Just one. >> Uh, Mayor Nichols, would you like to join us >> on the presentation of these proclamations? So, a little introduction about this program. In October of 2024, the city of Tulsa implemented a free educational program called the Neighborhood Academy designed to equip residents with tools, resources, and knowledge to be uh strong community leaders and make positive changes in their neighborhoods. So, we have several people here tonight that graduated from the academy. We do have others that are coming in the uh several weeks ahead. So, um, tonight we'll read your names to come forward. But before we do that, I just want to read what each certificate says. Uh, the honorable honorable Monroe Nichols and the Tulsa City Council hereby present the following neighborhood academy leadership certificate in recognition of the successfully completed the coursework prescribed for graduation from this program. and witness thereof, we hereby award this distinction on the 14th day of January, 2026. In front of the speakers at the microphone, there is a timer that will countd down the time used. A green light will indicate your time is running. Yellow light will come on when you have 30 seconds remaining and a blinking red light will show that your time has concluded. Item 4B, resolution authorizing the conveyance of certain real property owned by the city of Tulsa to Harbor LLC and Oklahoma notfor-profit limited liability company for the purpose of renovating, managing, and maintaining said property for uses relating to the homeless community. This resolution echoes the goodness of God expressed through shelter and restoration. By stewarding city property to serve neighbors experiencing homelessness, Tulsa promotes dignity, safety, and hope. Renovation and wise management opens doors to healing or open doors to healing, stability, and community. When leaders act with compassion and purpose, the city participates in God's generous heart as demonstrated by him sending Jesus, his son, Jesus. Yes. And the city again, the city participates in God's generous heart, bringing light, order, and opportunity to lives seeking a fresh start. God Almighty, we invoke your guidance. Agenda item 4M, a travel donation from National Fire Academy in the amount of $500 for Chad Stokes to travel to Emittsburg, Maryland on January 18th through the 23rd, 2026 to attend the RO393 plans review for fire and life safety training. I appreciate our remarkable first responders who serve Tulsa with skill, courage, and steady commitment. Our Tulsa Fire Department stands as a model of preparedness, training, and love, protecting lives and property with excellence every day. Our Tulsa Police Department serves with professionalism, wisdom, and respect, strengthening trust across neighborhoods. Together with EMS dispatchers and support teams, these dedicated public servants bring safety, order, and reassurance to our city. Their continual learning, teamwork, and calm leadership during critical moments elevate Tulsa and bless families, businesses, and visitors alike. Uh this plan, uh I'm really not against it, but I have problems with it. First of all, this is Crutchfield neighborhood and I have uh what they put together to build Crushfield. The problem I have is that uh the entitlement area just north of it or west of it, no, west of it, uh has been uh in circulation since 1921. And the problem is what's getting done over there is special than any other area in Tulsa. There's not another area in Tulsa except Tulsa tried to put one there, but it's not recognized by the federal government. Uh this is a Habitat for Humanities uh project and like it was said it was uh on Latima and Udica and we passed by there just a few minutes ago and it really needs to be developed there. But the problem I have is developing somewhere other than the entitlement area which receives money is a problem. Any sobering citizen that lives in the entitlement area should be upset. Not I'm not upset cuz I'm working on it. I have a solution and I keep coming down here working on that solution. But I also have a plan that I haven't initiated yet. But it's almost time for me to do that. I know you get tired of me. I'm tired of coming down here because it's falling on deaf ears. And I don't care. I'm going to say what I have to say, what I have to say, how I have to say it. This project, I hope it goes through and do well. But you're not going to live leave out where I live. Next speaker. >> Good evening, counselors. >> Good evening. >> You know, tomorrow is my birthday and the birthday celebration of Dr. Martin Luther King, Jr. And here we are in the same place as the people were back then when Dr. King and President Johnson, Robert C. Weaver wrote the plan to help black people move forward in the United States of America. I just want to stand here for five minutes in silence. Silence is a form of speech. Dr. King's daughter's name was Bernice. Is Bernice. That means bringer victory. That's my first name. Perhaps that's part of the reason I'm here in Tulsa because I'm not from Tulsa. And I understand what those three people were trying to do for African-Americans in the United States. I don't know whether or not you all understand what they were trying to do because you seem to be working against progress for the African American community in Tulsa. Other people as well, but my husband and I, we're speaking in particular about the AfricanAmerican community. 30 seconds. >> Thank you. Thank you. >> Thank you. >> Yes. Second reading. 7A ordinance adopting the second supplement to the eighth revision of the Tulsa Revised Ordinances codifying ordinances enacted between October 30th uh two of 2024 and June 25th, 2025 providing certain exceptions for ordinances excluded provided providing for the repeal of certain ordinances protecting pre-existing rights providing for copies to be uh disposed within the city clerk providing for distribution of copies to the city departments and others providing for the sale of copies. Uh B, ordinance amending the fiscal year 2025 2026 budget to make supplemental appropriations of $3,377,000 recognized from the unappropriate fund balance uh within the public safety and protection uh sub fund C. Ordinance amending the fiscal year 2025 2026 budget to make supplemental appropriations of $319,867 recognized from um unappropriate fund balance within the substance abuse mental health services sub fund.
