So yeah, just glad that we're able to do something to provide some relief. [4:26] **Mayor Wayne Boucher:** Thank you. [8:48] **Councilor Hauschild:** So moved. [8:49] **Councilor Nelson:** Second. [8:51] **Mayor Wayne Boucher:** Motion by Councilor Hauschild, I believe the second included Councilor Nelson. Yes, that's what came through. Um, Mr. Mulder, should we let Mr. Johnson explain this one? [9:05] **John Mulder:** Yes, Eric. [9:06] **Eric Johnson (Community Development Director):** Great, thank you again. This is a special use permit request actually done by the City of Hermantown per DNR requirements for the roadway work associated with the Laveau Junction project. Uh, there were two natural shoreline environments that cross Laveau Junction. This permit will cover the roadwork culverts as well as any public or private utilities associated with the project. [9:36] **Mayor Wayne Boucher:** Thank you. Uh, do we have any questions from council? Councilor Geissler? [9:41] **Councilor John Geissler:** Uh, no questions. [10:34] **Councilor Hauschild:** Second. [10:36] **Mayor Wayne Boucher:** Motion by Councilor Peterson, second by Councilor Hauschild. Mr. Mulder? [10:41] **John Mulder:** Sorry, John—this is a covenant and an easement at the Wellness Center because during construction we found some contaminated soils. So we, um, had to put in a vapor barrier in the monitoring system. So this covenant would then be recorded, um, on part of the title in case there would be a future owner. It also provides an easement to the MPCA for any testing and monitoring of that as well. This does require us through the YMCA to do periodic reports and monitoring and then do an annual report to the MPCA on that system. [11:27] **Mayor Wayne Boucher:** Thank you. Any questions or comments from council? Councilor Geissler? [11:32] **Councilor John Geissler:** No questions. [11:33] **Mayor Wayne Boucher:** Councilor Nelson? [11:34] **Councilor Nelson:** No. [11:35] **Mayor Wayne Boucher:** Councilor Peterson? [11:36] **Councilor Joe Peterson:** No. [11:37] **Mayor Wayne Boucher:** Councilor Hauschild? [11:38] **Councilor Hauschild:** No. [11:39] **Mayor Wayne Boucher:** Is there any public input on this resolution? If so, please state your name and address for the record. Is there any public input for Resolution 2021-43? Could we have a roll call? [11:58] **Alissa McClure (City Clerk):** Councilor Nelson? [11:59] **Councilor Nelson:** Aye. [12:00] **Alissa McClure (City Clerk):** Councilor Peterson? [12:01] **Councilor Joe Peterson:** Aye. [12:02] **Alissa McClure (City Clerk):** Councilor Geissler? [12:03] **Councilor John Geissler:** Aye. [12:04] **Alissa McClure (City Clerk):** Councilor Hauschild? [12:05] **Councilor Hauschild:** Aye. [12:06] **Alissa McClure (City Clerk):** Mayor Boucher? [12:07] **Mayor Wayne Boucher:** Aye. Resolution 2021-44, Resolution receiving bids and recommending the award of the contract for St. Louis County project 46-CP0056-284469/SP 069-656-018, reclaim and overlay with utility improvements on Morris Thomas Road in the amount of $175,195. Do we have a motion? [12:56] **Councilor John Geissler:** Motion to approve. [12:57] **Councilor Joe Peterson:** Second. [12:58] **Mayor Wayne Boucher:** Motioned by Councilor Geissler, second by Councilor Peterson. Mr. Mulder? [13:03] **John Mulder:** So St. Louis County will be redoing Morris Thomas Road in 2021 and as part of that project they've asked us to move some sewer pipe as they replace a culvert on Keene Creek and then we're also upgrading some water hydrants there. So um, we had them include the work that we wanted done in their bid project and so we're recommending that the county enter into that agreement and have that work done this summer. [13:38] **Mayor Wayne Boucher:** Thank you. Any questions or comments from council? Councilor Geissler? [13:42] **Councilor John Geissler:** No questions. [13:43] **Mayor Wayne Boucher:** Councilor Nelson? [13:44] **Councilor Nelson:** No. [13:45] **Mayor Wayne Boucher:** Councilor Peterson? [13:46] **Councilor Joe Peterson:** No. [13:47] **Mayor Wayne Boucher:** Councilor Hauschild? [13:48] **Councilor Hauschild:** And Mr. Mulder, uh, did this come in significantly under engineering estimates? [13:54] **John Mulder:** Yeah, we—um, we had estimated—our City Engineer had estimated it at about $204,000. Um, the county engineers had it a little bit higher, I think at $214,000, and we're at $175,000. [14:10] **Councilor Hauschild:** That's great, thank you. [14:12] **Mayor Wayne Boucher:** Is there any public comment on this matter? If so, please state your name and address for the record. Any public input on Resolution 2021-44? Roll call, please. [14:59] **Councilor Joe Peterson:** Motion to approve. [15:01] **Councilor Hauschild:** Second. [15:02] **Mayor Wayne Boucher:** Motion by Councilor Peterson, second by Councilor Hauschild. Mr. Mulder, should we have Mr. Johnson explain this one? [15:13] **John Mulder:** Sure, Eric. [15:14] **Eric Johnson (Community Development Director):** Great, thank you again. Uh, this is for the trail segment going from Morris Thomas Road running south into Keene Creek Park. Uh, the city received six bids for this project ranging from the low bid from Bit-In-Company up to approximately $345,000, that was the high bid. Uh, the engineer's estimate did come in at $270,000, so it's within six percent of the engineer's for the project. [15:43] **Mayor Wayne Boucher:** Thank you. Any questions or comments from council? Councilor Geissler? [15:48] **Councilor John Geissler:** No questions. [15:49] **Mayor Wayne Boucher:** Councilor Nelson? [15:50] **Councilor Nelson:** No. [15:51] **Mayor Wayne Boucher:** Councilor Peterson? [15:52] **Councilor Joe Peterson:** No questions. [15:53] **Mayor Wayne Boucher:** Councilor Hauschild? [16:40] **Councilor Joe Peterson:** Motion to approve. [16:41] **Councilor John Geissler:** Second. [16:42] **Mayor Wayne Boucher:** Motioned by Councilor Peterson, second by Councilor Geissler. Mr. Mulder? [16:47] **John Mulder:** So the Hermantown Area Hockey Association wants to have the ability to sell pull tabs and come to an agreement with Mackenzie's Bar and Grill to do that at that location, and so the council needs to approve that uh, gambling license. [17:05] **Mayor Wayne Boucher:** Thank you. And um, Councilor questions? If we do have any questions, uh, Mr. Schmidt is here from the hockey association who runs the gambling and could answer some if we needed. Are there any questions from council? Councilor Geissler? [17:21] **Councilor John Geissler:** Um, no questions. [17:23] **Mayor Wayne Boucher:** Councilor Peterson? The first one is it is um, all of the signage along that trail, including the crosswalk at Anderson and the gates to prevent motorized vehicles. But it'll have all the necessary signage there as well. This does not include signage for the naming of it, though.
