AND I AM HERE TO PRESENT TO U T COMPREHENSIVE MONTHLY FINANCIAL REPORT FOR MARCH 2022. THIS SLIDE REPRESENTS REVENUES COMPARED TO BUDGET BY FUND. THE GENERAL FUND HAS REVENUES OF $228.4 MILLION FOR THE FIRST HALF OF THE FISCAL YEAR. THIS REPRESENTS 78% OF THE TOTAL ANNUAL BUDGET. THE WATER AND SEWER FUND REPRESENTS 46.3% OF THE TOTAL ANNUAL BUDGET. SO WATER AND SEWER RUNS PRETTY MUCH 50%, AND THEN OF COURSEHEENERAL FUND WE'VE COLLECTED ALL THE ADD AD VALUEOREM TEXAS. THIS REPRESENTS OUR EXPENDITURES, THE GENERAL FUND HAS EXPENDITURES OF 144 MILLION FOR THE FIRST HALF OF THE FISCAL YEAR, THAT IS 49.1% OF EXPENDITURES THE EXPENDITURES FOLLOW ALONG THE FISCAL YEAR PATH. THE WATER AND SEWER FUND HAS EXPENDITURES OF 64 MILLION, WHICH REPRESENTS 45.3% OF THE TOTAL ANNL BUDGET. THIS SLIDE REPRESENTS OUR NET CHANGE IN FUND BALANCE FOR THE PAST THREE YEARS, IN THE GENERAL FUND FOR THE FIRST HALF OF THE FISCAL YEAR, THE FUND BALANCE HAS INCREASED. THIS IS TRENDING BELOW WHERE WE WERE AT THIS TIME IN THE PRIOR FISCAL YEAR. THE WATER AND SEWER FUND BALANCE HAS DECREASED BY 2.1 MILLION, THIS IS ACTUALLY IN A BETTER POSITION THAN WE WERE IN PRIOR FISCAL YEAR. AND THAT'S PRIMARILY DUE TO THE FACT THAT WE WEREN'T COLLECTING THOSE LATE FEES AS WE WERE COMING OUT OF THE PANDEM. THE ENVIRONMENTAL WASTE SERVICES FUND HAS DECREASED BY 3.3 MILLION, AND THE MUNICIPAL DRAINAGE FUND HAS INCREASED BY 38,000. THIS IS OUR GENERAL FUND REVENUES ACTUAL COMPARED TO ACTUAL, THEY ARE HIGHER THAN THE PRIOR FISCAL YEAR BY $11 MILLION. THERE WAS AN INCREASE OF PROPERTY TAXES OF $574,000, BUT OUR SALES TAX REVENUE IS WHAT IS REALLY DRIVING THIS INCREASE, THAT HAS INCREASED BY 7.1 MILLION OVER THE PRIOR -- THE FIRST HALF OF THE PRIOR FISCAL YEAR. THERE WAS ALSO AN INCREASE IN BUILDING PERMIT REVENUES OF 2.1 MILLION, AND SEVERAL OTHER CATEGORIES OF REVENUE SHOWED A REBOUND FROM REOPENING SUCH AS THE REC MEMBERSHIP FEES AND SWIMMING POOL FEES. THIS IS OUR GENERAL FUND EXPENDITURES ACTUAL COMPARED TO THE PRIOR FISCAL YEAR. THEY'RE HIGHER THAN PRIOR YEAR BY 23.5 MILLION. PERSONNEL CTS INCREASED BY 11.7 MILLION DUE TO A 3% SALARY ADJUSTMENT EFFECTIVE OCTOBER OF 2021. LAST YEAR PERSONNEL COSTS WERE OFFSET BY A REIMBURSEMENT, IF YOU RECALL, AGAINST THE SALARIES OF 9.3 MILLION THAT WAS FOR CARES FUNDING. ALSO, THE TIMING AND THE PAY PERIODS FROM THE PRIOR FISCAL YEAR, SOMETIMES THAT CAN ALWAYS THROW THINGS OFF. YOU MAY HAVE ONE MORE PAY PERIOD IN THIS FIRST SIX MONTHS THAN YOU DID IN THE PRIOR FISCAL YEAR. CONTRACTUAL PROFESSIONAL FEES INC INCREASED BY 1.1 MILLION DURING TO HIGHER INFORMATION SERVICES CHARGES AND INCREASED FUEL CHARGES. WE'RE GOING TO CONTINUE TO SEE THOSE INCREASED FUEL CHARGES AS WE GO FORWARD. THIS IS OUR HEALTH CLAIMS FUND. THIS HAD A DECREASE IN FUND BALANCE OF ABOUT $4.7 MILLION, MOSTLY DUE TO THE INCREASE IN EXPENSES AS EMPLOYEES HELD OFF GOING TO THE DOCTOR DURING THE PANDEMIC AND THEN THEY -- THEY NOW STARTED TO START BACK UP WITH THOSE DIFFERENT APPOINTMENTS THAT THEY NEEDED TO HAVE AND CATCHING UP ON ROUTINEXAMS,T CETERA. SO WE'VE HAD A LOT OF LARGE CLAIMANTS, AS WELL. THIS FUND HAS A FUND BALANCE OF $11.8 MILLION. OUR POLICY IS ACTUALLY TO KEEP 6 MONTHS WORTH OF CLAIMS PLUS IBNR IN THE FUND BALANCE, AND WE ARE REALLY UNDER THAT AT THIS POINT IN TIME. SO OUR PLAN WAS TO INCREASE THE EMPLOYER CONTRIBUTION PORTION STARTING THIS MARCH, WHICH WE DID. WE'VE PUT THAT IN PLACE ALREADY. AND THEN WE'RE ALSO REVIEWING THE PLAN RIGHT NOW TO SEE WHAT KIND OF OTHER COSTS WE MAY NEED TO PASS ON TO OUR EMPLOYEES. THE NUMBER OF YEARS SINCE WE'VE DONE THAT, SO IT'S SOMETHING THAT HOPEFULLY OUR EMPLOYEE BASE WILL UNDERSTAND THAT IT'S GOING TO BE NECESSARY TO GET THIS FUND WHOLE, SO HERE OUR UNEMPLOYMENT RATES IN DECEMBER WERE AT 3.1%, AND THEY HAVE DECREASED IN MARCH TO 2.8%. HERE IS WHERE WE'RE LOOKING AT OUR SALES TAX FOR THE MONTH OF APRIL. THAT WAS UP COMPARED TO THE PRIOR YEAR BY 19.75%. WE'RE FINALLY SEEING THAT RECOVERY IN OUR SALES TAX THAT'S GOING T HELP UWITH THIS BUDGET THIS YEAR, AS THE BUSINESSES HAVE OPENED BACK UP. OUR REAL ESTATE MARKET RECAP SHOWS THE NUMBER OF DAYS ON THE MARKET WAS AT 22 IN DECEMBER, COMPARED TO 12 DAYS IN MARCH, WHICH SHORTENED QUITE A BIT UP THIS SPRING. THE PERCENT OF ASKING PRICE IN DECEMBER WAS 103%. IT'S NOW A WHOPPING 110% IN MARCH, SO IT'S REALLY, YOU KNOW, WE'RE SEEING THAT PRESSURE ON THE REAL ESTATE MARKET RIGHT NOW. MORE REAL ESTATE INFOATION, THE N SELLING PRICE FOR A HOME IN PLANO WAS AT 456,500 IN DECEMBER, THAT IS NOW AT 540,000 IN MARCH, SO A PRETTY SUBSTANTIAL INCREASE. WE ACTUALLY ONLY HAVE ACCESS TO THE MEDIAN PRICE IN THE DATA NOW. THEY CHANGED THE METRICS WHERE WE WERE GETTING SOME OF OUR INFORMATION, SO WE'RE LOOKING AT MEDIAN PRICE INSTEAD OF THE AVERAGE PRICE. THE PRICE PER SQUARE FOOT IN DECEMBER WAS 198 COMPARED TO 222 IN MARCH, SO WE'RE SEEING ALL OF TT PRESSURE IN THE REAL ESTATE MARKET. OUR HOTEL OCCUPANCY TAX IS UP BY 1.7 MILLION COMPARED TO THE PRIOR FISCAL YEAR. IT'S GOOD, WE'RE SLOWLY SEEING THAT RECOVERY IN THAT INDUSTRY AFTER THE PANDEMIC. AND THEN THIS IS MY FINAL SLIDE, I NORMALLY GIVE YOU A COUPLE OF OTHER SLIDES, BUT ANDY ANDERSON, OUR TREASURER, IS GOING TO FOLLOW ME AND GIVE YOU A PRESENTATION OF QUARTERLY INVESTMENT REPORT, ANNUALLY, SHE PRESENTS THAT, BUT Y'ALL SEE THOSE QUARTERLY INVESTMENT REPORTSVERY QUARTER ON THE AGENDA. WHEN LOOKING TO INVEST, WE MATCH THE MATURITIES TO FUTURE CASH NEEDS AND THE EXPENDITURE HEAVY MONTHS. ACTUAL INTEREST EARNINGS FOR THE QUARTER WAS TWO AND A HALF MILLION DOLLARS. TO COMPLY WITH GOVERNMENTAL ACCOUNTING STANDARDS, WE RECORD THE FAIR VALUE OF THE PORTFOLIO QUARTERLY. THIS PRICES THE PORTFOLIO AT CURRENT MARKET CONDITIOS. SINCE WE BUY AND HOLD OUR INVESTMENTS, THESE GAINS AND LOSSES ARE NEVER ACTUALLY RECOGNIZED. PLANO'S YIELD OR TOTAL RETURN ON THE PORTFOLIO WAS THE HIGHEST OF EVERYONE POLLED. PARTIALLY DUE TO OUR WEIGHTED AVERAGE MATURITY OR WAM FOR SHORT OF 687 DAY, WHICH EQUATES TO 1.9 YEAR, THE LONGER YOU HOLD YOUR INVESTMENT, THE MORE EARNINGS YOU SHOULD RECEIVE, WHICH THIS GRAPH GENERALLY SHOWS. TWO AND A HALF YEARS IS THE LONGEST WAM THAT WE ALLOW BY INTERNAL POLICY. WE ALSO POOL OUR INVESTMENTS, WHICH RESULTS IN HIGHER RETURNS. THE BLUE, ORANGE AND PINK SECTIONS ARE ALL LIQUID FUNDS, SO YOU SEE A LOT OF OUR NEIGHBORS ARE VERY HEAVILY INVESTED IN THE INVESTMENT POOLS. IT'S ALSO WORTH NOTING THAT FRISCO OUTSOURCES THEIR PORTFOLIO MANAGEMENT. DALLAS AND RICHARDSON BOTH HAVE ASSET MANAGERS THAT PROVIDE RECOMMENDATIONS TO THE CITY, BUT IT'S STILL CITY STAFF THAT IS EXECUTING THE TRANSACTIONS. EVERYONE THAT WAS POLLED, EVERYONE ELSE THAT WAS POLLED, INCLUDING PLANO, MANAGES THEIR PORTFOLIO INTERNALLY. AS I MENTIONED, THIS IS THE FIFTH RESIDENCE SATISFACTION SURVEY WE'VE CONDUCTED FOR PLANO, THE SURVEY WAS ADMINISTERED BY A COMBINATION OF MAIL AND ONLINE TO RANDOMLY SELECT RESIDENTS THROUGHOUT THE CITY, THAT IS OUR STANDARD METHODOLOGY FOR THESE TYPES OF SURVEYS. OUR GOAL IS TO RECEIVE AT LEAST 400 COMPLETED SURVEYS AND WE HAD A REALLY GOOD RESPONSE, JUST LIKE WE HAVE IN PREVIOUS YEARS AS WELL. WE ENDED ONE 547 COMPLETED SURVEYS, AND 547 SURYS AT THE 95% LEVEL OF CONFIDENCE HAS A MARGIN OF ERROR PLUS OR MINUS 4.2%, SO ESSENTIALLY THAT MEANS IF WE CONDUCTED THIS SURVEY SAME WAY 100 TIMES, 95 TIMES THE RESULTS WOULD BE PLUS OR MINUS 4.2% FROM WHAT WE'RE REPORTING. THE RESULTS AREN'T PERFECT, BUT THE MARGIN OF ERROR IS VERY SMALL. IN ADDITION TO THE STATISTICAL SURVEY, WE MADE THE SURVEY AVAILABLE FOR ANY RESIDENT TO FILL OUT ONES WHO WEREN'T SELECTED AS PART OF THE RANDOM SAMPLE AND WE PROCESSED THOSE RESULTS SEPARATELY FROM THE STATISTICALL. WE HAD 150 SURVEYS OUTSIDE THE RANDOM SAMPLE REPORTING ON HERE. AND WE'RE STILL PROCESSING THOSE RESULTS, BUT OVERALL, IT SEEMS LIKE THOSE ROYALTY RESS ARE VERY SIMILAR TO THE SURVEY. HERE WE HAVE A MAP OF THE CITY, THE RED DOTS ARE HOUSEHOLDS THAT COMPLETED THE SURVEY, A VERY GOOD DISTRIBUTION THROUGHOUT THE CITY, VERY SIMILAR TO PREVIOUS SURVEYS, AND AS WE WERE ADMINISTERING THE SURVEY, WE MADE SURE THE DEMOGRAPHICS OF SURVEY RESPONDENTS REFLECT THE ACTUAL POPULATION OF THE CITY. WE HAD A GOOD REPRESENTATION FOR KEY DEMOGRAPHIC GROUPS SUCH AS AGE, RACE, ETHNICITY AND GENDER. NEXT SLIDE. SO HERE ARE OUR MAIN CONCLUSIONS FROM THE SURVEY. GO AHEAD, NEXT SLIDE. WE FOUND THAT RESIDENTS HAVE A VERY POSITIVE PERCEPTION OF THE CITY. 93% SURVEY RESPONDENTS ARE SATISFIED WITH THE OVERALL QUALITY OF CITY SERVICES, AND THAT IS ONE OF THE MOST IMPORTANT QUESTIONS ON THE VARY, BECAUSE THEY'RE ASKING RESIDENTS TO CONSIDER ALL THE SERVICE TT YOU'RE PROVIDING AND REALLY GIVE AN OVERALL SATISFACTION RATING FOR HOW WELL YOU'RE DOING. TYPICALLY IF THE RATINGS ARE HIGH FOR THE OVERALL QUALITY OF CITY SERVICES, MEANS THE RATINGS ARE VERY HIGH FOR THE MORE SPECIFIC SERVICES THAT WE RATE AS WELL. AND THEN MOST RESIDENTS ARE ALSO SATISFIED WITH THE OVERALL QUALITY OF LIFE ASSIGNMENT. WE ALSO FOUND THAT THE CITY IS MOVING IN THE RIGHT DIRECTION. SINCE THE LAST RESIDENT SURVEY WE CONDUCTED IN 2019, SATISFACTION RATING HAVE INCREASED OR STAYED THE SAME IN 28 OUT OF 44 AREAS. AND THAT INCLUDES 12 AREAS THAT HAVE HAD SIGNIFICANT INCREASE IN SATISFACTION, ONLY TWO AREAS THAT HAD SIGNIFICANT INCREASE. AND THAT REALLY GOES AGAINST THE TREND OF WHAT WE'VE BEEN SEEING OVER THE PAST COUPLE OF YEARS. OVER THE PAST COUPLE OF YEAR, MOST CITIES THAT WE'VE SURVEYED HAVE HAD MORE DECREASES THAN INCREASES OF SATISFACTION. DUE MAINLY TO THE PANDEMIC AND JUST ALL THE ISSUES, CONCERNS THAT COME WITH THAT. THIS IS REALLY UNUSUAL TO SEE THIS MANY INCREASES COMPARED TO WHERE YOU WERE A FEW YEARS AGO, AND THE RESULTS WE EXCELLENT IN 2019 WHICH MAKES IT ESPECIALLY MORE IMPRESSIVE. NEXT SLIDE. THEN WE ALSO FOUND THAT SATISFACTION WITH CITY SERVICES IS MUCH HIGHER THAN PLANO THAN IT IS IN OTHER CITIES. THIS HAS BEEN THE CASE EVERY TIME WE'VE CONDUCTED YOUR SURVEY. WE'LL LOOK AT THAT IN MORE DETAIL A LITTLE BIT, BUT ONE OF THE AREAS THAT REALLY STOOD OUT WAS THE OVERALL QUALITY OF SERVICES, 42 PERCENTAGE POINTS ABOVE THE US AVERAGE, AND AGAIN, THAT IS ONE OF THE MOST IMPORTANT QUESTIONS ON THE SURVEY. ANOTHER AREA THAT REALLY STOOD OUT, SATISFACTION WITH CUSTOMER SERVICE AND CITY EMPLOYEES, 45 PERCENTAGE POINTS ABOVE THE US AVERAGE. AND THEN THE TOP OVERALL PRIORITIES ARE MAINTENANCE AND CITY STREETS AND PUBLIC SAFETY. NEXT SLIDE. SO WE FOUND OUT RESIDENTS HAVE A VERY POSITIVE RECEPTION TO THE CITY. YOU CAN SEE HERE THAT MOST RESIDENTS ARE SATISFIED WITH SAH PLANO, WITH THE OVERALL QUALITY OF SERVICES, THE OVERALL QUALITY OFIFE, THE OVERALL VALUE RECEIVED FOR TAX DOLLARS FEES, THE BLUE ARE THE POSITIVE RATINGS, VERY SATISFIED OR SATISFIED. THE GRAY ARE NEUTRAL. WE INTERPRET NEUTRAL AS THE MEDIAN EXPECTATION, NOT A BAD RATING BUT RATING OF A 3 ON A FIVE-POINT SCALE, AND THE PINK ARE DISSATISFIED OR VERY DISSATISFIED. NEXT SLIDE. THIS WAS THE VERY FIRST QUESTION ON THE SURVEY. HERE WE ASKED RESIDENTS TO RATE THEIR SATISFACTION WITH CITY SERVICES, LATER ON IN THE SURVEY, WE ASK ABOUT SOME MORE SPECIFIC ARE WITHIN SE O THESE CATEGORY, AND ONCE AGAIN, YOU CAN SEE THE POSITIVE RATINGS FAR OUTWEIGH THE NEGGENNIVE. REALLY ALL SERVICES RECEIVED HIGH RATINGS. ONE OF THE THINGS THAT STOOD OUT TO ME WAS HOW LOW THE DISSATISFIED RATINGS ARE. FOR MOST CATEGORIES, LESS THAN 10% OF RESIDENTS WERE DISSATISFIED. THE AREA WITH THE HIGHEST DISSATISFIED WAS MAINTENANCE OF CITY STREET, BUT EVEN FOR THAT, YOU HAD 24% WHO WERE DISSATISFIED OCCURRED TO 57% WHO WERE SATISFIED. NEXT SLIDE. SO WE ALSO FOUND THAT SATISFACTION WITH CITY SERVICES IS HIGH IN ALL PARTS OF THE CITY. NEXT SLIDE. SO HERE AGAIN WE HAVE A MAP OF THE CITY AND HERE WE BROKE THE RESULTS OUT BY CENSUS BLOCK. THESE ARE VERY SMALL AREAS, AND WHAT THIS DOES IS IT TELLS US RESIDENTS IN DIFFERENT PARTS OF THE CITY HAVE DIFFERENT PERCEPTIONS OF THE CITY OR RATING RATING SERVICES DIFFERENTLY. BREAK IT INTO THESE SMALLER GEOGRAPHIC AREA, YOU SEE SOME AREAS WHERE RESIDENTS ARE DISSATISFIED, FEEL LIKE THEY'RE NOT GAINING SERVICES PEOPLE OTHER PARTS OF THE CITY. THE PURPOSE OF THIS SLIDE IS TO REALLY LOOK AT THE RESULTS AT A MORE GRANULAR LEVEL. THIS FIRST CHART IS FOR THE OVERALL QUALITY OF CITY SERVICES, YOU CAN SEE THE ENTIRE MAP IS BLUE. IN FACT MOST OF IT IS DARK BLUE WHICH IS THE HIGHEST POSSIBLE RATING, SO THIS TELLS US THAT RESIDENTS IN ALL PARTS OF THE CITY ARE SATISFIED WITH THE OVERALL QUALITY OF CITY SERVICES, WHICH MEANS YOU'RE DOING A GREAT JOB PROVIDING SERVICES EQUALLY THROUGHOUT THE CITY. NEXT SLIDE. THE OVERALL QUALITY OF LIFE. AGAIN, THE ENTIRE MAP IS BLUE, IN FACT MOST OF IT IS DARK BLUE WHICH AGAIN IS THE HIGHEST POSSIBILITY. YOU'LL SEE SOME ORANGE OR RED WHICH WOULD INDICATE RESIDENTS ARE DSATIIED IN THOSE AREAS, AND SOMETIMES VERY LITTLE OR SOME CASES NO BLUE AT ALL. SO THESE RATINGS ARE ACTUALLY VERY GOOD COMPARED TO OTHER CITIES WHEN IT COMES TO RATING CITY STREETS. NEXT SLIDE. SO I MENTIONED THAT SATISFACTION OF CITY SERVICES IS MUCH HIGHER IN PLANO THAN OTHER COMMUNITIES. NEXT SLIDE. PLANO RATED ABOVE THE US AVERAGE IN 25 OUT OF THE 27 AREAS THAT WE PREPARED. SIGNIFICANT HIGHER IN 25 OF THOSE AREAS, WHICH MEANS 5% OR MORE, ALSRAISED SIGNIFICANTLY HIGHER THAN THE TEXAS AVERAGE IN 24 OF THOSE 27 AREAS. NEXT SLIDE. FOR THESE NEXT FEW SLIDES, THE BLUE LINE OR PLANO RESIDENTS WHO ARE EITHER VERY SAGHTS IFIED TO SATISFIED, RESIDE LINE OR SATISFACTION RATINGS FOR RESIDENTS THROUGHOUT THE STATE OF TEXAS, THE YELLOW ARE THE RATINGS ACROSS THE US. SO THIS CHART FOR MAJOR CATEGORY OF CITY SERVICES, AND ALL FIFTEEN AREAS, RATINGS ARE SIGNIFICANTLY ABOVE THE US AVERAGE, AND THAT EVEN INCLUDES MAINTENANCE OF STREETS AND SIDEWALKS WHICH WERE SO OF E LOST AREAS ON YOUR SURVEY, WHEN YOU CAN SEE THOSE AREAS ARE WEIGHTED MUCH LOWER IN OTHER CITIES AS WELL. THERE WERE A COUPLE OF AREAS THAT ESPECIALLY STOOD OUT. ONE IS THAT CUSTOMER SERVICE AND CITY EMPLOYEES RATED 45 PERCENTAGE POINTS ABOVE THE US AVERAGE, AND THEN ANOTHER AREA THAT REALLY STOOD OUT WAS COMMUNICATION. RATED 47 PERCENTAGE POINTS ABOVE THE US. NEXT SLIDE. THIS SLIDE SHOWS PERCEPTIONS OF THE CITY. THESE ARE A COUPLE OF THE MOST IMPORTANT QSTIO O THE SURVEY, AND YOU CAN SEE FAR ABOVE THE US AND TEXAS AVERAGE IN BOTH OF THESE CATEGORIES. 93% OF RESIDENTS WERE SATISFIED WITH OVERALL QUALITY OF CITY SERVICES, REGIONAL AND NATIONAL AVERAGE ARE BARELY OVER 50%. AND 70% ARE SATISFIED WITH THE BUY, RECEIVE TAX DOLLARS AND FIESTA. THAT IS LOWER MAYBE THAN SOME OF THE OTHER CATEGORIES ON THE SURVEY, BUT YOU CAN SEE IT'S MORE THAN DOUBLE THE REGIONAL AND NATIONAL AVERAGE, SO FOR THAT QUESTION... ONE OF THE HIGHER NUMBERS IN NEXT SLIDE. AND YOU CAN SEE THE RESIDENTS FEEL SAFE IN PLANO, AND THE RATINGS ARE MUCH HIGHER THAN OTHER COMMUNITIES OVERALL, AND ALSO IN RESIDENTIAL NEIGHBORHOODS DURING THE DAY, AS WELL AS AFTER DARK. NEXT SLIDE. THE ONLY AREAS THAT WE RATED BELOW THE REGIONAL AVERAGE WERE TRAFFIC SIGNAL AND ROAD TRAFFIC CONGESTION AND THAT'S THE CASE OF PREVIOUS SURVEYS AS WELL AND THAT HAS BEEN AN INCREASE IN SATISFACTION COMPARED TO 2019, IN THOSE AREASO WE ARE HEADED IN THE RIGHT DIRECTION BUT THOSE ARE STILL THE ONLY AREAS THAT RATE BELOW THE NATIONAL AVERAGE NEXT SLIDE. AND FOR ALL FOUR AREAS OF COMMUNICATION, YOUR RATINGS ARE ALSO SIGNIFICANTLY ABOVE THE REGIONAL NATIONAL AVERAGE. SAME WITH YOUR WEBSITE AND KEEPING RESIDENTS INFORMED ABOUT LOCAL ISSUES. AND THE AVAILABILITY OF INFORMATION FROM GOVERNMENT OPERATIONS AND THE LEVEL OF PUBLIC INVOLVEMENT IN DECISION-MAKING. AND IT'S ALSO MUCH HIGHER THAN THE NATIONAL AVERAGE. NEXT SLI. AND I MENTIONED ALSO EARLIER THAT THINGS ARE MOVING IN THE RIGHT DIRECTION. NEXT SLIDE. AND THE SURVEY OF 2019, SATISFACTION RATINGS HAVE INCREASED IN 24 AREAS, AND STAYED THE SAME IN 16, AND THAT INCLUDES 12 AREAS THAT HAD SIGNIFICANT SATISFACTION, SO 5% OR MORE, AND ONLY TWO AREAS THAT HAD SIGNIFICANT DECREASE. AS I MENTIONED THIS REALLY GOES AGAINST THE TREND OF WHAT WE'VE BEEN SEEING RENTL RECENTLY, MOST HAVE HAD MUCH MORE DECREASES OR INCREASES, COMPARED TO WHERE THEY WERE A FEW YEARS AGO. NEXT SLIDE. AND SO AT THE TOP OF SHOULD SLIDE SHOWS THE AREAS WITH THE BIGGEST INCREASE WITH SATISFACTION SINCE 2019. I WON'T READ THE WHOLE LIST TO YOU, BUT ROAD TRAFFIC CONGESTION AND TRAFFIC SIGNAL SYSTEMS FOR PUBLIC AREAS WITH THE BIGGEST INCREASES AND STILL BELOW THE NATIONAL AVERAGE, BUT DEFINITELY IMPROVING. AND OVERALL COMMUNICATION IS ANOTHER AREA THAT HAD A BIG INCREASE SINCE THE LAST SURVEY. TH'S A AREAHAT A LOT OF CITIES HAVE STRUGGLED WITH IN THE PAST COUPLE YEARS, SO THAT'S REALLY IMPRESS THEY HAVE IT IMPROVED BY 6% SINCE THE LAST SURVEY. THE ONLY AREA WITH SIGNIFICANT DECREASES WERE DART SERVICES. NEXT SLIDE. SO NOW WE'LL LOOK AT MAJOR PRIORITIES. NEXT SLIDE. AND THE FIRST QUESTION ON THE SURVEY WE SAW HOW SATISFIED RESIDENTS ARE WITH MAJOR CATEGORY OF CITY SERVICES. FOR A FOLLOW-UP QUESTION WE ASKED WHICH OF THESE SERVICES ARE THE MOST IMPORTANT FOR THE CITY TO PROVIDE? SO THE TOP PRIORITIES WERE MAINLY PUBLIC SAFETY SERVICES POLICE FIRE EMERGENCY/MEDICAL 911 SERVICES AND THEN STREETS. NEXT SLIDE. AND THE NUMBER FROM PREVIOUS YEARS, THIS IS WHAT WE CALL THE IMPORTANT SATISFACTION RATING. THIS ANALYSIS IS BASED ON TWO DIFFERENT TYPES OF DATA. FIRST, WE ASKED HOW RESIDENTS THEY ARE WITH SERVICES. AND THE FOLLOW-UP QUESTION WE ASKED WHICH SERVICES ARE MOST IMPORTANT FOR THE CITY TO PROVIDE. SO THE IDEA BEHIND THIS IS THAT THOSE AREAS THATAVE THAT COMBINATION OF LOW SATISFACTION BUT ALSO HIGH IMPORTANCE ARE THE AREAS THAT SHOULD BE THE MOST IMPORTANT TO FOCUS ON. AND THE TOP OVERALL PRIORITY IS STREETS AND TOWARDS THE BOTTOM IS SATISFACTION. AND THEN THE NEXT HIGHEST PRIORITIES WERE DIFFERENT ASPECTS OF PUBLIC SAFETY, POLICE BEING THE MOST IMPORTANT, AND OTHER HIGH PRIORITIES WERE EMERGENCY MEDICAL SERVICES AND 911 AND THEN FIRE SERVICES. NEXT SLIDE. AND SO THAT'S REALLY ALL I HAD TODAY. JUST A QUICK RECAP, WEAW RESIDENTS, AGAIN, WITH A HIGH PERCEPTION OF THE CITY AND THE REALITYINGS HAVE ACTUALLY IMPROVED OVERALL SINCE 2019. AT SOME POINT THERE WERE 17 CARS ON THE STREET, AND NO WAY FOR AN EMERGENCY VEHICLE TO GET THROUGH IF NEEDED. YOU SEE, WE LIVE IN AN OLDER NEIGHBORHOOD THAT HAS JUST TWO STREETS, AND ONLY ONE WAY IN. SINCE THEN THERE'S BEEN TWO MORE PARTIES WITH ANY NUMBER OF STRANGERS COMING IN AND OUT OF OUR QUIET LITTLE NEIGHBORHOOD. STRANGERS WHO HAVE NEVER BEEN ON OUR STREET AND PROBABLY NEVER WILL AGAIN. THEN ON APRIL 18th THE DISCUSSION OF DRAFT STANDARDS WAS HELD AND THEN ON MAY 2nd A PUBLIC HEARING WAS CONSIDERED BY THE PLANNING AND ZONING COMMISSION AND CONSIDERATIONS OF THE RECOMMENDED STANDARDS WERE ADOPTED AND FORWARDED TO THE CITY COUNCIL. SO TATTOOING AND PERMANENT COSMETICS IS A SINGULAR USE WITHIN THE ZONING ORDINANCE, BUT THERE'S ALSO A RELATED USE OF BODY PIERCING. MANY TIMES THOSE USES GO TOGETHER IN A SINGLE BUSINESS, SO WE THOUGHT IT WAS IMPORTANT TO CONSIDER THOSE SIMILARLY WITHIN THIS ITEM. CURRENTLY THOSE ARE ALLOWED AS AN ACCESSORY USE TO A PERSONAL SERVICE SHOP, SO ANYPLACE A PERSONAL SERVICE SH IS PERMITTED YOU CAN HAVE AN ACCESSORY USE OF TATTOOING AND PERMANENT COSMETICS. HOWEVER, THERE ARE ONLY FIVE ZONING DISTRICTS OUT OF OUR 15 NONRESIDENTIAL ZONING DISTRICTS WHERE TATTOOING AND PERMANENT COSMETICS AND BODY PIERCING ARE ALLOWED AS PRIMARY USE AND THOSE ARE RETAIL, CORRIDOR COMMERCIAL, LIGHT COMMERCIAL AND THEN OUR TWO LIGHT INDUSTRIAL DISTRICTS. WE ALSO LOOKED AT SOME SURROUNDING COMMUNITIES AND REALLY HOW THEY RELATE TO THEIR DOWNWN AAS WH REGARD TO THESE USES. SOME OF THEM HAVE ALLOWED THIS USE WITH AN SUP IN THEIR DOWNTOWN AREA. OTHERS DID NOT PERMIT THE USE AT ALL. SO WHEN IT COMES TO THE EXISTING REGULATIONS, THERE ARE ALSO DISTANCE STANDARDS THAT ARE UTILIZED CURRENTLY IN THE CITY. AND SO WHEN WE PERMIT TATTOOING AND PERMANENT COSMETICS THERE IS A PARATION FROM RELIGIOUS FACILITIES RESIDENTIALLY ZONED DISTRICTS AND EITHER PUBIC OR PAROCHIAL SCHOOLS. THE COMMISSION FELT THAT IT WAS, ALSO WITH THE LAND USE POLICY AND TWO RELATED LAND USE ACTIONS THAT TALK SPECIFICALLY ABOUT EVALUATING THE ZONING ORDINANCE TO MAKE APPROPRIATE AMENDMENTS RELATED TO THE COMP PLAN AND CREATING REGULATIONS THAT INCENTIVIZE REDEVELOPMENT AND REVITALIZATION OF UNDERPERFORMING RETAIL AND MULTI-FAMILY DEVELOPMENT. SO WITH REGARD TO RESPONSES, NONE OF THEM WERE ON OUR ONLINE MAP AND NONE HAD ADDRESSES SO WE COULD NOT MAP THEM FOR YOU.
