for joining us for the agenda review today,  February 13th. May we please stand for the   pledge of allegiance. I aliance to the flag of  the United States of America and to the republic   for which it stands. One nation under God,  indivisible, with liberty and justice for all. Assistant city manager Troy Anderson. Mayor,  thank you. Um, okay. February 17th. Um got   a proclamation. Uh two uh individuals  on public agenda so far. Uh next page   uh new business first item quarterly reports.  Um have a golf point of sale and t sheet system   vendor award. Um item number three codifying  food and farm council. It's just a corrective   action. Um item number four is a change order to  BNR package three. That's just one package out of   six. Uh and so items number five and six next page  have a couple of supplemental design agreements   uh for a couple road projects. U probably the  most noteworthy item number seven storm water   utility rate increase. You might recall  work back in November presenting a couple   of different options. Got a question about  that. Yeah. Um it mentions a dollar a month.   Then it mentions 15% dollar for the year  up front. Correct. And it mentions 15   cents per month. Correct. So when does  that 15 cents start or is it just for 26 dollar would be for6? I'm sorry. Would  be a$126, right? Then 15 cents a year.   The initial dollar would be in 2026 and  then the 15 cents will start in 2027. Oh,   okay. 15 cents a in perpetuity.  Yes, sir. Okay. Okay. Okay. Thanks. Any other questions on that one? Okay. Um,  item number eight, have a public art project   for Woodland Park North, a history walk,  about a $50,000 project. Item number nine,   um, this is our annual community service block  grant coupled with couple hundred,000 community   development block grant dollars for a total  of about 1.3 million. Item number 10 is uh   conditional home program funding about $200,000  in home funds uh coupled with a number of other   sources for 46 unit affordable senior housing  project. Item number 11 and 12 a couple of   business service agreements. First one's with  Nexus. The other one's with create campaign.   Each one of those is about $50,000 for  just one year business service agreements. That concludes new business uh non-conent  planning. Uh item number one, this is a zoning   change request. This is in district six. Uh this  is being brought before you just because there's   a difference between the planning commission  recommendation and the DAB recommendation. Uh   similarly, item number two there, conditional  use permit for a short-term rental. Again,   just a discrepancy between the recommendation  coming from the planning commission and that   coming from the district advisory board. Uh  next page, uh public housing recovery agreement.   Uh it's just part of our monthly reporting  requirements. Uh next page, consent agenda.   Um items 3A 3B couple of amended amortization  schedules. So nothing significant there. Uh it's   just interest in fees that are being capitalized  and a new amortization schedule that's being   presented. Next sections for A through E are uh  some acquisitions of some temporary construction   easements for the Bley project. Um next page uh  we have a number of five-year reviews that we have   done. Uh item number seven enterprises. Uh number  eight leading technology composits. Number nine   uh spirit era systems as part of project eclipse.  Uh number 10 IH1 and number 11 Shannon. two,   they all uh met the capital investment and job  creation requirements. And so this is just a   continuation of uh each of the previous  five-year property taxments. Correct. So   there's one of them uh number eight that I just  wanted to highlight. The agreement was 33 net   new jobs and they've created 206. Yeah. We went  back and uh sort of trust but verify. Yeah. Uh   incredible incredible success story there. Um  So love to celebrate those opportunities. Yes. Okay. Uh item number 12. This was part of our kind  of annual childcare licensing grant application   and award. Uh total about $400,000. Covers about  62% of our operating costs. Uh number 14 uh this   is associated with an item later on in the agenda  under airport authority. This is the first action   I've noticed of intent to use debt financing about  $75,000. Again, you'll see the formal action item   under the airport authority board later on on  the agenda. Item number 15, settlement of a   claim about $200,000. Item number 16, project safe  neighborhood grant grant modification. Um, this   is just reallocating $60,000 that uh was sort of  unspent, reallocating that into some some overtime   for police. Item number 17, this is a community  development block grant budget modification. Uh,   we had some rapid rehousing and some H MIS  custom port dollars. We're simply reallocating   to second light supplies and equipment and  some care coordination team uh expenses. And that's it. Most of the rest  of this consent planning last   page is that uh for authority drainage  infrastructure process that $75,000. Looking forward sort of a  preview to February 24th.   um early on in the process. Got some agreements  and contracts. Nothing significant to know.   Uh couple of subdivision design agreement  number one for dirt street paving. We have   a number of additional property acquisitions  particularly around Bleley Drive. Uh we are in   the process of finalizing acquisition  as a property for police department   uh storage. See if there's anything else  of note community me alcohol consumption on the consent. So nothing else of  note on the 24th. With that being said,   any questions? Council, we do have uh Kimberly  for a legislative update. Um, do we did we pull   item nine for next week? I don't see it in  my packet. It came late. It came late. So,   it'll be on the next meeting or that the  green sheet came late. Okay. I was looking   at mine and then she brought brought number nine  later. I'm sure it might be in your might be in   your I'm sure it's on my mess of a desk. So,  Thank you for that. Anything else? Kimberly. Okay. Well, good morning everyone. Hello  from Topeka. Uh real quick update. We have   10 key bills that we're really um working on  for Witchah and and 21 that we're actively   watching and involved with and then a bevy  of other bills. And I mentioned that because   week we move into this coming week we move into  what's called legislative turnaround. So all bills   that have not been introduced in a an exempt  committee or that have not been blessed will   actually fall off the calendar. They'll they'll  die for lack of a better term. Um so we will see   our bill tracking matrix slim down considerably  uh within the next week. So couple of items that   I just want to bring your attention to. Uh first  of all, the house tax bill 2745 had a hearing   yesterday. Um the city of Witchah provided comment  along with probably a hundred other communities   around the state. And it is our understanding that  that bill will be amended from its current form   uh to make it more palatable for cities just from  a just from an election timing standpoint and a   few other um kind of nits if you will that  that make it difficult for implementation.   That bill will be worked on Monday in a house tax  committee. So we are um working with the chairman   and also the league on what those amendments  will look like, how they're specifically drafted.   Uh the the wish PD actually has been monitoring  House Bill 2329 and that was an important bill   for them. It relates to the juvenile justice  code and that bill did come successfully out   of committee. Uh it was passed by the house  last year. So now it's just pending on what   we call general orders. So the full senate will  likely debate that bill this coming legisl this   coming week. So we continue to watch that. Uh we  met this morning with the speaker of the house on   uh the Witchaw water reuse bill, House Bill  2462. That bill was passed favorably out of   committee last week and we're hoping that it  will be worked and debated by the full house   this week and we did have nice conversation with  the speaker. We had we've had movement on several   other pieces of legislation that wish the house  has been involved with related to right away   uh the relocation fund that bill did come out of  committee. Um I think it will have a high hurdle   to come through the full house but we'll see. Then  also um the rightway parity bill that bill is not   moving right now but a stakeholder meeting has  been set for this coming Tuesday to talk about   what would a statute and what should statute look  like going forward to create that parody within   the right way between all the different types  of telecommunications and broadband users. Uh   and then another bill that I'll mention is Senate  Bill 66. And that requires all local um officials   at the county level, uh the city level, and then  any other elected boards uh to provide to complete   an annual statement of substantial interest form  similar to what state legislators file. That bill   passed the Senate 363 and will now move to the  House for deliberation. There is another provision   in that bill that says if there is any um anyone  on the local governing body board that has an   interest in a real estate position that may come  before that particular governing body that they   must self-declare related to annexation. There  was Senate Bill 124 which restricts unilateral   annexation and in that hearing two weeks ago  there was a lot of conversation about three mile   um three mile radius as well as extr territorial  zoning. So that bill has been pulled from hearing   and the Senate leadership has said that they will  move forward with an interim hearing on annexation   three mile and extr territorial zoning. It is yet  to be seen whether or not the house will join the   senate on the on that interum but the senate at  minimum will have that. And then one more issue   bill 373 which was the law enforcement utility  pool bill that PD had some concerns with. That   bill did make it out of committee. It was amended  um fairly significantly. I know law enforcement is   still trying to decide exactly where it it feels  it needs to be on that bill, but it did pass   um out of committee and is on the Senate Senate  general orders for debate. I don't know what   the viability of that bill is in the House just  because of you some local issues. And then lastly,   the wish sales tax bill, House Bill 2456, uh  was introduced in the Senate tax committee that,   you know, would allow for the city of Witchah  to in fact accept food sales tax. And that's   the issue that uh we have to work with the  interstate compact on in order to to allow for   that to move forward. Um those conversations  are ongoing. So there has been no action on   that bill due to the discussion related  to interstate compact. So I've sent Jim   and Sharon a listing of all of the additional  bills that we are actively working on as well   as some of the other ones we're monitoring. So  that that information is available for you all   um to per peruse and feel free to ask any  questions and with that I'm happy to stand for any   questions. Hey Kimberly um the I believe the house  bill that was addressing hidden fees for renters   um we had a hearing of it earlier this week. Do  you expect it to get worked and out of committee   or where do you think that one's head? So, that's  a great question. There are probably six or   probably six or eight actual bills that relate to  landlord rental tenant matters. And I I wouldn't   be surprised if at some point they're not all  merged together. I was talking with a couple of   the legislators on that and I think that there's  a sense that there's a lot out there uh and that   they may ultimately um it's not clear which ones  are going to get across the finish line and so if   there's any that actually start moving they may  all be locked into one. So I know that's kind   of a a non-answer answer but I think that there's  there's a lot still to be determined on how things   move forward with those land owner tenant land  owner land owner tenant issues. Okay. Thank you. Thank you, Kimberly. Sorry. And one more. The  the golf cart bill did advance from the Senate   on an unanimous vote. So, it would allow  for cities to regulate when golf carts are   um driving on sidewalks. J from the  great unifier over here. Thank you.   Congratulations on that vote.
