AND CLEARED 657 MISDEMEANOR WARRANTS AND AROUND A QUARTER OF THESE ARRESTS WERE MADE BY OFFICER ASHLEY MARTINEZ. >>COUN. CHAMPINE: WHEREAS APD'S 2025 UNIFORM OFFICER OF THE YEAR IS ASHLEY MARTINEZ LACONE WHO EARNED BACHELORS AND MASTER'S DEGREE AT NEW MEXICO STATE. AND HAS BEEN WITH APD FIELD SERVICE BUREAU SINCE 2017. WITH HER DESIRE TO HELP OTHERS AND SOLID WORK ETHIC MADE HER A MODEL OFFICER, ACCOUNTING FOR 27% OF THE STATISTICS AND 149 FELONY ARRESTS, AND 77 MISDEMEANORS, AND CLEARING 149 MISDEMEANOR WARRANTS THROUGH NOVEMBER OF THIS YEAR. EARNED A MEDDLE FOR OUTSTANDING SERVICE AFTER JEOPARDIZING HER OWN SAFETY TO SAVE THE LIFE OF A CITIZEN IN OCTOBER OF 2020. AND WHEREAS APD'S 2024 UNIFORM OFFICER OF THE YEAR WAS ERIC MONTOYA WHO HAS BEEN WITH APD SINCE 2019, LEADS THE TEAM IN ENFORCEMENT STATISTICS AND GOES ABOVE AND BEYOND THE CALL OF DUTY IN EVERY TAVING UNDERTAKEN, EARNING RESPECT OF PEERS, GRATITUDE OF CITIZENS AND IN HIS OFF-DUTY HOURS COACHES A JUNIOR WRESTLING CLUB. AND KYLE SALBERING HAS MADE SEVERAL HIGH PROFILE ARRESTS IN THE LAST FEW WEEKS CLEARING MULTIPLE NARCOTICS TRAFFICKING WARNS, AND REMOVING DRUGS FROM THE STREET ZRB -- HE SPENDS HELPING THE INVESTIGATIONS AND COMPLETING THE CASES. AND SEVERAL WEEKS AGO OFFICER ANDREW SINGLE-HANDEDLY ARRESTED A MEMBER OF THEARIAN BROTHERHOOD GANG WITH A MULTIPLE FELONY ARREST, AND SEVERAL BAGS OF FENTANYL. THIS GANG MEMBER IS BACK BEHIND BARS TO FINISH SERVING HIS 20-YEAR SENTENCE AND FACE THE JUDGE FOR THE COMMITTED CRIMES. >>COUN. GROUT: WHEREAS ALTHOUGH OFFICERS THERE IS NEW MEMBERS TO THE TEAM, THEY'RE MAKING GREAT CONTRIBUTIONS. RECENTLY FIND AGMURDER SUSPECT WHO HAD BEEN ON THE RUN FOR OVER A YEAR. WHEREAS, THESE OFFICERS WORK TO LOCATE CRIMINAL ACTIVITY AND ENFORCE OUR LAWS BEFORE CALLS FOR SERVICE EVEN COME IN. THEY HAVE REMOVED A LARGE NUMBER OF GUN AND NARCOTICS FROM OUR STREETS. AND THEIR WORK IS AIDING ECONOMIC DEVELOPMENT, JOB GROWTH AND SENSE OF SAFETY FOR RESIDENTS AND BUSINESS OWNERS IN THE FOOTHILLS AND NORTHEAST HEIGHTS. THEREFORE BE IT PROCLAIMED THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE, HEREBY RECOGNIZES THE PROACTIVE RESPONSE TEAM AND THANKS THEM AND THEIR SERVICE TO THE CITIZENS OF ALBUQUERQUE. I KNOW HOW HARD IT IS TO NAVIGATE THAT. ESPECIALLY WHEN YOU HAVE OFFICERS ON ONE SIDE TO THE OTHER TO MAKE SURE YOU GET THAT BACKUP AND 82 OVER THERE. I JUST WANT TO THANK YOU FOR WHAT YOU'VE DONE AND THOSE AMAZING ACCOMPLISHMENTS. WHEN YOU-LOOK AT THE WORK THAT COUNCILOR GROUT READ OUT, I JUST WANT TO POINT OUT THAT'S PROACTIVE POLICE WORK. THAT MEANS THESE OFFICERS ARE DOING THE JOB THAT NEEDS TO BE DONE WITHOUT ANYBODY TELLING THEM THERE'S THE NEED AND THEY'RE TAKING CARE OF IT. THEY'RE ATTACKING THE PROBLEM. I APPRECIATE THAT. I HEARD CONCERNS ABOUT HOW IMP IMPLEMENTING THE SYSTEM MAY BE CONFUSING. BUT A SURVEY OF VOTERS SHOWS THAT 90% OF VOTERS FOUND IT TO BE AN EXCELLENT OR GOOD EXPERIENCE. IT'S HARD TO GET THAT HIGH OF A RATING IN THIS DAY. RECENT POLLING IN NEW MEXICO SHOWS SIMILAR RESULTS. THAT IS, YES, WE'RE GOING TO MAKE SURE IT HAS GREAT AUTO AND TRUCK ACCESS BECAUSE OF PROXIMITY AND ACCESS TO GIBSON, I-25 AND UNIVERSITY. BUT IT'S ALSO CONNECTED TO A PEDESTRIAN SPINE THAT WILL PROVIDE DIRECT CONNECTION TO THIS RETAIL CENTER TO THE NORTH TO THE ATHLETIC FACILITIES TO UNIVERSITY BOULEVARD. THERE WILL BE A NEW STOPLIGHT AT UNIVERSITY BOULEVARD. THIS COUNCIL JUST APPROVED A PLAT ACTION THAT'S GOING THROUGH THE DHO PROCESS THAT WILL FACILITATE THOSE THINGS. ALL OF THESE ITEMS ARE WORKING TOGETHER TO MAKE THIS HAPPEN. THERE'S TRANSIT IMPROVEMENTS, SIDEWALK IMPROVEMENTS. AND IT'S ACTUALLY BEEN DESIGNATED THE TOP SLIDE SHOWS THE DESIGNATION OF THE FOOD DESERT AND THEN THE LOWER SLIDE SHOWS THE RETAIL SERVICE DESERT. THESE ARE AREAS THAT ARE UNDERSERVED FOR THESE USES. THIS ZONE MAP AMENDMENT IS GOING TO HELP ADDRESS THAT AS WELL. THE COMP PLAN DESIGNATES ACE THIS AS AN EMPLOYMENT CENTER. IT'S HELP TO PROMOTE RETAIL USES, OFFICE, R&D USES, JOB CREATION.
