[19:35] **Harry Davis**: Yes, mayor. All right, Harry Davis once again. Thank you, mayor and council. I'm going switch this up on you and actually have a presentation for this one. Uh so the applicant has brought forward a uh actually two requests one for preliminary and another for final plat.
[19:51] **Harry Davis**: Uh in addition to this staff is bringing forward a development agreement associated with the final plat uh for this project. The applicant is North Johnson uh working on behalf of Faribault Downtown Central LLC. It's for the uh property known as 301 Central Avenue and it's uh you know again a preliminary and final plat with the development agreement.
[20:13] **Harry Davis**: Here's the general location. Um and then the area that's outlined in cyan on the map in front of you is uh the location for 301 central. Then here's kind of the general zoning map around this property.
[20:29] **Harry Davis**: The plats are to subdivide this uh property from one lot into three. And the uh property lines are going to follow some internal building uh walls that are going to be um fire rated in order to be located on a property line.
[20:47] **Harry Davis**: Um and then the development agreement is our standard development agreement that we have uh between the city and the and the developer. In this case, it's just for planning only. Here's a look at what the preliminary plat looks like and the final plat. There is a small difference between the two. Um there's kind of just been some work with staff and the applicant uh since one was uh created uh internal to this just because there are uh some connections on the second floor. There is an easement for uh ingress and egress and this is mostly for fire and safety reasons. Um but we've worked very closely with the applicant to make sure that this is in place.
[21:29] **Harry Davis**: Generally from the preliminary plat side staff has no issues. Um from the final plat side uh we do have some specifics that need to be changed on the final plat but nothing that we can't work through with them. Uh so we don't see any significant issues with final plat. Uh and the development agreement is complete and we're working with the applicant to make sure that any changes to it are minor. Uh but in general this meets our zoning requirements and so we are recommending that you approve the resolution for the uh preliminary and final plat also the resolution associated with the development agreement.

[23:44] **Travis Block**: Thank you, Mayor Spooner, members of the council. Resolution 2025-148 is seeking approval to accept the bids for the municipal airport airfield pavement rehabilitation project. Bids for the project were opened on June 4th with two bids received. The low bid coming from BCM Construction amount of $732,729, which is below the estimate of just approximately over $1 million.
[24:10] **Travis Block**: A total project cost including engineering, construction, administration is $958,045. The funding for the project uh this has changed since the memo. Um since that time I was had a meeting with MDOT. Uh so the breakdown before you is uh $833,745 coming from federal funding. So that's 87% of the project and the state funding for this project has been increased uh to $78,486 uh therefore reducing our initial estimate of the airport funds contribution was approximately around $140,000. So reducing that to $46,174.
[24:57] **Travis Block**: Initially there was $32,000 budgeted for the project. So a slight amendment will have to be that but the uh the MnDOT participation came in the uh amount that was not going to be eligible deemed eligible by the FAA. So then having conversations with MDOT they were willing to contribute at a 70/30% for that participation model for that part of the project. And just a little bit on the funding, you know, as I said it's a grant, but it's the federal funds truly in the form of a grant, but they are funds that are allocated to our airport annually. So, if Faribault doesn't spend those funds, some other airport is going to spend those funds. We would have to forego those funds. So, it's not like a typical grant procedure where you, you know, apply and see if you get it. But, it is in the form of a grant. That's how that's how it's handled. So it's not a true grant in the form of how we typically apply for a grant. So with the project schedule looking to award the contract tonight, we would not sign that contract until we have that grant in hand. Uh before you tonight, you did approve the approval to apply for that.
[26:11] **Travis Block**: So I'll be getting that start that process started tomorrow. We'd be looking to start construction August 18th with final completion in with that. I would recommend approval of resolution.

It will be at the great hall at the library and uh um very timely we will be having um our consultant from Barr Engineering there to talk about some different proposals for um the two dams that are there—uh the Woolen Mill dam and then the one that's just north of that—um and what we might be considering beyond sort of just the the FEMA repair that we're authorized for. So, uh, interesting, um, pictures. We'll be looking for feedback on what's important, um, to individuals and then, uh, ultimately coming back to the council at some point with, um, having you hopefully narrow it down to a few more, uh, a few rather than like six ideas, narrowing it down to a few like one or two um, to basically move forward with additional design. So, more to come on that, but tomorrow's the starting point on this.
