required thank you David C deak uh hi good evening City Council Members um I think this this plan is uh very important to just our transportation investments in general and I'll tell you a story about why so when I was attending school in North Albuquerque my Transportation options were very limited I lived on the edge of a district so I had to be bust to school and which took about an hour and I only lived less than 2 miles from school I didn't have the time to take extra extracurricular activities or visit friends often um and I never asked for a car as a teen I wanted a mopet or bike and my parents said you'd probably die if you tried because I didn't see anyone else biking around my neighborhood so uh it wasn't until a friend that I knew uh he didn't get a driver's license but instead he got an ebike and he still uses that as his main for transportation to this day um he inspired me to really get to know my city and explore it and um uh just bicycling you know and I rode the bus in The Rail Runner for the first time in years very very frequently and uh but but at the same time again I began to understand why most people didn't go the ways that I did because even though we've built pass and trails are not well connected and they usually leave you on a dangerous roadway like what was described earlier uh the pass going to the Los Rancho station uh Rail Runner station right um it's like if you didn't finish building a road and you and you had it blocked off in some areas and you wondered why many people don't drive down it that's the equivalent of some of our bike infrastructure um but when it works I felt good better than commuting by car and it saved me a lot of money and it felt like unparalleled Freedom currently we have a cost of living a a health and environmental crises as well as increased traffic ingestion and traffic deaths having an equitable network of bike infrastructure that people of all ages and abilities can use as a sure far way to combat those issues and the Federal Highway Administration and knows it and uh it's worked elsewhere so I I hope this bill passes and I hope for a safer healthier happier Albuquerque thank you and Madame chair if I may um we had three signups that are not present at this time Danielle Mark Linsky Joanna Stein and Zen viel at this time that concludes general public comment thank you thank you Mr Cornelius thanks to all the commenters tonight counselors any questions or comments councelor Rogers and then councelor grout thank you madam chair um there are a lot of constituents engaged in this process and we've received I'm sure my other fellow counselors have received a lot of emails and calls about this topic the biggest question that I've been receiving is where's the 50 mile Loop in this new plan um is that still included um it's hard to see from the map like what that actually looks like um is is that going to be maintained in the new plan there's conference room I mean it it's okay um Madame chair um members of the council um the 50 mile Loop is referenced in the plan and my understanding is that it's complete it's in place um so I don't I mean this plan would only enhance it right especially particularly related to The Crossings where bike boulevards overlap with the 50mi loop and where the paav multiuse trails overlap with the 50m loop so um it could only get better um but it is referenced in the plan and if there's a you know we could always make it a little more clear on the map too where that route is thank you madam chair I think that would help lot because I think people were looking at the interactive map and didn't see the loop and were like where' the loop go um and I know a part of the loop got finished here on my side so I'm people are excited about it so thank you so much thank you madam chair councelor grout thank you madam chair um I have a couple of questions um in regards to the 2015 um Trails facility plan how much of that was completed mayor's conference room I think you can just say don't no we can get that information um you know Madame chair um members of the council I we don't have that information right in front of us um the the I mean a lot of the bike ways that are proposed in the 2015 plan have been implemented but I think the important thing to note is that the approach has changed to create that low stress all ages and abilities Bikeway Network so some of the facility types proposed in the 2015 plan may not be up to a standard that would create in all ages and abilities and backgrounds um Network um but we our team can look into that and and get back to you thank you madam chair I have thank you for that um I would really like to know how much of the plan was implemented and and what some of the changes are I understand what you're saying how things can evolve and change and I appreciate that my other question is how are these ra uh roads or bike trails going to be maintained because um I am concerned I think this is all great and everything but I am concerned about maintaining what we already have and and what how it's some of it's not cared for properly and i' hate to grow more and not have it cared for so what is the plan for um keeping them maintained and trails trimmed and weeds clipped and trash picked up how is that going to be taken care of okay uh Madam chair and counselor grout um thank you for that great question and as you know in DM D we are always answering and hopefully resolving issues of weeds and other things in bike trails that we are alerted to um on our streets so um with as with all trails and streets we work very hard to sweep the streets and to clear weeds as we are notified of them and as I think this recent um Storm shows that when we hear about obstru ctions we have teams that work 24/7 to keep our um streets including our bike Lanes clear so DMD um will continue as new as new um pads are bike lanes are added in our roadways to maintain those and with respect to bike trails I'll turn to director Simon uh Madam chair counselors Dave Simon uh your Parks Rec director uh we divide up the the duties for uh bike trails and uh Bikeway uh maintenance of course between uh several departments uh the parks department generally has responsibility for the off Street multi-use uh bike trail system so uh the first thing I'll say uh councelor groud is uh you know I'm really excited and pleased about the progress we've made recently on some of the mainten aspects on our off Street Trails in particular uh the crack filling and asphalt repair equipment that we have purchased over the couple last couple of years and deploy that through our our cruise has just dramatically increased the efficiency of repairing cracks on our Trails so this is really stretching the taxpayers dollar better and producing much better results and of course uh repairing things quickly uh before they become worse is a key to like stretching uh the useful light of our of our pave multi-use Trails so I think we need to continue that effort uh to again uh take care of the trails that we have and then repair them quickly I think another key aspect of Maintenance has been uh the city getting support uh for uh taking better care of trails that belong to other entities such as the New Mexico Department of Transportation many of the most common complaints about some trail conditions on our on our multi-use off street trail system unfortunately come on sections of trails that the city does not own uh we are often uh willing and repeatedly do go out and try to maintain these Trails as best we can but I think fundamentally we need to improve our partnership with the New Mexico Department of Transportation over how they uh how we partner you know to do that I think we're willing to do uh much more on those Trails what we need is dot to to step up and partner with us and provide us maybe some support and assistance uh to get the work done I'm very I'm optimistic that we can have that improved relationship we have new agreements with DOT over some other parts of our relationships and so we need to translate translate that over into uh the bike trail maintenance aspect and then you know as our trail system does grow I think it's it is true that um we could use additional resources as the system grows many of the uh the trails that we've added recently I think we've been able to incorporate the maintenance and some of the newer miles and trails but we we will reach a point where some additional uh support would be needed thank you um Madam chair one followup to that do you have a anou for the parks um for the parks department with the uh right now no we we would like to have that when when can we get that done when can we get that done I've been asking for a while we now have a newly minted mou I think between the city and do over uh other aspects of uh maintenance and cleanliness in the city so we're going to take that newly minted template and revise that for trail maintenance and we're we're to we've started working on that right now so I'm I'm optimistic we could present that to dot this fall and winter and uh uh hopefully we'll get a positive response to that thank you I actually talked to them this morning and they're ready to sign something now so I'd hope that we wouldn't wait till later we should get on that um and one final followup to that on Tramway um I know that there's a lot of um you know that's do land that we're talking about we have a lot of bikers that actually bike on um on Tramway itself not up on the bike trail up um up Along by the houses and they um have concerns um they reach out to our office lot um about the um the rocks and the glass that are in the road and so um I am all about biking and and Outdoors all of that Recreation and getting to work and all of that I am an advocate for it but I'm also very concerned about safety and these bicyclists are concerned about falling and you know and then we don't want them to fall and hurt themselves like we've heard some people talk about but also to fall into the traffic and that would be even worse so um I am very concerned about um keeping our our bikeways Clean and Clear of of things that shouldn't be in the road so I I I do think that that should be um important and then I would just really like to know how the um 2015 how much of that was implemented for our when it makes it to full Council please thank you counselor councelor champine thank you madam chair um this is just a quick question for the the administration I guess on the proposed Crossings um it says a lot of these circles squares uh that are either purple or green or gray in color are labeled as hawk or phb um can you tell me what phb or rrfb stand for and then in regards to the hawk and it's kind of the same question but just in regards is this the same as like what's that Lis just east of Sano that sort of system yes mayor's conference room Madam chair count members of the council um phb is also known as a pedestrian hyber Beacon and Al an alternative name for that is the hawk I think the community likes to call them Hawk so I don't want to completely abandon that name um and yeah you'll see a lot of the phbs and Hawks throughout the art Corridor um on the um Alvarado Crossing at Lis um and and the plan does call for many more um those are typically required when there's really high traffic volumes are really and drivers are going really fast and essentially it creates a stop condition for people driving um and I just want to note these are a Federal Highway Administration proven safety countermeasure that are known and proven to reduce crashes between um uh people walking and and people driving and also people biking um an rrfb would be kind of a lesser treatment it creates a yield condition and those would be fewer drivers and and slower speeds and an RFB is called a rectangular rapid Flash and that is also a proven safety counter Reger meaning it's Prov to improve safety and also help people across the street okay and is that still the cost about 750,000 per Hawk unit um I think yeah it varies I'm trying to think of what they're coming in right now it's it's changed a lot the last few years um but yeah I think we usually average about a million dollars and that includes design as well as implementation okay thank you madam chair thank you very much uh and so I have a couple of questions first of all thanks to Parks Andre and uh so director Simon and director Turner thank you for answering my question making sure I had a lot of that information uh for the questions I had in addition to that do can you either remind me I don't know if I missed it or if I forgot but either way can you remind me and share with the public as well what is the vision and the timeline for this plan mam chair um I think the vision is typically these plans get updated about every 10 years um with that being said the proposed Bikeway Network we're proposing updating that about every four to five years so it would align with the mid region Council of government's long range Bikeway system um so and then there's also directives in the plan to track the the plan the implementation so should we you know Implement a lot of the action items in the plan and maybe we need to revisit it sooner we would be able to know that great which leads me to so I guess along lines with that is it safe to assume that that's why there's not really a funding Vision as far as how much it's going to cost for the capital to implement this but also for the ongoing maintenance um Madame chair we did identify um estimated low cost and high-end cost for the proposed projects with the idea being since they do fluctuate so much um but what's really great about this plan is it really does capitalize on what we're already doing so how can we just wrap it into what we're already doing so for examp example the annual complete streets maintenance program is our program in which we repave roadways and rather than putting the restriping back the same way we have a group of folks that include the community where we look for opportunities to add these proposed bikeways for example from this plan whether it be widening substandard bikeways um adding new bikeways or maybe adding a buffer to an existing bike way so that's one way where we can kind of capitalize on existing resources um or if there's a trans a larger transportation project hopefully people who are planning for that project will look to this plan to incorporate that proposed Bikeway um with that being said there's also opportunities to do individual projects we do get a 5% set aside from the go Bond and we do use a lot of those funds to implement a lot of these bike wave projects AS stand projects um and then I think I also want to note this plan really sets us up for success in creating um shovel ready shovel worthy projects where we could apply to federal funds to hopefully Implement you know big big um components of this plan as well um with regard to maintenance you know I know director Turner and director Simon touched on this the plan does have maintenance recommendations too that I'd be remiss if I didn't touch on um and I know a lot of our peer City communities have been investigating policies and opportunities that every time a new bike way or a paav might multi-use Trail is added how do we increase the maintenance budget to be able to to maintain a larger Network and system and so there are some recommendations in the plan um with regard to to addressing maintenance not only with existing resources but hopefully identifying additional resources too perfect thank you for making sure that people are all up to speed on that I'm just planning on when we start implementing we're also thinking about the operations and the maintenance for so that we can make sure that not to leave either Department kind of short-handed when it comes to some of that counselors uh well oh and I have one more thing and it's just Kos to you Miss Hermanson in my opinion in addition to all of the robust information provided I want to give you a sincere thank you for not reading the PowerPoint it's a huge pet peeve of mine and it is much appreciated uh counselors any other questions or comments or Miss councelor Baka to
