e and justice for all [Music] all right in accordance with the Freedom of Information Act chapter 4 title 30 code of laws of South Carolina 1976 an agenda's been posted on the front door City Hall a notification of this meeting has been given to the news media guess I'm GNA look over here since I don't see Tiffany we can certainly based on everybody being here we have a quorum I confirm all right what do we have up first approval the consent agenda yes sir all right that was a rather lengthy minutes that we saw if anybody's reviewed those will obain a motion motion to approve second the motion by Mr Bass second by Miss huto any further discussion about the consent agenda all in favor of approval of the consent agenda that motion carries unanimously with seven votes I just have one question yes why do we have combined months on the same for two different um minutes because if you remember last month um the wrong date was put on the agenda so we had to just move it forward okay all right we've got a proposed executive session the the propos I don't know if I need to read it out or your motion would be sufficient oh um I'll make a motion to enter to an executive session for discussion of matters related to the proposed location expansion or provision of services encouraged location or expansion of businesses in the area served by the public upon um and of this we may take action second a motion by Mr Bass second by miss huto any further discussion about motion to go into executive session for the reason set forth all right all in favor of entering into executive session for the discussion of matters relating to the proposed location expansion or the provision of services encouraging location or expansion of businesses in the area served by the public that motion carries unanimously and we will return e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e e executive session and enter back into our regular session motion to exit executive session and enter into our business meeting with no action second a motion by Mr Bass second by Miss HUD any further discussion about the motion all in favor of coming out of executive session and re re-entering our business meeting motion carries unanimously to seven votes something wrong with one more time all right under new business item number one is considered ordance number 24-11 amending ordinance 2118 which is the 7 o subdivision NPR um we discussed this at work session you'll recall a requirement of the um a requirement of the NPR was for the developer to place a fence along this uh yellow section of the property located here at 107 North Side Drive um I think the bottom line here is that the property owner wanted the fence to go up sooner and wasn't kind of just wasn't going up fast enough for the own what the owner wanted um and there was a pretty big Shear in the back of of the property owner's backyard um and he was concerned I think about his animals and maybe even his kids getting back in the backyard and potentially you know falling back there so he um put uh his own fence up which is in the blue the blue line there and you can see the photos of it here um and so after this fence was put up the developer for 7 Oaks approached the city and just said well now that this fence is here do we still need to put our fence up because it seems kind of redundant to have two fences um and so in order to a request like that has to be approved by Council because the NPR is approved by ordinance so you all have to make the consideration and the determination about whether or not you want to leave that requirement in for the developer to put a fence up or whether or not you want to remove it and so that what's before you tonight thank you um just looking at a little bit of the the history um I know certainly the the the a little bit of the history we certainly recall the the NPR um that that we passed a year or so ago whatever and I know a little bit about the history of this osed Amendment um and I know Mr hom is with us tonight we're all we all have a copy of the email that you sent in terms of your position so we appreciate you letting us know um Carol do you have any insight as to um why Planning Commission voted in the way that they did well staff recommended this approval right so why did um and I I thought that Planning Commission was going to follow suit but once they started discussing it we ended up getting a number of votes in One Direction that I didn't anticipate um so I'm just curious as to whether because it is swhat somewhat confusing in terms of what you're being asked to vote for well we we actually um went over it a number of times as it was going across you know make sure they understood this is the motion this this was a recommendation this was the motion so a vote this way represents this and a vote the other way represents something else okay so I felt like they understood we'll find out when we go back to Planning Commission all right well can we have a motion and just so there's no confusion at the council level a motion to approve would remove the requirement for a Mark II to put the fence in and a motion to deny would leave the NPR as it is yeah motion to deny uh ordinance 24011 second a motion by Mr Miller second by Mr Bass Now's the Time for discussion um you know speaking of Mr homie he had explained that really it's it's his fence may even be temporary in nature you know the the requirements under the NPR my thoughts are that it didn't say Bild a fence only if the neighbor doesn't build a fence um so can I speak to it at all or not well this is not a public hearing if if we get to the second we get there okay then we would we would have input from you um but again I think your your your email was pretty for purposes of discussion I think it sets a bad precedent to change an NPR that has been approved because what's the sense of having the NPR if you can change it so that was staff's feeling so it I'm just reiterating that why the denial is I think in place and why we the whole reason we decided as a council that we needed in in conjunction with planning and zoning and NPR Zone was because of these kind of issues yeah any further discussion so the motion is if we deny it then we don't we're changing or we going to leave it as is the motion on the floor right now is to deny the request to remove the fence from and that would leave it as is if the motion on the floor passed now that means the N doesn't change and the developer suppes to put the fence in okay my yeah my other point of discussion too is just that between where the proposed fence is that is part of the NPR and where it looks like they took that that Hill Shear up right behind the property was supposed to be undisturbed on the mprs I actually I mean on what they gave us trer and I looked back at those plans and and in this particular section there was a removal and replacement okay um so it's it's different throughout there's you know in some areas it's undisturbed in some areas it's remove and replace so I did go back and look at just confusing one of the maps that we have there is a there is a buffer around the entire property except for the back that's not getting touched at all that seemed in the description like it was not going to be disturbed or that it was going to be like selectively cleared yeah I'll be happy to I did go back and look at it after the last meeting but I know there were a couple make sure they're following the plan the way it was approved and um based on everything that I've looked at they are following the clearing plan as it was approved by Council the landscape and the questions that I asked were for the same thing because even near the church you know I think several of us right there they said they were going to keep this natural buffer that was there soed it there's a lot of things that I perceived them to say that they were going to do that were not done in the manner or the way that they were presented to us and so I I learned a lot from that that I need to ask a lot more questions but from this particular space supposedly there's going to be a a stone retention wall or a masonry retention wall that will be back filled on that side to hold that property up to give them the space to be able to build that those houses in that specific area um and and um but I'm never going to be in favor of us going back and making conditional changes to an NPR unless there's a variance related to it yeah and I think you're right I mean perhaps we do this again we we need to be even more specific about certain requirements I think we know a lot more now over the last few years than when we first got through them MH cuz this was a couple years ago this is our very first this is our first one are any further discussion all right all in favor of the motion to deny ordinance number 24-11 that motion carries unanimously with seven [Music] votes under new business item number number two is to consider ordinance number 24-12 which is annexing one parcel of land approximately 07 AC um this property is uh right here in outlined in red the owner of this property also owns this little strip here oh you can't see my cursor uh sorry the property to the left of it a small lot it's lot 82 in um brenwood Hills she wants to comine these two parcels and they're in two separate tax districts and so we just need to Annex that so she can combine those Parcels it's really just cleaning up what we think is probably just you know one of those other you know son mistakes in the 90s you know it was here in the 90 all right I hear a motion ordinance number 24-12 motion to approve ordinance number 24-12 second have a motion by Mr pass second by m BS any further discussion regarding the motion all in favor of ordinance number 24- 012 motion car name seven vs that's all I have tonight unbelievable I know so if there's nothing further this is quite a short so no city manager comments any assistant city manager comments he doesn't have what man speak for himself no I don't have any tonight um well you give us the opportunity well quickly uh anything from W one to report Miss I want to thank you and your lovely wife and your adorable son for being the only ones that accompanied me on the W one cleanup so um you know the general you know I gu us no matter what we do on social media and how much we put out there nobody knows nobody knows what's going still doesn't go what's going on good conversations we had great conversations and we picked up a lot of trash on Sweetwater Road and I want to say thank you thank you cuz you know y'all were you we had we had fun and cleaned up you in spirit that's that's okay she she came out stylish even to pick up trash um oh yeah but terara continues to to seek to partner with groups that will bring out larger numbers it didn't work out for for the the may clean up but thank you Nikki that was um that that that worked well we got the next one Speaking of unless you don't unless you have any anything else no I mean I we're I mean I do feel like I do feel like the public is more engaged in certain areas which is helpful um and we're you know we hopefully working together but I just wanted to give a shout out to you and your family that was fun it was fun we got to steps in I think the next one is Ward 2 June 15th is he's pulling out a sheet yeah there is am I right that's great that's the wrong Pap that's great okay good we'll we'll be sure to Terry is partnering with Lander Athletics um she's got a meeting with them uh next week to to figure out because and when we've had Lander sports teams come out and help clean up it has been it has been amazing how much we've been able to clean up in a short period of time so well make sure you put a plug in July cuz that's a hot month July know why they give me July we'll get you a little fan car anything else to report from War I all right how about War I we just coming along and U still getting complaints about PS and PS of trash and debr and and I'm I'm still trying to figure how we can educate people more to stop the mixed usage of piling trash on the side of the road that seem to still be a a major problem of that um and R through the communities you see pile here pile here but most of the time is it's because they have mixed uses within the Pils so it just make it take longer for um for a pickup I think I requested from Draper that um trying to get um a listing of those um location and sections on the list so that they already been I know they've been targeted for a pickup cuz they have to be scheduled if I'm not mistaken I discussed that with enforcement we can get you more information okay while we're on the general topic of trash I went to merrywood day because on Earth day we had a trash clean up and off Pearl Street and you know sometimes you pick up trash and you feel like you're spinning your wheels and you're not you're not really making a difference and we we were joined by a lovely group of students that joined in and cleaned up their neighborhood off of Spring Valley Road that's right off of of uh Pearl Street you call U well they're go they're coming in the good news is I went to their school today to recognize them and invited him to come to a city council meeting so I look forward to to uh July would be a whm for then that be that's that's my pick up sorry you might want to PL it well I will and I'm encouraged that they will go out and make disciples of others in their neighborhoods to to do the same so that that that really warmed my my heart also I wanted to mention I didn't bring the magazine with me but it's it's the is it a connector or trip but uh Tiffany was awarded in um did you see that she was well she received her certificate of um executive something I didn't bring the the book The pamphlet with me I meant to I had it out but she's not here to be recognized so I wanted to recognize her for her for receiving her um certificate that's great we can we can save her for another time I did not know that I try to stay up on that that we be sure to rec she was pictured anything anything else from word 3 that's it all right how about W for I I Public Works in particular they have done so much better at job of of really trying to get back around quickly and I just want to commend them on that it's it's it's it's still you know still hard um and we do wish that it was faster but I particularly um in the zone five areas where I get the majority of my complaints from um that it seemed like there was a four or five week turnaround time on that um so I you know just when when all the leaves and all the branches and we were having storms it was a lot longer than that so I just really appreciated them getting back around as quickly as they did it's certainly improved than anything else about W five and keeping with the pickups there's a um I did notice recently and I don't know if there's anything we can do unless until the we have some sort of rental registry communication you know but the seemed like when Lander got finished a couple weeks ago they just ended being like a circle of properties around campus where there's just like bags of stuff on the street um from from moving out so I don't know how were they I mean did it appear they were trying to set it out to be picked up or just I mean yes it's at the road yeah but uh it's not I mean bags are ripped up there's you know random pieces of furniture thrown in with bags of trash and it's just you know yeah um but to M's Point too separately about um people being more engaged I agree uh I had a meeting a couple weeks ago with um some uh Neighbors from North Area um that are that just wanted to be more involved and talk about development around them and things like that so um I will say I think that they're there is there are a lot more people around that seem like they want to be productively involved and it's appreciated sure thank you anything else about w six my w having a lot of calls about people not cutting their grass had several over the weekend and I try to get them to code in Forest money and any in my neighborhood no okay about three block from you okay how's how how do you feel code enforcement's doing on their response they're they're uh I'm getting it to them and then they have to send the letter and wait 15 days sometime it's a month before you get anything done because it's been that way for two weeks before it's reported to me then I report it to them and then they got to wait 15 days before they can do anything so yeah one man he was very upset cuz they charged them $250 to cut his grass but well you don't cut it that's what happens did you get a letter did he receive notice that they they were going to cut it I told him they was going to cut it he called me said they sent me a ladder and said they going to do it going to cut it in 15 days and send me a bail like that was a I was a pretty good hint that you needed to cut it but but they went they cut it and they sent him a bill like I promised oh good well we talk about keeping on the thing of trash we can't no trash discussion the C of green would be complete without recognizing the efforts of Mr stuck here to always keep our area along certainly Citywide but Mathis Road and our neighborhood there's no trash because of my neighbor um wish people would stop littering in the first place but I really do think as like I said I think we've we're starting to make a dent and starting to make a difference and starting to get people to to pay attention to it um so from I also wanted to mention to y'all um you our youth council is winding down for the year next year I want to make sure our council is more involved in it we had a bit of senioritis this year um kind of went out with a whimper but next year I'm going to put in some some some uh parameters for it want to make sure but that this it's more of a you know these communities call the mayor's youth Council but it's really a Greenwood youth Council so I want to make sure y'all are of everything and I'll I'll strive to do a better job with that and get involvement so that's all for me uh do we have a motion to adjourn motion to adjourn second all right we
