[Music] so [Music] good evening welcome to glendale city council meeting of august 25th 2020 this meeting is called order i'm not going to take attendance roll call everyone is president if you take a note please the next two items on our agenda are the invocation and our pledge of agency invocation tonight is going to be delivered by a good friend of mine judah montenegro he's a co-pastor from surprise up i can't say that word from surprise church gentlemen if uh if you would please stand join me and uh if you're wearing a hat if it's appropriate please remove it in fact if everybody just please stand and following that uh we'll do our invocation judah oh you're gonna do you'll do the prayer we'll do the pledge afterwards we'll turn your speaker on there thank you let us pray dear lord heavenly father today we pray in order to solemnize the proceedings of the honorable city council and for its benefits to the city of glendale our communities our neighborhoods businesses schools and its benefits to our homes families individual citizens including those that are present today as a resident of glendale i pray that you god continue to guide our leaders and honorable cities councilmen as they make decisions that will impact our society and posterity give us all wisdom prudence understanding and knowledge in order to be a blessing to our surroundings let us stand strong against any negative forces and or current currents that are come against our good moral and wonderful city as a minister of the lord i bind anything that comes against this this city and the leadership therein and i loosen blessings success protection and prosperity in each home business school and public region i pray lord for every father and mother and leader men and women of this city and nation i pray for all our public servants and law enforcers that you lord may continue to guide strengthen and protect us all help us all be an exemplary role model to the generation to follow the youth children and future society i pray for our president of our country donald j trump i pray for our governor of our lovely state of arizona doug ducey i pray for the mayor of our great city of glendale jerry wires and all the city councilmen that we may stand strong as one city under god indivisible with liberty and justice for all i seal this prayer in the powerful name of our lord jesus christ amen amen thank you lord and join me at the pledge [Music] okay thank you before we get started tonight i'd like to remind everybody of the following this meeting is televised live on the city of glendale's facebook and youtube pages as well as glendale's own channel 11 our meetings are still currently located in our glendale civic center with the audience seated next door we respectfully request that you are face mask covering or face covering if you're unable to social distance for those of you that are in the audience next door to us please be aware that we have a large screen and we can see you as you have a large screen and you can see us with that said if you wish to speak on any item on the agenda please make sure you complete a golden colored card and give it to the officer in the room that will be given to the clerk if you submitted a speaker card and indicated that you wish to speak on a particular item i'll wait for you to make your way into this room to the podium to speak i'll be allowing three minutes for each speaker tonight on all agenda items but please keep in mind the citizens comment section is at the very end of each voting meeting and it's allowed the public to speak about anything that's not on our printed agenda i'd like to thank everyone for your patience if we can move on our next item on is the consideration of the minutes from the august 11 2020 voting meeting council members you have any additions or corrections to those minutes hearing none can i get a motion to approve yes mayor i move approval of the minutes of the august 11th 2020 voting meeting second i have a motion from councilmember thomas johnson second council member clerk uh to approve the minutes all in favor please signify by saying aye aye any opposed nay appears guys have it do have what that motion does carry we also have a consideration of minutes from the august 17 2020 special meeting council members do you have any corrections or additions to those minutes hearing none may i get a motion yes thank you mayor a movie approved the amendments of the august 17 2020 special meeting second i have a motion from council member hughes second council member clark to approve all in favor please signify by saying aye aye any opposed say nay appears you guys have it do you have what that motion does carry also boards commissions other bodies uh i know we have one person from uh that's gonna be sworn in tonight if you're in the room next door come on over right now while we're while we're doing this next part if you're in here then just keep a seat and we'll get to you in a minute uh for those who are nominated don't come forward until uh councilmember aldama calls you up after we take the vote please councilmember oldham do you have any nominations to offer for boards commissions and other bodies i do mayor thank you very much and i motioned to approve the recommended appointments to boards and commissions and other bodies john froke to the citizens utility advisory commission for a term ending in january 31st 2021 robert papalian to the risk management and workers compensation trust fund board for a term ending january 31st 2023 mayor second we have multiple council member o'donnell second council member tom trump to prove these citizens the board's commissions and other bodies is read by council member aldama all in favor please vote aye aye aye opposed say nay peers you guys have it do you have it that motion does carry so if i could have both of those members come forward if you're present if only one of your present come on up front make sure you got your mask on and we'll get you sworn in all the way up here do solemnly swear that i will support the constitution and the laws of the united states state of arizona through eight ten through thirteen and items 9 through 14 uh 9 through 14 will be removed by staff excuse me my tongue is getting tied up here and then item number eight we do want to vote that separately so if we could uh let's uh let's go ahead and do item number eight first and uh we'll take that vote separate then we'll do the rest ms barr authorization to enter into amendment number three to ifb 16-01 agreement with polydyne inc for chemicals for wastewater for water wastewater treatment any discussion not necessary no discussion necessarily okay so on item number eight uh can i another five-year contract and uh mr johnson who heads the department has explained in an email to all that the amendment is to allow for an increase in price for the chemicals because we are using more than we have in previous years and i understand that but i believe that when a five-year contract is let and there's a certain price set for the item in the contract that it is up to the vendor to honor that that price so on that basis i vote nay okay and we've taken everybody else's vote and the chair does vote i that motion does carry if we could go ahead and get a motion for the remainder yes mayor i move we approve consent agenda items four through seven and consent resolutions ten through thirteen mr mayor i haven't read the resolutions by title well hurry up item 10 resolution number r 20-105 a resolution the council of the city of glendale maricopa county arizona authorizing the acceptance and expenditure of the law enforcement equipment funding program grant in the approximate amount of 40 thousand dollars from the office of the arizona attorney general for the purpose of purchasing law enforcement safety equipment for the glendale police department item 11 resolution number r 20-106 a resolution the council of the city of glendale maricopa county arizona authorizing and directing the entering into of an equitable sharing agreement with the united states department of justice for continued participation in the federal equitable sharing program on behalf of the glendale police department item 12 resolution number r20-107 a resolution the council of the city of glendale maricopa county arizona authorizing the acceptance and expenditure of the public private partnership excellence grant and the approximate amount of four thousand dollars from the american society for industrial security foundation for glendale police department real-time crime center camera equipment item 13 resolution number r 20-108 a resolution of the council of the city of glendale maricopa county arizona authorizing the entering into of an agreement with the state of arizona office of the attorney general and acceptance of the fiscal year 2020 2021 victims rights program award ag number 2021-031 in the approximate amount of seven thousand ten dollars on behalf of the glendale city prosecutor's office that concludes the consent resolutions all right thank you person up gloria williamson if you're in the room next door if you'll come next door over here we'll get you up here just as soon as we're ready annexation a-n-220 reams ranch public hearing located south of the southeast corner of reems road and northern avenue mayor members of the council here to provide staff report tonight is lisa collins our interim development services director thank you mayor members of the council this is for the reems ranch annexation and this evening is a public hearing on the blank petition there's no vote required on this case so the vicinity map shows the location of rheem's ranch which is at northern avenue and reems road it is immediately west of luke air force base so the annexation request is for 260 acres again south of northern avenue east of reams road and north of luke air force base the anticipation is for 3.9 million square feet of industrial and manufacturing you did see this a couple of weeks ago at your workshop last year however you saw this on august 27 2019 and the council approved a pre-annexation development agreement and that was to allow the property owner to address infrastructure needs prior to going through the entire annexation process again last week two weeks ago august 11th you did hold a workshop and provided us with consensus to move forward on the annexation which is why we're here this evening so again this is just a public hearing on the blank petition and there is no vote required i'm going to go through a couple of the range of fiscal impacts and assumptions here again when you look at the report which i believe is in your packet the assumption is that there will be fifty percent warehousing and fifty percent manufacturing which will in a blended average when you look at the 3.9 million square feet an annual net benefit of approximately 870 thousand dollars we also calculate the one-time revenues based on construction sales tax and permit fees and that is 15.4 million dollars and again that's one-time revenue so when you look at the recent annexations that we've had everything is done with the exception of rheem's ranch we have processed eight annexations throughout the year totaling a little over 1700 acres so rheems ranch is the final one that we're working on now again rheem's ranch is located within the noise contours it is immediately adjacent to luke air force base so we're in the 70s 75 and 80 noise contours which essentially means no residential but you can of course have manufacturing and warehousing so when we look at the surrounding property on this aerial to the north we have maricopa county it's agricultural vacant land also to the west is the same to the south again as luke air force base in the east is also luke air force base so the general plan does indicate this land as loot compatible land use area and again that's based on the noise contours in the area so the existing and like zoning and you've seen a couple of these before that are similar to this so the maricopa county zoning is ru 43 but it also has a military compatibility permit which really negates the ru-43 as i just said you you can't develop ru-43 which pardon me means single family residential 43 is a designation for one acre zoning so the glendale-like zoning of course we don't have anything that is exactly like that so this would come in under a pad that would allow the mixture that has been approved in maricopa county i've also provided in your packet the approved maricopa county board of supervisors report that was approved on november 7 2018 that did establish these uses so again there would be commercial transportation utilities manufacturing industrial and warehousing those were approved in the county and that's exactly the way the land would come into the city uh if the annexation is approved so the next steps in the process is required by the state statute again we are here this evening for the blank petition and a public hearing's required again there is no vote after this evening the property owner's signatures can be obtained on the blank petition so it will no longer be blank after that point we can schedule a city council public hearing which we have tentatively scheduled for september 22nd in anticipation of having those signatures obtained on the petition so once that's approved the site would be added into the city of glendale city limits 30 days later and with that i'm happy to answer any questions that you may have any questions hearing none uh glory williamson can you please come up the podium you have three minutes if you'd state your name uh and where you reside i'm gloria williamson i reside in that maricopa county island pull the microphone down in front of your face there you go okay i just have a few questions of how big is this industrial plan how big of the building is going to be because all around us we're being encroached upon by warehouses to the east of us to the i mean right now is to the south to us and both sides of the loop 303 all the way down to maryland and all of us that live in there have livestock and horses and everything and that's where we ride in those surrounding areas and all these people who are going to be working in these industrial areas probably are very uneducated and unaware how to respond and drive their vehicle around people who are riding horseback and consideration of people's livestock around there and stuff so i'm just curious how much more industrial is going to be put around where our homes are at and to take that into consideration the roads because it's all most of them are two two stop signs majority of our sorry four way and people run them all the time so i'm just one take all that into consideration about this zoning rezoning here at this location i mean it's right in the eye side of my home okay this isn't where we have a conversation back and forth if you have questions we can have no i'm just stating my concerns is what i'm doing yeah i know you're not going to answer me at all i already know that but i'm just sharing the community's concerns about all these buildings all the way around us and now they're going to be more that's going to the excuse me to be the to the east of us so we want you all to please please take in consideration of our home where we live how we live and the livestock and the horseback riding and everything that goes around wrong that goes on around in our community for the safety of everyone the livestock and the people living there thank you okay public hearing is now open on item 15 annexation an-220 i have just that one speaker card that you heard from anyone else well the karen is now closed we don't uh require any action tonight so we'll move on to ordinance miss bower introduce item 16. ordinance number oh 20-62 an ordinance of the council of the city of glendale maricopa county arizona authorizing the abandonment of easements at various locations throughout the city and directing the city clerk to record a certified copy of the ordinance mayor members of the council here to provide staff report is glendale principal engineer jamie chapin good evening mayor and council members this is a request for city council to waive reading beyond the title and adopt an ordinance authorizing the abandonment of easements for public utilities in various locations throughout the city with this ordinance we propose to abandon water and sewer easements associated with three development projects the district shops at westgate building b and c camelback storage and libertad all three of these sites had existing water and sewer facilities on site the portions of the facilities were removed or relocated in conjunction with development so we are now just following through and abandoning the city easements associated with those facilities and that concludes my presentation and i'd be happy to answer any questions questions from the council seeing none i have no of cares act funding for small businesses assistance these funds are eligible to be used for small businesses expenses incurred after march 1st 2020 due to covet 19 pandemic applications deadline is 5 into the general election season the general election will be held on november 3rd for glendale there will be several issues on the ballot perhaps the most important one that will determine how the city of your future looks like glendale the future looks like is the bond election there will be four separate bond questions on the ballot and to learn more about what these bond issues entail and how they will affect you the city will hold its first informational bond meeting this thursday august 27th at 9 00 a.m at heroes park library it's the first in a series of public meetings there will also be evening meetings held throughout the city i urge everyone to attend one of these meetings find out what these bond issues are all about and the one sentence that i want to convey about these bond issues is they will not raise your taxes hearing that please do come out and learn more about these bond issues and how they will affect your future thank you mayor thank you councilmember hugh
