My um special and honored guest are my neighbors Wilma Ahart and family who moved it back into their house just yesterday. Uh their home was severely damaged uh in the tornado and they had been living in an apartment uh by their insurance company. Um, and so they their house is gorgeous and I am so happy to have them back home and next door to me. So, it's a great thing to have good neighbors. Now, my other thing that I wanted to mention, you may see some of our clerk and secretarial staff who have on cowboy hats this morning. Uh this was something that uh I did about a year ago for the children at Gamble Center and Bill Daryus, the violinist, um was the person that was putting on a boots on the ground event for the children. And she made it sound so good that I said, "Girl, I got your hats." So, I went online and started buying adult and child-siz cowboy hats only to find out that they were horribly expensive. And so, uh, it was suggested that I buy the little plastic hats, but that was a no for me because I never want to give a gift that I would not want myself. So, $700 later, I ended up having about nine hats left over that had been sitting boxed in my garage, and I decided that, you know, I could give these to the clerk and secretarial staff. Now, the plan was that we would all wear them today. However, I forgot mine. So, I want to issue a very public apology to the clerk and secretarial staff. Forgive my phaua uh that I forgot to wear my hat, but you look gorgeous and I look forward to having a photo and and somebody can teach me how to do the boots on the ground. Thank you. Uh, so I have Miss Jessica who has been working with her young folks at Slooh in the policy pods that have come up with uh some great ideas. We met probably a few weeks ago on legislation and I look forward with this policy pod uh hopefully come uh next year in front of the full board of alderman so that we can have a more in-depth conversation on what potentially future legislation is uh could look like. They're working on some uh legislation that I would say is very interesting to try to figure out how do we make our streets much safer. And I know they have an idea. I recommend them sending it all to the alders. I have to give them their flowers. uh when they presented the legislation uh to me and my LA Matt and also I want to give a thank you to Christian Bishop that helped with that process, it literally was in bill format. It looks just like a board bill and I just want to thank you guys for your engagement and looking forward to uh kind of our next year with making more folks part of the conversation and maybe passing the piece of legislation that you guys come up with. However, I am not calling for people not to go to school. That will be one that I will object to. So, I'm voting yes for the other ones, but I want all my children to go to school. That will be one I cannot support. And I would uh suggest to children they go to school. We have a lot of problems and uh we can address them without asking people not to go to school. You know, it is profound when the board of alderman makes a statement in resolution and not only are we advocating for truency in this resolution, but we've had several leaders of our land in social media posts call for this pause of school when we especially know that education education is the silver bullet to turning around many of the darn challenges we have in this town. This is a stunt. None of the major labor organizations have engaged on this this day where we ask people to strike, potentially get terminated from employee. This is not the way to organize. This is not the way to unionize. It's calling for truency. We pass a lot of goofy resolutions down here at the St. Louis Board of Alderman. And I do want to make note I appreciate SEIU who is a major uh labor union who is supporting this event as well as CBT which is a black trades unionist that is also supporting this event. I would also like to be added as a co-sponsor. I would just like to say that why this goofy seeming resolution uh I would not describe it as that. It goes all the way back to the 1886 Hey Market riots. Uh I think we can also owe the eight hour workday in which you could call Truan and in or you could skip work instead of working 12 or 14 hours a day. I think we all should be thankful for that and many labor or we wouldn't have labor without that. So um thank you >> alderwoman from the seventh. >> Thank you Mr. Sir President. I just wanted to just make sure that I go on record. Um, and I actually find this interesting because I just had this conversation yesterday with one of my favorite um, one of my favorite longtime homeowners within the Gate District neighborhood. So, I just wanted to say, you know, I think it's important just to make sure it's clear on record that whenever there are strikes, obviously, you know, I don't want to encourage any children not to go to school and even in the message cuz I am one of the me uh messages that one of my colleagues referenced as being on video. I was very clear that, you know, if you're like myself and you have an official duty um that you can't tend to, that what today is really about in a broader sense is just making sure that you're aware of labor traditions, making sure that you're aware of workers rights. And I think especially in this political time where a lot of rights are being gutted back and rolled back that it's really important that whatever you know we can do as political leaders to encourage a sense of awareness and education and empowerment and even being aware, you know, I have residents that simply can't afford to strike because they have to go to work. they don't have sick time, they don't have, you know, they're not salaried employees, they have to be at work. And so even making sure that I'm clear with those residents that even if economically this is not feasible for you, however, you can participating the economy as a reminder of the power that the people have and where the real power comes from in our economic system, which is the labor of people. But even if you cannot participate in that, because I certainly would encourage anyone to slay from our duties. I'm glad those of us that are here today on this floor are because we have work to do. Um, just making sure that you're aware of what today is really about. And I also would want to make sure I go on record to sway any like divisive language about a major or a minor union or even if you're not a part of a union. Um, you know, I don't think today is specifically about that. Today should be about making sure that you're aware of the rights that you have of a 40-hour work week of the fact that children um are not supposed to work and there are laws in place to protect that and many other things that people who are officially a part of unions or not have to for and work for especially at a time where it's being rolled back. So I just wanted to make sure I speak because we do have folks that should go to school. Absolutely. And we even have workers that simply can't afford to take off and I would never want them to feel any shame or any guilt or feel as if their leaders can't speak to that. And so just making sure that we're rooting ourselves in what today is about which is do what you can where you can. Um I do want to echo the very first meeting for our budget that will be kicking off at 9:30 uh this week. For the people that are watching uh we will hear the budget from Paul Payne, but there will be an opportunity to have uh public testimony from community who would like to weigh in on that. You either can come in person or you can come uh either via u Zoom by logging on with the the setting on the board of alderman website. Uh I will say this year will be a very interesting one. Um typically the budget committee has uh every department uh come in and I always say that the board of alderman has the best uh way of really diving deep into the budget. We're the probably the most transparent body that really you know looks at every department and you know what's good and what's uh more support that they need. Um this year will be a little different. One of the biggest departments that make up um our city budget and make up public safety is our police department. Um there was a reach out from myself to uh Mitch McCoy as well as uh commissioners and I know I sent an email to all my colleagues where ultimately they have denied this year to come in front of the budget committee to present their budget if it wasn't the budget that was presented to them or the budget that they wanted to go into effect. So it will be disappointing, but I will uh I do want to thank Paul Payne on the very first day who will be presenting the proposed police budget. So people that want to at least tune in on the budget that the board of alderman has or the the board of ENA has approved when it comes to the police board, we present it the very first day from the director Paul Payne. There will be some limitation to it because we do not have the ins and outs uh from the actual uh commissioners. uh but we will try to do our best from uh the budget committee to uh ensure that every department is heard.
