statements for January 2020 number three the liquor store profit loss statement for January 2020 any questions or discussion on the finance reports motion to approve without a second did you have a question [3:19] **Jim Michalski**: you wanted confirmation I think yours was an answer previously they're fighting okay all in favor say aye an opposed motion carried there now on number three the public comment this time is reserved for comments from the public on matters not listed on the agenda please speak excuse me please keep comments to three minutes [3:58] **Jim Michalski**: number four the Department reports please chief Department report for January 2020 [4:05] **Kelly Lake**: mayor council seemed funny to me at last month we had a hundred ninety-two calls for service to our spent up at the MSOP in an hour with Department of Corrections we also had our monthly VCR seat which was two hours from last month we've had a couple of senses and tongue made a vehicle stolen from but the minute mark we haven't known about or webpage with some pictures sold I guess we have so asked if anybody in the public recognizes anything in the photo surgeon they get in touch with us and also recently we had burglary at one of our businesses I was able to find some video footage on that that I'm trying to gather I got what that post out there to it like that that's the same thing there if anybody in the public hears anything or knows anything or recognize anything give us a call to police department [5:15] **Jim Michalski**: very good thanks to the good job please pass it on Public Works superintendent [5:21] **Phil Entner**: mr. mayor members of council a very busy month not much for diversity though all we did was crazy we all stole all the right of ways why didn't tell him the holiday together and it was a big job but we got a diamond thumbs looking better and we're making more room for marshmallows water department start there 3.4 million gallons drinking water in a month January currently we would have eight services that are running to prevent freezing that is I just run us up a little bit practicing than the additional 270,000 counts and I think we should usage there so we'll see that number climb up here a little bit this as this winter continues to go on and then spring comes will be will be definitely better than that sewer department collected 13.5 million gallons of wastewater the month of January treatment system that is shut down for the winter grant ponds are all still there and working but we're just not treating anything discharging anything mechanically it's no nice what will I talked about that with the railways a lot of actions on the compaction on the roads I know it's bumpy I know it's rough but it's extremely expensive to make them smooth no any time so I think we're just so that unless if that's all right with you we're just gonna deal with what we have and wait for spring or address those issues as we need to one thing I'm gonna touch on frozen waters with my policy it's on our website it's at City Hall it's at the footworks garage anyone with any questions please get ahold of someone whether it's City Hall the Public Works Department anybody because nobody wants your service grows up nobody wants to say it's a current cross steps are between three and a half four feet which is quite a bit less than it was this time last year however like I said we are to that point where people are getting very close to freezing outs and some services that are are to the point where they would freeze up if they were to stop before they water so that's all we have [7:34] **Jim Michalski**: where we have with materials for spreading on the road [7:39] **Phil Entner**: order were actually under budget for enough we're actually looking very very good you know so I mean we we need decent reserve usually that gets about this time we're sitting pretty good and then it gets paid up and marching really typically ordered where it sits but has already now we're going to change this actually comes later so yeah something about the end [8:02] **Phil Entner**: yeah parks I've had a few people here to hold the meeting over the last few weeks or snow and ice being on the sidewalks and I did have a police department sent some letters to the local and some of the businesses downtown here and then they have removed the snow but there's also a lot of ice on sidewalks that should be taken care of it's you know if you go ahead and shovel the sidewalk and there's still two inches of they didn't wear the water maybe we don't want to have people slipping and falling and that I just wanted to get it up to the public they could put it in a newspaper it is up to the owners of the property to shovel their sidewalks and I saw people and there is one issue with a fire with the fire hydrants which I we discussed this yesterday with that about half of the fire fire I don't know how many but 147 147 of them and a lot a lot of them are happily married some woman are buried in snow and with the snow banks and I see that is a problem with the fire department getting quick access to them so I love it another thing to the public and to the business owners if you have a fire hydrant close to your property on the property you can do us a great favor by getting out there and trying to help us keep those alright but fire hydrants open and or great access or the for the fire department to be able to get to them and then that are at our meeting at the fire department last night there was some discussion about having the city mark those fire hydrants with a little steel pole that goes up on with a little spill spring on them so they can be located easier if they do get buried in the snow I know that a few of them in town do have them but I think generally most of them are don't have that source or if that's something that the city could look into having gone summers or something like that I would love to have them all done yeah you know they are about 12 to 15 dollars I'd like them to do okay you know probably with blowing snores bull and snowing you don't know where they're at that you don't want to really run one of your equipment into their to be damaged through but that's the overall I have [10:14] **Phil Entner**: sidewalks in would you like me to put some sort of a small detail estimate to get all these done [10:22] **Jim Michalski**: in the other that would be what the cost I can see that for sure okay absolutely timing on that cosford look at it as a budget item yep for next fall or our budget can support it with it I know we did have some other and summer broke off and of course that's going to happen correct [10:44] **Douglas Juntunen**: yeah you said there's a hundred and you did 147 or there's 145 one or the other [10:55] **Phil Entner**: it's it's on an Excel spreadsheet on my computer so yeah I wanted to things might you can Cathy Cooper gets most notices over the tiny odd or 20 minutes out of tracklist down there they're already on it so that was nice [11:15] **Jim Michalski**: thank you thanks for the good job and please pass it on to the staff thank you moving on cynic the excuse me technology and libraries report [11:23] **Ellissa Owens**: don't really have anything for the library aside from they just received a donation from the Lions Club to purchase their third public computer so now all the public computers will be updated which is awesome technology I have a meeting next week with them to hopefully schedule all the replacement of the rest of our computers that need to be replaced [12:00] **Jim Michalski**: console have any questions for technologies like very important and then moving on the city engineer report that's starting on page 50 [12:11] **Ellissa Owens**: now I don't have anything else to add aside from what's already in there later on but as you read through that if you have questions please call the office and you get the answers to you we do meet once a month and greatest at the meetings I don't know if you have any more great to add [12:28] **SEH Engineer**: just basically they want to put in that well as soon as possible this coming spring a lot of prep work right now for getting the design for the wells in the low house that's primarily where their work and that building that's on that property that garage will have to be moved which it is working on right now and there will be another person they want to make sure that they have the capacity to do the job that the old wells we're doing so that'll be done first before any building project is done on the site just to make sure that it's going to work [13:16] **Jim Michalski**: that that's quite an endeavor and it will take them all the way through till next almost a year from from when they start to get that community and the full cut over so it's quite an undertaking there it'll be there will be a lot more information on it as we go through it the game is you read to the court if you have questions please call moving on enough to forty the chamber of commerce updates used to have Lola skip those but we don't have a representative from the chamber to give any updates I did make the last meeting [14:26] **Jim Michalski**: do you have anything you want to add [14:29] **Walter Lower III**: I'm going to get there but I think the other ice watching right well on the part there seem to be a lot of there this year it was nice weather a lot nicer than last year I don't know how many people were down there well there have been a couple hundred people down there anyways that there's the parking lot as well you don't think everybody was having fun so that seemed like a pretty good success and they did change the date of the next meeting it is not tomorrow it is 19th at noon at arts just for information [15:10] **Jim Michalski**: any questions by the council area done moving on we have six we don't have a five blank tip for one year we're good for that number six this is briefly discussed business succeeds the cable TV updates and can you has some information for us [15:31] **Ellissa Owens**: so I put some things on your desk the first three pages these white pages are the banks financing options three four to five year in your packet there is the total cost of the project which is seventy nine thousand seven he's 52 about as well as the entire all the details of it and then I also included the Vantage financial three-year lease proposal in the packet Rory had got some a four and a five year lease option after I had already sent a packet out so I printed it off via thought for you guys from what I can see in the math but I've done we get about $25,000 for from the peg fees from media time every year so I think a three year lease option would be a little bit too much for us to take on I would say either a four or a five year lease option would be better it just depends how long we want to spread it out [17:05] **Jim Michalski**: your recommendation either before or the five [17:23] **Ellissa Owens**: yeah there's the prettier one too but I think that one's is too high up payments just about yeah a little bit over that site [17:33] **Jim Michalski**: I hear we do this more operating money during the years or other things to do like my five-year gives us more love you to do things as we go into this because we may have some opportunities to do some really good stuff whether it's new equipment [17:54] **Kris Huso**: I would say the only thing that makes me nervous about a five-year is that I don't want to get into the same situation that we are with the cameras where we're kind of stuck in a five year and only one we're here than a four year but that's the only thing that makes me a little nervous about [18:05] **Ellissa Owens**: we have almost 4,000 more [18:15] **Ted Shaw**: and when we look at this as a four or five year there is a difference of about four thousand more available for stuff in the Pioneer well because the other the other issues the equipment the equipment in here yeah I know that kind of gun got it out I mean we're kind of making do but it would be nice to get the stuff for broadcasting the council meetings back to where it was kind of I mean I think it kind of got a good it to kind of go digital and then that didn't really work so the quality we're kind of suffering on their quality there even you know I'm having taking my camera to record it because we're having to put it on DVD and then to get it onto YouTube from DVD you have to re-render and face yeah if this passes with this new system then we will be able to record the console meetings as part of part of the content that's going to be part of the system so that that will make that situation a little bit better you know right you know right up front but the other thing is that you know the possibility of meeting a little bit of things that some of these other locations that forget to start pushing content you know like obvious tanah the Depot you know for me to try to no once we have a system that we can have content and I guess that's why you know that's why I can put the priority on on what we're looking at right here because until we have a weight to be able to deal with that content it doesn't pay the push of content because we've got the five discs layer that's full right now and I that gets changed about every three days with the new content on there but this all along was much more program you know I did have a chance to off to give me who's got this system up and running you know they're they're a little bit bigger than us they they're run in three stations like the peg you know it's public access education and government they are running three different stations plus up a video on demand which is kind of an online station we would still run our two stations and probably do kind of a similar with Channel seven what's nice with with the digital messaging system is that what they do is they run their content select they're either on the half-hour or the hour so in between that they actually run the digital messaging on their other stations too so we would have the option of being able to do that also would be available online so any of that digital message beat stuff but they'd actually be available online also so so there's a few different options we can go I mean we wouldn't have enough content to run three stations but to have kind of what we're doing now where we're that digital messaging system becomes kind of up even height I mean we can have small video stuff on that as I mention it I think one or two previous meetings that you know Mike my hope is to have somebody from the school somebody for the depot probably Augustana have one of those slides on there where they can dial in and change content themselves cuz uh when I saw that he mean they've got three people in the office along with the domain man and which I mean we're all doing like one person plus they have a lot of content coming in so you know when I was there was kinda like whoa I got to do with that bad bad and that plus them the guy came in with a stick from a sports game and it's like well I'm that guy too but I'm hoping on pushing you know being able to get more content but once we have this system then then we have availability to do it and be able to the other thing we could we'd be able to do with this is to do a live stream you know so that opens up the possibility of being able to do live streaming so from from kind of any any location so I mean there's there's a lot of possibility I think once we get this in place and then start trying to embrace the community and say hey you know we've got all these options what things we can do now you know and then Anna pushing on to school I'm hoping that the school that I can have connection there we're giving actually in their high school just started a program a low tech program that's a kind of a communications it's going to come back 40 years really what that's he's hoping they've got a beautiful studio there of having high school kids come back and do production stuff in the studio of you know see happiness and things like that you know our school even as new as it is does not have a studio but I think you know kind of pushing that to try to get more student driven content from there it's kind of the other the other component of the school thank you [22:56] **Walter Lower III**: so if we do the five year is after five years or were just gonna finish we're gonna have to go again [23:05] **Ted Shaw**: well we shouldn't have to upgrade because we're we're getting on the stage okay like a computer okay yo so yeah we'll have a five-year old equipment but the software they would upgrade you know I mean same same problem like we have with the computers in the library I mean anything Windows 7 is you know and what happens with a lot of that stuff too is that then it starts aging what we're getting in it at the best of what's there right now I mean the system that we've got I think just I think was last spring so it's the newest of what they have but by going with the five-year contract then we will have the upgrades of software and hardware you know for that five years so you know if we if we take the financing all five years it kind of companions up with with what we're getting service for - you know what there's going to be a need just like there is you know for computers to probably upgrade so either what we'd want to do after that just probably look at maybe another service plan or something you know because technology will change technology has changed everybody crazy but like I said we're at the best of where it is is it going to be different in five years now sure it is what we've got what we have now is going to be pretty pretty up-to-date a capability is is going to be [24:37] **Ellissa Owens**: I should add that I took the quote that Rory had given for the full project and I added the $10,000 five-year maintenance plan on it just so I could give like a worst-case scenario to you guys you don't have to take that extra $10,000 replacement or plan but it's called I think and I don't remember what is covered for a one-year or once cover for two years but this is bring everything out to fly you're sure you're buying and is now three years in you know two years or something to cover both hardware and that software on there and I checked with both financing debate and that Vantage and if at the end of the fiscal year there's money available definitely could be put towards that payment because I mean I don't think you bring forward anything that's left so I mean definitely whatever is in that budget if there's if there's still money there before the turn of the fiscal year that we push it in and nobody and no neither one has any kind of you know problem or penalty with that you know so we could definitely apply whatever they're funny wise play [25:47] **Ted Shaw**: but I couldn't agree with tennis fires not locking it in too much because on the other coconut we can push that money into it at the end but then we still have that still have that buffer there just a little bit to to work with because we're we been so tight with we haven't had any budget for like four or five years if there's caption to be done certain things have finished another please write and I can say you put them in here for broadcast it would be nice to you know that camera works good but you know the one to be honest the one that's tied in with the laptop for shooting that is tied in with all those other cameras in town even like a hippie they have a standalone system that this this is a cameras to take care of the you know the video of those have to be here and it's a lot easier to get you can get better quality with a camera like that and then you connect internet driven camera as far as quality wise took me push it out no product yes and the other thing with this is we're gonna have we're gonna be able to push better quality you know I've been working with Mediacom - we do have a little bitty issue as far as their quality of the picture of Mediacom and they know that we were leaning this way so he he is going to be coming around town here or 10 of the next guy up the notch not just the local guys and they're gonna try to you know check what the feet coming in and all they hear too well try to enhance to because really for them local content is reading what the advantage that Mediacom has over a ditch I mean you know so they're definitely and I know they've lost a lot of customers I mean I looked on the enlarged streets and their conditions all over but I think this is going to help you know especially we can get more school content you know I mean what's nice to meet lot of people I enjoy the church services obviously too so the more we can heighten that local content I think bill Carlson is going to bring up to you know like like like with Augustana their local contacting content and cable that is their contact with the community most of those are not online most of those residents so it's going to be a nice I'm able to fit right in with what's going on there and the same thing was Ricky with her HD agent and Northland Foundation money's their vision for her next set of funding is to outreach to those people that are lonely and isolated well it's kind of like you know all of a sudden we've got this and we've got the two to ends there and now we're going to have something that we can rework good to Bridget and I think we can really be a community that's ahead of the game of what you know we can do for for folks as far as bringing you know bringing them in bracing them back into the community - thank you defecation councils [28:55] **Jim Michalski**: so we have questions discussion and emotions [28:59] **Ellissa Owens**: so just to be clear the only thing that I need today is a motion to go forward with financing at the next meeting I'll have a resolution from the bank if we decide to go that route I mean if you decide to go with it I mean when I talk to a Larry I mean he'd be able to move on it fairly soon because the leg part is that they can't kind of order the equipment until we make a commitment so I mean I guess I'd like to see if we're gonna go with it so that we could kind of hopefully move forward [29:36] **Ted Shaw**: because actually you know the money isn't due for 30 days so I think if we can you know prove the financing I think we can move on hopefully I've been able to get the equipment cuz there's a little bit of time time involved in getting all that stuff rolling into the possible finances [30:17] **Douglas Juntunen**: [Music] I'll make a motion that we go with the first national financing for the five-year period [30:25] **Jim Michalski**: do we have a second any further discussions questions hearing none all in favor say aye and I the polls see no motion carried then the next motion would be if the financing is approved and you have the document you mean that we could order the equipment that way we won't have to wait till next month to order and then have another delay in and I know Laurie is running into a problem with installation starting what he's trying to get all his farm business stuff done in the spring and trying to balance both of them at the same time really hard for anything [31:36] **Jim Michalski**: [Music] second you had you did okay thank you any other questions or discussion maybe none all in favor say aye aye opposed motion carries thank you thank you Rory moving on to 6b mr. Carlson thank you [32:15] **Bill Carlson**: we're gonna reserve our Comment strictly to keeping our senior citizen connected to the community and I have with me my purpose to me really [32:41] **Sean Smith**: hello I'm Sean Smith I'm the administrator at Augustana in Moose Lake and they bar along with who or who is the housing and health director at all for you and Kenwood our assisted livings so we've been talking for some time with mr. Carlson about this project and I'm trying to get up to speed to understand what it is but what I do get the notion is that it's a way to keep our seniors connected they cannot tell you the value for their emotional well-being and their your mood and just the engagement piece of it that that will have for them so I'm trying to learn what my part is in this how I can help and from that point just those people questions or but in that part I'm just trying to be educated on so sure [33:41] **Jim Michalski**: I know this has been probably part of the long-term goals for many many years and as years have gone on with different boards different people come and go things have changed and we never got that one element completed to get outreach into the community that we wanted originally and hopefully we're getting closer to getting all that done and I know Bill which is who's been a fantastic advocate for all this for years has helped it get to this point where we are and that would be nice to have that in my case mana [34:13] **Sean Smith**: yeah there's a lot of grants available to me to offer this type of work and especially with keeping seniors connected to the community so as they learn more there's potential for media grants and help all somewhere to figure out what you need what the needs are so whatever this topic comes up and you need me well thank you [34:52] **Bill Carlson**: its too hard for you just stay down you sure my comments to fact you should have in your packet on volume of background information so we're going to just discuss in fact did you know that our senior citizen citizens are the only statement of our population is not currently connected to the city's community white digital messaging system it's interesting to know that my kids know more about what's going on it was late than I do yes Ted kind of remarked ah I've been involved wrote the the RFP for bringing able to the community and I've been involved as a statewide task force committee that run bright been to the cities and as talked about constantly made a promise to Carol that I would make sure when we moved her into assisted living facility she would remain kinetic connected to the committee to the community and what I'm gonna reference back to his last month Ted gave this presentation and we had hoped that we would get started in 2000 or 2019 what is interesting to hear your discussions you know that commitment was not filled our honor so I want to quickly go through this in the first step was the cable franchise fees and investment taken care of that was designed for the benefit of the cable viewers a real important step is the rule of operation operation should be revisited as they control the content of the community access channels this is a Pinto extremely important feature in public a public access know as social media anybody can put anything on that that they want and then it ends up in my house right but I gotta try to get rid of it but when you talk about what I'd refer thomas community access you as a city council have complete control over the content is on this system it's it's guaranteed by the right away and that's why we drafted a right away awareness which gives you the authority to make the final determination of what can or cannot be put on me local access channel that's a huge huge benefit community the other issue of the third one I'm here was we need to complete the periodic review I had the opportunity to talk to some members of me Historical Society one of the issues they have is they don't have the broadband capability there to be connected to the system that you just approved and in over for dinner our cable ordinance it states that they can lead to provide we can ask our periodic review because there are changes if one of the changes that we had the public theory was that we needed a free cable modem service to make the the Historical Society that is in our ordinance we have one now at the school library we have one here at the public library and moment you it committed the seventy thousand plus my god that's an easy sell to go to the media come and tell me we wanted free communities our media drop by be different internet drop the library no cost to that art was just a matter once the public period was conducted the city administrator that night was supposed to submit a request to Mediacom I don't know if that happened I don't think so bill but you know you've gotta get up yeah yeah I'd rather good place you're a couple right the other the four step was to finish what we started it they start from Society Museum and superlative incentives that is what seventy percent complete or 77 favors and it's been put on hold if you go back when that building was first built community volunteers completely waiter that building so it was ready for communication and local community nitrous and it's been up how many years them up well it's been 100 five years well when it built the building yeah we put this in before the Sheep and they've been waiting in it's interesting though we have no competition way between Rory's presentation at mine I'm saying that all that pulpal equipment we purchased by public access funds and when you took it out here you should have not scored it on the floor you know electrical utility room put it up there in the Historical Society and let's finish what they started I agree what what Rory said it's better quality than which are you today there's something of that you're gonna be her decision it is a still continually being serviced by arrow had radio insecurity there are insulation that were put in this city using that Pilko system within the last three years sorry Howie not take advantage of that I don't know Gloria I've already talked about it went back and found it and looked at it isn't any chance between you to meet me but so we don't worry everybody watched all we know where it is and a shingle then I would say that's probably fifteen thousand dollars are more investment there and it's better served out there to Historical Society then on the floor over a disability sure enough said about that the other thing is that with Rory's talking about is that the next step is to get the community involved we do not myself August Anna or Rory determine what the system and we had to ask the people you've got to get the people involved to me that's always been the Moose Lake way you know always looking to people first and you know we got to bring that back you know that you know that attempt to do that community base committee several attempts have been made that we had no volunteers [41:35] **Ted Shaw**: and I'll probably be talking about that in the next couple months to try that again right but we have not been able to get any volunteers to sit on that committee and and and it's probably because people don't understand it I'm not sure why bill but I think you know what we we tried but and I agree it'd be nice to have that community-based committee that work with Frank that's important to keep that community involved with the whole thing I think a lot of times think outside of the box but yeah I know there's been a tension but there's never been a tent the posted on electricity [42:15] **Bill Carlson**: well then it's something that could be done I know it can be done that's us believe that you'll be asking for a cable commission and you don't punch it on it you put it on social media yeah you put it in that paper well we don't put it on our own chain on that we had another boards too but yeah yeah it wasn't that the local chair any night about the first place you put it almost any public notice things done by the state should be posted on its own whenever is it's all these other locations but you'll never see you answer that question yeah well one thing it would be nicer than new system the capability would be a lot easier to do all that work and it can be done from multiple locations not just one right which would be well they'll have sit so much there not even compatible but this is no proposal that was a lot of it then you're streaming over to them over the Internet and improved quality of a public access channel mr. members that goes back to the original memorandum others understanding that the library had with the city back in 2011 we have an orderly transition from an analog system to a cable to a digital system the length of 2012 did low so they expose the inadequacies of a system and we pushed it fast forward in 2018 Steve Olsen I came before this me we had a woman's lifetime opportunity to broadcast and promote the commemorative events of the nineteen eighties player has pleaded legion to provide to finish it so we could do that it never happened you know that's like saying this last year it's never happened don't let it go on wait till you've paid five years to pay this no to bring this back only that some of us won't have to kind of anymore I'll open for questions I don't want to carry this time to define if anybody's got any questions [45:44] **Jim Michalski**: I certainly an interim I took notes all your talking so I'm going to I took notes while you're talking of your points it's over I appreciate it or this city and getting this this far I don't think that there's anybody in the area and that knows more about this and you do that's for sure I think it'd be wise and it wants me to listen to your advice I think it would be good to be getting more people active in this right now it's just worrying and you and that have been working on this if we had some public input maybe more content to put on there there's be more ideas up there and I realize that nobody a joint that committee but that maybe you could try to do it again and try to get more people involved with this process so if you know they more contact with the city and just get more stuff out there channels thanks well for that [46:39] **Bill Carlson**: I need to let you know that it was Walt I came with me to the Family Council and presented this idea to Pakistan hoping that we can use them to take a leadership role because I don't know of anyone around here that won't support their senior citizens the final point he brought Turner you brought up Shan was the ability to get grants and I think that we need to have a very real discussion because that could save money for other connections that we are able to get those funds that the coal beds in what referred to a step to whether the transient understand that as a community we can do no better by honoring our current residents for their past contributions and providing the free access link allowing them to remain engage in our community today it says it all thank you for your time Pedro's run me over all be here one more interstate but totally unrelated and it's interesting that like giving schools talk about putting together in front of school something that you built in the 1980s and had at our high school the old school up and running that far back and we're so far advanced and hope these schools are just looking at doing what you did back then that tells so far had you been in all this bill in supporting this community and that that's a lot benefited so many students and people that you know it's a great brickwork yeah Frank retro built that system in hibi and solve it reason this better was big into the FCC right don't care for [49:09] **Jim Michalski**: yes but we go back a long ways they have a lot of connections thanks for what you've done it been there for me for the game you don't have somebody that runs kind of a hedgehog that's you so it's easy to port support somebody when your friend so okay Jim Killeen's mr. your accreditation hopefully you'll take action up helping our senior citizens gets connected thank you Thank You Billy a welcome to state or you can stay or leave as you please moving on to new business 7a the 2020 local Board of Appeals and Equalization meeting will be held April 23 2020 this is one that we lost the right to have our own meeting so Kyle holies will come down here and do it April 23rd 2020 anybody is welcome to come with just let me know [50:39] **Ellissa Owens**: so people's there I thought it was on this note I have enough in my office I want to say it's one o'clock but I think I can let you guys know left for sure but I have to post those an open meeting so as many of you guys that want to come can come but I will I'll send an email you guys know I don't have to have a quorum but it would be totally nice if we did [51:01] **Jim Michalski**: yeah it'd be nice with a couple because got certified so we lost it for two years last year and then this year so that next year we'll be able to be eligible again Tim was the one other person that did the training but it didn't help yeah that's to be counseled soon we'll have to get the training without us coming here so no for everyone honey for 23rd moving on to 7b motor vehicle office renovation the cabinet [51:44] **Ellissa Owens**: so there's a quote in your packet for cabinets made by men core this is coming from the money that the state reimbursed us and the reason why they are renovating the office is because it's not very efficient the way that it is and it was built for two staff and we now have three days a week we have three staff so they're going to be reconfiguring it a little bit to work better for the three staff from last year we got money back from the state for all the overtime expenses from the motor vehicle side yeah yeah problems they've had Lucas on so this is kind of dedicated money you can't use it for not coming out of the motor vehicle fund it was that many more Miller's issues but two hundred and some million and an endeavor they're just horrible [53:15] **Jim Michalski**: you need a motion is there any other questions and our motion [53:42] **Douglas Juntunen**: further questions or discussion what's the total 15 to 35 a commotion up the repair that we made for 15 to 35 these are replacement replacements [54:02] **Walter Lower III**: second [54:05] **Jim Michalski**: discussion all in favor say aye moving on to 7c motor vehicle office renovation painting [54:40] **Ellissa Owens**: so this is going to come out of those same funds this is for painting basically patching and painting the entire DMV I should mention that the DMV will be closed during this renovation time because they're gonna have to replace later on carpet and that kind of thing so there they were thinking the week of March 9th or March 16th but when that gets finalized the contractors I won't put something out for sure but yeah pj4 1350 that includes door frames patching I don't know I I don't know I'm in my head I think a week but I don't know how long I would like to be able to get the painting done on the weekend so then that doesn't interfere with the flooring or anything like that so any further questions [55:41] **Jim Michalski**: and our motion [55:44] **Kris Huso**: second [55:45] **Jim Michalski**: in your questions discussion all in favor say aye I suppose moving on to 7d motor vehicle office renovation cabinet / pogchamp / flooring installation [56:15] **Ellissa Owens**: I reached out I should say also I reached out to a few different places for the painting and the installation and I only heard back from one contractor for each so cousins will is willing to install the cabinetry the floor tiles and the countertops and then take out what we're not going to be using anymore there's this forward include the floor yep [56:56] **Jim Michalski**: yeah I think we got 35,000 back from that [57:01] **Walter Lower III**: I'll make a motion may accept the cousin's bill for $1,850 for the dem old insulation play [57:11] **Jim Michalski**: very good you have a second [57:14] **Douglas Juntunen**: second [57:16] **Jim Michalski**: any other questions discussion yeah all this money asking is on infrastructure or taking care of the building it's not for staffing or anything [57:32] **Ellissa Owens**: no it's not it's not for second [57:36] **Jim Michalski**: all in favor say aye aye opposed motion carries thank you that takes care of all the renovations separate Union Marina welcome to stay or leave moving on to 17 resolution 20 dot o 201 appoint election judges and this is on page 74 and this one is just for the presidential primary coming up on March 3rd and a heck of a time fighting people everybody's on vacation one two three four five six six individuals to approve this election judges [58:34] **Douglas Juntunen**: momentum evolution [58:38] **Jim Michalski**: and we passed resolution number two zero times 0.01 second favor say aye both carried moving on to 7f police chief's job descriptions is on page 75 and then after that staffing question so we had met 27 to discuss the police chief job description they made the changes that we had discussed and this is the final product and questions by the council the peers of the changes are made that we had talked about to have a motion to accept the job description [59:22] **Walter Lower III**: someone a second one [59:25] **Douglas Juntunen**: second [59:28] **Jim Michalski**: all in favor say aye aye both motion carried and we wish to LA with the staffing discussion [59:45] **Walter Lower III**: what happened three months ago I brought up that I mean I worked I have in the city look into seeing what Picasa into indeed if we went back to I knocked rolling all night long and I had several discussions with Tim after that and he said that he would look into that but unfortunately he never did kind of wondering where that Stan said that at the city we did have an agreement here at the meeting that they would have the city look into that see what cost savings would be for that and the best wine you know recently that we're going to have another forty thousand dollars more in costs or the police department I think it is even even more important to look at the COS students would would eat like I said previously and don't know how I would vote on that but I held interested in looking into that and seeing what the cross savings would be and the scene II would be interested in patrolling honestly during the nighttime I see they they are here already that sometimes during training tonight you don't better know how they go on handling that I'm not in the law enforcement business obviously an answer to a question [1:01:04] **Jim Michalski**: yeah what what are you envisioning as far as less years using less time that the officers would be there so it won't be a 24/7 Police Department what are you envisioning for the ending time and the starting time [1:01:23] **Walter Lower III**: yeah I I don't I don't know what that would be you know we gonna have to discuss that here as the counselor as a council you know I any Chris could answer this how it used to be how it used how it used to be what times they got done and what times they started that but I would be open opening to listening anybody's opinions on that you know I know what the county says I know what the seasons we're beating and see if this is something that we are actually interested in doing or or not and the second thing that I won't count me in if we do not have a police department at any point at any time the coverage the county is bound by law to take that over that doesn't mean that they're going to have something here they can be off Cromwell they can be in holy order but there is no extra cost to the citizens okay so there there's no there's nothing like that that's one question handle that and so I am interested in that I'm also still interested in reaching out to the states to see if there's any way that we can get any funding from the state to help cover our costs I think we all are in agreement that it is kind of unfair for the state to make the experience of mostly Department the petroleum out there or when they need the police officers over there when they are state prisoners you know they kind of put that responsibility on upon us and I was wondering you know did reach out to some of our representatives or what the proper procedures would be to to get to start a discussion with the state on that issue they may they may be a dead set against it but you don't know until you until you reach out to them and ask ask them actually I think Jeff brought that up at one of our meetings here when one of our representatives came here and saw that the lady moose over there whether or not this you know brought up the fact that maybe the state should look into helping us out but with funding because it is the largest part of our budget it keeps growing and that we have new costs and I just like to know when Taccone in the state would have to say about these issues [1:04:00] **Douglas Juntunen**: well at one time the seat was why to be an officer and every day that's was my understand and I thought maybe that they decided to give some money to Carlton County instead of we've had and hey my GI receiving that energies and they store as far as staffing I guess I would like to see once the new chief has hired what ideas they have obviously in the summer you know maybe 24 hours is probably better because there's more activity than in the winter but I think that's something we have to sit down and figure out how scheduling what going from up a total so you know and I think once the new chief comes in they'll be able to there'll be lots of things for them to sit down and and that I would like to see the budget reduce to zone but I think that's the opportunity when the chief is hired to sit down their staff to be officers if they have ideas but you have who as far as the county I mean with us what we pay our taxes right there I have to cover press and the state they did they were going to pay at one time that's why we another officer to people in st. also maybe they would be more acceptable to an idea like this I mean it would be interesting to find out how many hours a year we spend on small town space or a facility [1:05:40] **Jim Michalski**: yeah I understand what you know concern by by everyone on this issue I think we smart you get the police chief on board here I would even like to have a position of administrator permanently bills to be part of that discussion also because there's other issues that an administrator would want to probably have any to make major changes and all that pushes it back again we're talking maybe three months but I think I'd like that both of them probably feel for people they can changes I think that's this process of its intimacy [1:06:48] **Walter Lower III**: as I like your ideas I'm glad that you're willing to talk with me about this I just don't want it to be forgotten and often by Tim not taking action and it just happened to be right when he's speaking to so you know think you wanted to start anything you can't finish [1:07:23] **Jim Michalski**: to put on the agenda each month if you want to have it reoccurring and that's not going to be forgotten okay no years and I think now with the gene chief police chief and the city administrator it is a great time sit down okay consensus then remember great alright thank you moving on to 7g that we slide polls from the donation and request just for reference we do have three thousand eight hundred and fifty dollars in the contribution fund specifically for items like this in the past we've donated three hundred dollars to the polls from we make a motion that we donated three hundred dollars to a post-prom thank you all in favor say aye aye oppose carry [1:08:46] **Jim Michalski**: 7h legacy of excellence donation request and this program I know very little to nothing about um I got this from Elaine they dropped it off for her so she forwarded on to me so I don't know if anybody has creative innovation programs in school district 97 which enable individuals to reach their full potential or learners participants citizens artists athletes attributed for Community Foundation also award scholarship money so impact their community influence our school district legacy of excellence provides resources for unique on Terrances and social excuse me special opportunities that enrich the learning experience did they have a specific so is this just a foundation that award scholarships are I have no idea I don't know but then maybe she could come in and give a notice [1:10:04] **Ted Shaw**: I can add just a little information because I film their fundraiser at the school it is new just started this year and the they are looking at I think their first fire fundraiser priority is to try to add some funds for that new playground for the little kids that never got through with the school but they are looking at can outreach programs scholarships for for some kids to be able to be involved in in in other things so I mean it's kind of they have multiple different things I know their first priority was like the fundraiser up there they had silent auction and they had a I think they called a family fun day where they you know had open gym and games and things it was a nice actually pretty well attended up there to what they are they are brand new I think they're they've got a Facebook page they're looking at put the website together and think but kind of formed to meet the beach and they went on profit like that so that they can have the opportunity of donating toward school stuff well I think to make that old work work that way and I think kind of fill some of the voids up of not having that other referendum passed to you know I mean kind of help you know some of those some of those issues so thank you appreciate that so it has affiliated with the school [1:11:31] **Ellissa Owens**: I don't know I just got off of me [1:11:39] **Jim Michalski**: I don't have a problem with that since we have 3812 a 3,500 pounds which money has to be donated to things within our community I would probably suggest what we did to the post part I just wish it were that a presentation to know a little bit more about and we're spending services an answer that I guess I would rather table it for next month we've been here but consensus the table and request some of the come and speak to the council moving on through seven I will select Area Chamber of Commerce for initiative this is the same thing that they always request for I think there may be one new event maybe they're asking for a spot you know I can't remember any questions and or motion for support [1:13:10] **Walter Lower III**: I'll make that motion for eight hundred dollars [1:13:18] **Douglas Juntunen**: per second [1:13:21] **Jim Michalski**: if they ever say moving on to seven Jase usually linings gambling permit during the fishing contest that Miss Avery i7k RFP for garage on the website request for proposal [1:14:01] **Ellissa Owens**: but this isn't really a request for proposal kind of this is what I put together Matt bull had sent me some examples from previous places that he has done something similar I kind of geared it towards towards art project what we were wanting to do is get that garage out of there and I would we would like to have somebody purchase it and then they are in charge of moving it if this isn't the final document but I'm hoping to get approval on it so we can post it as soon as I get back some information from Matt but this is the gist of it [1:14:47] **Jim Michalski**: any other questions by the council [1:14:52] **Kris Huso**: I just have a question is there will the electricity okay so it'll just be the person who wins the bet we'll just have to yeah okay scoop it [1:15:15] **Walter Lower III**: I have a question yeah is there any red I help you probably know I don't say is there any use of the city can add for this building if it was moved rather than building a new building that size yes 36 X 41 I just can see what the questions are going to come from the public is you had at building 36 by 48 why did you not and I think it's important to let the public know that it's not peaceful how much what it cost a little bit what would it cost to take it down and then put it back up you know those are the things I think that we we just need to do our due diligence on and that was quite a discussion attention the idea tip had also he wanted to use that money put it right back and help me find a liar [1:16:15] **Ellissa Owens**: and they the reason why I have an April 15th deadline is because that's what the engineers requested was it was moved around they wanted March 31st but I talked to Phil and he said [1:16:32] **Jim Michalski**: we need a motion for this [1:16:51] **Walter Lower III**: motion [1:17:05] **Jim Michalski**: all in favor say aye nine holes motion carry going on to 7l interim interim okay that's weird and there 7m baseball nets you guys have some pictures these are Kyle's he does have this budgeted and his capital and he needs two of each of them and the total is 1937 dollars and 94 cents and therefore [1:17:47] **Ellissa Owens**: this is an item they put in the budget last fall [1:17:59] **Douglas Juntunen**: their faithfulness yeah but for the baseball Association they practice there in the spring when it's too snowy he requested that they pay for part of them even and he hadn't heard anything back but he wanted to get them ordered so that they're ready [1:18:23] **Kris Huso**: I kind of talk standing it's all the baseball programs that just the youth and high school would be like anyone else use in their arena [1:18:47] **Ellissa Owens**: yeah they have a pickleball night when I saw that viously but I don't know if you remember what it was discussed in the fall that September when we went to the budget that those about had them in the budget request and then we need to prove that actually did approve this in December there just seems to me [1:19:28] **Douglas Juntunen**: I think he did take some things from this school I remember correctly save some some equipment from the school yes as you could use [1:19:52] **Jim Michalski**: yeah any discussion questions and their motion [1:20:06] **Kris Huso**: I'll do a motion to reduce today's formats [Music] [1:20:21] **Walter Lower III**: any other discussion or questions I think that we should reach out to back to the school I don't think that we should be painting painting for this i yeah i mean are we gonna charge them when they come in there I don't want cuts included in there I I don't know I really don't think in the past we have allow the school to come in and use stuff when it we don't have anyone in there like they have used it for Fayette's and they used it for I don't think we charge with people to come in with a handball King for renting it just so long [1:21:18] **Ellissa Owens**: I can contact the school I just know viola wanted to get these sizes coming out in March so he just wanted to get them ready for her baseball so he's not scrambling when they're trying to use it but I will contact the school and see if he can contact the baseball Association [1:22:04] **Douglas Juntunen**: he said he hadn't got him not back any word from the baseball association so much I think school we've never charged school for using it no I don't remember I don't like for open stage we don't charge well the kids pay for opens it anymore yeah yeah but then the school pays a lease for a copy I don't know if that is included face while I imagine it would be but I don't know we just but we are purchasing word it's like we're purchasing bats and balls and thanks for the high school program no that's emotional it's and that's but I move it for the function of what they need to do and we're using taxpayer money whether it's allocated for that or not to buy high school but I understand is what I see in heaviness and maybe you guys missed it in the budget movie probably should have had this last September when it when he put it in the budget Tim went over that I'll put this in but maybe people didn't understand what he meant by banning keishon [1:22:58] **Walter Lower III**: I heard him talk about Nettie night didn't recall back then it was oversight by my lieutenant [1:23:08] **Jim Michalski**: Kenda table this and and if it was later - but I'm gonna have to see how that goes because if most will just wait to that discussion that I just put in instead you don't even know about yet we can table it if that's what you're asking I have my paper half I already know how to paint rainy but I mean for the public good kid little kids are gonna come in there and use it and they're not part of the school you know it's a summer program or something yes it's community building and I'm fine with that but I just don't see why we're paying for all of it [1:23:52] **Bill Carlson**: well contact the school and I'll see I don't know who does the Baseball Association that I can I think that we need go slow through nail-and-bail got names and connections and see them come back and talk to us next council meeting yeah I'm not against again by siding see since it's his item budget item one that happened I think what he's doing is just trying to enhance the use of the in viña kind of be proactive we're trying to expand its use [1:24:25] **Jim Michalski**: okay so moving on so that's right I have nothing under reports of Correspondence community and board leading minutes we have nine a this is a January 6 2020 Park and Parks and Recreation minutes being we have that February 3rd 2020 Parks and Recreation minutes see is the December 10 2019 looks like area fire protection Michalski**: any discussion and questions are the minutes [1:25:21] **Kris Huso**: I got something bring up on the fire department there they are going to be putting in a bid for a aerial ladder truck it's in 1997 how do you say that it's been maintained well and all the maintenance record time and so they voted to I was a bit through what you get with the desk after the meeting companies whatever well that also looks like they're planning on a 1% money yeah yeah yes one percent levy that was reported on [1:26:03] **Jim Michalski**: Joe the questions and discussion we got an announcements position description for the police chief and we didn't discuss hosting the position [1:27:46] **Ellissa Owens**: so we discussed posting it at the special meeting and I will post it in all those locations that we had talked about [1:27:54] **Jim Michalski**: how long would you like to post it [1:27:58] **Walter Lower III**: two weeks [1:28:01] **Ellissa Owens**: three weeks [1:28:03] **Jim Michalski**: what's the discussion [1:28:06] **Kris Huso**: three weeks senator was it longer [1:28:10] **Douglas Juntunen**: yeah I think we first mentioned four weeks and Emily said three weeks to post it and that would be again for the all things come in and go through the screening [1:28:21] **Jim Michalski**: okay just so the community knows and council knows in their own agreement and okay very good with that we have to a motion to close the regular meeting to go into a full session that motion [1:28:38] **Walter Lower III**: second [1:28:40] **Jim Michalski**: favor say aye
