And then I'll speak a little bit about what the governor has brought out today—there's a change in the stay-at-home initiative and back-to-work type stuff—and then... I think it'd probably be harder to tell you who *is* working. The Public Works crew, they're staying home unless there's a water break or backup, that kind of thing. So, coming in every day to check on things and do maintenance type things, but there are no like extra projects planned right now. Governor Walz—I didn't get a chance to watch it—but Governor Walz extended the stay-at-home. He did something from what I'm... [8:53] **City Staff (Katie):** ...hearing from Ted. There was a stipulation in there that if you have the ability to stay within the social distance six feet, then you can support work. However, if that's not a possibility—such as places like the DMV, the library, places that are kind of confined spaces where you can't stay within that six feet—then he recommends that those places stay closed. I believe as long as it's okay with you guys, I kind of talked to Phil about it... [9:40] **City Staff (Katie):** ...but I think the public guys are going to come back starting on Monday after this current home order expires. So that's what's going on with Public Works. DMV is still closed. The senior dining area is closed to the public; they're still doing home-delivered meals. The library is closed. The arena staff is not there. Our police department is still fully staffed. Am I forgetting anything? **Mayor Jim Michalski:** No, I think you hit it all. Just a little bit on what the... [10:26] **Mayor Jim Michalski:** ...governor went over today. As Katie said, the stay-at-home initiative is being pushed out to May 4th. That means any public gathering places would have to stay closed business-wise. Unfortunately, Walter, like your business, and restaurants, and what you call gathering-type places where a lot of people gather together, all that has to stay closed, like the library and the DMV. We can do off-sale but not on-sale for liquor. All those gathering places have to stay... [11:12] **Mayor Jim Michalski:** ...closed. Any businesses that are open will stay open, the ones that are called critical. He did talk about the back-to-work initiative. Since Minnesota's curve is the lowest curve of all the states, our state was able to keep the lowest number of new incidents of COVID-19. So, like Phil, as long as you guys can social distance—I know there's sometimes you have to work close because of safety and you've got to have two people on the job—but pretty much in general, they can go back to work. I'm guessing Joel at the park with his two maintenance guys, they can start cleaning the park now that the snow has melted. As far as the rest, it sounds like we would have to keep the status quo. I know Katie, some of the libraries in the region are doing different things like allowing pickup, but I don't know... [12:44] **Mayor Jim Michalski:** ...since we've been closed, I just can't see changing it until May 4th. **City Staff (Katie):** Yeah, I think so. If you guys want to open it, we certainly can try it. **Mayor Jim Michalski:** I just don't see it at this time unless they have work they can do themselves, like the director coming in to do some work or catch-up stuff as long as they are not interacting with the public. There's no problem with the guys working and cleaning up the place, but the way they brought things out, I don't see us opening up even the summer realm for people coming in and parking. He does have the two workers though that come down and they have trailers, but if there's just two of them in there and they're working, I don't see any problem with that part—just not letting any seasonals come in until the 15th. A lot of people in this area, if they can go out for opening fishing, this would be the opportunity if that order was lifted. If the governor comes on May 1st and says after May 4th I'm going to lift it, I'd like to see people be able to utilize those things. Plus those people are paying money for a seasonal rental. I don't know how that's gonna affect it. That's just food for thought. **Mayor Jim Michalski:** Yeah, I think the... [16:38] **Mayor Jim Michalski:** ...problem on some of them is they're coming long distance. If they know there's a date they can be there, it may take them three days to travel to get here. I thought if we had a firm date, they know they can leave at this time. Even if he lifted it on the 4th, that's really still too soon. [20:32] **City Staff (Katie):** ...can do is take the people who have paid and who still owe money, and I will take whatever they pay, divide it out so I can get a by-month amount, and then reimburse them a month of their seasonal rate. I feel like that's fair if they're missing out on a month. **Mayor Jim Michalski:** I understand what everyone's saying. I'm gonna recommend we do it for the 15th. I think that we're giving them the okay that they can come to our small town, and I still would support the end of May. **Council Member Walter Lower III:** Well, I just wanted to point out, the small businesses are obviously going to be depending on the campground. The soonest we can open it up will be important to them. I do worry that if we keep it closed... The 15th isn't gonna make fishing season anyway. I'm not sure why the 15th is such an important date. [29:41] **Sheriff Kelly Lake:** All right, so for the Police Department, you'll find the police report. Calls for services from March 1st to March 31st was 144. In addition, we had an hour at the MSOP and one hour for ECRC. As far as the department, you guys have probably been brought up on it, but the update on the COVID policy for responding to calls: we ensure the squad is getting disinfected, we have masks, gloves, sanitizer... [30:29] **Sheriff Kelly Lake:** ...spray, and everything they need to protect themselves. Any calls that can be taken are being done over the phone. If required to go in person, we are advised to maintain that six-foot social distance. We have the front lobby still shut down; it's just essential employees. No fingerprints are being done. We have done a couple gun permits; we just put the permits outside and they pick them up and drop them off for us. The businesses in town... [32:00] **Sheriff Kelly Lake:** ...they've all been very compliant. The community overall seems to be doing what they can. I've been trying to buy from the businesses in town to give them some support right now. Other than that, it's pretty much the same as usual—fully staffed and ready to respond. Public Works Superintendent report. Go ahead, Phil. [33:44] **City Superintendent Phil Entner:** Okay, so on the Water Department, last month we distributed 4 million gallons of drinking water. Currently, we still have two services running water to prevent freezing; we should see an end to that in the next couple of weeks. Hydrant flushing is scheduled for the 4th of May. Sewer department collection system collected 15.8 million gallons. Wastewater treatment system is just coming out of winterization; we are starting our spring discharge possibly next week. Every sewer cleaning program is in place. We... [34:31] **City Superintendent Phil Entner:** ...got off to a really good start before the guys got sent home. We were able to get 7,500 feet done. We have an additional 14,000 feet to go, which we're going to be starting back in on Monday. Street department pothole filling is going to be starting Monday, and also street sweeping should be starting the week of the 20th. That should take about a week to complete. We had the liquor store computer come back, and the police department computer took a dive; they tried to wipe as many... [36:23] **City Staff (Katie):** ...files off of that as they could. **Mayor Jim Michalski:** I have just one question, Katie. Do we have any help on the update of our TV thing? Is he talking a month yet, or June or July? **City Staff (Katie):** He is scheduled... [37:12] **City Staff (Katie):** ...for the first week in May. We're in contact with Mediacom, and actually Bill Carlson has been helping with the original agreement because we do need an IP address. I'm having Bill help with that. It looks like Mediacom would hopefully be the provider for the internet for the system that does the streaming part of it. **Mayor Jim Michalski:** So, May 1st you're looking at that? **City Staff (Katie):** Yeah, depending if they get equipment. Good idea. **City Staff (Katie):** I did mention to them that we don't want to be down on our system, so what they may do is get equipment all set up and not, in a sense, throw the switch until we're into a little bit more stable environment. **Mayor Jim Michalski:** Very good. Katie? **City Staff (Katie):** We did a couple big openings for the sewer lining project and the well. The next step is that I have to complete a rate study based off of estimates that engineers have... [39:31] **City Staff (Katie):** ...right now, so I'll be working on that this coming month. We've got some bids that we have to approve for the sewer lining project as well as the well. Then maybe mention about that trail grant. We submitted a trail grant application for a couple things. One is for the blue line trail—it's a part of the trail that's really busted up—and then another grant would be to help us bridge the gap for the Trunk Highway 73 trail extensions. We have a lot of money so far... [40:18] **City Staff (Katie):** ...I want to say at least $350,000. So we'll see what happens there. **Mayor Jim Michalski:** Very good. Any questions? **Council Member Douglas Juntunen:** Well, I see that the seh sewer lining... the engineers estimated they were at 145, is that correct? [41:34] **City Staff (Katie):** The base bid is the main part of the sewer lining project, and then the alternate bids were two alternate projects we were seeing how much it would cost. **Council Member Douglas Juntunen:** I'm just saying I believe the engineer's estimate for the base bid was $145,000, and it looks like they came in under budget by $10,000. Is that correct? [42:18] **City Superintendent Phil Entner:** So, the alternate bids were two different projects. One was to do an additional section of pipe. The other one was to line the manholes in the section of pipe we are already lining, which I would highly recommend we do. **Mayor Jim Michalski:** Align those because they're old? They're not a solid piece of cement; they're brick, correct? **City Superintendent Phil Entner:** Correct. [43:04] **Mayor Jim Michalski:** So they leak terribly. However, I don't think that totally answers Doug's question, Phil. **Council Member Douglas Juntunen:** I was just wondering if we came in under budget of the main engineer estimate. And then I had a second comment on Wells 3 & 4—we have $180,000, but I do not see where the engineer's bid or estimate was on that. **City Staff (Katie):** I think after listening to Phil, yes, I think it's good coming under budget. I know that we gave them a hundred thousand dollars for the base bid. Yes, they did come in a little bit under budget for the base bid. For your second question... [44:39] **City Staff (Katie):** ...on page 61, there is the letter from SEH. The bid came in at $180,000 and the engineer's estimate was $170,000, so it's about $10,000 over what they estimated. **Council Member Walter Lower III:** I was just gonna bring up that information on that sheet. The sewer line project looks like Granite Inliner did $96,000 and the engineer's estimate was $108,000, from the way that I understand it. **City Staff (Katie):** Yes, that's correct. [45:52] **Mayor Jim Michalski:** What that allows is I'm hoping that Phil can get some of those things in, like those manholes. If you have manholes that leak like crazy, we're only fixing part of the problem. I'm hoping with these under-bids we can make a dent in that. **City Staff (Katie):** I do have Mark Wallace, the engineer for the Wells project. He emailed me about the drawings for the well house itself, and I will send pictures. He added color to them, though the color is not set in stone. **Council Member Kris Huso:** I'm just taking it all in. One other question from me, Katie: was the garage up by the school, the old school, is that all gone now? **City Staff (Katie):** I believe it was Thursday and it was half gone. **Council Member Douglas Juntunen:** No, I just took a walk by there yesterday. Everything that was left there was just the foundation. All the wood structure is gone. **City Staff (Katie):** And I believe the foundation is going to be removed by the company as part of the bid. [48:58] **Mayor Jim Michalski:** Chamber of Commerce—a lot of their events are dependent on city property, like Ag Days and the triathlon. The triathlon has been cancelled. They have not cancelled Ag Days yet, that's in July. But it takes quite a few meetings and time. So they're kind of waiting on us to see if we're able to open the building up. I think social distancing and stuff will be in effect for quite a while. And we have a problem with the 4th of July also... I don't know how we can tell them or make a decision now. **City Staff (Katie):** I think we'll have more information if we just kind of hang on for a few weeks here. **Mayor Jim Michalski:** Yeah, so I guess what I'd like to ask from the council is to give Katie and I the authority to say no to them if things change. **Council Member Kris Huso:** Well, I mean, every county and city is gonna be having these problems. They're going to have to make a decision to either close it on their own or wait for us. I want to still schedule the 4th of July fireworks at minimum, but they may even be canceled. Moving on then to number 6: previously discussed business. 6a is a Legacy of Excellence donation request. Katie? **City Staff (Katie):** Their letter outlines what their plans are to do with the money—the main focus was the playground stuff at the new school construction and a scholarship program. [54:27] **Mayor Jim Michalski:** Could you tell me what they're asking again for the donation? **City Staff (Katie):** She said $5,000, and I told her that probably wouldn't happen, but she said they'd take whatever. **Mayor Jim Michalski:** We've never given anything close to that amount. I think 7b we already completed (Campground and Parks). 7c: the resolution 2004.01 lccmr grant application. This is hopefully to close the gap on the trail. We are $323,000 short right now. I am saying we do need something in place because right now there is absolutely nothing on the books. [1:05:27] **City Superintendent Phil Entner:** It is typically the snow coming from the plow that impacts the box. A mailbox is private property in a city right-of-way. In that packet, it shows a swinging post. It swings out of the way when snow hits it and returns back to its normal position. I think we should have something that spells everything out. It works out for the Postal Service too; it meets their specs. **Mayor Jim Michalski:** I think everyone should understand that if we have this policy, it doesn't force anyone to change their mailbox, but it protects the city from having to repair them. [1:09:25] **Council Member Kris Huso:** As I was reading through it, it spells it out. If this is what the county is going with, it's a protection for us as well as for them. The pavement portion of it is really bad right now. **Mayor Jim Michalski:** The MS 150 cannot use the trail in that condition, so they'll have to route all the bikers through the industrial road. Hopefully we get that grant. Moving on to 7f: the 2020 fee schedule. [1:15:42] **City Staff (Katie):** I updated the 2020 fee schedule. Those are the old manholes with brick. That saves us a little bit of money. **City Staff (Katie):** I did want to update you guys—I want to wait until our audit is finished before I give an update on where we're sitting with sales tax and the franchise fees. **Mayor Jim Michalski:** Moving on to number 8: correspondence. **Rory [Guest]:** The communication bill provides a connection with the Depot and Augustana.
