e e e e we're here for our Friday agenda  review city manager Leighton thank   you mayor um I do not have anything on  the first page just you have one speaker   on uh page two new business number one this  would allow $101,000 to be collected uh in   the smid above the RNR rate to support uh downtown  improvements number two would allow $12.3 million   to be collected above the RNR rate to support  existing service levels in 2025 I just want to   note that those levels reflect collect $1 million  in adjustments the council has already made to   the budget uh in order to have us balanced and  living within the existing M Levy rate can you   say that again sure um the uh the last part of it  is so this it would allow I'll do the whole thing   it's it allowed 12.3 million to be collected above  the RNR um to support our existing service levels   in 2025 and wanted to note that approximately  $1 million in adjustments have already been   made by the council in order for us to limit our  expenditures to the revenue generated from the   existing Mill Levy rate so is this the number  that we had back in the beginning of the year   where we showed a much greater deficit in 2026  correct and remind us what the new deficit is   for 20126 for 26 it's about three and a. half  million if I remember I think it says 3.9 was   I couldn't remember the exact and that was after  the 3 million from the um permanent Reserve yes okay so you're balanced in 20125 but you've  made about1 million in adjustments for 25   26 27 in order for us to to be where  we are so when we were at the council   meeting on Tuesday and I believe council  member uh Glascock mentioned some things   to get accelerated in 2025 that's  different than this 11 million yes yes number three this it kind it goes  hand inand obviously number three is   the approval of the operating budget  uh as and we've made modifications   based on the council's actions on Tuesday so  those are already Incorporated now into what   you're looking at and that's outlined in the  report yes I thought you were done I thought   you were pausing I'm sorry um just a friendly  reminder to you and to Legal that we'll need   to take this as a separate vote for the WSU  and the WSU Tech portion correct that's item   number five oh sorry sorry sorry yep approving  the use of local funds derived um for the WSU I'm sorry item five it's I'm sorry it's under  item three it's number five which is on the second   third page top of the third page oh thank you so  much I I apologize I did not see that yep so we'll   need to make sure we'll need to make sure that  that is a separate vote correct correct thank you   so can one through four be one vote or one by one  yes one one through four can be together thank you   and then also we're asking Council  to adopt the 2025 through 2034 CIP number four would approve changes to the   public agenda portion of the council  meeting to allow for easier citizen engagement number five would approve  changes in the short-term rental licensing   ordinances to address nuisance parties and to  prohibit uh the hosting of underage parties   sorry I'm going to go back to number  four yes this is this agenda item is   from one of the proposals during uh  city council member agenda items that   then became an actual ordinance now  we're bringing it forward for your action uh number six would approve a $1.2 million  for construction of ass salt storage facility on page four number seven would approve  contract Amendment for the design of   public art for the River Bank improvements a  reminder this is all funded from a state base Grant number eight is our quarterly  financial report and that's all I   have on page four nothing on page five Page Six   just highlight 3A this would approve  $360,000 for renovation of tennis courts in McAdams I do not have anything  else on six or on page seven on page eight number seven would approve a   Grant application in the amount of  $144,000 to support victim Advocate Services number nine would approve  a revised budget for the multimodal   facility to recognize additional contributions  of 2 million from wampo and 2 million from   the high the sale of the H can I pull  both seven and nine uh for additional   information I know I can't pull it until  the actual meeting but I'd like to have   more information from staff regarding uh  the Voca Grant and the multimodal facility yep okay okay um number 11 it would approve the sale of $85   million in GE temporary notes and  $68 million in general obligation bonds that's all I have on page  eight on page nine number 12 would   extend the period for the closing on a sale  of a uh oh I'm sorry got the wrong property   here number 12 is a sale of surplus property  uh to an adjacent property owner for $1,000   this a small Remnant and it's consistent with  other remants in the area that we've sold to   ad adjacent Property Owners number 13 would  proove a contract for purchase of Transit Vehicles number 14 would  approve $1.4 million grand   for from K do for Transit operating and capital expenses it's all on page nine on page  10 17 this would approve an extension of   time for the closing on a former public  housing unit and 18 to 19 would approve   sales of uh public housing former public  housing units mayor that's all I have thank you and a reminder the council  meeting is on Tuesday at 9:00 a.m. and   that will be the final time before we vote  on the budget so we encourage Community to   come out um but also great opportunity for  you to contact any of your council members   as well as the mayor prior to that budget  meeting any council members want to chime in I just wanted to say thank  you to council member hois   and vice mayor Ballard um as they were in  attendance at the commemoration of the 80th   anniversary of the liberation of oron France by  the Kansas Regiment of the 137th infantry today   is that 80th anniversary in the wooda area  sister City's organization um is over at the   at the Historical Museum uh commemorating this  day in addition four members of their nonprofit   organization are in oron France representing  um WI Kansas the United States at that 80th   anniversary so we want to say thank you to them  and also safe travels as they return home on Sunday with that have a wonderful  weekend and we'll see you next week
