I'd just like to let everyone know that we have two counselors that couldn't be here tonight due to weather; they were out of town but had planned to be here and couldn't be back. Also, our Proctor-Hermantown Mirage girls are playing at one o'clock tomorrow in the Xcel Energy Center for the first game of what hopefully is a fruitful high school hockey tournament for them. They did win the championship last year and it would be nice to see them repeat. Um, we have no public hearings tonight. Communications—Mr. Mulder, we don't have anything specific in our—to address?

[3:35] **Wayne Boucher**: Ordinance 2022-01. This is a second reading of an ordinance amending Section 220, City Administrator, of this Hermantown City Code by modifying the City Administrator's ability to sign for purchase orders and set limits. Do we have a motion?

[3:59] **John Mulder**: This is consistent with the purchasing policy that was previously approved by the City Council. It just increases the ability of the City Administrator to sign from $10,000 to $25,000.

[4:51] **Wayne Boucher**: Next is Ordinance 2022-02, an ordinance of the City of Hermantown, Minnesota, amending the City Code Section 210, Council, to increase the salaries of the Mayor and City Council members. Do we have a motion relating to this?

And I'd like to also—after reading what we were talking about earlier—I'd like to just remind us, I also remembered the $35 stipend for internet and what have you. Maybe when we do discuss it with the rest of the Council, let's talk about that as well. But motion to table.

Resolutions: Resolution 2022-26, resolution to approve shared sanitary sewer relocation costs between the City of Hermantown and Minnesota Department of Transportation associated with construction along and adjacent to Highway 53 and 194 under State Project Number 6916-113, Trunk Highway 53. [6:12] **John Mulder**: So MnDOT will be redoing the intersection of Highway 53 and 194 and we need to relocate some of our sanitary sewer and just make some adjustments there. Paul Senst can speak to it more if you have any questions.

[6:29] **Paul Senst**: Yeah, thank you. There's four manholes that need to be adjusted in height as part of this project. With an agreement that's with MnDOT going back to the last time work was done, we're on the hook here for some costs for this. But it's just the adjustment of four manholes—sanitary manholes. The pipes will stay in the location that they are. Height and manhole will change up or down depending on the geometry that's changed for this project.

[7:50] **Paul Senst**: As part of our 2022 and 2023 Capital Improvement Plan within the Public Works, we've put in provisions to switch our existing water meter radios over to this AMI system. It's the newest, latest-gen technology for our type of meters that we use. It'll give us water usage data on each individual place rapidly in the event that we need it. It will minimize the amount of time that we spend each month reading all of our water meters. It will give us better data in the event there's a high usage out of a residence; we have the data to back it up. Our existing radios are at the end of their useful life and we need to start replacing these now in order to get them all replaced by the time that our reader will no longer be supported and not have the technology in order to actually read the water meters.
