[0:34] **John Hinzman:** all right we're looking at a site plan approval tonight for a new building at the public works campus public works campus is located off of 10th street ravana trail and progress drive the main building is located here the new building which in the packet is says about twelve thousand eight eighty square feet that was an overhang dimension projects more in the everywhere about eleven 11 200 square feet would be located about where the area was here there's the existing small building that would be removed and the storage facility would would be put in its place so this gives a better idea of what that site looks like today this is the main building towards the right and this is where the new building would go this building and the other pieces of equipment here would be removed from the site so that is what is before us tonight the property itself is guided i i-1 industrial park this is a permitted use within the industrial park district and the comprehensive plan guides it for industrial as well so the proposed use is consistent with that when you take a look around what surrounds the site right here it's kind of off on its own you've got another industrial building across the north on progress drive the old intec and hudson building and then you got ravana trail over here with the rivertown dog park across the street as you go south and east of the site here there's some public land that stop drops up pretty steeply goes down about 60 feet from the surface of the parking lot down to the vermillion river here which is a zone flood plain as you get down towards the bottom of the river a little history of the site public works facilities been there for a number of years there was a large expansion there about 15 years ago and with the sale of the ubc building downtown public works utilize that building for a lot of the storage needs now that the stencil project is moving forward at that site we have the storage in a temporary facility in the industrial park and are looking to have a new facility constructed here to meet those future storage needs this project is also applicable to the shoreland ordinance as well because it is within 300 feet of the vermillion river looking at the shoreline ordinance there's not much that is triggered from here it does meet the requirements of that all the storm water that's on top of the site would need to make sure it stays on the top of the site and doesn't come down the hill and create more erosion and more issues with the site down there so looking at the site plan itself this is what we're looking at but eleven thousand two hundred square foot building vehicular access stays the same everything's to the internal parking lot there's no real prescribed building setbacks within this area and it sits pretty much on its own so that's fine on a pedestrian access standpoint there is a trail along coney road 54 but this is not really designed to have a lot of pedestrian access with this building parking would generate another 13 stalls which are already present and can be incorporated into the existing public works campus from an architectural design standpoint this is what it would look like it'd be a pre-engineered steel building with colors to match the existing building i know this gets to be a little bit small here but this is the existing public works building the steel building would match the same colors and bandings of that building as you look at some of the corner features of a tier there would be a brick applique along the bottom four and a half feet of the front of the building as well as on the side columns itself so there would be a little bit more material interest to meet the front of the building when you take a look at our architectural design standards these type of requirements are consistent with what we've approved elsewhere within the industrial park when we've had accessory buildings to primary structures from a landscape planning perspective it is an addition to the campus so it's not subject to a full landscape plan review but there are additional plantings that are required to be added another 10 trees and 12 shrubs which are located along the the north and east end towards connie road 54 and progress drive to shield the site here as well as a little bit more along the entrance with some shrub plantings here so we are recommending approval of this subject to the requirements recommendations of the report and i can stand for any questions if you have them thank you.

[5:26] **John Hinzman:** yeah the water is curbing along the site right here so the water would be would be diverted into the internal site here through existing storm water retention bases i think one you can see one over here towards the beginning of the front of progress drive.
[6:10] **Commissioner Tyken:** so that bottom left it says it's a gutter.
[6:13] **John Hinzman:** yeah i think that one sends it to a uh i think there's a storm water culvert down here towards the end of the parking lot where things drain and then back to here i believe.
[6:27] **Commissioner Tyken:** okay so none of it's going over the river that's that's my only question the majority of it is going to the stormwater pond stormwater basin that is partially covered you can see the contours so the majority of the open lot that is running toward the stormwater basin that's partially covered by that table yeah there's a basin up here as well right in this location in the past there have been issues where it's grading where the trees the proposed landscaping is at water was graded toward that and ran around the stormwater basin and actually flowed down that steep slope directly into the floodplain of the vermillion and i believe that they've rectified and cleaned that up but my question is whether that stormwater basin there would i suppose it's you're not adding any additional impervious there by putting a building up so it you should be able to handle that and it it would be addressed by the city engineers if those storm water basins could handle that water.
[7:21] **John Hinzman:** my understanding that is correct commissioner there's pretty extensive swift plan that was submitted as part of the application here so that that's part of it.
[7:34] **Commissioner Tyken:** okay i i i've walked by there quite a bit and in past there have been issues with that basin not properly maintaining the water from that site so and running down that very steep slope directly to the i don't know what the bike path below walking back below okay yeah i mean it is quite at a steep slope there so just a comment.

[9:19] **John Hinzman:** there business that have no other business tonight give a couple of recap items from past meetings the city council took action at their last meeting or i guess the meeting before now on the special use permit for the the facility at east 6th street for the state licensed facility that was there extensive discussion at that meeting ultimately approved by the city council so that will be going into place here to have that treatment facility in the home there they also took action on the parking ordinance amendment which would lower the threshold for apartment buildings for parking so both those things have been approved by the council looking forward to our next meeting we've got one scheduled on april 11th i've got one public hearing scheduled already for that a rezoning comp plan amendment for a small piece of property west of los margaritas restaurant at 22nd street looks like i'm also going to have another home occupation permit as well i talked to someone on that today so it looks like we'll have we'll have a meeting on that date for sure probably a couple of items at least for that meeting and that's all i had tonight.
