BEFORE WE GET TO PUBLIC COMMENT. WE HAVE A COUPLE OTHER MATTERS BEGINNING WITH A PROCLAMATION FROM COUNCILOR SENA. COUNCILOR, I BELIEVE YOU HAVE SOME GUESTS. IF YOU'LL INTRODUCE THEM WE'LL GIVE YOU THE FLOOR. >>COUN. SENA: THANK YOU FOR THAT MR. PRESIDENT, I HAVE A PROCLAMATION RECOGNIZING NOVEMBER AS DIABETES AWARENESS MONTH. WITH ME IS BETTY THE DISTRICT COORDINATOR FOR THE NEW MEXICO ALLIANCE DIBEATIES AWARENESS AND THE SECRETARY FOR THE NEW MEXICO ALLIANCE DIABETES AWARENESS PROGRAM. BOTH WILL BE ACCEPTING THE PROCLAMATION. WITH THAT, I'M GOING TO GO AHEAD AND READ THE PROCLAMATION. WHEREAS, EACH NOVEMBER COMMUNITIES ACROSS THE COUNTRY OBSERVE NATIONAL DIABETES MONTH TO BRING ATTENTION TO DIABETES AND IMPACT ON MILLIONS OF AMERICANS WITH THIS CAMPAIGN BY THE AMERICAN DIABETES JAEGZ BEING CALLED WE STAND GREATER THAN. AND WHEREAS RECENT RESEARCH INSTITUTE PUBLISHED IN 2020 REVEALS THAT THE U.S. POPULATION OVERALL HAS DIAGNOSED WITH DIABETIES WERE 34.2 MILLION PEOPLE OF ALL AGES WHICH IS 10.5% OF THE POPULATION. AND I AS APPROXIMATELY 22,000 NEW MEXICANS HAVE DIBATES, AND WHEREAS DIABETES EFFECTS DIFFERENT ETHNIC GROUPS DIFFERENTLY, DIABETES WAS THE HIGHEST AMONG HISPANICS, NATIVE-AMERICANS AFRICAN-AMERICANS, AND ASIANS AT 9.2%. AND WHEREAS THE ADA STATES THAT FOR THE INDIVIDUAL PEOPLE WITH DIBATIES INCUR AVERAGE MEDICAL EXPENDITURES OF $16,752 PER YEAR OR PERCENTAGE OF ADULTS REACHING 26.8% AMONG THOSE AGED 65 YEARS OR OLDER, WHEREAS DIABETES CAN INREESE THE RISK OF HEART DISEASE AND KIDNEY DISEASE, AND AMPUTATION, BLINDNESS, AND WHEREAS IN 2017 THERE WERE 270,702 DEATH CERTIFICATES WITH DIABETES LISTED WITH UNDERLYING OR CONTRIBUTING CAUSE OF DEATH. WHEREAS RESEARCH HAS INDICATED PEOPLE WITH DIBEAT -- AND WHEREAS A KNOWLEDGEABLE CAN ACHIEVE WITH HELP FROM THE COMMUNITY AND WORKING TOWARD THE GOAL OF MANAGEMENT OF DIABETES AND PREVENTION OF TYPE TWO DIABETES. AND WHEREAS NOVEMBER IS AMERICAN DIABETES MONTH IT'S TIME TO TAKE ACTION AS A COMMUNITY BECAUSE TOGETHER WE CAN CONQUER THIS DISEASE. TOGETHER WE STAND GREATER THAN DIABETES. BE IT PROCLAIMED THE COUNCIL RECOGNIZES NOVEMBER OF NATIONAL DIABETES MONTH IN ALBUQUERQUE. WITH THAT, I WILL TAKE IT TO MS. MARY. >> I'M BETTY MILLER, I'VE BEEN THE DIRECTOR FOR THE DIABETES AWARENESS PROGRAM EVER SINCE WE BECAME INCORPORATED IN 2014. WE GOT SOME INFORMATION THIS MORNING FROM THE AMERICAN DIABETES ASSOCIATION AND MS. BROWN WHO IS THE NEW DIRECTOR FOR NEW MEXICO AND FOR ARIZONA HAS GOT A LECTURE SHE'S GOING TO BE DOING THIS MONTH. IF YOU WANT THOSE, I'LL GIVE THOSE TO ELAINE AND SHE CAN DISTRIBUTE THEM. AS THE PROCLAMATION STATED, 34 MILLION PEOPLE IN AMERICA ARE LIVING WITH DIABETES. THE ONLY COMMENT ABOUT THE COVID-19 WAS THAT 40% OF THOSE PEOPLE WHO DIED FROM THE PANDEMIC DIDN'T HAVE DIABETES. CONTRIBUTING WITH ALL THOSE PEOPLE THAT HAVE UNDERLYING CONDITIONS, IT'S BEEN A REAL TEST OF INDURANCE FOR EVERYBODY. HOSPITALS DOCTORS NURSES. MARY, DO YOU WANT TO HAVE A COMMENT? >> WELL, I'M KIND OF NEW TO THIS GROUP. IT'S NICE TO SEE EVERYBODY. I GUESS I WILL -- I'VE BEEN LEARNING A LOT OF ABOUT THE DIABETES AWARENESS PROGRAM AND BEING INVOLVED IN DIFFERENT PROGRAMS MYSELF, I REALLY APPRECIATE EVERYTHING THAT EVERYBODY DOES FOR THE AWARENESS AND FOR HELPING TO GIVE AND GET THE INFORMATION OUT AND EDUCATION OUT. I'M ALSO A BIG ADVOCATE OTHER THAN THE SECRETARY WITH THOSE DUTIES AND HELPING WITH EVENTS TO PUT ON EXPOS AND THINGS LIKE THAT JUST TO GET THE WORD OUT SO WE HAVE EXPOSURE OUT HERE IN THE EAST MOUNTAINS. SO WE CAN HELP PEOPLE BECOME AWARE OF WHERE THEY CAN GO AND WHAT THEY CAN DO TO GET SERVICES. THANK YOU FOR INVITING ME TODAY. AND ELAINE IS NEAR AND DEAR TO MY HEART. >> IF YOU WANT TO DONATE, BECAUSE NON-PROFIT, WE DO USE THE FUNDS FOR EDUCATIONAL MATERIAL AND HOPEFULLY BY NEXT YEAR WE'LL BE ABLE TO TRAVEL LIKE WE USED TO. THAT'S WHERE THE MAJORITY OF OUR FUNDS GO BECAUSE MANY OF THE CHILDREN'S FAMILIES CANNOT AFFORD THIS CAMP. WE DO SUPPORT THAT. WE HAVE SOME MONEY IN THE TRUST FOR THEM. AND WE HOPE PEOPLE THAT HAVE CHILDREN WITH TYPE ONE WILL GET IN TOUCH WITH US AND SEE IF THEY'LL WE ABLE TO GO TO THE CAMP NEXT YEAR. UNFORTUNATELY, IT'S CLOSED THIS YEAR. >>COUN. I ALSO HAVE THIS DISEASE IN MY FAMILY. I'VE HAD NUMEROUS AUNTS AND UNCLES THAT HAVE HAD THIS DISEASE. I THINK IT'S A VERY DEBILITATING DISEASE. CAN YOU GIVE US A QUICK UPDATE? >> I SURE WILL. THANK YOU. HOMELESS COORDINATING COUNSEL AND I THINK THANKS FOR FORWARDING THAT. THE CITY COUNCIL VOTED TO CREATE THIS COUNSEL IN JUNE. THE MOU WAS SIGNED BY THE COUNTY, THE CITY AND UNM IN AUGUST AND STARTING AT THAT POINT THE COUNSEL MEETS EVERY TWO WEEKS. I PUT THE LINK IN THERE BECAUSE THIS FOLLOWS THE OPEN MEETING ACT AND ALL OF THE MEETING NOTES AND AGENDAS ARE ON THE LINK. SO, THE HOMELESS COORDINATING COUNSEL STRUCTURE BASED ON THE CRIMINAL JUSTICES COORDINATING COUNSEL, I WANT TO REMIND FOLKS IT'S ADVISORY ONLY. THEY'RE MAKING RECOMMENDATIONS AND ANY DECISION REGARDING THE CITY ORDINANCES OR MONEY WOULD NEED TO COME BACK TO THIS COUNSEL AND ALSO BECAUSE THERE'S A LOT OF BEHAVIORAL HEALTH RECOMMENDATIONS THAT WOULD GO BACK TO THE ABCGC. JUST A REMINDER, THERE ARE EIGHT MEMBERS ON THIS COORDINATING COUNSEL. THE MAYOR CHAIRS IT, AND VARIOUS MEMBERS. AND DR. MIKE RICHARDS ATTENDS. AS YOU CAN SEE ON THIS, THE COUNTY AND CITY COUNCILS WERE SELECTED BASED ON AREAS THAT WERE FOR PROPOSED SHELTERS AND THEIR AREAS WOULD HAVE HIGH INTEREST IN THIS DISCUSSION. NEXT SLIDE. SO, ONE OF THE THINGS THAT WAS IN THE MOU WAS WE NEEDED TO HAVE AN OUTLINE FOR A COORDINATED FRAMEWORK. I BELIEVE YOU GOT IN YOUR PACKET, YOU DIDN'T GET IT TOO LONG BEFORE THE MEETING, YOU RECEIVED THE FRAMEWORK ON HOMELESSNESS. THIS WAS APPROVED BY THE HOMELESS COORDINATING COUNSEL LAST TUESDAY. I ALSO PUT IN THERE THAT MEMBERS ARE ALWAYS TALKING WITH THEIR RESPECTIVE DECISION MAKING BODIES REGARDING ANYTHING THAT IS COMING THROUGH AS WELL AS ANY RECOMMENDATIONS. NEXT SLIDE PLEASE. SO, IN THE FRAMEWORK, WHAT WAS AGREED UPON BY THE COUNCIL IS WE NEED TO LOOK AT AREAS, SERVICES, FACILITIES OUTREACH AND AFFORDABLE HOUSING FOR ADULTS AND YOUTH. EARLY ON, WE CREATED FIVE COMMITTEES FROM THAT AREA. THEY'RE CO-CHAIRED BY CITY, COUNTY, AND UNM. THIS FRAMEWORK, AS I MENTIONED EARLIER WAS, WAS APPROVED. THE NEXT FEW SLIDES I'M GOING TO GO OVER SOME OF THE FIVE COMMITTEES AND WHAT THEIR CHARGE IS. SO THE HOMELESS SERVICES COMMITTEE, YOU CAN SEE OUR THREE CO-CHAIRS. I WANT TO SAY FOR ALL OF THESE COMMITTEES THEY'RE MEETING EVERY TWO WEEKS. THEY'RE MEETING ON THE OFF WEEKS WHEN THE HOMELESS COUNCIL IS NOT MEETING, THESE COMMITTEEING ARE MEETING. THE PURPOSE FOR THIS COMMITTEE WAS TO IDENTIFY THE KEY NEEDS AND SERVICES AND HOW TO MINIMIZE NEIGHBORHOOD IMPACT. THE DETAILS ARE IN THE DOCUMENT WE SENT. ALL COMMITTEES IDENTIFIED NEEDS AND GAPS AND WHAT WERE THE HIGH IMPACT STRATEGIES. NEXT SLIDE. THE GATEWAY FACILITIES COMMITTEE, THOSE THREE CO-CHAIRS MR. REAL, COMMISSIONER O'MALLEY, AND TOM O'NEAL. THEY'RE IDENTIFYING GAP AND NEEDS AND SECURING THE LANDS AND FACILITIES FOR THAT SYSTEM. WE ARE VERY SPECIFIC AS WE TALK ABOUT THE SYSTEM. AND WE HAVE MANY HOMELESS PROVIDERS IN YOUR COMMUNITY AND THE GATEWAYS OR ANYTHING WE TO IS PART OF THIS GREATER NETWORK OF THE SYSTEM IS THAT EXISTS IN THE COMMUNITY. WE JUST HAVE GAPS IN THE SYSTEM WE NEED TO ADDRESS. COORDINATING STREET OUTREACH AN IMPORTANT PIECE OF MAKING THIS SYSTEM WORK. PEOPLE FROM THE CITY AND COUNTY AND UNM ARE THE CO-CHAIRS. THEY HAVE BEEN ON THEIR COMMITTEE, THEY HAVE A LOT OF FOLKS THAT DO STREET OUTREACH. THEY'RE MEETING TO LOOK AT HOW THEY CAN CREATE A BETTER SYSTEM THAT COVERS ALL AREAS, HAS A VARIETY OF HOURS AND THAT GOOD COMMUNICATION MECHANISM BETWEEN ALL OUTREACH PROVIDERS. NEXT SLIDE, PLEASE. THE AFFORDABLE HOUSING COMMITTEE, AS YOU CAN SEE WE'VE DIVIDED INTO ADULT AND YOUTH. WE DID THAT BECAUSE THE NEED FOR YOUTH ARE VERY DISTINCT AS THEY ARE FOR ADULTS. DEPUTY UBAL AND EDDY FROM THE COUNTY AND MARK ARE THE CO-CHAIRS. THEY'RE TAKING THE REPORT DONE BY THE URBAN INSTITUTE THAT IDENTIFY CORE STRATEGIES FROM OUR COMMUNITY AND IDENTIFY WHAT OF THOSE THAT WE NEED TO REALLY MOVE FORWARD. AND THE LAST SLIDE, IN TERMS OF COMMITTEES IS REFERRING TO THE YOUTH HOUSING CONTINUUM. WITH QUINN, JENNIFER, AND -- FROM UNM. A VERY DYNAMIC COMMITTEE THAT IS LOOKING AT THE SOLUTION FOR THE UNIQUE POPULATION 18-25. AGAIN, WE'VE CREATED THIS BECAUSE THERE'S MANY NEEDS AND GAPS FOR THE POPULATION THAT OUR COMMUNITY IS NOT ADDRESSING. NEXT SLIDE, PLEASE. SO, AS I MENTIONED, IN THE DOCUMENT THAT WE SENT EARLY, YOU CAN SEE FROM EVERY COMMITTEE THEY IDENTIFIED THE NEEDS AND GAPS AND WHAT ARE THE HIGH IMPACT STRATEGIES. THIS WAS APPROVED BY THE COORDINATING COUNSEL. THE NEXT STEPS FOR THEM TO TAKE WHAT THEY SUBMITTED AND TO IDENTIFY WHO WOULD BE A LEAD ORGANIZATION. IF IT'S BEHAVIORAL HEALTH IT IS MORE THAN LIKELY SOMEBODY FROM THE COUNTY. AND TO LOOK AT ALL THOSE STRATEGIES AND IDENTIFY TIMELINES. WHAT CAN BE DONE IMMEDIATELY, AND WHAT'S MORE SHORT-TERM OR LONG-TERM, AND LOOK AT THE OPERATIONAL COST. NOW THIS IS WHAT ALL THOSE COMMITTEES, AS THEY'RE MEETING EVERY TWO WEEKS, ARE DOING WITH THE DOCUMENTS I SENT OUT EARLIER. I THINK I HAVE ONE MORE SLIDE. I JUST WANTED TO HAVE A CONCLUSION SLIDE. THESE COMMITTEES AND THE COUNCIL ARE WORK VERY HARD TO SOLVE ONE OF THE MOST PRESSING NEEDS, WHICH IS HOMELESSNESS. I APPRECIATE THE SUPPORT ON THIS. I STAND FOR ANY QUESTIONS. >>COUN. COUNCILOR PEÑA, COUNCILOR BENTON, AND COUNCILOR SENA. >>COUN. PEÑA: THANK YOU, MR. PRESIDENT. HI DIRECTOR, I JUST HAD A COUPLE QUESTIONS. I KNOW WHEN WE ESTABLISHED -- I VOTED AGAINST IT, ESTABLISHED THE HOMELESS COORDINATING COUNSEL WE'RE TALKING ABOUT HOMELESS AND WE'RE TALKING ABILITY THE TRIAGE CENTER DOLLARS. OR DOES THIS FROM THE COUNTY'S PERSPECTIVE INCLUDE THE BEHAVIORAL HEALTH DOLLARS AS PART OF IT. THE REASON I ASK THAT QUESTION IS BECAUSE I'M VERY FEARFUL THAT SOMETIMES WHEN WE'RE TALKING ABOUT HOMELESSNESS OR JUST BEHAVIORAL HEALTH OR JUST ADDICTION THEY'RE USUALLY ONE IN THE SAME. I'M JUST A LITTLE FEARFUL THAT WHEN WE'RE HAVING THE CONVERSATION WE'RE NOT ADDRESSING THE CONTINUUM OF CARE AND HOW THIS PROGRESSES. JUST AS I STATED BEFORE, JUST DEALING WITH HOMELESSNESS IS NOT GOING TO REALLY DO ANYTHING TO IMPACT THE LARGER ISSUE AND THE UNDERLYING ISSUE WE HAVE IN THE COMMUNITY. >> COUNCILOR DAVIS, AND COUNCILOR PEÑA, THANK YOU FOR THAT QUESTION. I THINK ONE OF THE BEAUTIES OF HAVING A MIXED GROUP CO-CHAIR AND THE PEOPLE THAT ARE ON THIS COMMITTEE, I THINK THERE'S RECOGNITION OF HOMELESSNESS DOES NOT STAND ALONE. PEOPLE HAVE ADDICTIONS, THEY HAVE BEHAVIORAL HEALTH ISSUES. I THINK COLLECTIVELY THOSE ISSUES WILL BE ADDRESSED. AS WE HAVE $5 MILLION IN THE BUDGET AS A PLACEHOLDER FOR BEHAVIORAL HEALTH CRISIS TRIAGE, WE KNOW THAT'S AN ESSENTIAL GAP THAT NEEDS TO BE FILLED. FIRST RESPONDERS CAN MAKE PEOPLE IN NEED TO THAT ADDRESS. I STAND FOR ANY OTHER QUESTIONS, IF I DIDN'T ANSWER THAT FULLY. >>COUN. PEÑA: IF I CAN FOLLOW UP. I APPRECIATE THAT. FOR EACH OF THESE GAPS, WE IDENTIFY WHERE THE GAPS, THE NEXT STEP IS TO CREATE PLANS THAT WILL FILL THOSE GAPS AND ALSO WILL IDENTIFY WHAT'S BEING REQUIRED. WE HAVE TO FACE THAT IT WILL BE CONSIDERABLE PUBLIC INVESTMENT TO TAKE THIS ON.
