Oh, sorry. Good evening, governor. Funding commission meeting Monday, July 7 agenda approving the minutes. The last time we were together, which was a month ago to approve. Motion to approve the minutes that were sent to us in the packet Monday, June 2nd. Is there a second? >> Second. >> Second by Sam on the minutes. All those favor say I. >> Those no public hearing. There was one this evening. It's an ordinance 2025-8 vacating drainage utility easement 20th Street Northwest. We know stop on the Malikica auto body and we go to her. >> Thank you, Mr. Chair. So the item in front of you is a ordinance to vacate uh some additional drainage and utilities. Uh the proposal is again the the proposal is by Steve uh Underdall on behalf of Mala Auto Body. Um it's a 1920th Street Northwest. Uh here it is kind of as a location and an aerial of the property. The uh properties are outlined in yellow and then assuming that the request is to vacate some additional drainage and utility ement that was found uh during the title uh research part of the uh planning process. Uh this is the additional easement that was found from the 218 edition plat uh that the property that's been u acquired by Mount Autobody wishes to include as part of the Malgo auto body edition. The uh vacation itself staff has no issues with we reviewed it. We don't see any utilities that are within it. Um there are some additional easements that were found during the title research process but those are being dealt with in a different manner because visit with the specific company. Um they do impact where the building is. Uh but we anticipate those to be dealt with probably month. Uh but generally from from staff's point of view for the further drainage and utilments uh it meets the requirements to vacate. So we are recommending that you forward uh this ordinance to city council recommended approval. >> Got it. Thank you. Are there questions for Harry? >> Thank you, Mr. Chair. Uh just because even on the few years I've been on here, is there a way for us just to research all the June 18 arguments, you go ahead and just delete them all? >> Mr. Sure. I I could kind of address that. Um because it's it's it's a pretty messy flat. Um we could dedicate time and resources to it. However, city council's not sort of directed us to do that. Um and I think generally we have been able to deal with it as comes through. It's not pretty. It's not great. Uh but unless the city wants to expend potentially a considerable amount of money just trying to clean up ements that are on property, you know, I think at that point you have to look at what's the benefit to the public. >> Other questions from I'll open up public hearing. So for the official record, there are no members of the public here. So there is no public hearing to open for back up here now to the planning commission for discussion. I move that we forward the ordinance at 2025 the gate to maintain the portion of drainage and utility at 190 20th Street Northwest to the city council's got the second on Tina's motion. So approving an ordinance the 2025 moving that forward as written as presented. So that's our motion. That's our second. I'll just quickly add in on the vacation part. I know I've joked about it on it's been for 30 years probably a couple of times here. There's something that comes up with that 28 right away. Was something done wrong 100 years ago? Maybe. Was it compounded in the 60s or 70s? Maybe. But it is just what it is that at one point the state had or the federal government thought that 218 would extend from here. It was before the interstate system. And so there's this huge massive rightway that they thought was going to happen through there that's never ever been built. And over time over the decades all these private properties pretty much anytime anybody wants to do anything more complicated than most of the law. They're trip over utility. It has just been what we do here. And and Eric's point is absolutely right. spend hundreds of thousands to research it and do a faster fix. We just do these one at a time. So we got a motion that all those say I know we're done with that. Um no public and no request to be heard. The item for discussion there's an item here in area quick update. It's an environmental uh assessment worksheet for a potential data center outri is going to give us an update and a recommendation of uh why you want to defer this to to >> Yes. Thank you, Mr. Chair. So, historically, EAWS have gone through the planning commission um to receive a recommendation prior to go to city council. Um, in this particular situation, uh, there is a development, uh, that would like to go in on the north side. Um, at the industrial park, it's uh, 500,000 square ft. So, as soon as you get to 450,000 ft of land industrial warehousing, you are required to do EAW in order to estimate the impacts, the environmental impacts of that project. Um the developers have gone through and created a draft EAW. Um and they've already gone through a 30-day public review period uh for people to submit comments um and for uh the developer to take those comments and paper to go back and to amend the EAW. Um they thought that they were going to be ready for this meeting. uh they've since decided that they're actually going to take some time um and dig into some of the uh comments and questions that were brought up by the public and so they want to delay it two weeks. So our recommendation is that you table this item to the next step commission meeting which I believe will be 21st of July. >> Just formality, what does the W stand for? We've never spelled out in here B A what the acron stands for and I feel like it should be said fully. Does that make sense? Environmental assessment worksheet. >> Yes. >> Want to make sure general public necessarily know what the acronym states. >> Any other questions for Eric? Uh again just from that Oh, go ahead. Thank you. Uh how will this impact us power-wise? Because I do know that many other communities have been very upset about this power usage. >> So in terms of power, it's not addressing the AW because that's specifically between the development and I believe it's steel. So we don't we don't have any any ability to be a part of that discussion as far as I understand that >> is still was you could >> and that was after the week. So that's completely between the provider. Uh now things that do potentially impact the city like water, sanitary, uh sewer, or if we're talking about waste, those are included in the AW. Um if we're talking about impacts to the little stream that's going through property that's included in the AW um you know, addition of improv surface, uh traffic counts, all that is covered within. But I believe power specifically because it's with a provider that's not a government entity or or does it's not impacting the government entity like the DNR would in case of you know DNR streams or anything like that or the MPCA in terms of pollution control. Um that that is completely >> other questions. Again, I'll just note to the record, there's no members of public here, so there's no opportunity public. So, we're done with that.
