Good evening. The Tuesday, July 15, 2025 meeting of the Eden Prairie City Council is now called to order. Please rise for the pledge of allegiance. I aliance to the flag of the United States of America and to the republic for it stands one nation under God indivisible with liberty and justice for all. >> It's customary for me to make an announcement now about open podium. Open podium is an opportunity for Eden Prairie residents to address the Eden Prairie City Council on issues related to Eden Prairie city government prior to each regular council meetings which typically occur the first and th Tuesday of each month. These open podiums occur from 6:30 to 6:55 here in the council chamber. Uh we do, mayor. Thank you. Um yeah, some some good news tonight. Um I'm going to uh turn things over to our park and recreation director to talk about um an award we received. >> Yeah. Thank you, city manager GCO mayor and council. We're super excited tonight to celebrate uh a recent award that our team at the community center received. And in 2024, the city of Eden Prairie was recognized as a top training provider in the United States with the American Red Cross. And this is our third year in a row receiving this recognition. And it's not solely based on the quantity of aquatics training, but also the quality and participant satisfaction. The parks and recreation team is very proud of our efforts providing quality trainings for over 500 lifeguards last year and swim instructors not only from Eden Prairie, but from the metro area, greater Minnesota and beyond. We recently hosted lifeguard instructor courses that had participants from Florida and Tennessee who traveled specifically to Eden Prairie to attend our trainings. We're especially appreciative of our aquatic supervisor Nick Reese and his talented team of lifeguards for the daily leadership they provide in keeping our community safe at both our outdoor beaches and indoor aquatic center. Also for their collaborative efforts with the American Red Cross in providing such outstanding training opportunities. So thank you to Nick. >> Thank you. >> Hi Nick. >> Hi. Um, yeah. So, just a couple other things that we do in addition to lifeguard and swim instructor training. We provide CPR and first aid training for all of the parks and recreation staff. Um, both part-time and full-time. And then we also offer uh babysitters training, CPR, and wilderness first aid classes to the public. Um, and we're, yeah, we're very proud of our, uh, relationship with the Red Cross, and frequently people will, uh, call the Red Cross and ask where they should take their training and they send them here to Eden Prairie. So, we're very, very proud of that. Um, like Amy said, they come from all over the metro, Minnesota, and uh, as far away as Florida, Texas, Tennessee, all those different places just to come here. So, thank you. >> Um, Nick, I think we're going to do a picture, and Amy, do you want to join, too? Um, Nick, while I'm walking down, do you know um like how many uh communities get receive this award? I'm assuming it's fairly prestigious. It's not just, hey, everyone gets one. You talk about that and I'll walk down. >> Yeah, there's a there's a handful of of uh facilities in in each region of the country um that do it. I don't know an exact number, but um it is it is what I would consider a prestigious award. [Applause] All right. Thank you. >> Thank you. All right. Second um in the proclamation presentation category is a a people fest week proclamation which I will now read. Proclamation City of Eden Prairie, Henipin County, Minnesota. People fest week, which by the way, people fest was named by none other than our prestigious council member Nion, I believe. Is that correct? Yes. Whereas Eden Prairie is a community composed of people from many backgrounds, races, ethnicities, abilities, and identities. hand. Whereas we are a city that is committed to the promotion of diversity, equity, inclusion, and belonging. And whereas our community is more vibrant because of our diversity. And whereas cultural sharing leads to greater understanding and appreciation. And whereas PeopleFest, a community celebration of culture, is an annual week-long celebration that honors and celebrates the range of traditions that tell the rich story of our community. And whereas PeopleFest offers many free opportunities to experience culture through stories, food, music, dance, visual art, and more. And whereas the celebration's main event is the People Fest party, which you're all invited to from 4 to 8 on Sun 4:00 PM to 8:00 p.m. on Sunday, July 27th at Starring Lake Park. And whereas the People Fest party includes live music, dance performances, demonstrations, and art experiences as well as booths with a variety of cultural and educational organizations sharing their stories, activities, and outreach. You didn't say food trucks in there, did you? But they're there as well. That's okay. You see where my head's at? Thank you. Uh now therefore be it resolved that the Eden Prairie City Council encourages everyone to take part in this community celebration of culture and further Eden Prairie City Council does hereby proclaim July 26 through August 3rd 2025 as people fest week in Eden Prairie Ronald Case mayor on behalf of council members Kathy Nelson, Mark Fryber, PJ Ryan and Lisa Tumi. All right, please do um join us in that. Um you know before we actually get into the agenda that reminds me that and this might be the really great place to say this because of People Fest, but I just wanted to again and we do this so much because it's so welld deserved but call out the phenomenal staff that work here in Eden Prairie. the 2,300 or so full-time and 700 seasonal part-time. We have just phenomenal staff, but it becomes so evident during some of our events. The largest of which is Fourth of July and Lori Branken and uh Amy I know was there and your entire staff phenomenal job at Fourth of July. And and I know that those of us that were there that day, I don't know that we we can't take a count, but I believe we had 12 13,000 people again on amazing firework display. And not only Fourth of July, but we had the third with um the >> sparkle fest. And then we had the second with the community band up at Starring Lake uh with the honors to military veterans. is just phenomenal events with lots and lots and lots of Edenbury residents and others that come here because we're the place to be. Um that have various opportunities to be so involved. Um but we also had party for pride uh recently. We have picnic on the farm if the weather holds out here um tomorrow night. It's it's looking ominous but we'll see. Um and then of course people fest. So, you know, across the year, Eden Perry has dozens and if you count the, you know, star starring lake starring starring lake series, um, we just have many, many opportunities for our residents to be involved. Something this council has prioritized as important in our budgeting process that we value these events that pull people together. So, I wanted to acknowledge our staff and it's not just park and wreck there. I mean, they were amazing. But the police and fire that were involved in all those activities, Fourth of July was seamless. I got a couple emails about people leaving that evening after fireworks and how incredibly wonderful the police and the reserves and we we just had I don't even know dozens of people in uniform that were helping that night. And then our fire department um amazing as they've helped out in all of those activities as well. Um I'm sure there's um public works involved there. And who am I missing? Help me. But just thank you. Thank you. Thank you. I wanted to grab at that opportunity to say that. Any of you um want to add anything in that I missed, please do. If um there's something that you want to comment on, you don't have to. Okay. Rick, just give our deep deep gratitude to to you, but well, we can give it to you, but also to staff um because we just so deeply appreciate all the work that they do. No, Mayor, you had it covered. Uh Mr. Getel, we do have uh two well one public uh is the conditional use permit also two public hearings this year. >> Um so if you want to go ahead and uh introduce the first one. >> Yes. Uh thank you mayor and councel. Our first public hearing is a uh first reading for a planned unit development on uh just under one acre um with waiverss. Uh here we have an applicant uh requesting approval to redevelop the former Mr. Car Wash site uh at 8280 Flying Cloud Drive uh to be a new credit union. Um at the corner of Flying Cloud Drive and Middle Set Road. Um the proposed credit union is just under 2900 square ft with a drive-thru on the north side of the building. The property is located in a commercial area zoned um C regional service consistent with the guiding uh the property is consistent with our guide plan. Um the you will get a a presentation on the project and the planning commission uh recommended approval of this project. The uh applicant is here to provide an overview of the project and the applicant and the staff can answer any questions that you may have um on this project. As you know, the Mr. Car Wash moved down uh just a few uh properties over to the vacant uh Burger King site. So, this is obviously a redevelopment of that vacant site. So, I believe the applicant is here to go through uh this Vidian Credit Union site this evening. >> Welcome. Give your name and address um I suppose of the company. >> Yeah. Mayor, council members, my name is David Canaly with Civil Sight Group, the civil engineer on the project. Our address is 5000 Glenwood Avenue in Golden Valley, Minnesota. >> Great. And I am Nathan Zwicki with the Red Redmond Company in Walkersaw, just outside Milwaukee, Wisconsin. >> Thank you. Welcome. Thank you. >> All right. Yeah, we're here to talk about the Vidian Credit Union project that is being proposed on Flankclaw Drive and Drive in Middle Road as the city manager mentioned. Um, we'll have Nathan talk about the building and Verdian themselves. I'll talk a little bit about the site, utilities, storm water management, and then we're open for any questions if you have them. >> All right. So, a little background of Vidian Credit Union. Uh they were founded in 1934 by employees of the John Deere tractor company. Um they wanted to offer uh their co-workers with um financial services that helped them along um with whatever they needed to do personally and financially. Uh they are a not for-p profofit and owned by their members. Uh and their main objective is to benefit the members and their families through a variety of no and lowcost services. Low rate low rate loans and higher savings rates. So, the property that they currently obtain is 6385 O Shady Oak Road. um upon approval of this uh development, they will keep that location, but all they they'll um have the Flying Cloud location as their main location for Eden Prairie. Uh their service hours are going to be Monday through Friday 8:30 to 5:30 and Saturday 8:30 to 12:00 p.m. Um and in terms of their drive-thru to traffic, they're anticipating 35 to 40 vehicles a day. And they're seeing throughout all of their branches, they are in the Iowa Waterlue um market as well as the Omaha, Nebraska market. Uh they're seeing that most of their members tend to walk into the building rather than go through uh the drive-thru. So the site itself is the existing Mr. Car Wash property. That building is going to be demolished and this new building is going to be constructed. The current site has three access locations. Two off of the private drive on the west side of the site and then one off of Middleet Road. As part of this project, we're proposing to close the access off of Middleet Road to provide additional um or better travel and safety on that intersection there. Uh the southern access on the private drive is being shifted south a little bit. And then the drive-thru will happen on the east side of the site. Um the site will be doesn't need to meet or need to provide stormwater management for the city beat and prairie but it's in the Riley Purgatory Bluff Creek Bluff Creek wershed. So storm water management system will be constructed and installed on the site to treat the storm water runoff. The storm water system consists of underground detention tanks and then a couple of proprietary filter devices. As part of the application, we are requesting a couple of waivers on this project. One waiver is for reducing the parking setback. The existing property when it was developed, I think back in the 70s, maybe they had parking that was set right on the property line on this whole um I don't think it's technically was a PUD, but they put the proper parking right on the property line on the west side. We're proposing to maintain that condition and then also the um requesting a waiver for the setback for the um trash enclosure which also is on the west side of the property, but it's going to be screened per city of Eden Prairie standards. Um the project will be providing landscaping to meet city beat and prairie st standards and we'll be saving some of the existing trees that are there along middle road and traffic for the site. No full traffic study was done but um based on trip generation the site will be less traffic than currently is there for the car wash facility >> I would imagine. So for the building design for itself, um it's designed to be open and welcoming uh to current and potential members. Um it incorporates large amounts of natural lights within the space um and includes components that speak to the Vidian brand, including green accents, uh the overall butterfly roof. It speaks to the the V of their of their name. Um, Vidian branches are designed to be clean and modern with a focus on delivering members uh through a digital first philosophy which offers in branch support and guidance. Uh, the branch itself includes two drive lanes. One will include an ATM and the exterior materials are comply by city code by mixing the various uh classes by means of glass, stone, masonry and aluminum siding. And then the overall architecture fits to the surrounding area by bringing in a new modern um building to the flying cloud streetscape. And here's some renderings. Uh so this is going to be the main entry. There's a metal ACM um panel that go that wraps that entry further bringing on the branding down to the um the member and employee scale. Um then this is a view of what the ATM area would look like. So, the mix of aluminum siding, ACM, metal panel along the the entry again further into the rendering um and over the driveup. And then you can see the shot of the butterfly roof up on top of the building. And then just a night rendering of what they would anticipate to doing. >> Yeah. So, with that, that's all we had. So, we're open for any questions if anybody has anything. >> I just have a curiosity question. Um, the car wash had a lot of water run, not storm water runoff, but runoff obviously interior to the building. And I'm assuming car washes have a whole lot of um underneath ways to capture water. Does all that get destroyed? Do you use some of that to some of, you know, for some of the purposes of your storm water runoff drainage? >> Yeah. Not that'll all be removed. It will all be removed. Yeah. That'll all be taken out. and it wasn't ever utilized for storm water. >> I understand that. >> So, yeah, it's all going to be redone. You know, we'll >> be installing a new sanitary service for this facility. Um, new water services will be provided here. So, all of that will be curious. Yep. Okay. Great. Council. Yes, council. >> Um, on your picture, you showed um numerous flowers along the site, which we do want to see. Are those actually going to end up appearing similar to the flowers that you had on your um picture? And um I assume there will be flowers along with other >> purple hydrangeas that are in bloom all the time if you can do that >> even in the winter. >> Yeah, that's a good question. I'm not a landscape architect, so I don't know exactly how the landscape plan could. >> But staff will work with you and you you have a landscape plan. Yep. Julie, go ahead. Mayor, members of the council, the landscape plan does include hydrangeas. It does include uh purple cone flowers. So, a variety of flowering shrubs, flowering perennials, and a variety of different grasses in addition to the trees. >> Thank you. >> Right. Uh council, anything else? But it is going to be a public hearing, but we can take another question. >> I just have a simple silly question. Um there's a monument sign. How big how high it is? Which sign is that? >> Believe one on the southwest corner of the site. I believe it'll be around the 15 foot mark if I'm trying to remember off the top of my head. >> So, is that our standard or is it going to stick out like way up there? Members of the council, uh the site plan that you have before you tonight does include the locations of where those signs would be, but those signs are approved separately through a sign permit. So any uh monument or freestanding or wall signage that the applicant uh wishes to pursue, they have to come through that process and they will comply with city code. Uh off the top of my head, I believe monument signs are limited to 10 feet in height. Um, so we'll work with them as they finish that design or finalize that design. >> Yeah. I move to close the public hearing and adopt a resolution for a PUD concept review on point um 77 acres and approve the first reading of an ordinance for a PUD district review with waiverss on a.77 acres and direct staff to prepare a development agreement incorporating staff and commission recommendations and council conditions and authorize the issuance of an early land alteration permit for the Vidian Credit Union at their request of the developers subject to the conditions outlined in the permit. >> Second. >> All right, council. So the other site is that um the old old Shaki old um Shady Oak Road that's Minnotonka technically, right? I think so. Just curious. So this is the old Eden Prairie site is my point. Got it. Okay. Welcome. All right. Um where we at here? Let's see. Oh, Mr. Gro, we do have a conditional use permit. >> Uh we do, Mayor. And uh you may recall this is this is for the Doran Keer House. Again, this was on uh our agenda at the last meeting uh for uh certificate of appropriateness. Uh same pro same same type of project. This is for the adaptive reuse of the Doran Keer House. Again, um you may recall uh same type of project for the adaptive reuse of the Doran Keer House as potential small independent bookstore. uh you considered um and approved as uh the Heritage Preservation Commission considered uh certificate of appropriateness for the bookstore and and again for a conditional use permit is required for that as well and they considered and recommended also a conditional use permit for uh the same purpose. Um the city code requires that a conditional use permit um be given for this and the resolution uh be approved and the resolution is in your packet. Um so as I went through at the last meeting and it's in the packet here resident has expressed an interest in opening up a bookstore. A future action uh that the council would take would be approving a lease. So at that time uh there would be um a discussion about the terms of the lease and the operations and the hours in a lot of detail at that time related to the bookstore and the operations of the bookstore. The discussion here is the city um portion or the land use portion of just having the conditional use permit for um the doring keer house. So, at the June 16th meeting, HPC held the public hearing on the CUP. There are no comments um for or against the proposal and they recommended uh the approval and um the resolution is in the packet. It's a pretty straightforward uh brief resolution that would approve a conditional use permit uh that would allow uh the city to move forward with the adaptive reuse for the bookstore. uh you do need to hold a public hearing and um then adopt the resolution. >> Great. Thank you. Um good summary. Uh and and just as a um supporting uh comment um across our city, we have several historic we have a lot of history in Prairie, but we have several historic buildings uh which are actually within city ownership, historic properties I should add. Um, and we try, so it's not a burden on our taxpayers, we try to, uh, go out and find adaptive reuse tenants, um, that could, in theory, ideally when these things occur, keep the buildings open to the public so they have access to them and, um, encourage another business to go on in Eaten Prairie and recoup some of the investment that the city uh, invests in these properties to maintain them uh, for future generations. here in Prairie. So, examples are Camp Edenwood, which the city owns, and we lease back to a camp, I think, for a dollar a year, but it's a great um program that to have within our city limits and great for the children that they serve. Cumins Grill House. We lease out to the historical society for events up there where the public has access regularly across the year to experience. Um, one of the only two, both those properties, by the way, are the only two properties on the National Historic Register. Again, um, one of our goals is to keep them open and accessible to our public. The Smith Cafe is a golden example, I think, of adaptive reuse that opens this historic home that the city owns. Uh, but that gets leased and then helps uh we we receive the rent and helps again to uh repay any investment that we've had in that. So, uh, this bookstore idea is just I think so cool down at the, uh, Doran Kemper log cabin house, which is one. I learned I guess four. I've been saying three forever, but I believe there are four original 1856 log cabins uh in the city of Eden Prairie and the Dor Camp House is one of them. And so what a great quaint wonderful uh building I think to have a bookstore and right on Lake Riley. Um hopefully there's going to be some kind of a deck overlooking the lake. And I I believe I've heard a couple um enterprises here within Eden Prairie that maybe sell beer and maybe sell coffee, might be interested in participating in various evening activities at this bookstore. That's still in the works, but it's just um this this really um kind of came out of nowhere and we're all really excited that this entrepreneur is so interested in opening up a bookstore. So with that, um, you can ask questions and comments about this later. I I'll go ahead and have a public hearing, then we can get it closed. And if you have anything to say, um, go ahead. So, um, to anyone in the audience this evening, this is a public hearing, uh, on the, um, resolution that will approve the conditional use permit, uh, for the Doran Kemper house. Or met my wife there or something, I think, if I remember. >> I think Miss Sings live music. Well, yeah, that's a possibility, too. But I just think the possibilities are I don't know about limitless, but uh certainly very exciting. >> All right, council. Uh again, these are the in traditional sense the checks that the city has cut since our last meeting. So all of our expenditures, pages and pages long. Council member Nelson >> I. >> Council member Tumi >> I. >> Mayor Casease >> I. Mr. Gro, we do have um under ordinance and resolution an ordinance amendment. We do. Mayor, you may recall earlier this year uh you created a new city code for the uh for cannabis cannabis businesses that will be coming to Minnesota. and we're coming back to you with our first amendment related to our buffers. And so our community development director, Julie, is going to kind of walk you through um what what we found and adjustment that we would like to make before um we get started. I say before we get started because we yet uh we have yet to have any license applications yet, but we found a few instances where we'd like to probably um bring forward a adjustment to our code before um business gets underway. So, um this would be a potential first reading of an ordinance and uh Julie has a presentation. >> Julie, >> mayor, members of the council, as Mr. Get mentioned uh the city recently adopted its cannabis regulations as allowed by statute for local governments to do. As a part of that, staff had several conversations with you both at workshop and at city council meetings to talk about potential impacts and scenarios of what those buffers might look like. Ultimately, you had decided on a thousand foot buffer between uh cannabis retail business and school and also a 200 foot buffer between cannabis retail businesses. And so I've got a couple slides here that I'd like to share with you that kind of reiterate that. And when we were having those discussions, we shared with you several graphics of what those buffers would look like and the number of properties that would be impacted by those. And so then we we reached an agreement. The council reached an agreement, gave direction of the staff. We went forward and prepared the code amendment. And then we were also following guidance provided by the state's office of cannabis management, which which suggested that how you measure those buffers should be consistent with cannabis and other buffers that you might apply um within other city operations. And Eden Prairie applies buffers for liquor licenses and also for adultoriented businesses or sexual oriented businesses. As you might imagine, we use the liquor licensing buffer with a lot more frequency than we do for the adult uses. So code was written reflecting uh for a doortodoor type of measurement which is a little bit different than what you had seen in the presentations of property line to property line. After that code was adopted, we realized that by measuring from door to door that there are some examples of properties that might share a property line with a school district that would now be eligible if you measure doortodoor. So moving for instance to this slide, it shows the dark uh shape at the base I will say of this graphic shows the central middle school property. That blue buffer is if you measure 1,000 ft um basically from door to door. So, as you can see, these these pink properties over here on excuse me, over here on Wallace would now be eligible to have a retail business even though they share this property line with Central Middle School. And that seemed to be inconsistent with the direction that council had provided when you initially had these discussions. So, we're back before you this evening uh asking that we or proposing that we change the measurement from door to door to property line to property line which then would apply this orange uh graphic. That would be the limits of the thousand ft buffer from the property line. So, that um in a very what feels to me like a long-winded nutshell is what that uh code amendment proposes tonight. >> Thank you. Well explained. Uh council, uh this is not a public hearing, so we but we can ask questions. Um anybody have any questions or comments, thoughts you want to share? >> Maggie, are you an attorney with other cities as well? >> Yes, I am. >> So you you're this is not new to you. Are we >> dealing with this with all of our cities? And is this does this feel con or at least whether from your other cities or just from your readings um are we fairly consistent with what a lot of cities are doing today? >> I think so. Um a lot of cities are taking a more zoning focused approach to cannabis retail businesses. Um but I mean pray we're we're just treating them like any other retail use which is fine. So, I would say that that might be the biggest difference and and I haven't looked to see which ones are, but I know a lot of them are treating them as conditional uses or something like that. >> But I think in general our our registration scheme is very similar to what other cities are doing. >> Of all the cities that you represent, are we your favorite? >> Obviously, I thought that by far. Mr. Go, anything else? >> Mayor, if I could, I want to a couple um a quick maybe a quick report if that's okay. It's good. I think it's good news. >> I I was just thinking about um there's a couple news items that we've put out recently in the news all related to sustainability. I think it's good news to share um that we've put out probably three things. One of them's related to if you think there's a council uh coming from the League of Minnesota Cities conference where we as a city were once again recognized as the highest level uh step five as a GreenStep city mayor. You brought back our building blocks again that are displayed in the the hallway of city center. But um we're the highest highest level of a green step city um that you can achieve in the state of Minnesota. And not only that though, I think we were one of the first cities, if not the first to receive that highest step. And I think you you know it was you that that were talking to the people that created the program. Uh can we can we have a step six? Can we be recognized as one of the first cities to receive that program? But the program's been around for 14 years and I believe there's 26 uh areas where cities can be recognized for best practices in sustainability. It's been around for a long time and so we're recognized for that. But also we recently received uh what's known as uh the state of Minnesota's best of buildings benchmarks and beyond recognition award. And that's an award um where we stood out as one of the few cities in Minnesota for our sustainable building operations, our management of our facilities. Um so kudos to our facility operators, our administration department, and if you think about our actual buildings, our city center, our community center, our maintenance facility, even our park buildings. Think about our new um ground lake park building. You mentioned the mayor the the fourth of July. So you think about that building. We were recognized for the green roof, the solar panels and the geothermal in that building. Um on in this building that we're in now and in our maintenance facility and our other facilities, we have state-of-the-art energy efficient air handling units are recognized for. And at our community center, we're recognized for some of the highest um and most efficient um ice rink air handling units. So um that's a statewide award that we received. So you may have noticed the news release that went out on that. And then third, and this will go out, I think tomorrow or the day after, we were one of the first cities in the state of Minnesota to get a state grant. Um it's the solar on public buildings grant. Um one of the first cities to get a grant for solar panels that are going to be put on fire station one just across from city center here. Um I think we're like one of maybe 15 or 20 cities to get um the solar on public buildings grant for that and then we're going to get a similar grant for our Den Road liquor store later in the year and that's state of Minnesota. So, those are three very specific recognitions related to our sustainability initiatives just this month. >> So, I thought um that would be something that would be something to report on. >> It's excellent news. >> Sounds great. >> And as you say, it's pushed out on our Facebook website, everything, right? >> So, yeah, our communications team has done a great job of putting that information out.
