I'm really honored um to do this proclamation and learn more about the incredible work that that Jonathan does highlighting uh you know the incredible achievements of young people. I think it's really important um you know uh we always talk about you know uh you know giving flowers you know particularly uh to folks who have uh some experience and have grown long in the tooth but I think it's very much important and maybe even more important to give flowers to our young people and make sure that they know um that they're being recognized for their achievements. So with no further ado is it Mlette or Mallet? >> Mlette. >> Mallette. And whereas Jonathan Mallette is the founder and creative mind behind Dreamshots Media and has made a major impact on the community, he has hosted youth football leagues and organized youth all-star games, bringing together top athletes from different neighborhoods and backgrounds throughout our region. And whereas Jonathan was born in Pittsburgh in 1997 and raised in District 9's Homewood, he discovered his passion for graphic design in 2012 and spent his high school years teaching himself and growing his creative skills. After graduating from Woodland Hills High School, he earned that p he turned that passion into a purpose by creating his own media company. And whereas Dreamshots Media will celebrate its 10th anniversary on July 15th, 2026. Through tireless effort and diligence, Jonathan has built a platform focused on telling the stories of athletes before the spotlight. His work in photography, videography, and original content has generated over 5 million views on YouTube and has earned recognitions from major platforms like ESPN, HBO, and Overtime. He has also collaborated with organizations such as NFL Flag and the Pittsburgh Steelers Youth Department, helping to bring more attention to grassroots football. And whereas his work has also helped spark a rise in media presence across youth sports, inspiring more photographers, videographers, and creators to get more involved. What once had limited coverage now has growing attention and is giving young athletes more opportunities to be seen and celebrated. And whereas driven by a mission to unite and inspire, Jonathan continues to build bridges through sports and storytelling, impacting not just athletes, but an entire generation of creatives who now see the camera as a pathway to success just as much as the game itself. Well, I think we have one one final speaker. Sorry about that. indicated uh it started out as Dream Something Bigger when he was in high school. It transitioned into DSB. Then it came into Dreamshot Media. So with his own self, it was his dream and he grew with his dream. With the love and grace of God, we are where we are at. And our prayers is that he continue to grow. He continued to expose the youth not only in football but he also does track, basketball, all sports to expose the children. Um he's really impacted the youth in the city of Pittsburgh and as one of his family members we are extremely proud and grateful. Thank you. Now >> now if my uh colleagues can join us. So, we're here to honor Carla Booze as she Yeah, please everybody, everyone who's here, you can come and just gather right here as she uh enters into her next career chapter um after 36 years at Quantum Theater. So you can come up right next to me. Um just an amazing amazing uh career that we want to honor today. So whereas Miss Carla Booze grow up in Wheeling, West Virginia, graduated from the University of Pittsburgh and went on to earn her Master of Fine Arts degree from the California Institute of for the Arts. And whereas Miss Booze founded Quantum Theater in 1990 to bring a version of the experimental theater she brought to life during her time in Los Angeles to the city of Pittsburgh's art ecosystem. And whereas Quantum Theat's first production was a low-budget staging of Harold Pinter's The Collection at the Artery, then a gallery and music venue in Shadyside that is now the home of the restaurant SOA. And whereas during its early years, Quantum Theater produced one or two shows a season, many of which were staged at the old Pittsburgh Center for the Arts, now known as the Pittsburgh Center for Arts and Media. And whereas Quantum Theater stages its productions environmentally, bringing the works out of the typical theater setting and into a variety of locations such as one Oxford Center downtown Pittsburgh, the swimming pool under Bradock Library, the historic Cary Blast Furnace site, which is where their production of The Tempest is currently being staged. Pittsburgh Zoo, abandoned buildings in Lawrenville, Melon Park, to name a few. I know. I went to see one in Alageney Cemetery, at an old Fuddruck Ruckers, and Homestead, you name it. Um, uh, to name a few, in an effort to transport the viewer, the staff, and the thespian to a unique environment that further enhances the company's fantastic theatrical experience while providing an appreciation for the location in question. Whereas Carlaboose has produced all 106 of Quantum Theat's works, directed 33, acted in 17, and wrote or adapted nine original productions of Quantum's 26 world premiieres. And whereas Quantum Theater has become a fixture of Pittsburgh's art scene and has been recognized nationally and internationally for its innovative work. And whereas Carla is a member of the National Theater Conference and the International Women's Forum, the recipient of the Carol R. Brown Award for Established Artist as well as its predecessor, the Pittsburgh Pittsburgh Cultural Trust's Creative Achievement Award for Emerging Artist. And whereas the theater continues to support young playwrights, actors, and directors from the region and around the world. And whereas Carla will retire in December of 2026 after directing her final production for Quantum Theater, William Shakespeare's final play, The Tempest, at the Carry Blast Furnaces, running from July 17th through August 23rd, 2026. Now therefore, be it resolved that the council of the city of Pittsburgh does hereby recognize Miss Carloose for her outstanding 36th year tenure with Quantum Theater and thanks her and her staff for providing innovative works to enrich Pittsburgh's art scene as well as their willingness to help and mold upcoming artists within and beyond Pittsburgh. Global Intelligence Society candidate for president 2028 ACE. creator, the global intelligence information network, the USA information intelligence network and the Pittsburgh information intelligence network of which this PC this morning is a part. Concern of council, concerns of council include ally sister cities, which I think you should take much more seriously, uh, and neighborhood support, a concern that I have via initiative six, ally city and cities uh, and initiative uh, for neighborhoods. In 2010, Dr. Kimberly Krenshaw uh introduced intersectionality to claim that racism and sexism RS intersect most heavily on females of dark-kinned African descent culturally called black women BW. A Kimberly Crenshaw corollary RS intersection in the United States is something that falls less heavily on females of light-skinned European descent cultural signifier white women. Uh that is something in a public comment here 8th July 2026 that a BW U Brown bluntly expressed. However, um the interpretation which she offered on the public comments juxtaposing quote what white women say that they want in their PCs against quote what black women say that they want overgeneralizes implying an all for WW and BW whose probability is close to zero and underspecifies uh providing zero um tagged for month and day. Uh WW contrasted with BWPC incidents which makes the claim in my view unpersuasive. Brilliant BW have combed uh RC uh intersection is devastating including the clerk in this room. Brilliant. Number one, in Charles City County, Virginia, where black household media median uh annual income exceeds that of white HMAI, the BW NPCs are not begging to use UB's expression uh for support. Brilliant. Number two, I strongly urge this council to consult um um >> Thank you, Renee uh Associates in Texas. >> Thank you. >> Our next speaker is Joanna Paul. Is Joanna Paul with us? If not, then our next speaker is Bethany Cameron. Good morning, council members. My name is Bethany Cameron. I still live in Overbrook and I'm here on behalf of inform.org, a nonprofit which reports weekly on city council. Uh with each article, a survey is included to report readers preferences back to their elected officials. This week, we asked about funding for recreation centers and how the city should handle technical work. 44 readers completed our survey. Eight council districts were represented. Uh, number one, we asked readers, "Where should the city get the money to keep afterchool programs running like uh at the rec centers like Glenn Hazels?" 34% said the stop the violence fund since it's meant for youth in high need areas. 17% said the city's regular budget, the way it funds other rec centers. Uh 9% pointed to grants and private donations. 40% said a mix of funding sources. A resident from central north side in district 1 said stop the violence needs full financing to support all programs after school weekend holidays and summer in all city neighborhoods that need them as well as programs and re-entry programs for young adults. A district 3 resident from Beltuber said, "You need places for kids. When I grew up, the schools and churches were open at night." Number two, we asked readers when it comes to technical work like running its computer network, what should the city aim for? 43% said to build up its own in-house staff, even if it costs more upfront. 31% favored partnering with city universities to provide services at reduced costs while creating job training for students. 23% favored a mix depending on the task. A District 7 resident from Highland Park said, "If something takes more than, say, 5,000 hours a year of contracting time, it's just better to hire a few city employees uh to handle the task longer term. Contracting is great for something short-term or one-off, but for things we need forever, stop paying the managers of a contracting company a mint." We'll now take comment from those in chambers. Please provide your name and neighborhood for the record. Good morning, Carino Jolo, Panther Hollow. Last week on July 7th, I testified that council members Barbara Warwick and Bob Charland are fully aware of the vulgar graffiti inside the skate park that encourages underage drinking and recreational drug use and that they have not renounced this shameful and harmful message to our youth. I went on to say that council members Warwick and Charland are in breach of the Pittsburgh code of conduct. Later that week, I called the city of Pittsburgh ethics hearing board that enforces a city's ethnic code. Incredibly, I was told that the council member's support for a skate park with graffiti that encourages underage drinking and recreational drug use does not conflict with the Pittsburgh code of conduct. I then informed the ethics officer and attorney that I filed separate right to know requests to council members Warwick and Charland for information in their possession concerning the Oakland do-it-yourself skate park. I am still awaiting the information from both of their offices. I asked that if they were dishonest in their answers to these requests, would that lack of integrity conflict with the Pittsburgh code of conduct? Again, incredibly, the answer was that it would not conflict with the Pittsburgh code of conduct when council members Warrick and Charland concilenly support the shameful and harmful message to our youth of encouraging underage drinking and recreational drug use and possibly be dishonest in their replies to a right to know request. Then, one of two one of two solutions need to be implemented. One, expand the Pittsburgh code of conduct that makes the actions and plan actions of these two council members, as described above, a violation of the Pittsburgh code of conduct. Or two, have Pittsburgh City Council create their own morality code of conduct that sets the standards of what is expected of the dignity of all council members. Council members Warick and Charlene are undermining the efforts of the director of public safety, the chief of police, and the men and women of our police force who make Pittsburgh a safer place to live. These council members must either recognize and acknowledge their wrongdoings in their support of the Oakland do-it-yourself skate park or face an updated set of ethical standards that will remove them from office. Both of them are still looking at their iPhones. Thank you for that respect and thank all of you for your respect. >> Thank you. >> All right, council. My name is Patrick Robinson and I live in the Hill District. I'm down here again about uh the situation of my son Patrick Robinson Jr. of the UPMC death of my son Patrick Robinson Jr. also about his legacy. This right here had been a consent uh continuing on ongoing back and forth. So right now I'm here downtown to let you all know I'm just tired of it. My kid died. There's another twin that's alive. That's passion. She's 5 years old. She just turned 5 years old June 5th. UPMC breached a contract with me. I've been going to counseling every Tuesday. After I leave here, I'm going to counseling again therapy. They owe me $130,000. I've did everything in the book to go to lawyers that went to every service, every resources y'all gave me. Nobody want to tackle them. I sued them by myself. I'm the one that protest right downstairs in front of y'all city hall of the discrimination of the police pulling guns out on me after the other twin was born. Then a nurse threw something on Passion the next day. It was all covered up. All this been going on with Passion mother. She been in a shelter for 8 months for with eight kids. They've been targeting her. This got to stop. So what I did, I went outside the box, went to the Department of Justice. I went to Washington DC with this cuz every time I come down here, it's like, how must Robinson call this lawyer right here? How must Robinson be quiet, don't say nothing. You know, these peoples down here, they tied in with UPMC. So how do we target the death of a child that they actually covered up with upstairs commission, human relations department? They got a lot of trash with them also because every time I came down I came down to to this commission. Hey Mr. Robson, you can't come up here and explain about the plaque. I'm the one that was given a plaque for no reason. They don't deal with medical malpractice. They deal with discrimination. So why would you tie in the murder of my child with this with this discrimination? So Mr. So Robinson, we going to get up off this case because you coming down here and they broke your plaque. Hold up. You told me to draw a plaque. You didn't say that you wanted to buy this cheap plaque in memory of Patrick Robinson. So how do we come up with a law? How can I get fundraising to actually bring the community outside so we can come downtown protest about Patrick Robinson legacy and this plaque that they put in the basement that they took off the wall that they broken because I kept coming down here explaining to the city hall to the county. What we going to do about this? My kids mom's been been tackled ever since y'all been retaliating. Not you all. They did. >> Thank you. What can we do about this? >> Next speaker. >> Hi, my name is David Fiser. I'm from the East Hills. This relates to the man from the Hill District and the man in Oakland State Park. I proposed and advocated for over eight years. I came in front of city council about seven years ago and proposed solar energy garden parks or a variety of that area of a concept for the East Liberty area, the corner of Penn and Negley which is an urban wasteland. It is uh East Liberty was voted one of the 10 most redeveloped urban areas of a city uh in the United States and figure how many different sections of cities areas of cities there are in the entire United States. Well, East Liberty was voted one of the 10 most redeveloped urban areas of a city in the United States at least 10 to 12 years ago. The USA Today newspaper voted at that. They had it in color in a in a poll on maybe even on the front page uh one day of the USA Today newspaper. I saw that article. Uh I haven't been advocating and uh proposing it to the legislators and others since I had taken breaks. I've uh forgotten about it. I did know it was a good idea, I guess, subconsciously. And again, I'm at it trying to uh get solar energy garden parks at the corner of Penn and Negley in East Liberty so it can become even a further East Liberty and the surrounding areas there uh would become a better urban area. The ecosystems would benefit and other aspects like that ecology. I have contacted Chadam University in Gibsonia, the Eden Hall campus on this. They have a fine agricultural program. I've contacted uh Central Catholic High School to get high school students involved. I've contacted Pittsburgh public schools with letters on in their Oakland office months ago. Uh months ago, I haven't gotten a response from them any of them. Sarah Catholic, Shady Side Academy, uh, Sickley Academy, Mount Lebanon High School, pollinator friendly, solar energy, garden parks in East Liberty is something that the city should seriously look at. It would possibly reduce what this gentleman talked about, graffiti and garbage and drug taking and illicits and uh murders and uh like that gentleman from the Hill District said. So that's that's about all I I can say today. Thank you. >> Thank you. Next speaker, please. Good morning. My name is Yvon F. Brown. I live in the Hill District at 7:15 Mercer Street. I have this sign here that I've been bringing bringing for years. But I want you to pay attention to this sign that says breaking news. They don't care. Do you know that on the radio? I think this Mr. Williams that is trying to get on now. He's a host and he was saying they don't care. They said he said and this is about city council and county council that you don't care. The man from Panther Hall has been coming down OVER 25 times but you don't care. Everybody knows that this is breaking news. The city council don't care when you have someone that has come down here as he said over 25 times and you don't care. I know you don't care. He's come more than that. I have come. You don't care what I say. But I do want you to understand, you made a promise to him. You said if they had any vulgar writing or any kind of disturbance that that skating park would be closed down. that you put there without the people even knowing it. Do you know he says that there's a house that has on the top of it 1919 is when the house was built. These are a a a community of Italian citizens that had been living in that hollow for years and you decide that they could make a skating park. I told you when I lived in California, those skating parks make a lot of noise. They were not allowed to skate in certain parts of the city. Do you imagine that? He said you could be sleep at 6:00 in the morning and they come to skate and you hear that falling and the crashing. Do you understand that those marks those parks are very bad and I stand I give him praise and honor. He keeps coming. You keep ignoring him. But everybody knows that you don't care. Now, Mr. Williams, we all agree that they don't care. also county council like he said sir Alerorado don't know how to beat her her way out of a paper bag now that's what he said I don't know about the paper bag I know that um county council is not as good as I thought they were at one time county council acts like you but they do sit and watch they don't play with their phones they're not on their computers they're not doing all that that gins do you act like you're in a different room. Do you know there's one woman said I She came to me. She said, "You know, Miss Brown, I hear you fussing all the time." He said, she said, "But I watch them. They come in, they meandering around. You're walking around talking to each other. They're acting like we're not even here." Do you understand? We We take time to come down here. Thank you. >> Thank you. Next. Next speaker, please. Good morning, Council of Selective Tears, Council of Empty Chairs, Council of Full Pockets. My name is Unique Brown and I want to say this respectfully, but not really because y'all don't respect me. I came here begging y'all to help me calm and y'all looked right through me. I really just want to know was it because I didn't cry like the other girl did. But let's be honest, my tears are not going to look the same as hers in this room. And we can say that out loud. Same story, different skin. And suddenly the attention appeared. So now I'm done asking. I'm coming here with facts and demands just like the white residents who get hurt. I make roughly 1,200 a month. That's roughly 12,000 a year. I'm raising two young children and my 20-year-old all while living in a homeless shelter. I know sacrifice. I live it every day. You all make 92,000 a year. and you gave yourselves a 22% raise without a public debate. Do you know what $90,000 meant to me? That was a home loan. A once ina-lifetime chance to stop surviving and start living. This city took it away. You make it in one year what some of us get in one lifetime. what we can't get now. I pulled your own reports, $10 for a police burl for a phone call, $54 for cleaning supplies, $147 for a rug. Parks and recreation spent $25 in April. That's less than a tank of gas. Animal control spent $37 on supplies. What? One bag of dog food. Public works built the same exact $55 two months in a row. the Civilian Review Board. $78 in March, $78 in April, and $61 in May. This stuff can pay like a rent for me every month like clockwork. And the president spent $600 on chicken tenders and wraps for a funeral. Y'all could have all put that money together and donated that. Donate. Stop writing stuff that y'all spend in bills. The controller even said it was wrong, but you still said it's okay. Y'all get reimbured for lunch and retirement gifts. Like, we have to pay for stuff like that. >> Thank you. >> You're welcome. >> Next speaker, please. >> Good morning. My name is William Sawite. I'm from Lincoln Limit Zeb 15206. Last time I came down there, I just talked about the city steps are terrible. They're missing steps. Um, and that's like emergency. And I was I talked to some of my mentors and he said this just the way it is. They just don't do it. One guy told me he said it's been like that since 1974. So I'm really not talking to this city administration. I'm talking to the administration from years ago. And now so I travel through Lincoln Limit. I go through Homewood. I go through East Sl but through Lincoln Limit and Homewood. There are stop signs being covered by trees. You can't see the subs. And this the owners of God too. All right. I mean I just tell everybody when I ran my own company. I'm 62 now. Just do your job. That's it. Nothing more, nothing less. Just do your job. It will get done. So that's it. That's all I GOT TO SAY. I'm looking for dance and background dancers. I'm the CCAC 1981 dance instructor. I'm not getting no flowers for that. They wouldn't even let me use the dance studio to work on the things that I'm doing right now cuz I'M HOMELESS, BEING OPPRESSED by this council. Please stop." Here's two scriptures. One, I'll read one. I'll read the other one tomorrow ON OPPRESSION. THE FIRST ONE comes from Isaiah 3:12. It says, "Childice leaders, oppressing my people and WOMEN RULE OVER THEM. THAT'S WHY MY IDENTITY is stolen of them. You don't want nobody know who I really am. WHEN THEY FIND OUT, I PROMISE YOU, WHATEVER POWER AUTHORITY THAT I have, I'mma use it with force in Jesus name." Oh my people, your leaders mislead you. They send you down the wrong road. They shall do OF OPPRESSION. THAT'S THE ROAD THIS city is on. Oppression. Oppressing people who are gifted. I'm a female vote on this. I'm being blocked from singing in this chamber. I want to praise God. You supposed to be a man of God. Neville. I moved out of Caluri Plaza. You know why? Because I had to. You know why? Because nothing was done to fire Caster Bingan or Anthony Choffy. because those are the guys Anthony Choffy is in charge of the executive branch of the properties that are managed by the housing authority city of Pittsburgh. I will run and I will do everything I can to get Caster Bion fired because that man cannot run that organization and you know it and I know it. Number two, I want to talk about backbone.
