As you recall, we talked about removing the bridge on Lindell Road and the DNR requested that we remove part of the road, so we are looking at that possibility. We'll go back to DNR to talk about the impact of their decisions, but we'll bring final plans back to the council once that's been done.

This is used for water, sewer, street, parks, kind of an all-around truck, but its primary focus is when we need to lift pumps out of the lift stations, lift them up above grades where we have to either service them, fix them, and anything like that. Um, this is replacing our crane that's on our existing truck that's 24-odd years old and we've been limping that along the last about two and a half years here. And it's a—it's a replacement. It's a very needed piece of equipment that we need to have. Um, all this stuff is um for the state contract, first aid bid process that's on the quote, and um it's a functional body but not overdone.

Uh, what this policy does is outlines the type of applications heard by each one of these boards or commissions, uh the route that these go through as far as either approval or denial or recommendation. Uh, Planning and Zoning Commission will either approve or deny variances, uh commercial industrial development permits or flag lots, and they would recommend special use permits, plats, PUDs (which is a planned unit development), wetland replacement plans, and rezonings to the City Council for their action. Um, this policy outlines once again if an application is denied, the routes that an applicant can go through in the appeal process, whether it's to the Board of Appeals or to the City Council. This sets up 15 different steps that both city staff and applicants can utilize in the review of these different applications.

The city has been discussing a potential project with the property owner located at Orchestra Road and Morris Thomas Road. There are two city-owned parcels that abut this piece of property. The applicant or the property owners is asking the city's ability for their consultant to access these two pieces of property for the city to do geotechnical work as well as wetland work associated with these.

Uh, this is for the creation of three buildings for a total of six lots total, located on a property at the northeast intersection of LaVaque Road and Hermantown Road. Uh, this is an existing 4.1-acre property. The applicant is proposing to subdivide this into three parcels ranging from 1.24 acres to 1.61 acres. This property is currently zoned R3 and the applicant is requesting a Planned Unit Development for this. Uh, planning development is allowed in any zoning district throughout the city. Uh, furthermore, as far as the Planned Unit Development, it allows the city to work with the applicant on the creation of different setbacks and densities otherwise identified within the underlying zoning. In the case of this project, the proposed development is meeting the vast majority of the R3 underlying setbacks regarding front and rear yard, as well as some side yard setbacks. Also, it's meeting the lot size associated with the two-family developments, which is a minimum of one acre in size. This property owner at this time—the developer is looking to construct these three units right now. These are planned to be rental units, however, the applicant is proposing to provide utilities to each individual unit, which could allow for their sale sometime in the future. If the applicant decides to sell these units, he would further need to subdivide this land into individual lots for each unit at that time. If that happened, that would be done by way of a plat and would come forward to both Planning Commission as well as City Council at that time. These properties are served by utilities—their existing utilities within Hermantown Road. Uh, two of the tracts will be able to utilize these existing services as they exist today; there will be an availability fee associated with one of these tracts. The other property that fronts onto the road will require extension of water and sewer uh northwards from Hermantown Road. These will be required to extend the length of the property so come to the the northern property line of this associated tract. There would be a development agreement in place that would address these utility connections and that would come before the City Council at a future date as well. Lastly, there is a private existing utility line that exists that serves a property at 3810 LaVaque Road. This private utility easement will still stay in place as part of this development, would allow the owner of 3810 LaVaque Road to access that should their work ever have to be done on it.

So this is a professional trail from the Keene Creek Park uh parking lot north to Morris Thomas. It's part of the overall Munger Spur trail that we have planned for master parks trail plan. Um, so this is uh planned to go out for bid here in March. Um, we would award it the first week of April and then hopefully uh have the construction done in—about the first—with the the first of July. Um, this will just be a—a 10-foot trail um along—along Keene Creek to the park and again as part of that overall trail plan.
