[music] All right, we are now opening uh the uh regular meeting of the uh city council for November 4th, 2025. Uh the council will now uh adjourn into executive session and we return at 2:00. We um we're returning I mean we're uh going into executive session to discuss uh items listed on our agenda as authorized by chapter 551 of the Texas Government Code, including but not necessarily limited to section 551.071 071 consultation with attorney 551.072 Deliber deliberations regarding real property 551.073 deliberations regarding gifts and donations 551.074 personnel matters 551.076 deliberations regarding security devices 551.086 public power utilities competitive matters and 551.087 deliberations regarding economic development negotiations. We are now adjourned um to executive session at 12:34. >> All right. Good afternoon, everyone. City council will now reconvene uh in the council. We'll take up our ceremonial items. I'm going to now call on Pastor Johnny Perez of the Church of the Blessed International to lead us in our invocation, followed by our mayor, Pro Tim, who will lead us in the pledges to the uh United States flag and the Texas flag. Will you please stand as you were able? The Lord gave me a a word this morning and I want to read it to you out of the book of Psalms 34:21 before we bow in prayer. It says like this, "The young lions do lack and suffer hunger, but they that seek the Lord shall not want any good thing." So today, let us all bow our heads in prayer. Heavenly and gracious Father, I thank you, Father, for the wisdom and the knowledge that you bestowed upon this group. Father, I ask for your direction, Father, within this meeting and within anything that happens within these walls. Father, I pray, Father, that your Holy Spirit shall guide us, Father. Give us strength, Father. Show us your mercy and your kindness. Father, for we are your followers, Father, and we will lack nothing, Father, because we seek you in everything that we do. In the mighty name of Jesus, we pray. In the people of God, say, >> amen. >> Amen. And now you'll join me in the pledge of allegiance to our country and to our state. We'll now take up item uh, agenda item 4.1, the minutes from our October 14th meeting. our regular uh city council meeting for that date. I hear none. The motion to approve. Carries unanimously. All right. We'll take up item five, our consent agenda. There's been a request by staff to remove item 5.11 so it can be placed on an agenda at a later time. And I'll entertain now a motion to approve the consent agenda with the exception of item 5.11. Is there such a motion? >> Do you have a second? >> Have a motion and a second. Any discussion? >> I see none. All in favor of approval of the consent agenda ex with the exception of item 5.11. Now, we'll take up uh item 6.1 to consider a resolution casting the city council's votes for candidates to serve on the Lok Central Appraisal District Board of Directors. I'm going to call on our city secretary to um uh fill us in or brief us uh on this matter. >> Thank you, mayor. At your October 14th meeting, you all nominated Brady Goen and Greg Jones to be placed on the ballot. Before you today is the ballot and for the city of Levik to cast their 464 votes. Um, historically the city has distributed those votes evenly and if you did that it would be 232 votes per candidate. I'll be happy to answer any questions. >> I see none. So is there a motion? >> Mayor Pro Tim. Mayor, on item number 6.1, I move to cast the city of Luk's 464 votes for the two candidates as follows, thereby distributing votes evenly amongst the two candidates and that includes Brady Goen for 232 votes and Greg Jones also 232 votes. >> Right, we have a motion and a second. Is there any discussion? I see none. So all in favor let be known by saying I. I. Any oppose say nay. I hear none. That motion is approved unanimously. We'll now take up item 6.2 consider an ordinance on second reading repealing ordinance number 2025-0111 amending burglary and robbery alarms chapter 8 article 8.11 of the code of ordinances of the city of Leach. I'll now call on our city manager Jared Atinson to provide a brief briefing on this matter. >> A brief briefing. Thank you, Mayor, City Council. Um this is the followup to the movement uh the actual first reading that was done last week. Council, should you pass this on second read? All of the things going on, the discussions with the burglars, burglary and robbery alarms, reverts to the prior ordinance. That means there is not the permit fee unless you qualify under the certain number of [snorts] false calls within a within a 12-month period. Second, as it relates to that, upon passage of this, the police department and the city's communications department are prepared to put out public information that we have reverted to the prior and that any of those who have paid a permit fee that will be refunded directly to them. So, with that, we'll take any questions you may have. >> Are there any questions for Mr. Atinson? All right, I see none. So, is there a motion to approve item 6.2? >> Have a motion. We'll now take up item 6.3 to consider an ordinance on first reading amending chapter 4 animals of the code of ordinances of the city of love, Texas, including provisions related to dangerous dogs. Uh this uh matter was previously tabled until today's uh meeting. So I'm going to call on uh Mayor Pro Tim Christy Martinez uh Garcia at this time. Mayor, I move to postpone and cons the consideration of item 6.3 until the November 11th regular meeting of the city council. >> All right.
