AND I WANTED TO REEMPHASIZE THE PUBLIC SAFETY COMMITTEE'S MISSION AND VISION. THE MISSION OF THE PUBLIC SAFETY COMMITTEE IS TO PROVIDE A SAFE BASE FOR SEATTLE OVERSIGHT. WE ENVISION A PLACE WHERE PARENTS FEEL SAFE SENDING THEIR KIDS TO SCHOOL ON THE BUS AND BUSINESSES DON'T FEEL THE NEED TO HIRE PRIVATE SECURITY. WE HAVE A STRATEGIC FRAMEWORK PLAN. WE TALK ABOUT A NUMBER OF THINGS BUT WE ALSO NOTE THE PERMISSIVE ENVIRONMENT HAS ALLOWED FOR THE RANDOM ACTS OF VIOLENCE AND LAWLESSNESS. THE IMPACT OF THE ENVIRONMENT HAS HARMED OUR COMMUNITIES ACROSS SEATTLE. AND SO, OUR MANDATE IS PUBLIC SAFETY TO ADDRESS OUR PUBLIC SAFETY CHALLENGES TO IMPROVE OUR PUBLIC SAFETY POSTURE. AND THE PERMISSIVE ENVIRONMENT IS THE UNDERLYING FACTOR. THAT'S WHAT WE LOOKED AT LAST YEAR AS WE STARTED OUR COMMITTEE. YOU KNOW, AND ADDRESSING THAT, WE HAVE SIX PILLARS. PILLAR NUMBER ONE WAS SPD STAFFING. AND THEY ARE NOT REALLY RANKED. BUT, SPD STAFFING IS VERY, VERY IMPORTANT TO THAT. AND IT WAS A DRIVING FACTOR FOR OUR WORK IN 24. OUR SIXTH PILLAR WAS ENGAGING IN A ONE SEATTLE WAY WITH THE COUNTY AND THE STATE. THIS IS REALLY IMPORTANT ON SO MANY ISSUES FACING US IN TERMS OF CRIME, SECURITY, OUR PUBLIC HEALTH MENTAL HEALTH CHALLENGES WE ARE FACING. THIS INCLUDES THE FEDERAL LEVEL AS WELL. HIS POSITION TO WORK FEDERAL ISSUES AS WELL AS THEY MAY COME UP IN THE COURSE OF THE YEAR. IT IS REALLY IMPORTANT. , SPD STAFFING. IT IS ALSO THE FIRE DEPARTMENT. WE HAVE ISSUES IN OUR CITY ATTORNEY'S OFFICE. THEIR STAFFING IS CHALLENGES THROUGHOUT THE PUBLIC SAFETY ECO SYSTEM. AND WE HAVE TO BE CENTERED ON JOB ONE. THE POLICE NEED TO BE FOCUSED ON CRIME AND VIOLENT CRIME, PROPERTY CRIME, AND THOSE ISSUES THAT ARE IMPACTING US. FIRES GOT HIS CHALLENGES BOTH IN TERMS OF FIRE AND AIDING THOSE IN NEED. I WANTED TO MAKE THOSE POINTS. AND, SECONDLY, I ALSO WANTED TO KNOW THAT AND I BROUGHT UP THE STRATEGIC FRAMEWORK PLAN AS PART OF THE REVIEW OF THE MISSION AND VISION STATEMENTS AND THE PLAN IN TERMS OF OUR APPROACH. I THINK THERE HAS BEEN SOME MISUNDERSTANDING. I WAS AT A MEETING FOR THE DOWNTOWN COMMUNITY COUNCIL. IN THAT DOWNTOWN COMMUNITY COUNCIL. A QUESTION THAT CAME TO ME, THAT HAD OUR TWO AT LARGE COUNCILMEMBER RINCK AND NELSON. COUNCIL PRESIDENT NELSON WERE THERE TOO REPRESENTING AT THIS INAUGURAL MEETING OF THE DOWNTOWN COMMUNITY COUNCIL. ONE OF THE QUESTIONS FOR ME WAS WHAT DO YOU THINK ABOUT YOUR LANDMARK LEGISLATION RELATED TO THE DRUG AREA. I WILL SAY IT AGAIN HERE, I WAS TAKEN ABACK. I DON'T THINK OF IT AS LANDMARK LEGISLATION, BUT A TOOL THAT WAS PUT TOGETHER AS PART OF OUR STRATEGIC FRAMEWORK PLAN. THIS HAS BEEN HIGHLIGHTS HOW THIS HAS BEEN MISINTERPRETED. IT TAKES ON A LIFE OF ITS OWN. I GOT A QUESTION FROM THE NEW DOWNTOWN COMMUNITY COUNCIL DESCRIBING IT AS MY LANDMARK LEGISLATION. I GAVE AN INTERVIEW ON THIS TOPIC GENERALLY. READING THE ARTICLE. I WANTED TO NOTE, SEATTLE LAWMAKERS LAST YEAR MADE A LATE PUSH. THERE WAS NO LATE PUSH. I WANTED TO START WITH THE ABATEMENT BILL THAT I VIEW AS VERY IMPORTANT. SO WE DID AND WE STARTED WORKING THE BILLS. WE HAD EARLY ON. ALPR, AUTOMATIC LICENSE PLATE READER. STREET RACING HAS BEEN VERY IMPORTANT FOR US. I WAS WORKING TO SCORE THE LOCAL AGREEMENT FOR SCORE. THE DRUG TRADE WHICH OFTEN LEADS TO A STOLEN GOODS TRADE AND OFTENTIMES SEX TRAFFICKING AND PROSTITUTION, IS KEY SO THAT IS WHERE WE WANT TO PUT OUR RESOURCES. IT PLAYS OUT IN SO MANY WAYS AND RIPPLES ACROSS WHAT WE ARE DEALING WITH. IT IS IMPORTANT TO THE STRATEGIC FRAMEWORK PLAN. I UNDERSTAND THERE IS ALSO THE QUESTION OF WHETHER THE CITY'S SCARCE LAW ENFORCEMENT RESOURCES SHOULD BE DEDICATED TO ARRESTING AND PROCESSING THOSE IN THE DRUG TRADE. OF COURSE. AND I DO NOTE THAT IN TERMS OF THE KING COUNTY JAIL, THE KING COUNTY JAIL AGREEMENT WAS HUGE. WE ARE AWARE OF WHAT'S HAPPENING WITH KING COUNTY JAIL AND WATCHING IT CLOSELY. THIS GOES TO THE NUMBERS IN TERMS OF WHERE WE ARE AND THE AGREEMENT AND WHERE WE ARE CURRENTLY. I'LL BE MEETING CHIEF BARNES SOON AND ASKING HIM THAT. WITH ALL THESE BILLS, THE 11 MAJOR BILLS WE PASSED, THERE'S MANY, AND IT TAKES TIME TO BRING THINGS ON BOARD. VACANT BUILDING ABATEMENT BILL IS DEFINITELY ON BOARD. WE HAVE SEVEN ELECTED JUDGES, FIVE APPOINTED MAGISTRATES AND WE ALL WORK TOGETHER TO MAKE SURE WE ARE DISPOSING OF THESE CASES IN A TIMELY MANNER. OUR COURT IS DIVIDED INTO FOUR SERVICE AREAS. OPERATIONS, ADMINISTRATIVE SERVICES AND STRATEGY. JUST A LITTLE BIT ABOUT MYSELF. I JOINED THE BENCH IN 2018. AND ACTUALLY SEATTLE MUNICIPAL COURT IS WHERE I STARTED MY PRACTICE AS A PUBLIC DEFENDER WITH TDA. AND I BELIEVED THEN AS I DO NOW, SEATTLE MUNICIPAL COURT IS THE BEST COURT THERE IS. WE MAKE A DIFFERENCE IN THE LIVES OF PEOPLE. AND SO I WAS ALWAYS WANTING TO GET BACK TO SEATTLE MUNICIPAL COURT. AFTER LEAVING TDA, I WENT ONTO BE AN ADMINISTRATIVE LAW JUDGE WITH THE OFFICE OF ADMINISTRATIVE HEARINGS. THE LAST 18 YEARS I WAS THERE, I SERVED AS ASSISTANT DEPUTY CHIEF RUNNING ONE OF THE BIGGEST OFFICES IN THE SEATTLE DOWNTOWN AREA. I CONTINUED TO PRO TEM FOR YEARS BEFORE I FINALLY CAME ON THE BENCH APPOINTED BY A FORMER MAYOR AND HAVE RUN TWO SUCCESSFUL ELECTIONS SINCE THAT TIME. I'M VERY PROUD TO BE A NATIVE OF SEATTLE. BORN AND RAISED HERE. JUST A FEW BLOCKS UP THE HILL. SWEDISH HOSPITAL. AND I GREW UP IN THE CENTRAL DISTRICT SO I HAVE NOT VENTURED TOO FAR FROM WHERE I STARTED. I AM A PROUD DOUBLE ALUMNI OF SEATTLE UNIVERSITY. THE UNIVERSITY AND ALSO THE LAW SCHOOL WHERE I STAY VERY ACTIVE AS A MENTOR. CURRENTLY I SERVE ON THE BOARD OF TRUSTEES THERE. I'M EXCITED IN JUNE I WILL TAKE ON THE ROLE OF PRESIDENT OF THE DISTRICT AND MUNICIPAL COURT JUDGE'S ASSOCIATION. ITS ASSOCIATION WHERE ALL OF THE DISTRICT AND MUNICIPAL COURTS ARE MEMBERS. IN FALL OF LAST YEAR, I WAS INTRODUCED TO SERVE AS THE PRESIDING JUDGE AND I STARTED MY TERM JANUARY 1st, 2025. AS YOU SEE ON THE SCREEN, THE JUDGE SHADID WAS ELECTED TO SERVE AS THE ASSISTANT PRESIDING AND JUDGE GREGORY AGREED TO STAY ON AS THE THIRD MEMBER OF OUR EXECUTIVE TEAM. SEATTLE MUNICIPAL COURT HAD REALLY MADE GREAT STRIDES. WE OWE HER A DEBT OF LATITUDE. WE ENDURED ALONG WITH ALL OF YOU CITY BUDGET CRISIS AND WE MANAGED TO COME THROUGH THAT WELL WITH HER LEADERSHIP. THE COURT NOW HAS A REALLY ROBUST GOVERNANCE POLICY PUT IN PLACE. LED BY OUR COURT ADMINISTRATOR AND I PLAN TO CHAMPION ALL THESE THINGS WITH JOSH AND OUR OTHER COURT LEADERSHIP TO SUPPORT THE INITIATIVES THAT ARE UNDERWAY. ALSO WANT TO ACKNOWLEDGE I WOULD LOVE TO CONTINUE TO STRENGTHEN THE TIES . I ALSO WANT TO CONTINUE THE TIES THAT HAVE BEEN DEVELOPED WITH OUR STAKE HOLDERS AND WITH ALL OF YOU I HOPE TO STRENGTHEN THOSE. SOME OF YOU I ALREADY KNOW AND I HOPE TO HAVE A CHANCE TO DEVELOP RELATIONSHIPS WITH THE REST OF YOU. FOR ME, I CONTINUE, WE WILL CONTINUE TO SUPPORT THE INITIATIVES THAT HAVE BEEN STARTED. BEFORE I TOOK ON THIS ROLE. BUT FOR ME, A PRIORITY FOR ME IS MY STAFF. I WANT TO MAKE SURE THAT THEY ARE EMPOWERED SO THAT THEY CAN USE THE SKILLS THEY BRING TO THE COURT TO HELP US FULFILL THE MISSION OF THE COURT. WANT THEM TO FEEL A SENSE OF BELONGING AND INCLUSION AND KNOW THEIR WORK MATTERS AND SO THAT IS SOMETHING I'M REALLY FOCUSING ON. THE OTHER THING I AM FOCUSING ON IS MAKING SURE THAT OUR COURTS STORY IS TOLD. WE DO SOME GREAT WORK. WE TOUCH THE LIVES OF PEOPLE, ESPECIALLY IN OUR SPECIALTY COURT, OUR MENTAL HEALTH COURT. AND OUR DOMESTIC VIOLENCE COURT. AND SO I WANT THAT STORY TO BE TOLD AND OUR COMMUNITY RESOURCE CENTER SO I AM GOING TO BE WORKING CLOSELY WITH OUR COMMUNICATIONS STAFF TO GET THAT INFORMATION OUT. SO THAT PEOPLE KNOW WHAT WE ARE DOING. I AM GOING TO WRAP UP BECAUSE I WANT TO LEAVE TIME FOR JOSH. HE HAS SOME IMPORTANT THINGS TO TELL YOU. BUT I AM RESPONSIBLE FOR ALL THE MANAGEMENT ADMINISTRATION OF THE COURT. I SERVE AS THE SPOKESPERSON FOR THE COURT AND HAVE AUTHORITY FOR JUDICIAL ASSIGNMENT AND PERSONNEL. AT THIS TIME, I'M GOING TO TURN IT OVER TO JOSH SATTLER, OUR COURT ADMINISTRATOR AND HE WILL TELL YOU ABOUT SOME OF THE THINGS WE ARE DONE IN 2024 AND PLAN TO DO IN THE FUTURE. I WANTED TO QUICKLY UPDATE PUBLIC SAFETY COMMITTEE ON SOME OF THE THINGS WE DISCUSSED LAST TIME WE WERE HERE LAST YEAR IN THE 2024 ACCOMPLISHMENTS. NUMBER ONE BEING THE SUCCESSFUL ON TIME AND ON BUDGET LAUNCH OF OUR CASE MANAGEMENT SYSTEM. THIS WAS A SIX YEAR $55 MILLION INVESTMENT FROM THE CITY. WE ARE COMING UP ON ONE YEAR. THERE IS SOME DEFERRED FUNCTIONALITY ON THAT TO GO LIVE. WE ARE PRETTY HAPPY WITH THE RESULTS OF WHERE WE ARE AT COMING UP ON ITS FIRST BIRTHDAY. WE ALSO ESTABLISHED OUR PROJECT GOVERNANCE AND MANAGEMENT KNOWING WE HAVE LIMITED BUDGET AND RESOURCES. GOING THROUGH A THOUGHTFUL PROCESS THAT INVOLVES ALL AREAS OF THE COURT AS OUR STAKE HOLDERS IN THE COMMUNITY. THIRD, WE WERE VERY GRATEFUL FOR THE WAY THE BUDGET TURNED OUT. SUPPORTING THE COURT TO MEET OUR MISSION. WE DID COMPLETE OUR REORGANIZATION. THIS WAS BASED AROUND OUR NEW CASE MANAGEMENT LAUNCH. WE ENGINEER THE WAY WE DO BUSINESS AS A COURT TO MEET OUR CASE MANAGEMENT SYSTEM. WE WENT FROM 11 DIFFERENT AREAS OF CONSOLIDATION AND CONSOLIDATED THAT DOWN TO FOUR. WE APPRECIATE THE RELATIONSHIPS WE HAVE DEVELOPED INSIDE THE CITY. ESPECIALLY THE CITY COUNCIL. YOU HAVE BEEN COLLABORATIVE AND RESPECTFUL OF OUR ROLE IN THE ECOSYSTEM AND WE APPRECIATE THAT. WE TOOK SOME STRIDES TO ADVANCE EQUITY AND ENGAGEMENT IN THE COURT. WE HOSTED LAW DAY. COMMUNITY RELIEF DAY WHICH HAD OVER 200 ATTENDEES. WE ARE LOOKING AT INITIATIVES TO ADVANCE EQUITY ENGAGEMENT SPECIFICALLY OUR DRESS CODE POLICY. SO LOOKING FORWARD TO 2025, WE HAVE IDENTIFIED THESE DIFFERENT STRATEGIC PRIORITIES FIRST BEING TECH STABILIZATION AND FUTURE ENHANCEMENTS. WE ARE COMING UP ON THE SUCCESSFUL CASE MANAGEMENT LAUNCH. THERE IS MAINTENANCE AND DIFFERENT THINGS THAT NEED TO BE SUPPORTED. THE SECOND BEING EMPLOYEE WELL BEING ENGAGEMENT. THIS IS VERY IMPORTANT TO OUR INCOMING PRESIDING INDIGENOUS TO MAKE SURE OUR EMPLOYEES FEEL LIKE THEY ARE SUPPORTED HERE AT THE COURT. THIRD IS MAKING SURE WE HAVE RESILIENCE TO BE READY FOR WHAT IS COMING BEFORE US. THE COURT IS MOSTLY REACTIONARY IN THE CITY. DIFFERENT CHANGES ARE MADE AT THE EXECUTIVE OR LEGISLATIVE BRANCH AND WE NEED TO MAKE SURE THE COURT IS PREPARED FOR THE CHANGE IN LANDSCAPE. FOURTH IS OPERATIONAL EXCELLENCE AND ACCOUNTABILITY. WE PRIDE OURSELVES ON BEING INNOVATIVE. WE HAD ONE OF THE FIRST MENTAL HEALTH COURT INS THE NATION. OUR SPECIALTY COURTS ARE IMPORTANT TO US AND WE WANT TO TALK TO YOU ABOUT SOME OTHER IDEAS WE HAVE LATER IN THE PRESENTATION. ANOTHER PRIORITY IS WORK FORCE DEVELOPMENT. MAKING SURE OUR FUTURE LEADERS ARE PREPARED AND BEING GROWN INSIDE OUR COURT. CITY AND LEGISLATIVE MANDATES. THERE ARE DIFFERENT THINGS THE COURT HAS TO ROLL OUT AND BE PREPARED FOR AND WE HAVE TO MAKE SURE WE HAVE BANDWIDTH TO TAKE THOSE ON WHEN THEY ARE PRESENTED IN FRONT OF US. LAST, MAINTAINING JUDICIAL INDEPENDENCE. MAKING SURE REALLY EVERYONE UNDERSTANDS HOW THE THREE DIFFERENT BRANCHES OF GOVERNMENT WORK. AND ENSURING OUR ROLE IN THAT PROCESS. SO LIKE I ALLUDED TO EARLIER, WE ARE EXCITED ABOUT THE POSSIBILITY OF LAUNCHING A NEW INITIATIVE CALLED SEATTLE DRUG DIVERSION. THIS IS STILL BEING IN THE EARLY STAGES BUT THIS WILL BE COMING IN FRONT OF COUNCIL HOPEFULLY AT SOME POINT. WE ARE DISCUSSING A NEW DIVERSION PROGRAM FOR INDIVIDUALS CHARGED WITH DRUG POSSESSION OR RELATED CHARGES WERE SUBSTANCE ABUSE IS PART OF THE UNDERLYING OFFENSE . OUR PRETRIAL SERVICES UNIT WILL MANAGE THE PROGRAM AND COORDINATE WITH REFERRALS TO COMMUNITY PARTNERS AND OTHER SERVICES THROUGH OUR COURT RESOURCE CENTER. SOME OF THE PROGRAM REQUIREMENTS, ANOTHER PROBATION COUNSELOR TO SUPPORT CLIENTS THROUGH THIS PROCESS. HOUSED INSIDE OUR COMMUNITY CENTER SO THAT ALL COURT USERS CAN ACCESS THESE SERVICES ON SITE WITH IMMEDIACY AND WITHOUT DELAY. SO THIS PROGRAM WILL REQUIRE SOME NEW FUNDING FOR THE COURT AS WELL AS THE CITY ATTORNEY'S OFFICE. WE ARE NOT PRESENTING THIS PROPOSAL TODAY. WE JUST WANTED TO TAKE ADVANTAGE OF OUR TIME WITH YOU TO START TEEING THIS UP. SO THAT EVERYONE IS AWARE THAT WE ARE CURRENTLY STAKE HOLDERRING THIS WITH OUR PARTNERS. AND LOOK FORWARD TO PRESENTING THIS CONCEPT TO YOU LATER ALONG WITH THE CITY ATTORNEY'S OFFICE. SOME OF OUR UP COME CHALLENGES AND OPPORTUNITIES WE WANTED TO HIGHLIGHT, OUR MARTIAL STAFFING. WE CURRENTLY HAVE TWO VACANCIES AND THIS PROCESS CAN SOMETIMES TAKE SIX TO NINE MONTHS TO SUCCESSFULLY ON BOARD CANDIDATES. WE FRANKLY NEED MORE TO SUPPORT OUR CURRENT OPERATIONS. KNOWING THE CHANGES COMING DOWN THE PIPELINE. WE UNDERSTAND THE CHANGES AT KING COUNTY JAIL. SO FAR, THAT HAS NOT INCREASED THE AVERAGE JAIL POPULATION. JUST IN THE PAST YEAR, OUR NUMBER OF HIGH SECURITY DEFENDANTS BEING TRANSPORTED HAS GROWN BY 39%. THE NUMBER OF ULTRA SECURE HAS GROWN BY 200%. THIS IS BEFORE WE ARE SEEING ANY CHANGES TO THE BOOKING RESTRICTION. IF WE SEE MORE. THESE DEFENDANTS REQUIRE TWO MARTIALS TO BE SAFELY TRANSPORTED THROUGH THE COURTHOUSE. WE WANT TO LOOK FOR YOUR SUPPORT IN ADDING MARTIALS POSITIONS IN THE FUTURE. NUMBER TWO. AS WE MENTIONED OUR CASE MANAGEMENT HAS GONE LIVE. MANY MANUAL PROCESSES BETWEEN OUR BIGGEST DATA EXCHANGE PARTNER. WE ARE HOPEFUL THAT THEY ARE GOING TO GO LIVE SOON IN THE NEXT QUARTER OR SECOND QUARTER. OF THIS YEAR. THROUGH ROBUST COMMUNITY PARTNERSHIPS, WE ARE ABLE TO IDENTIFY PEOPLE WHO ARE LIKELY TO GENERATE 911 CALLS AND WE ARE ABLE TO PREEMPTIVELY WORK WITH THEM BEFORE THEY GENERATE THOSE CALLS. NEXT SLIDE. SO AS I SAID LEAD IS A FRAMEWORK THAT TACKLES BEHAVIORS THAT HAVE CONSEQUENCES FOR SELF AN OTHERS INCLUDING LAW VIOLATIONS LIKE SEX WORK. FOR THOSE WHO STRUGGLE WITH SUBSTANCE USE DISORDER LEAD USES BEST PRACTICES IN RECOVERY AND CARE COORDINATION. THE MODEL IS CLOSELY ALIGNED WITH THE SUBSTANCE ABUSE SERVICES AND IS ORGANIZED AROUND CORE COMPETENCIES AND SUBSTANCE USE DISORDER COUNSELING. SO SOME KEY ELEMENTS. THIS CASE MANAGEMENT IS A GOLDEN THREAD THAT STICKS WITH A PERSON FOR MONTHS OR YEARS AND ALLOWS PARTICIPANT TO ACHIEVE PROGRESS EVEN THROUGH SETBACKS. CASE MANAGERS HELP PARTICIPANTS NAVIGATE RESOURCES AND HOUSING AND OUTPATIENT TREATMENT. LEGAL SERVICES, JOB TRAINING, THE LIST GOES ON AND ON. AND IT INVOLVES MULTISYSTEM NAVIGATION. ANOTHER KEY ELEMENT IS THE FRAMEWORK FOR INFORMATIONS SHARING. THAT INCLUDES THE SEATTLE POLICE DEPARTMENT. AND SEATTLE CITY ATTORNEY'S OFFICE. AND LEGAL SYSTEM COORDINATION IS A PART OF IT. THERE IS A FEDERAL FUNDING STREAM THAT IS EARMARKED FOR LEAD. AN OFFICE OF JUSTICES PROGRAM PROMISING PRACTICE I REALIZE I'M NAMING AGENCIES THAT MAY NO LONGER BE OPERATING AS THEY WERE. BUT FOR YEARS THERE HAS BEEN MOUNTING UNDERSTANDING THIS APPROACH WAS AN AGGREGATION OF BEST PRACTICES. THAT WAS THE HYPERTHESIS. WE HAVE ALSO RIGOROUSLY STUDIED WHETHER OR NOT THE FRAMEWORK DID DELIVER IMPROVED OUTCOMES AND I DO WANT TO SAY A LOT OF ADJACENT OUTCOMES HAVE BEEN EXAMINED BUT THE KEY SINGLE GOAL OF LEAD IS CRIME REDUCTION. BRANDY SAID IT IS A PUBLIC SAFETY PROGRAM. AND A PUBLIC SAFETY PROGRAM HAS TO BE ASSESSED IN WHETHER OR NOT IT IS SUCCESSFUL IN REDUCING THE AMOUNT OF PROBLEMATIC AND ILLEGAL BEHAVIOR THAT PARTICIPANTS ENGAGE IN. AND IN A RIGOROUS STUDY FUNDED BY THE JOHN AND LAURA ARNOLD FOUNDATION AND PUBLISHED IN THE SERIES OF PEER REVIEWED ARTICLES FROM 2017 TO 2019, UNIVERSITY OF WASHINGTON RESEARCH TEAM FOUND LEAD REDUCED RECIDIVISM. SO THIS GROUP OF PEOPLE REDUCED THEIR INCIDENTS OF CRIME OVER TIME. THAT IS TRUE, BUT IT ALSO COULD BE CAUSED BY INDEPENDENT FACTORS INCLUDING LIKE POLICE STAFFING AND LESS ENFORCEMENT. SO THIS STUDY USED A CONTROL GROUP WITH IDENTICAL BACKGROUND IN THE SAME PRECINCT. OTHER NEIGHBORHOODS IN THE WEST PRECINCT AT THE TIME. OTHERS WITH COMPARABLE HISTORY WERE LESS LIKELY TO COMMIT NEW CRIMES. WE ARE GOING TO, IN A MOMENT, IN THE NEXT COUPLE OF SLIDES I WILL ADDRESS COLEAD. BUT ON THIS EVALUATION SLIDE, WE ALSO SHARED THAT COLEAD DEVELOPED IN 2020 IN ORDER TO GET PEOPLE QUICKLY OFF THE STREET WHO WERE COMMITTING CRIMES RELATED TO BEHAVIORAL HEALTH AND POVERTY. THAT INTERVENTION HAS BEEN ABLE TO ACHIEVE HIGH LEVELS OF HOUSING POLICEMENT FOR THE PEOPLE WHO CAME IN. WE ARE USING DATA AND EVALUATION. SO THIS WAS STREET BASED CASE MANAGEMENT STARTING IN 2011 AS A VOLUNTARY PARTNERSHIP. THE STATE OF WASHINGTON STARTED IN 2019 TO RECOGNIZE THE EVIDENCE BASED FOR THIS APPROACH AND BEGAN TO INVEST STATE FUNDS IN REPLICATION OF THE MODEL AROUND THE STATE. I WILL NOTE THE CITY OF SEATTLE DID NOT RECEIVE ANY STATE FUNDS FOR LEAD THOUGH IT WAS A SEATTLE CONTRIBUTION TO THE STATE. AND THE COUNTRY. UNTIL LAST YEAR WHEN FINALLY THE STATE MADE A GRANT, THE HEALTH CARE AUTHORITY MADE A GRANT TO THE CITY TO EXPAND THE SEATTLE LEAD PROGRAM. THERE BEGAN TO BE A STATE TIE LOT LEAD REPLICATION GRANT PROGRAM IN 2019 AND IN 2021 WITH LEADERSHIP FROM SENATOR JAMIE PETERSON THAT IT WAS EXPANDED TO ALLOW FOR GRANTS WITHIN KING COUNTY AND THE CITY OF SEATTLE AND CONSEQUENT TO THAT, WE DID GET AN INVESTMENT. SO SNOHOMISH COUNTY, WHATCOM, MASON, THURSTON COUNTIES APPLIED TO APPLY LEAD AND HAVE DONE SO. AFTER THE SUPREME COURT'S DECISION, THE LEGISLATURE REACHED FOR LEAD AS ONE OF THE BIPARTISAN AGREED APPROACHES THAT SHOULD BE MADE MORE AVAILABLE STATEWIDE AND MODELED THE STATEWIDE RECOVERY NAVIGATOR PROGRAM. IN 2020, AS WE MENTIONED EARLIER, COLEAD WAS INTRODUCED AS ONE OF THE LEAD CASE MANAGEMENT TEAMS BUT THIS ONE OPERATES WITHIN SHELTER, TEMPORARY LODGING. SO THAT IS OBVIOUSLY NOT THE ENTIRE LEAD PARTICIPANT POPULATION OR POTENTIAL POPULATION BUT IT ACHIEVED A GREAT DEAL IN MORE RAPIDLY STABILIZING PEOPLE THAN WE COULD DO WHEN WE ARE PROVIDING CASE MANAGEMENT TO FOLKS ON THE STREET LIVING IN TENTS. THEY DON'T HAVE A SOURCE OF INCOME EXCEPT FOR THE ILLICIT ECONOMY. THE RIGHT RESPONSE IS RARELY THROUGH THE LEGAL SYSTEM AND THROUGH DIRECT INTENSIVE INTERVENTION TO ADDRESS THOSE PROBLEMS. NOT ALWAYS, THE LEGITIMACY OF THE RESPONSE REQUIRES USE OF COVERSION AND LEAD DOES NOT, TO THE CONTRARY. IF POLICE THINK PEOPLE NEED TO BE BOOKED INTO JAIL, THEY CAN BE. THAT IS NOT BECAUSE THEY DIDN'T KNOW THEY HAD HEALTH PROBLEMS BUT THE SYSTEMS ARE SO VERY RESISTANT TO THIS POPULATION. SO, REDUCING BARRIERS TO ENGAGEMENT AND HEALTH CARE IS A BIG PART OF THE RECOVERY PROCESS. BUT ALSO, MEANING AND CONNECTION. ARE INTEGRAL TO RECOVERY. TO DO THE HARD THINGS YOU HAVE TO DO TO CHANGE COPING MECHANISMS THAT MOST OF US HAVE TO DEAL WITH ANXIETY AND QUESTIONS ABOUT THE MEANING OF LIFE, YOU HAVE TO BELIEVE THAT LIFE IS GOING TO, COULD WORK OUT FOR YOU.
