National Donate Life a month Laura Jeffries the chief administrative officer donor Alliance whereas National Donate Life month raises awareness about organ eye and tissue donation encourages Americans to register as donors and honors those that have saved lives through the gift of donation and whereas one donor can save up to eight lives through organ donation and save and heal more than 75 lives through tissue donation and whereas a record 278 organ donations made possible 740 life-saving transplants in 2022 that's a 19 increase in organ donors and 29 percent increase in life-saving transplants compared to 2021 and whereas in 2022 donor Alliance recovered tissue tissues for transplant from 1911 tissue donors resulting in over 143 325 tissue grafts becoming available for those in need and whereas there are near really about 1 500 people waiting for a life-saving organ transplant in Colorado and Wyoming of those waiting nearly 1 200 need a kidney the organ most in need and nearly 120 are waiting for a liver and whereas Colorado has the nation's highest performing State donor registry with 67 percent of of driver license ID card applicants signing up for the organ and tissue donors to be organ tissue donors a decision that reflects deep commitment to one another and confirms that there is good inside of all of us now therefore I might Crawford mayor of the city of presenting an amazing auroran award tonight for Siena bets and I'm going to wait for her to get down here before I um tell you a little bit about CNN and why she's getting the sword I think she's a little bashful so Sienna's a sophomore in high school so I'm just going to read this first and you want to go ahead and take that Sienna Betts a sophomore at Aurora's Grandview High School is a highly decorated basketball star not only has she helped her team win back-to-back state championships she's been recognized for her individual accomplishments Centennial League's Player of the Year Max Preps Colorado Player of the Year and Colorado's 2023 Gatorade player of the year which recognizes not only outstanding athletic achievement but also high standards of academic achievement and exemplary character demonstrated on and off the court she is currently ranked number five nationally in the 2025 class per ESPN Sienna has also volunteered at the Ronald McDonald House as a youth basketball coach and making hygiene kits for the homeless all while maintaining a 4.38 weighted GPA in the classroom Sienna as an outstanding example of discipline determination success you are truly an amazing auroran um so a lot of people know this I graduated from Grandview so was really excited when when Sienna saw that she won this uh the Gatorade player of the year so congratulations and Frank DeLuca followed by Candace Marley Frank DeLuca okay Candace Marley thank you for this time mayor and members of the council I'd like to express my concerns about the recent drought designation and the condition of the city in general I think you're going to have a hard time justifying to Aurora citizens how the city apparently alone in the metro area is in a drought emergency when it is reported just last week that this year's snowpack is approaching record-level Statewide and sits at 98 percent of normal in the Arkansas Basin 109 percent in the South Platte Basin and 134 percent in the Colorado Basin the three basins from which Aurora gets its water after the near disaster in 2003 Aurora claimed to have drought hardened its water supply with the Prairie Waters project and assured us the city could continue growing and still meet the needs of current residents if we're really in a stage one drought after this year's winter then our water supply is extremely fragile and the city should never have sanctioned all the new developments over the last 20 years while now telling long-term residents we have to watch our Lawns die in order to prioritize indoor water usage after Aurora limited new home Landscapes to a post-it-sized piece of green in the backyard I feared it would be only a matter of time before you made a prohibitively expensive if not impossible for existing homeowners to maintain their yards I can assure you that if I wanted to live somewhere with Desert Landscaping it wouldn't be where I also have a glacier in my street for six weeks during the winter it should be obvious that if Aurora is the only city in the metro area requiring desert-like Landscaping it's going to negatively affect what remains of Aurora's desirability and therefore our property values the drought designation should be reconsidered this dovetails into my remarks on the condition of the city in general when we moved to Aurora 25 years ago it was a nice place that advertise itself as the safest medium-sized city in the country clearly that's a joke today at one time the Aurora Mall was a premier shopping destination instead of a Haven for gangs I realized that Aurora is not alone in this Decay the bloom is off the rose for nearly the entire Denver metro area but unfortunately the bloom has fallen off Aurora even faster I believe I would like to implore all members of this Council to start caring about law-abiding tax-paying citizens instead of demonizing law enforcement coddling criminals and pushing woke ideology but I realize that that's likely an exercise in futility for some so the chances of reversing Aurora's decline will depend on whether there's still enough concerned citizens with their heads screwed on right to elect people to the council who are more concerned about public safety and ordinary citizens and radical causes otherwise I fear the only choice for many of us will be to vote with our fee just like residents of other blue areas across the country are doing thank you for your time information please Candace Marley William cast thank you okay members of the council thank you for your attention my name is William cast I'm an aurora homeowner I'm an aurora homeowner and I have a 50-year history with Aurora in that time I've witnessed many changes some good others not so much I'm here to address a proposed change that I can only describe as terrible it is brought to my been brought to my attention throughout March 22nd article in the Aurora Sentinel that the city is the city is considering a poll proposal from the Lamar Advertising company direct six digital Billboards on city property according to this article these Billboards could generate 300 to 450 thousand dollars per year in advertising Revenue while this may sound attractive it is the only Pro to be weighed against a list of cons first and foremost is the issue of safety in my opinion digital Billboards are a distraction to drivers and may even cause temporary night blindness driving in Aurora is already a risky proposition we don't need to add another distraction the article also states that the Billboards could be placed on city property such as Parks or next to fire and police stations Aurora has a fine system of public parks digital Billboards can only degrade these perks as an amateur astronomer and a member of the international dark sky Association an organization dedicated to preserving the beauty of the night sky [Music] try looking up at night almost anywhere in Aurora and count the Stars you will run out of stars before you run out of fingers I guarantee these Billboards will only exasperate an already deplorable situation bright lighting at night has also been medically proven to interfere with human sleep cycles and has a negative impact on the wildlife that shares our community residents living next to these Billboards will no doubt be impacted by unwanted light coming through their windows in 1965 president Lyndon Baines Johnson signed the highway beautification act which attempted to limit Billboards and other forms of outdoor advertising along the American interstate highways at the time he stated that this bill will enrich our spirits and restore a small measure of any national of our national greatness please do not allow the proposal to detract from the greatness of my city Aurora Colorado thank you for your time Glenn resmire uh Glen Russ Meyer Aurora resident so I'm here to talk to you today about a item that just came through the Planning and Zoning commission the playing and Zoning commission basically just did an end run around my neighborhood by pretending we don't exist so in 1960 the neighborhood of Morris Heights was sprung up and the shadow of the Fitzsimmons Army hospital um our neighborhood still exists to this day according to the documents the city uh the Planning Commission had the the Morris Heights neighborhood association was never reached out to they went to every other Association anywhere nearby but they just completely ignored us also this particular plan is completely non-pedestrian friendly and tonight on your agenda there's an 11 a dash or 11 A6 that actually does dovetail straight into this project um they're planning on putting a six foot high fence exactly where the pedestrians currently use to get to the transit located along Smith Road so I would like for the city to direct them to go through this process all over again since they clearly did not do their job correctly the first time thank you Dina McClung good evening Mr Mayor and members of the city council my name is Dina McClung I've been a resident of Aurora for 28 years I also am an amateur astronomer but that's not my main reason for being here this evening I have three main reasons uh three main points to bring me for you this evening regarding my opposition to the proposal to place digital Billboards on Aurora city property they are danger to drivers the health effects on humans and animals and Governor polis's 2022 proclamation in regard to preserving Dark Skies in Colorado which I think that all communities in Colorado should be aware of and try to follow first of all numerous studies show that digital Billboards take Driver's eyes off the road for an excessive period of time it's a natural reflex and the distraction is particularly noticeable in new drivers and elderly drivers we are neurophysiologically predisposed to orient emotion or Sudden Change in our periphery this has a significant effect on driver's speed on lateral control on mental workload on our ability to follow road signs on eye movement and on fixations drivers glance at digital Billboards for longer periods of time and more frequently than other types of signage these Billboards affect your driver's ability to detect changes in Road scenes ahead they change our pattern of visual attention and they increase the time we need to respond to road signs increasing our driving errors as a consequence people drive more slowly tend to not stay in their Lane as well and break harder because they are slower to detect a need to make Corrections these lights are often far too bright the impact the eyes ability to adapt to the variability of the surrounding scene which is often far darker once the driver has passed the bright sign I get headaches when I pass these signs and I have trouble focusing as well especially because I have an astigmatism beyond that light interferes with the Natural Body rhythms of humans and animals an increased amount of light at night lowers melatonin production resulting in sleep deprivation fatigue headaches stress anxiety and other health problems blue light is especially bad and it's found in LEDs and other kinds of bulbs that are popular Outdoors you may not realize that blue light is present because it is embedded in other shades of light I know many other people who have problems driving past these signs and I consider them to be a nuisance in general good examples are the signs at the outlet mall I don't want to live in a city that wishes to style itself after the Las Vegas Strip so let's stop these eyesores in their tracks thank you Ken Hampshire good evening mayor Kaufman and City Council Members my name is Ken Hampshire I live at 8303 Quail Run Road north of Watkins and about a year and a half ago I stood here and asked your help in rescuing a miserable piece of highway on imboden Road north of 56th Avenue nothing's been done there yet from what we can tell it turns from a waterlogged money brass into a pothole the dust-filled driving danger which we put up with constantly now it gets even worse because 56th Avenue is all disintegrated you'll be somewhat miffed to know you made the front page of our I-70 Scout a couple of weeks ago and it talked about 56th Avenue disintegrating which wiped out an arterial a major arterial road to the airport for everybody living east of DIA my wife and I operate a five-bedroom BNB north of Watkins we depend upon airport traffic and customers twice in the last three weeks we've had cancellations as people have tried to find our BNB at night only to run into a Eight Mile detour because 56 is now impassable and they cancel before they arrived another pair of guests made it through the detour but having gone through the trials of the dirt patch and in Bowden Road which has terrorized people for the last eight to ten years they also canceled I'm curious to know just what responsibility exists with the city of Aurora and annexing this piece of property I'm curious to know whose responsibility it is to maintain these roadways not only on emboden and 56 but also in Bowden all the way down to 48th I wonder if the city of Aurora also has responsibility for that piece of imboden road which is getting worse and worse by the season I want to bring your attention well I was going to say I went out to your website earlier today and it talks about the northeast of War planning and annexation boundary expansion comprehensive plan I'm kind of curious to know more about where that is exactly and what impact that might have on these two stretches of Highway additionally I'd like to know where I can find a copy of the city of Aurora's annexation process or annexation plan so that I can get an idea and let our neighbors in the area know when we can expect some relief on both 56th Avenue and imboden Road it's getting terrible I would ask each of you to ask yourself the question if you had to drive that piece of road every day or your wife or your kids had to do it how long would it stay that way thank you folks Katie may I please have Ken's contact info yes thank you Robbie DeYoung mayor city council members um a couple of things first of all my husband was on a transplant list for his heart he was on it for four years this was over 24 years ago every day well every Friday after he got off work we would go to university hospital and he'd have to have fluid removed from him but he was back at work on Monday he did that for four years when he right before he passed away he was in university hospital with a ventricular assist device that's where basically they had a fake heart that laid on his chest and the tubes from that heart went into his chest where his heart was supposed to be he didn't make it so I want to thank the city of Aurora for what it's doing for transplant patients in their families I really appreciate that now on to another topic again I I am the monitor for stolen and vandalized vehicles in Aurora on the next door site something's going on I don't know exactly what it is but we have had a massive rash of hit and runs whether it's hit and runs for cars or hit and runs for people this area has been flooded with them and I would like to see the police department and whoever else is necessary to do this to find out if there is a correlation between the vehicles that are being stolen and the vehicles that are causing these hit and runs because I do think there's a correlation to those so that's what I have to talk about today so far that was the last person mayor we need to adopt the vote thank you the motion passes to adopt the consent calendar with item 10a4 removed item 10a4 is consideration to award a sole source contract to trulio Inc Chicago Illinois and the not to exceed amount of 250 000 for Trulia body worn camera automated audio analytics software foreign good evening mayor my name is Scott Newman I'm the Chief Information officer for the city and we do not have a specific presentation however this particular item is specifically meant to assist with the police department's analysis of body cam videos and to comply with some of the items of the consent decree as well as an overall Public Safety Action Plan to help provide better policing in the city this is a machine learning platform that essentially will analyze the audio from the body cams as they're recorded in near real time and a highlight to pull out specific items that may meet criteria that the police would like to evaluate further either based on potential wrongdoing or even potential positive doing so that they can highlight those items for further training based on the number of body cams that are deployed today is just we would need a very large body of human beings to be able to review those videos on a regular basis so this tool will pull out the specific videos that meet those criteria for further review by the police department as they Define questions to staff thank you mayor council member McConnell thank you and thank you Scott for that quick overview so my first question is why did this not go through Public Safety normally procurements do not go through the committees or study sessions sir but unless there's a specific item that Council would like to see first okay um so mayor please proceed so thank you for that correction um so I've received some concerns about privacy and Effectiveness from some constituents so I was hoping we would have had a forum to have a little more of a robust conversation on this tool I'm very intrigued by this and I do see the potential benefits um but so I guess could we speak a little bit to how people's privacy is going to be protected sure and I'll turn to City attorney for that sir uh good evening council member Marcano members of council mayor Pete schultzy Public Safety client manager city attorney's office so what this tool does is so we are collecting thousands of hours of body-worn camera videos every week so what that does is is this tool pulls that that data from the axon server it's called evidence.com and all it does is analyze the data that's already there so for example Chief Acevedo wanted to see how many times that we have stopped resisting as a phrase right all it would do is highlight a video for supervisors to go back and look at and same thing is kind of what Mr Newman talked about if there's a situation where hey great job is a phrase we're going to have that information in there too it's supposed to be for early intervention so as far as privacy interests are concerned the data is not is not developing or creating additional data about individuals all that they will do is for example the current process under axon has as a transcription service already what it will do what what trulio does is allows us to take voice imprints from each officer so for example my voice on a body cam we're able to do the transcription and show officer Schulte said this then other voice says this and kind of so it delineates the information so we're not worried about let's say I don't know if this is something that Chief hospital will add in but certain phrases of profanity for example we're not going to worry about non-officers saying those things as well they're not our officers are doing that and it's just going to highlight the videos okay for us to watch as Mr Newman said for us to be able to go through all these videos and identify those particular videos that we need to watch would just consume every supervisor's time we wouldn't have anybody on the road so um that is there's not going to be any direct impact on privacy rights in my opinion for a further questions staff mayor uh councilmember McConnell thank you sir and thank you Pete for that um so I guess uh for The public's information how will this uh delineate between an officer and then a you know a person that they're interacting with is there like a calibration that you have to do beforehand basically kind of so all the officers will will do a voice print okay and that'll get uploaded into the system so and we're not going to be doing that for Citizens it's only going to be for officers okay just so we can do it because again we're people that are engaging in you know police officers probably aren't going to be always on their best behavior so we're not really worried about the citizen we're worried about our officers and what they're doing okay thank you mayor I can continue please proceed thank you sir um so Effectiveness is another concern that I've heard from some constituents I think some of them highlighted it's like a 70 75 percent Effectiveness ratio in terms of being able to one tag you know specialized incidents that we want to be looking for um can you talk a little more about that yeah so any any transcription service is going to be only as good as the video right so if there is parts of the audio that is not uh you can't tell what's being said it's going to be that's not going to be highlighted but I tell you truly it was the only item on the market right I actually have a patent on this artificial intelligence to be able to do this and so it is one of those things that especially talking with the consent decree monitors they really want us to be able to get into early intervention with our officers to see if there's behaviors out there that that the chief of police and the Command Staff needs to address so if it's 75 percent accurate that is better than zero percent so that's kind of the idea that that we're looking at again it's a trial basis right we're going to do it for the first year we're to see how it works but other agencies that have used it have had a lot of success especially with early intervention okay mayor if I can continue please receive thank you sir so how many other agencies are utilizing this software yeah oh it's Chief Acevedo sure thank you chief thank you uh good out good evening I don't have the exact moment we'll get it for you but I think that the most important piece in terms of privacy is that this system automatically redacts all personal identifying information which is a very unique tool and the other piece for us is that it's actually going to analyze um and report back to us for our officers to look at their own videos and see their reports where there is um behavior that creates risk in terms of the officer's conduct and it will gauge remember it doesn't have any information on who the individual is in terms of the public reaction from the public and will give us the opportunity to actually look at what caused that reaction from the public in terms of where it's a negative reaction so it's really a great coaching tool it's an early intervention tool and it's a tool that's going to help us build trust which is something that is our number one priority as a department is we want to build trust because with trust we're going to have a lot better outcomes I actually marched in the and the uh parade over there for the the the uh Denver Parade for uh St Patrick's Day and it was interesting how I had members of the community you know that story had broken where they were they were communities of color whether it's they were excited about the fact that we're going to analyze 100 with an objective tool not a subjective tool 100 of our videos which is something that is just not happening I think in most departments you're looking about two percent of the videos and when we're spending so much of our taxpayers money on this data we should I think we owe it to them the officers a complete analysis and we're excited about that further questions mayor councilmember McConnell thank you sir so you said that this gauges the reaction from the folks that are that we're interacting with so obviously for the officer we kind of have like that calibration right so how does this gauge information from the folks that we're interacting with and can it determine the differences between like say if there's three well you know it's learning tools so if if uh if there's some heightened uh conduct on part of an individual it will it will actually tag it for our Sergeant's lieutenants Command Staff they go there and say what led to that because there is no tool to actually look at a voice deflection in terms of sarcasm things of that nature so no tools want to recognize that but a sarcastic approach disrespect May re May create a response from one of the community members and you know disrespect and discourages is probably one of the most common complaints against law enforcement and does more than really harm public trust so that will give us the ability to find all those spots and see what led to the community members agitation I think that's very important because again there's nothing on the market that would let us find or assess the actual voice inflection of our employees the last I think is very important is the piece of the voice The Voice print that it will take off for employees I think some of you have gone to our Force review boards and at times there won't be something sad where we can't tell who said it well if it's one of our officers now not only will identify that that was said spoken by an officer but exactly which officer which in some of these incidents whether it's chaotic multiple officers we will National Guards flight operations at Buckley space we have a former city council member Dave Gruber retired currently United States Air Force and we have Parker white legislative liaison and public information officer and could the gentleman uniformly introduce yourself please Colonel Kurt tongrin very well um River Police procedure thank you mayor we're here to talk about Buckley Air Force Base and the fighters on Buckley Air Force Base we're going to going to address three different factors I'm kicking off I want to talk a little bit about the risk to Buckley and where Buckley is where Buckley is going I came to Buckley about 20 years ago shortly after it became an active air force base transition from the guard at that time and since that time Buckley's economic impact to the city of Aurora has been anywhere from 900 million to 1.5 billion year after year after year as a result of that as one of the largest money-making parts of the city and needs to be protected Buckley came out relatively low on the back list on the base realignment and closure list and Mr Mayor I'm sure with your experience on the house armed services committee you're familiar with that what that meant was that Buckley is at risk because of various factors its size and its constrained use but uh but there's been a lot of work to protect Buckley the single most important part of keeping a department of the Air Force Base open is the to have a mission on an active Runway if the bases that have been closed uh you know for example Lowry Air Force Base um the bases have been closed have a mission that are usually do not have a flying Mission so those have been Consolidated into uh into other bases so therefore protecting that active Runway has been a number one goal of the city the state the county and the city have invested millions of dollars to protect the easements around bus Buckley to secure the land secure the rights to ensure that people don't build near the base and to ensure that the noise Contours of fifth and sixth generation Fighters will be protected within the Buckley area so that secured land is a fundamental uh step that that we've taken um my bottom line here is that the primary goal for us and I think for the city is to protect the economic impact and the mission and the the um uh the overall workings of now the Buckley's Spaceport space Parker thank you sir thank you all for having us here today um as mayor Kaufman stated my name is Parker white I am the legislative liaison and public information officer for the Colorado Department of military and Veterans Affairs currently the Colorado Air National Guard is facing a series of existential threats the Air Wing is largely split into two areas of operation the 120th Fighter Squadron and the 233rd space group should Congress choose to not establish the space National Guard that latter half will go away today we are asking for your support in Saving the other half which is the 120th Fighter Squadron so the 140th is currently operating aging F-16 aircraft and I'll let Colonel tongren speak to you about the capability of capabilities of those aircraft and their mission really what I'm here to talk to you about is why the wing matters to the citizens of Colorado and specifically the citizens of Aurora so the Colorado National Guard serves a series of functions from National Readiness to domestic operations and emergency response but the Colorado guard has another role mostly as a Workforce Development entity so we serve as probably the state's Premier Workforce Development entity we train develop and grow our soldiers and Airmen in a manner unmatched by nearly any other state organization the National Guard can take an 18 year old whose parents may have a household income of less than forty thousand dollars a year neither have a college degree and who may upon High School graduation have a pretty bleak professional Outlook we can take that person in send them off to training get them trained in a skill and a specific trade bring them back and unlike active duty we immediately kick them out to begin working as a skilled professional in their local community as they continue to serve they do so in a value-based environment that focuses on leadership development and then through state tuition assistance we can get them a college degree and professional certificates as earned benefits of their service and one six-year contract we Empower our service members to elevate their socioeconomic status break cycles of poverty and ultimately develop our service members into highly contributing members of their Community the flying mission is vital to the Air National Guard's ability to do this job to serve as a Workforce Development entity a Fighter Wing isn't just Pilots aircraft it includes a vast array of support Personnel from security forces to maintainers the diverse job options that a Fighter Wing offers means that the Air National Guard can make these Workforce Development opportunities available to a what a much wider portion of Colorado's population the replacement missions that have been suggested such as a cyber Wing or an intelligence Wing would undercut our ability to serve as this Workforce Development entity the jobs available in one of these replacement missions have high bars for entry applicants must already excel in math science language and technology and most of these applicants may have college degrees or will already be on the path to earn one thus cutting out those motivated young professionals who may not already be excelling in those fields when they enlist and subsequently eliminating them from having the opportunity to lift themselves up through service I urge a yes vote today on this resolution please support the Colorado Air National Guard and our mission to not only remain always ready and always there but more so please support our ability to continue to develop young Professionals in the state of Colorado no matter their background thank you colonel tolgren once again good evening my name is Colonel Kurt tongrin and I'm the director of staff for the Colorado Air National Guard and an F-16 pilot thank you again for your time tonight and allowing us to come speak to you the 140th wing of the Colorado National Guard currently operates some of the oldest aircraft in the U.S military despite that reality the 140th has been called upon again and again to serve both at home and abroad the 140th has been entrusted with the vital task of conducting a 24 7 alert mission that allows us to respond to 911 type events and interdict strategic threats that would threaten the citizens of Colorado at all times F-16 aircraft sit 24 7 alert at Buckley space Force Base ready to respond at a moment's notice however the fighter aircraft currently used by the 140th Wing the F-16 block 30 aircraft were made in 1986 so they're 37 years old and are due to be retired in the upcoming years the 140th Wing needs new fighter aircraft and we need them now the f-16s that are the 140th Wing currently uses are outdated and no longer meet the demands of Modern Warfare they lack the Advanced Technologies and capabilities that are essential for Effective defense against today's threats as the aircraft looked towards sunsetting there is a dire need to recapitalize so the Colorado National Guard can continue to defend the Homeland the 140th Wing not only conducts an alert Mission but also deploys overseas in support of federal missions these missions require aircraft that can perform a wide range of tasks and operate in a variety of environments these aging f-16s are simply not up to the task new fighter aircraft with Advanced Technologies and capabilities will ensure that the 140th Wing can carry out its Mission with maximum Effectiveness and efficiency moreover the Personnel kind of like what Parker was saying that support the flying mission of the 140th Wing are also critical to the Colorado the Colorado National Guard's ability to respond to domestic emergencies these airmens are these Airmen are the ones that are active in large numbers throughout the state to respond to natural disasters civil unrest and events such as covet 19. without a continued flying Mission the bulk of the Air National Guard's enlisted force would be cut to accommodate whatever smaller footprint Mission work to follow in summary the 140th wing of the Colorado National Guard needs new fighter aircraft and we need them now the f-16s that are currently in use are outdated and no longer meet the demands of Modern Warfare I urge a yes vote today on this resolution to provide the support needed for the 140th to remain always ready and able to defend our homeland thank you very much thank you questions or presenters let me just say oh um I'm sorry go answer let me is there yeah I'm sorry uh council member Berger oh I was just going to say thank you very much for the presentations um you know that Council has always been supportive of Buckley Air Force Base we we understand the dire need for a new aircraft um I I just wanted to add that we do every year when we go to DC on various uh lobbying trips when we talk to our Congressional Delegation we do bring up these issues um specific about Buckley and updating the aircraft so just want to say thank you for being here and let me let me just say I think we did a lobbying trip was that last month um with myself councilmember McConnell and then councilmember Lawson who's the chair of our intergovernmental Relations Committee and so we had the opportunity to meet with the assistant uh Secretary of the Air Force for installations to talk to him about this issue and so why this is important why this resolution is important is is that there the f-16s that we have the block 30 are aging out and in fact I think by 2028 some of the aircraft will have reached their uh their service life and so it's getting a solution done before that one thing I think the assistant secretary had mentioned that I hadn't heard before was possibility of of we certainly talked about block 40 I think that would have a longer service life f-16s but he also mentioned for the first time that I'm aware of f-15es is a possible ability but the F-35 is a main aircraft we're trying to get the the Air Force is not producing enough to go to all the the guard units and so having a resolution and and the F-35 has a larger annoy signature than the F-16 and the fact that we've been able to get these ruppy funds plus dollars from I think Colorado conservation land trust to have a buffer zone around the base that will accommodate that larger noise signature and so having the passing this resolution is a signal of support to the Air Force and making the decision for a replacement aircraft or we if we don't you know we if we don't get a replacement aircraft then the Air Wing pretty much goes away and so it's really important I think to to have this this vote and there's a further uh you know imove uh mayor I've got question or two oh please uh council member sunburn the capability of the replacement aircraft you're referring to since we probably won't get the F-35 for a while our more newly manufactured f-16s and the re-emergence of the F-15 is that correct yes sir the uh the newer f-16s like the mayor was talking about the block 40 is a newer version of the F-16 and then the f-15ex is a brand new airplane the f-16s we have now are considered Gen 4 aircraft uh the F-35 is a 5th gen aircraft the F-15 ex is a they called it gen 4.5 so it's a little bit in between the F-35 and the F-16 can you talk about their capabilities just a little bit and like the F-35 excuse me that 15. uh the F-35 is um has amazing capabilities and most of those capabilities are not within the engine or the airframe it's all the avionics it's all the sensors that they have on board the combination of all the different sensors to provide the pilot with one picture which gives them a lot of situational awareness for air-to-ground fighting or air-to-air and the F-15 the F-15 is very similar the F-15 ex it doesn't the radar is not quite as good but it's better than what we have now and once again it's a newer aircraft so the uh the combination of all these sensors that it has is much better than than what we have in the F-16 currently and um so not all communities are like the city of Aurora that support their military and there's some communities that have an adversarial relationship with their base and that's something that the Air Force looks at again to the importance of this resolution and I want to thank you Colonel Gruber and and for all of you for bringing it Forward uh it is emotion is in order mayor councilmember motion to approve item 11a1 was in the air guard and part of a flight line I think crew would six of my years in the military I was in the 140th and I don't know if you guys were on the base when the Navy pilot I'm going to call out the Navy the Navy pilot crashed an F-35 landing gear failed crashed in F-35 into one of the hangars on the flight line and we all had to run for cover um it's been uh you know if Marines were doing it well I won't get into it it was the name of the game council member uh moved by councilmembergerinski seconded by Sundberg the Aurora City council's desire to ban and prevent the download or use of tick tock doing WeChat wexson are accessing any website developed by buy attendance LTD or attendant Holdings LTD on any city issued device or on any personal device that is used to access City networks in mayor we have two individuals signed up to speak on this item very well will proceed with the speakers Zachary Heaton uh good evening everyone uh don't worry I wouldn't go an entire meeting without talking to you guys so uh but I am going on vacation soon so you're gonna get a break um I wanted to talk a bit about the proposed Tick Tock ban some of you might already know but my full-time career is actually fixing cyber security software uh there are probably some perspectives to this conversation that you may or may not already have but you should be aware of I'll start at the top council members vonic I appreciate you bringing this forward because knowledge is the first step to increase cyber security and digital safety we have an opportunity to do so much more than to just ban Tick Tock and it's in its associates we have an opportunity to educate the public on how where when and why it could be dangerous I must Express concern that the wording of this ban encourages fear more than it promotes learning on a technical level I can tell you that it's not going to increase your security posture nor your digital safety one bit in order to understand how this band would not be effective you need to understand on how threat actors normally attack victims such as the Aurora city government if you're not aware Verizon is one of the companies that puts out an annual document that lists the most commonly used techniques from the year before in 2022 the classic phishing email still ranked at the root of 82 percent of attacks another 13 percent were ransomware attacks I won't go into what that is unless you care in fact this ban would be addressing only about five percent of potential attacks probably less than that in reality even then the level of sophistication needed to leverage something like Tick Tock as as mass data collection tool I mean read the book countdown to zero day by Kim that will give you an idea of how out there it is and that's some of the stuff that our NSA does they can do some really out there stuff so possible yes likely really no um I want to be clear that I'm not anti-legislation on this in fact I pretty much hate Tick Tock um I'm simply against wasting time and money Tick Tock collects the same information that meta Microsoft Apple and any other major technology technology provider is going to collect Banning them on your networks will not stop them from getting your information they're more likely to get it from a phishing email that they send to Mark Hoffman than they are to get it through Tick Tock you're really not going to ban you're not going to do anything by putting that in place you've got your experts here ask them if their money is better spent on Banning Tick Tock or training people to identify phishing attempts training them to lead not leave their computers unlocked or giving away passwords you'd be surprised to ask them the term social engineering because I can almost tell you uh never mind I won't go into the details of how how we can get your information but uh it's it's not Tick Tock I promise you and beyond that I'll see you guys in four weeks because I'm skipping the next one take care Robbie DeYoung hi everyone again um I'm going to take a slightly different approach to this and that's from my perspective with stolen and vandalized vehicles in Colorado I spend a lot of time on the computer and I will be the first one to tell you that I have enjoyed some of the things that I have learned that I didn't know until I was 68. on Tick Tock I will get on there and I'll go I didn't know that I didn't know that wow that's cool and I have my characters that I watch on a regular basis I also take the time to go through Tick Tock and find out things like the Kia challenge and how kids are encouraging each other to steal cars and showing them very quickly in a like a 10 second spot how to steal cars I have seen tick tocks on there that actually have addressed some of the issues that I have brought up before when it comes to wrecking into other vehicles to stealing a car and going and wrecking into somebody's vehicles I have seen it where they have tried to encourage kids to run up to somebody's door bang on the door with their fists and their feet and everything else and then run off I've seen where a lot of violence has been perpetrated through programs like tick tock and that is why I would be against the city having access everyone having access to that I love learning stuff I love learning how to you know do something new with my garden or how uh you know I'll show my grandson oh this is something you could do to your car this is something you could do but at the same time knowing that these are platforms that kids use to uh communicate with each other on ways to steal the ways to hurt other people the ways to vandal that is the reason why I am against Tick Tock but I'm against all of the platforms that would do that so that's my take on it I certainly don't have the knowledge that he has by any means thank you that was the last individual you know our questions uh for staff on item 1182 oh I'm sorry presentation please brief presentation well good evening again Mayor Scott Newman the Chief Information officer for the city uh actually the this resolution was drafted at the request of council members evonik working with George komentaka City attorney and so council member I don't know if there's anything you'd like us to provide overview first or if you would like to provide it yeah I'll just I guess I'll just uh mayor if I could um I'll just start off by saying the the purpose of of this resolution is that there is a growing consensus um not just in City governments but States and it now at the federal level that Tick Tock poses a not just a security threat for data and privacy but a national security threat in fact Michael Bennett our U.S senator recently said that to protect U.S national security and privacy the sooner we ban Tick Tock the better the difference between talk and a lot of the other applications that have access to our data is the potential influence of the Chinese government and their willingness to use these types of platform for nefarious reasons to spy on American citizens I understand that this ban in and of itself is not going to solve all of our problems which is why the resolution does two things one it immediately addresses the concerns around tick tock and all of the other platforms made with companies with known affiliations to the Chinese government secondly it asks it to come forward with recommendations of other platforms or vendors that potentially lead to some vulnerabilities in our Network so there are there's two parts to this and I'll hand it over to them to talk through kind of the plan moving forward on how to make it or how to implement it sure thank you councilmember so we do have an existing cyber security program in place today but as the council member mentioned this specific resolution would provide additional tools and capabilities for us in the I.T department and the information security division to create a more rigorous program around evaluating threats as they emerge the risk landscape changes on a daily basis from all kinds of actors so I will turn it over to Tim McCain he's our chief information security officer to talk about that program hello council members yes as far as what Mr Newman had spoke to and and what the gentleman who had come up previously um yeah so there is as council members of Monica stated before some concerns around using such vendors right especially in public or government entities as council member zabonic has pointed out a lot of those concerns come around tracking and intelligence right and and they usually are are concerns that are associated with government-backed companies or companies that are located in countries that are not exactly partial to the United States right as Mr Newman had said our our security program has been in place for seven years now um and rightfully as the gentleman who just came up had said it's not going to cure all our ales by by approving this resolution however our security program is fairly mature right we do a lot of the training that he spoke of we actually have a staff that look at threats actively including email we get millions of emails a year about 35 million emails a year that are malicious and we capture all of those and take them away security is a defense in-depth strategy right as the gentleman from the Air Force in Buckley had just spoke to we have multiple branches of the military for a reason right it's defense in depth that's what we do this is not our Silver Bullet but this is something that will help enable us as a security organization to better risk quantify the various vendors that we use in this regard at least based off of the risk of geopolitical issues or locations that could impact the vendor's ability to service our constituents and our employees or Worse provide a security or privacy risk further questions with staff councilman Coombs [Music] as early as I attempted to send them um but I just wanted to ask if Adrian can bring those up and then if we if I can ask our staff if those amendments would achieve the same goal as the kind of tick tock specific ban so um that the amendments are to change all of the references to tick tock WeChat Etc to references to social media platforms generally certain websites other internet services or technology Services providers so where that's in the title that's also in the other sections that are amended and then so that's the first part right so would this language enable you all to do what you need to do to protect the Safety and Security which would include not having tick tock on City devices so my concern is just that focusing on Tick Tock is very narrow um and there are other threats to safety security and data so with this language accomplish the same goals yes councilmember comes it would okay thank you and then the other aspects Adrian if you can scroll down is in the whereas Clauses just striking oh sorry actually it was further up striking the whereas Clauses that are focused on China and the Communist Party um we can remove the we can focus on the Safety and Security of our city without saying we're not going to allow any devices where the employee or any technology where the employees are affiliated with the Communist party right if of China if we were to say the same thing about the proud boys or any of those other things right any other group any other party um that are also a security risk potentially I think that sets a precedent where we're starting to make our security policy based on politics instead of on the security risks so does striking those whereas Clauses stating that the reasons we're removing this is because of China and the Communist Party does that interfere with your ability to pursue our Safety and Security um goals that are intended by this resolution uh no council member Combs it does not okay um so that's really all the questions that I have for staff I would ask my colleagues to support these amendments they're focused on more broadly addressing security risks instead of only talking about Tick Tock and also keeps the issues focused on data security and privacy policy instead of bringing in other political components to the discussion if I could speak to that that there is a bipartisan consensus in Washington D.C that China is a threat that Tick Tock is a threat that's the ability to draw data from it on Americans and so I I don't know how you equate that with a tiny domestic organization that's just not reality that's not the world we live in mayor mayor for Tim yeah uh so on the first amendment I I don't know that I agree with the answer that was given because how it reads uh it would prevent the downloader use of social media platforms certain websites other internet services or technology service providers that could present a risk to city data and operations would that not include anything that's connected to the internet because theoretically as the the public commenter noted email can a phishing email can be used to potentially put city data and operations at risk so when you when you answered the question would this would this prevent would this change prevent what goal we're trying to accomplish I don't agree with that answer because how this is written really couldn't have a city device connected to the internet because any connection to the internet how this is written could present a risk to city data and operations is that not true there's always risk every time you connect to the internet Council regarding to that is true the the difference here is is that we're discussing a risk-based approach right um you know as the gentleman had spoken to earlier Facebook does the exact same things Tick Tock does as far as data collection for sure so so my point is is how this amendment is written then we could not allow City staff to download Facebook Twitter email like all these Services because how this is written it says or technology service providers that could present a risk to city data using how it's written here they could not do any of those correct on city issued on City issue devices so my recommendation would be we either vote on these amendments and if well what should have happened is the person proposing these amendments councilmember Combs should have spoken with the sponsor um I don't think these are going to be considered friendly amendments because it's completely different than the spirit of what's being brought forward but my recommendation is we either continue this item until the next meeting and get these amendments figured out with the proposer and the sponsor or we just vote on the original Amendment tonight because how these amendments are written um would preclude City staff from using the internet on any city issued device a mayor part-time if anybody if I may clarify just a point on that sir so the intention behind the language is if I understand correctly as it's written is isn't to say that everybody would be prescribed and prevented from using it but as the security program evaluates the issues we may identify there's an issue with another program that may be necessary to remove at that point in time however again now that you have pointed that out I can see where the summon confusion is yeah well because it's not written like that it says social media platforms certain websites other internet services or technology service providers that could present a risk to city data and operations from any city issued device or on any personal device that operates so I mean my my cell phone this is my personal cell phone I use it to access my city email how this is written I would have to delete Facebook I would have to delete Twitter I'd have to delete email like how this is written that would all have to be deleted so I I don't know that the councilmember Combs intended that but I don't think these amendments are ready for consideration by the council tonight so if if the sponsor wants to you know delay the consideration of this item to work with council member Coombs on some of these that's great and we can talk about it again in two weeks but I don't think this these amendments are um what's intended are not how they're written mayor council councilmember Gardner yes I apologize do you including that perspective based on also the following Provisions stated later about developing and programmed to assess the risk of these products prior to exclusion yeah I am but as as we heard from the commenter and I've been involved in a lot of information technology risk management audits through another profession pretty much anything could present a risk and so once we start going down that road of of using this criteria if there's a risk presented then City staff can't use it I don't know that we're going to like what the outcome of that is I think and I don't want to speak for the sponsor council members vonik but I think the intention of this was specifically to ban a few services that are known to be connected to the Communist party and to China specifically because of the risk that they present not specifically for the risks of how they could be used elsewhere and I don't want to speak for the sponsor but I think that's what his intent was and these amendments are completely different mayor council members council member Gardner is correct I would urge a Novo on the Amendments and a yes vote on the resolution as it was originally drafted the tired suggestion that this is partisan is just so detached from reality if you listen to any of the conversations that are happening in Washington you have everybody from the Biden Administration to our own U.S senators here who happen to be Democrats to Republicans who all acknowledge that that Tick Tock and these platforms that have a known affiliation to the Chinese government presented a unique threat to our citizens in this country and so I it's not partisan to say this there might be some elements um you know on on the extreme ends of both parties that think that this is a partisan but it's not um and so again I would urge a no vote on the Amendments and yes on the original resolution mayor councilman Coombs so to clarify I did not say based on partisanship I said based on politics and based on political assessments and I do think that there is a political component to um to this whole conversation um but the the intent is that we look at the remaining sections regarding the program that our city staff have or may Implement on this basis and make that program more robust and more broad instead of focused on one set of platforms because as the commenter also noted Facebook and these other things that we use without thinking frankly are similarly dangerous and I don't frankly trust Facebook or meta whatever more than I trust Tick Tock nor the owners of those companies there's no emotion on the floor so so yeah um I would urge support for these amendments so that our staff can actually Implement a broader program that doesn't just focus only on Tick Tock you need a councilman Cruz you need to move your resolution I move the Amendments as presented I'm sorry your your amendments mayor we don't have a motion in a second on the original item without the amendments approve item what is it 11 A2 but don't we consider the amendment now so so you're going to move it oh I see I'm sorry okay so you it's been moved by accounts the resolution by council member seconded by uh councilmembergerinsky and and now to the Coombs amendment that was moved by councilmember Crimson secondary by whose um that have to use it for a business need we can better secure and monitor that and ensure that it's it's done well and securely all right thank you mayor and just address just addressed that council member Cardinal the reason why I was put in there was a request from law enforcement um it is the point it had a speaker earlier talked about the way that they are able to use it to identify potential crime activities that was the reason specifically that that was added in there further discussion I've seen the question before it says the adoption of item number 1182 uh call for the question the emotion passes to adopt item 11a2 with nine yes votes and one no vote from council member Coombs well we're Clearly Now please do the tile time number 13A item number 13 a is Introduction of ordinance 2020 308 for an ordinance of the city council of the city of Aurora Colorado amending in its entirety article 6 of chapter 2 of the city code pertaining to contracts and purchasing to accommodate and incorporate current city organizational chart position titles to conform to long-standing City purchasing practices as reflected in adopted purchasing procedure letters and to reflect adopted City business practices memoranda and removing references to discarded purchasing practices and generally clarifying the language of the article a brief presentation by staff yes this will update city code that governs purchasing this ordinance and it it's not changing any policies or procedures it just is updating to um reflect changes in our report we now report to the Director of Finance we also now allow for um electronic submissions of bids and proposals through the rocky Mountaineer purchasing system which is supported by bidnet and it also will specifically address job order engineering contracts those contracts are those that are openly solicited awarded contracts with subsequent task orders when specific requirements arise so those are the main the main points questions to staff identification systems uh package and it allows us to process in a much more Modern Way the uh any photo enforcement violations and this will include a an update to our ability to hear dispute hearings on the topic such as or anybody who wants to dispute the topic or the photo enforcement ticket these are essentially treated from state law like a parking violation rather than a actual ticket that's issued by a police officer and so it's appropriate to have them heard by a magistrate this would update city code to allow the currently Park Aurora here's the parking ticket violation hearings this would augment that to allow them to hear photo enforcement violations as well with the Municipal Court being the Appellate Court for those violations it updates some terminology and cleans up some some language about how we can receive receive monies for the violation fines and uh believe that that covers the essentials of it I'm happy to answer any questions of staff I was planning and annexation boundary expansion comprehensive comprehensive plan Amendment representation my staff uh does anybody wish to speak on this issue we have one person Ken punsarelli good evening Mr Mayor and council member city of Aurora my name is Ken pontarelli with Lai Design Group I am here in support of the growth boundary expansion specific to the Chelsea property which is uh 656 Acres located at 56th Avenue and in Bowden Road we have examined the report prepared by this city and we feel that given our adjacency to the existing city of Aurora boundary and the fact that at one point in time on the comprehensive plan back in 1980s all the way up to 2009 this property was identified on the comprehensive plan is within the city of Aurora and then in 2016. it was taken off so we would like to have this property considered for urban growth boundary expansion and I'm here with our engineer from family horn Randall Phelps Leah who is a principal with Chelsea properties Peter Elsie who's our Economist and others if you have any questions of our team thank you pleasure let me just say that um there was concern I think expressed by councilmember Coombs that the economic analysis for the growth boundary area was upside down but there are two things I think that need to be reconsidered in that and staff has not completed the work on that I think one is they're looking at the coverage ratios the commercial coverage ratios but the other issue that I'm real concerned about is in the analysis the the city and nerd has the good deal of responsibility to pay for the the development of the roadways that are that are involved in the development and that's just not um traditionally it's been the responsibility of the developer and so uh City staff is looking at that now if that in fact is the case it could very well change the Dynamics of this but um with that said I'd like to do a motion to continue at this time to the next regular meeting pending uh the outcome of staff's research we have staff present alternatives to the 12 square mile either now or at that next meeting Alternatives that would include increasing the boundary by less total area um I think when it comes up you can certainly consider amendments that effect but the motion right now before us is a motion to continue is there a second second no it's been I'm sorry who's a councilman my the mayor off I'll come back to councilman Lawson uh um council member Gardner mayor Tim Gardner no update uh um councilmembergerinsky I will not be able to attend but I wanted to announce it for the other at-large members um councilor Arizona thank you mayor I just want to acknowledge our city manager Jim twombly who is attending his final meeting as city manager this evening for those of you who follow Council and I hope there's a bunch of you out there watching us you know that this city is there's always change and there's always challenges that we confront and we've had a city manager who has done a great job and has been a calm and steady hand we are going to miss him I know he's going to enjoy his time in retirement and spending more time with his family and grandkids but I just wanted to say since this is his last meeting thank you and we wish you well thank you great councilman Memorial thanks mayor I'm having issues with my video apologies um a couple of things one I just wanted to announce the reappointment of Robert Freiburger to the business advisory committee um second I wanted to announce My Town Hall um which is the fourth Thursday so it'll be April Thursday April 27th at 6 pm and we'll be at the MLK Library um I wanted to give a shout out to the resident Leadership Council for hosting a really Dynamic um and and really well organized Community Action meeting this past Saturday in my district at the Moorhead Recreation Center myself and council member Medina were part of the panel along with our chief um Joseph de Herrera who is our youth violence prevention program coordinator and our state board of education members and a representative from our public schools and we had a really fantastic conversation around um needs around youth violence prevention and safety in the community and I just want to give them a shout out for a really well-run well-organized meeting I think it was very successful and they had their member leaders basically plan and run the meeting so it was really wonderful to see them step into their leadership um uh and then lastly I just wanted to um make notes in 2020 actually right before the pandemic happened I had worked with staff to give recognition along with Cesar Chavez to Dolores Huerta who co-founded the United Farm Workers um movement as well as also received the presidential medal of freedom as was referenced in this uh the the proclamation to Cesar Chavez this morning to add some some parity uh for the the women in the movement that would not have been possible for us to be with without so I guess in that vein I just wanted to rectify the the record correct the record and um and let everyone know that I'll be um either pursuing a an amendment or an additional Proclamation on behalf of Dolores Huerta because you cannot talk about the United Farm Workers movement and the progress that has been made when you talk about Cesar Chavez without also recognizing um that Dolores huerte was hand in hand in in that movement so for for the gender parity parts of the conversation I'm going to be bringing forward from an additional Proclamation and I look forward to working with folks on in this morning to be a police officer for the day of course Denver Boulder Longmont were there as well as the FBI the sheriff's department I believe he's been sworn in by about 763 agencies now three uh 765. amazing great great young man visit the opening of the Kroger distribution facility with their 700 robots recently last week it's exciting for Ward 2. I also did the resident Leadership Council on April 20th I have a town hall we're going to be talking about the only Ward Ward 2 that produces oil and gas according to Jeffrey Moore nearly 6 000 barrels a day whether you like it or not we're going to discuss oil and gas and the vat pretty vast alternative energy sources and resources and research rather and unfortunately Daniel jorinsky has jumped ship on me she's not going to be attending that one but please join us if you can let's see um councilmember Medina thank you mayor yes uh the RLC I attended on Saturday was well attended and great questions and great opportunities for us to connect with Community there Mike Town Hall will be April 5th from 6 30 to 8 p.m at the Active Adult Center where we'll have presentations on the budget veterans commission and the consent degree upgradates thank you um councilmember McConnell thank you mayor uh so likewise I want to just commend the resident Leadership Council uh for organizing such a great event um I appreciate that they had very concise asks for Council and that's for commitments for the folks who are on the panel although some of us were not on the panel I just want to say that we also commit to those asks and one of the key things that really stuck with me from that was that they feel a council really shouldn't be prescribing ratios for intervention versus prevention in terms of Youth bounce prevention and they were asking for more preventative funding as opposed to more reactive funding through intervention so I'm hoping that's something that we're able to take back up as a council our next Ward 4 meeting will be on Thursday April 13th at 6 30 pm at Colorado early colleges that's at 1400 South Abilene our future presentation will be the esteemed Greg Hayes on the 2023 budget so I hope you all come prepare it with your questions hopes for 2024's budget and I hope to see you then councilman Coombs no report mayor for Tim I mean sorry councilmember Bergen you mayor just two updates um I attended on Friday the Inland Court presentation and it was quite interesting and then just wanted to announce her uh April 6th there's going to be a build up or a presentation at the Thompson Library at 6 30. that's it thank you uh just uh let me mention a couple things I was also at the resident leadership council meeting on Saturday morning and then I spent the afternoon with Falk who's our contract Ambulance Service uh and and we went on three emergency calls uh there and then the Saturday prior I I spent Saturday evening with dispatch um and they do just extraordinary work I will be merged that's our emergency call center I will have a town meeting on April 16th at two o'clock at the Aurora Central Library with that the meeting I see I'm seeing no further business before the Aurora city council meeting is adjourned [Music] [Music] thank you thank you [Music] [Music] [Music] [Music] foreign
