No description available.

Based on the names and titles provided for the City of Lake Elmo, here is the transcribed townhall meeting with speaker identifications and estimated timestamps. [07:01:00] **Mayor Charles Cadenhead:** We have a dessert truck. Asian, Mexican, and barbecue. I'm trying to get— It is 7:01 and it is time to have the call to order for the city of Lake Elmo meeting on August 19th, 2025. Can we please stand for the pledge of allegiance? [07:01:15] **All:** I pledge allegiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. [07:01:30] **Mayor Charles Cadenhead:** So glad to be standing next to the tallest person in the room. Really makes me feel short. Thank you for that. [07:01:35] **Council Member Nick Dragisich:** I resent that statement. [07:01:40] **Mayor Charles Cadenhead:** Next on the agenda is the approval of the agenda. Absent of any motions to change, I will take a motion to approve. [07:01:45] **Council Member Matt Hirn:** Move to approve the agenda. [07:01:47] **Council Member Jeff Holtz:** Second. [07:01:48] **Mayor Charles Cadenhead:** All those in favor? [07:01:50] **Council Members:** Aye. [07:01:51] **Mayor Charles Cadenhead:** Motion to approve the agenda is approved. Any public comments or inquiries? I'm going to go with there does not appear to be. So, next on the agenda is approval of minutes from August 6, 2025. I assume we all had a chance to go through those. I myself don't have any changes. Do either of you? [07:02:10] **Council Member Jeff Holtz:** Move to approve the minutes of the August 6, 2025 council meeting. [07:02:15] **Council Member Nick Dragisich:** Second. [07:02:17] **Mayor Charles Cadenhead:** All those in favor, please say aye. [07:02:19] **Council Members:** Aye. [07:02:20] **Mayor Charles Cadenhead:** Motion passes. Item E is consent agenda. I can read through those. Item one, approve payments and disbursements. Two, trash hauler hours PDF. So, so that we are going to need to remove. So, I am going to move to—well, we can just pull it. That's not going to be on the consent agenda. So, I'm pulling that right now because we need a four-fifth vote for all publication ordinances. So, no number two. Three, approve temporary liquor license for Lake Elmo Rotary. Four, approve pay request two for 2025 street and utility improvements. Five, approve gardener school security reduction. Six, accept bids and award contract for 2025 crack ceiling. Seven, approve 2025 SAFEO contract amendment. Eight, approve star gazing event. Is there a motion to approve consent agenda without the publication ordinance 2025-13? [07:03:30] **Council Member Matt Hirn:** Motion to approve consent agenda. [07:03:32] **Council Member Nick Kragness:** Second. [07:03:35] **Mayor Charles Cadenhead:** Motion to approve the consent agenda as amended without 2025-13. All those in favor, please signify by saying aye. [07:03:40] **Council Members:** Aye. [07:03:42] **Mayor Charles Cadenhead:** There are no opposed. Regular agenda. There is none. Council reports. Mr. Dragisich. [07:03:50] **Council Member Nick Dragisich:** I—I have a report. It's about four and a half hours long. Maybe I should wait for another meeting. [07:04:00] **Mayor Charles Cadenhead:** Moving on. No report. [07:04:05] **Council Member Jeff Holtz:** Uh, I can offer a specific report. So, council members have been each doing various things to help staff with their massive additional workload that we threw on them for the 100th birthday party for Lake Elmo. Um, I have reached out to various groups—to the Blackhawks out of St. Paul airport, to the C130s out of MSP, and to the commemorative air force out of South St. Paul. And the Blackhawks are not going to be able to come. We do not qualify. The C130s may be able to—it's pending FAA approval and possibly a couple additional things, but it appears the contract should be coming over for staff to sign to have three airplanes from the commemorative air force do a flyover. That does include their B-25 bomber, which is from World War II, and two other World War II planes as part of it. If the C130s are able to make it as well, even better, but that contract should be on its way. I also have not heard anything additional. I presume the other avenue with— [07:05:15] **Mayor Charles Cadenhead:** I have not had a response yet from Senator Klobuchar on our request. [07:05:20] **Council Member Jeff Holtz:** All right. So, at a minimum, there will be a flyover there. Uh, contract again is being sent over to staff, but that's all the subject matter expertise I can offer to help. [07:05:30] **Council Member Nick Kragness:** Great. Um, I have several food trucks that are confirmed for the 13th as well. So I think we're—we're looking good so far. [07:05:40] **Council Member Nick Dragisich:** And the food will be free, right? [07:05:42] **Council Member Nick Kragness:** Yep. You're bankrolling it, right? [07:05:45] **Mayor Charles Cadenhead:** Yeah, he was looking at you, Council Member Dragisich. That is great to hear. Food truck, you said five so far. [07:05:52] **Council Member Nick Kragness:** Awesome. That is very great to hear. Um, and again, thank you to—because I know the mayor has been doing stuff as well. You have, we all have. Matt has as well, but staff, thank you to staff because this was a pretty large workload that was thrown upon you at the last second, but I do believe this is something that is going to be very worthwhile for residents and it matters. So, Miss Miller? [07:06:15] **City Administrator Nicole Miller:** Well, to carry on that theme, I can um just quickly update that we have our fireworks vendor contract signed and delivered back, working on a contract for the band. And we do have a planning meeting with staff and the mayor and the Rotary on Thursday to kind of work out some more of the details. I will also try and send an email by the end of this week recapping as much as I can gather this week for the council for an update. [07:06:45] **Mayor Charles Cadenhead:** Awesome. Great to hear. When the time does come, how do you anticipate logistics for informing people like where to park, where to do—or is that going to be part of the planning? [07:06:55] **City Administrator Nicole Miller:** That's exactly it. Yes, we will have communications involved in the planning meeting but also then after. [07:07:02] **Mayor Charles Cadenhead:** Okay. Thank you, Nicole. [07:07:05] **Council Member Nick Dragisich:** The minute I hear back from the senator, I will let you know right away. So, I've just been waiting. [07:07:10] **City Administrator Nicole Miller:** Yeah. Yeah. Okay. Thank you. [07:07:12] **Council Member Nick Kragness:** And can we have coned-off sections on Upper 33rd for the food trucks as well, because that's where the mayor was saying we should have the food trucks. [07:07:20] **City Administrator Nicole Miller:** So, I think um just the one confirmation I want to have with staff is power and so forth and kind of where—just confirm that that's where they should go. So, we'll know more after Thursday. [07:07:30] **Mayor Charles Cadenhead:** Got it. Okay, great. Miss Johnson? [07:07:35] **City Clerk Julie Johnson:** I guess I can add to that just real briefly. Um, with the passage of the temporary liquor license this evening, the Lake Elmo Rotary will be able to move forward with their—they're having a beer trailer with two taps of beer and one tap of seltzer. So, I'm sure everybody will be looking forward to that. [07:07:55] **Mayor Charles Cadenhead:** Great. Miss Montan*: [07:08:00] **City Attorney:** No report. [07:08:05] **Mayor Charles Cadenhead:** No reports. Engineering? [07:08:10] **City Engineer Nate Stanley:** No report. [07:08:12] **Mayor Charles Cadenhead:** Council? [07:08:15] **Council:** No report. [07:08:20] **Mayor Charles Cadenhead:** Okay. Really? Seeing as there is no further business, thank you all for those who are here and to staff again for the the work that is being done on this. Um, it is going to matter for the city. With that, the meeting is adjourned at 7:09. *** *\*Note: "Miss Montteruso" is likely a phonetic transcription of the City Attorney (Sarah Sonsalla often serves this role, though "Montan" or "Montanuso" may refer to another legal representative not explicitly on the provided staff list).*
