City Council meeting for the city of Minatrista, March 2nd, 2026. Uh first order of business, just a reminder, are your cell phones on silent? One nation under God, indivisible, with liberty and justice for all. >> Okay. Um, first I'll start with the introductions. I'm Lisa Whan. I'm the mayor. And to my left are council members Kathleen Refkin, Peter Vicky, Claudia Lacy, and Brian Govern. And to my right, we have our city administrator, Jasper Krugal. And then we have um our chief of police, Craig Squires. And then on the other end we have our um assistant city administrator Paula Bowman. Uh Gary Peters is our director of public safety public works almost safe right and then we have uh Allison Falsky with WSB our city engineer. Do we have anybody else joining us um remotely? >> Um just uh clerk Ann Meeroff and our city attorney Sarah Solola. All right. So, welcome everyone and uh with that I just have one minor adjustment to our very short um agenda and that is under business items we are going to have our um Allison Falski is going to give us an update on the our swamp. Uh we no special presentations and no no one here this evening under persons to be heard. So we have a few consent agenda items. They uh include approve our work session meeting minutes from February 18th, 2026. Approve our city council regular meeting minutes from February 18th, 2026. C is a resolution to approve claims. D is approving the closing for fund 433, which is the 2023 street capital improvement fund. And E is approve an offer of employment for William Ewald for the community service officer position. So we'll move on to business items and I'm going to hand that over to Miss Fellski. Thank you, Mayor Whan. Uh council, just wanted to provide an update with the surface water management asset program. Um as council may recall, we've had some discussions over the past few years about um some of the data that the program has produced. um we identified six a score of 65 as a threshold is to um you know take a look at some of those ponds and see how they're performing. Um at that point after identifying those ponds we went ahead and got the bathometric surveys done. That's a um a system where they go in there's an actual measurement of how much sediment is in these ponds. And as a result of that there were four ponds that are recommended to have some work done on them at this time. So, using that information, uh, we reached out to three homeowners associations, uh, where the ponds are located, um, and met with them. And I'm happy to report that we have, um, two HOAs, Hunter Crest and Jenny Cove, that are looking to proceed with that work this year. Um, so staff has provided some assistance in in um just for um just to dot all the eyes and cross all the tees, just do a wetland conservation act no loss permit just to make sure that we have everything um even though we we're not impacting wetlands that um we have all that paperwork done. Um and then the engineering technician will go out and verify that the ponds will be excavated to those those depths. So some good news. I don't have the exact timeline on it. Um but I I they have indicated that the work would be done this year. The other two ponds uh in Palmer Point um I learned that there's two Palmer Point HOAs. I was not aware of that. So they they they made me aware of that which and and very nicely I might add. Um but um through the course of the conversation what we found out is the one pond um is there's one pond in each of these HOAs. Um and through the course of the conversation um they sh the the homeowners association um management company shared that their association documentation did not reflect um the um that the the site where the one pond was located technically in the other HOA the HOA documents did not reflect that. So they have some internal work to do. Um, and so at that point, um, I I I said, "Well, I think that we can just hit pause on what we're looking to accomplish here and, um, give the HOAs some time to go and get that sorted out and then provide assistance, um, and notification of that other HOA at that time. So, that's my update for the council and I'm happy to answer any questions that you might have." Council, any questions? >> Sounds good. >> All right. Thank you. Thank you. Um >> okay. >> We have we have some meetings with some legislators coming up uh this week. I know we have one uh and then we have at the hill on the 11th that we have a whole um I just got an email from Fu's group and there might be three people on the um committee that want to hear about our project. So that'll be a good one. >> That would excellent. All right. I know I'll be going with you on some of those visits. >> Yay. Yay. Yay. Get to go down St. Paul. Um so and then um yeah we um we were we had our strategic planning session on the 26th last Thursday and then immediately following that we did a joint meeting with the city of St. Bonnie Council and that was a great meeting. There were several um uh to-do lists or um to-do items on the list and u I've already talked to Jasper about some of those and we'll be following up um and informing you on that as we move forward. And um that's all I have that I can think of. Oh, just a reminder, just put it on your calendars. I think it's May 5th is the state of the city address. Okay. So, put it on your calendar. It's at beautiful Burl Oaks again with um cash bar and uh light or it should be a really fun event. And I would be introducing the council and staff that are there. So just just so you know, bring your your whole family. Okay. Not your whole family. Not little kids. Are you sure? How about spouses? How about spouses? >> I mean, I'm happy to bring my seven-year-old. >> She'll have a blast. Right. Right. >> All right. That's And I know we have other things coming up in May, too. We have Trista Day. And then also, um, and Craig, remind me what date that is again.
