[8:00] **Izzy Carlson (License and Permit Technician):** Okay, I'm gonna explain this up at the map just because it's a whole lot easier. And this first square right here that ends right at the dotted line, that was the original lot owned by Stalin Holdings. They then purchased the bottom lot last summer, and when they did that, they put up this building and they had to get a conditional use permit for the B2, because this one is zoned B2 for warehousing, which they did and you guys approved that.
So fast forward to now: they did decide that they wanted to make a tunnel that would connect these two buildings. They want to do that for ease of forklift drivers and such when there's bad weather, such as the weather that we've had the last couple weeks. In order to do that, these two buildings would have to be on the same lot. So we would have to move this line down here and create a new lot, thus combining these two into one PID. But in doing that, we would have to rezone this one to an I1 so it matches this one as well.
So we have a rezone from a B2 to an I1 on this one and just a lot line adjustment. And we are only creating two lots which, according to code, we can do. And let me see if I'm forgetting anything... this lot down here will be 47,000 square feet. The minimum that is allowed for a lot is 20,000 square feet, so we definitely meet code on that one. And it also has access off 320th Street, which we do need access, and this one will continue to have its own access up at 318th Street. So basically it's meeting code with everything that Stalin Enterprises wants to do, and from a staff perspective, we support this.

And to do that, they have to add that part to that existing lot, and that part that they're adding has to be rezoned from B2 because that's what the other one was?

[11:21] **Diane Johnson:** In essence, the southernmost lot that's 47,000 feet, that's going to stay what it was, only changing the zoning on that parcel that's getting added to the...

[11:51] **Izzy Carlson:** Yep, no, that's gone through Goodhue County Building Inspections, and I work with them. I did talk to Doug Morham, who is the building official over there, and he was good with this plan.

[12:18] **Izzy Carlson:** You know what, that I don't know. Like I said, that's... yeah, it's okay. It'd be fun to have it.
[12:24] **Isaac Naatz:** Requirements between the B2 and the I1?
[12:28] **Izzy Carlson:** Yeah, and it's stated in here... help me understand what kind of business is existing there right now. So, the one down below that they got a conditional use for—they got a conditional use for warehousing. And warehousing is allowed both in the B2 and the I1. So there really wasn't... the only thing is it's a permitted use, I believe, in the I1. So then they don't need the conditional use permit anymore.
[13:06] **Isaac Naatz:** Yeah, so I was trying to read between those two and it seemed like a lot of similarities.
[13:10] **Izzy Carlson:** Yeah, there was. That needed to be done exactly. In the B2, it's a conditional use permit, and then the I1, it's permitted. So that's the only difference.
[13:28] **Isaac Naatz:** Yeah, so no underground tunnel? No...
[13:32] **Brian Douglas:** Do they have any plans for the little block that's left?
[13:35] **Izzy Carlson:** Not yet, but you know, it's um... like I said, it definitely meets the minimum so they could put something up there. I'm assuming they probably would at some point, or maybe they will just use it for, I don't know, parking or who knows.
[13:50] **Brian Douglas:** Yeah, and then maybe they can put Bruce's underground tunnel here we go. I'm gonna leave this one down or it could be put up for sale?
