the coast and boy are my arms tired would it be considered a joke or just normal conversation [Music] thank you sometimes people just say can you hold my hand [Music] and [Music] and you're helping [Music] thank you [Music] as part of the American City's climate challenge we partnered with OUC and the science center to bring the Orlando tiny Greenhouse today visitors have an opportunity to engage in a lot of cool interactive features that will be guiding them on how to save money and reduce their environmental impact even though this technology has evolved not everybody can afford EB or solar right now so there's a lot of other great highlights of low cost and no cost opportunities to save residents money that you'll learn about when you visit the home and the greenhouse is on Wheels so we're going to be able to take around the community and have people enjoy it and learn from it in various different areas of our community foreign trailing thoughts from bumpy path [Music] this is such a friendly neighborhood because people have been aggressively waving at me a lot today what is that sound I keep hearing behind me oh I'm dragging a child's kite how long have I been dragging that for and why didn't any of these nice people tell me [Music] [Music] foreign [Music] and you get used to it after a while for the past four weeks we have been teaching the kids about telling their own story you know they listen to music all the time and they don't recognize that a lot of these artists and stuff like that are they're really just telling their own story through lyrical pieces our goal each and every day is to get every single young king to tap into his ability and his his voice to constantly allow them to you know feel more comfortable even in those spaces that might not be as safe but to be brave and to speak up for those things that they know they need to vocalize so I really want them to find their internal value find things that they're passionate about through this program and that's what MBK is all about is we come together and we're trying to just help coach them along through their processes to make sure that Partnerships like this and others that they'll be safe enough to be able to say oh I can do something that I've never done before [Music] what do you know about dog walker watch um I think it's a great program where dog walkers like me who are out and about in their neighborhood every day um they're the eyes and ears of the neighborhood providing extra set of eyes to the police if you see something say something it absolutely makes a difference because it will weed out the crime because they know that we're saying hello and greeting and we've made eye contact and that I see you it's easy you know you're gonna walk your dog anyway you're going to say hello to your neighbors anyway you're going to be walking through on a daily basis so it's just important to contribute back to your community [Music] [Music] thank you [Music] thank you Randolph from Inglewood Neighborhood Center which is the naval Center that I grew up in I just love the idea because growing up at the shop that I grew up in they gave me an opportunity so why not give back I always loved art like in any type of form if it's drawing tattoo graffiti haircuts anything so once I turned 16 I got involved with the program uh since then I've been working here at the barbershop and learning new things he comes in he helps out with a lot of just you know the basics from sweeping hair to standing behind somebody's chair action questions and I think him seeing my actions and the way I move and how everything functions I think he picks up on a lot of that as well but the thing that I learned so far is the more customers you can gain in the barber industry by it's not just by cutting hair and like cutting good that's not what Barbie is all about it's also having a connection with your clients and understanding them and they were just teaching us how to manage our money save it and just use it properly in the proper way from business owner to business owner if we can't help and the more people get involved the better the chances are that these young men growing up and young women growing up you know they can change their life I want to be above them and I also want to have my own business and the barber industry as well [Applause] [Music] thank Allegiance LED today by commissioner Stewart will you please bow your heads Eternal God I pray that you bless us at this meeting this morning and keep us Lord make your face shine upon us and be gracious to us I pray that we feel your presence during this meeting because you're with us wherever we go I pray that this meeting focuses upon you and your plans for us as a council dedicated to serve Orlando let our actions in this building be valuable to our aim which is to build up and edify one another Lord of wisdom we pray that you will bless this meeting help us have fun yet productive but productive discussions that will broaden our perspective help us to take the various ideas presented and think of ways to enlarge them and if we do disagree let it be on the content and not on the personality conflicts or power plays help us to resolve any disputes gracefully be created problem solvers and have great team spirit help us find principles that we all can agree on and put these in the minutes from the workshop agenda review and City Council meetings of July 17 2023 motion by commissioner Hill second by commissioner Sheen all in favor indicate so by saying I I those posed motion curies okay we're going to move into Awards presentations and recognitions and one of my favorite of the whole entire year is the 2022 Dennis McNamara employee of the Year awards that we are celebrating today I'm going to call on Jessica Mason who is our human resources assistant director to explain the award and introduce the members of the McNamara family that are here Jessica thank you mayor good afternoon mayor Commissioners and guests it is my pleasure to come before you this afternoon to announce the 2022 Dennis McNamara employee of the year award winners but first I would like to take a moment to recognize and thank the McNamara family who has sponsored this award for over 30 years Matthew and Erica McNamara are here today Matt and Erica could you please stand and be recognized thank you so much for your continued support and generosity we really appreciate it the purpose of the city's employee recognition program is to motivate recognize and retain employees the most prestigious award given by this program is the Dennis McNamara employee of the year award the best of the best are nominated for this award we received 16 nominations uh this year and only four could be selected which are fossil Ibrahim employee benefits supervisor Everton Johnson Solid Waste operations manager Nancy Chris cuolo housing department fiscal manager and Philip PJ sabolski audio visual producer so what we'll do now is Department leadership will introduce and share their respective employees accomplishments and I'll start by introducing fazel followed by Corey Knight Public Works director Orrin Henry housing community and Community Development director and April Michael Communications and neighborhood relations director so now I get the privilege to start um with Basel I am so honored to introduce fazel Ibrahim to you today fazel has been an instrumental member of the human resources team for over 10 years and has led the employee benefits section as the employee benefits supervisor for um almost five years now I am always impressed by the exceptional quality of service he provides to everyone he meets he truly is one of the friendliest people I know and always arrives with a smile on his face and usually a funny joke or pun to share with his co-workers his customer service skills are also exemplary fazel is an integral and valuable member of the human resources team and a natural leader team player and problem solver serving as the employee benefits supervisor is a challenging job and it requires tact and excellent communication skills with every challenge fossil excels he is so deserving of this year's McNamara employee of the year award in addition to performing his job at a consistently exceptional level and his team successfully implemented several key HR initiatives in 2022 including the city's new pension Administration system the 2023 medical plan benefit changes in managing a city-wide dependent eligibility audit while facing a very challenging year when he had to juggle many projects and tasks he remained positive through it all fossils can-do attitude is contagious and his confidence in himself and in his staff led to a productive and successful year thank you fazel for all you do for the HR team I'm so proud and honored to recognize you today [Applause] thank you you ain't working man Public Works is here thank you thank you mayor commissioners what a wonderful day we stand here today humbled that Public Works has a recipient of McNamara Warden it's something that we strive to be of the utmost customer service of the highest standard and I have Alan Morrison here who's going to introduce our McNamara Award winner and I'm just really proud of the the job that Solid Waste is doing and uh what Everton is who he stands for so without further ado thank you Corey mayor City Council and distinguished members is with great pride and admiration that we bring forth remarkable journey of Everton Johnson III the true embodiment of dedication integrity and courageous Deeds within the city of Orlando's Solid Waste division with more than two decades of unwavering commitment Everton's trajectory within our ranks serves as a shining example of service starting out as a humble laborer with a temporary labor company Everton's Relentless work ethic determination led him on a path of continuous growth his pursuit of Excellence was evident as he attained his commercial driver's license while actively contributing as a collector on waste trucks that alone should be an award but because that is extremely hard work and dedication to achieve to to to get to that stage but I'm going to keep going in 2013 Everton's leadership became evident as he assumed the role of area's supervisor overseeing both drivers in a significant portion of our commercial Solid Waste routes his responsibilities further expanded when he ascended to the position of section supervisor where his astute management and ensured the seamless function of our commercial operations most recently in February 23 everson's Journey culminating his promotion operations manager a role where he orchestrates the interplay of both residential and Commercial Waste Management this involves ensuring Fleet Readiness maintaining skilled labor force and effectively coordinating logistics for over 40 daily routes and again that is another award that you should be commended for yet Everton's impact extends beyond the operational hem his interactions with the public stand is a testament to his exceptional character and empathy immense challenges and concerns Everton remains a paragon of poise his approachability and understanding acting as a common influence and even the most testing situations his ability to connect with our residents offering reassurance and solutions has positioned him as an invaluable bridge between our division and the community we serve and they ever involved in landscape of Waste Management Everton Johnson III shines as a Guiding Light is amplifying the values and qualities that make a true leader his impact on the solid waste Division and the broader city of Orlando Community is immeasurable we are truly fortunate to have Everton at the helm steering the course toward a cleaner more beautiful city while expiring all those who have the privilege to work alongside him and I call Everton Johnson III my friend Everton thank you [Music] thank you you're really gorgeous here at public workers here nobody's doing anything everybody's doing anything I'm glad the police are here thank you [Music] laughs okay all right good afternoon uh mayor and Commissioners and all the guests here and the other Award winners congratulations um the uh I'm Warren Henry I'm director of the Housing Community Development Department the Housing Community Development Department is unique compared to other departments in that the bulk of our budget comes from state and federal funding sources These funds come with stringent regulations and deadlines in which an error could result in time-consuming monitoring uh or the requirement to repay the funds which directly correlates to the number of residents we can help this is a huge responsibility that our department fiscal manager Nancy Chris Colo tackles with ease from tracking requirements to reporting efficiently Nancy oversees spending our grants down to the last penny while meeting all spending thresholds and deadlines her efforts have contributed to the city of Orlando receiving positive annual assessments from HUD with no findings or concerns and also from the state of Ohio as well oh I'm sorry God strike me down there state of Florida [Laughter] had to happen well we didn't get any from Ohio either so that's that's a plus in 2020 our department started receiving in addition to our typical grant funding uh unprecedented amounts of new grants to address the impacts of the pandemic with varying and off often changing rules this included approximately 18 million in state and federal funds to help our city residents who were impacted by covet and struggling to pay their rent and stay in their homes Nancy was not only an integral part of the team administering the emergency rental assistance program but as the department fiscal manager she was responsible for ensuring that we followed program guidelines and met strict fiscal reporting requirements and deadlines even as some of the rules were still being written by the funding agencies as the primary Steward of our departmental funding Nancy helped Safeguard These funds not only to ensure we don't run afoul of any regulations but also to make sure the money goes to the people it's intended to help for example after relaunching our emergency rental assistance program in February of 2022 we received a remarkable amount of questionable and fraudulent applications amounting to several millions of dollars in rental assistance request Nancy worked with program staff including Victor over here who's very sleuthy too and um uh using every research tool at their disposal to pull fraudulent applications and report them to the Orlando Police Department who coordinated their investigations with treasury agents her efforts helped preserve those funds for our residents who needed it the most on a more personal note Nancy is also an amazing co-worker loved and respected by her team as tough as a watchdog as she is with our funds she's equally protective and supportive of her City Family Nancy's value to not only our department but to the city of Orlando cannot be overstated we appreciate her passion and commitment and recognize today the efforts she has made to help make Orlando a great place to live work and play congratulations [Music] all right thank you [Applause] good afternoon mayor Commissioners and colleagues in the McNamara family I'm happy to be with you today to honor PJ sabolski as a 2022 McNamara employee of the year while PJ is often dressed in head to toe black running things in the background his work is always Center Stage in fact we had to do a lot to cover the broadcast today so he could sit in the audience with all of you PJ is an experienced and gifted photographer videographer editor creator and producer often known as the MacGyver of our team for his technical expertise and knack for solving unsolvable problems he has made a profound impact on our organization over the last seven years most notably as we began to Grapple with how to operate in a virtual world at the outset of the covid-19 pandemic it was PJ's Ingenuity quick thinking that enabled the city of Orlando to establish a unique virtual broadcast system for our public meetings within days of the state shutting down and while I'm about to simplify this for the sake of time and in full transparency due to my lack of technical understanding for just how complicated it was in 2022 PJ improved upon that and simplified that system even more so that now a member of our city clerk's office can run our more than 60 monthly board member meetings without in-person oversight from our multi multimedia team making our meetings even more accessible to the public in 2022 PJ also showcased his Technical and problem-solving prowess during the city of Orlando's redistricting meetings PJ was tasked with providing Audio Visual and streaming support to 11 meetings located at neighborhood cities throughout our city to make the meetings more accessible to the community recognizing that it would be a large Financial lift to contract out for each of these meetings PJ took it upon himself to design and build a portable streaming system that allowed the team to host these hybrid public meetings on the go without need for private vendors he built the entire thing himself I just want to stress that and while the system was initially designed for the rest districting meetings PJ thought ahead and worked to ensure the system was versatile and could be utilized for future opportunities as well as including press events award ceremony speeches and more in total PJ's efforts have saved the city nearly 120 thousand dollars I could go on and on about PJ's many accomplishments but since I only have a couple of minutes I'll leave you with just a few more highlights in the last year PJ was awarded two Emmy awards for the Orlando fire department recruitment video adding to his 2020 Emmy Award for the Orlando Police Department's recruitment video he broadcast mayor Dyer in the metaverse for the his 2022 state of downtown address mpj braved the flood waters of Hurricane Ian in the aftermath of Hurricane Nicole to capture vital visual assets that aided in the communication response to both storms PJ's colleagues praised his ability to solve problems Under Pressure his diligence and willingness to lend a helping hand they describe him as talented and humble with a strong work at work ethic and weight unwavering support of others PJ thank you for your leadership creativity and dedication to our team our organization and the community we are all so proud of you and thankful for all that you do in service to our city every day congratulations thank you I can get in the picture and how do we get you in the picture Photoshop yourself in and oh just push the button s check it out thank you foreign that's always one of the best presentations of the year I'm going to move on to the mayor's update but I'll give just a few seconds for those who would like to exit exit Warren where'd you get that suit [Music] five or ten years ago I just said it was probably an all tied up suit [Music] okay I want to thank I want to start by thanking our entire Community for their support and prayers for our two police officers who were shot on August the 4th in the line of duty and thankfully those officers have improved and are getting stronger each day so I want to especially thank the and recognize the doctors and nurses at Orlando Health Who provided the essential care they needed at a critical time and I want to thank our law enforcement Partners who joined OPD to ensure that the suspect was no longer a threat to our community and this is yet another reminder that every day our officers put their lives on the line to keep our city safe and our community is so grateful for the bravery and dedication of all of our OPD officers commissioner it's hard to believe that this is the first city council meeting since we lost our dear friend and colleague Thomas Chapman Thomas was dedicated to strengthening our downtown and impacted so many through his leadership and his positivity so we are sending our love and support to his family his friends his colleagues and at this time if you would join me in a moment of silence in his honor thank you I know that um we will come together later this week on Wednesday September 27th at noon and I hope we'll save that oops I'm sorry Thursday the 17th I moved on to something that Thomas truly enjoyed which was the state of the downtown address which is in fact Wednesday September 27th at noon that Thomas's services are later this week on Thursday all right commissioner Hill whose birthday is tomorrow yours so happy birthday to you happy birthday to you happy birthday commissioner Hill happy birthday to you I know it was okay on second Mayo your sports on the seventh that's right so let's let's start with that unfortunately was my medicare birthday so we'll sing slow yeah happy birthday to you happy birthday dear mayor happy birthday to you there we go wait a minute we have one Tony Ortiz I think we have a meeting closer to his yeah there are a lot of August birthdays and um I am hopefully going to have another member of our family born before the end of August can be a grandfather Susie and I will be have our first grandchild Trey and Hannah um their due date is August the 24th and they will give birth to John Hugh Dyer the fourth and it will be the fifth generation in a row without having a dire girl being born into our family we've had all boys for a very long time that they're going to nickname him forest forest awesome there you go okay so I have a couple items off of the um for the agenda today so um you know that we are all about helping our small businesses to grow and Thrive and on today's agendas an item for a business assistance funding to a la carte to expand its food truck program into um Michigan Street and April Williams with a la carte is here would you please stand and let us thank you [Music] thank you and then items F 3 F4 and and um and let's see one more on there but there are several items to advance our accelerate Orlando initiative to help us with affordable housing and to reduce the number of unsheltered homeless on our streets by 50 percent within the next three years so first is a funding agreement for the homeless Services Network Martha R is here and we had a speaker earlier today on that particular item and then we'll also approve accelerate Orlando funding to preserve our existing how housing stock by helping low-income homeowners with repairs to improve their health and safety and prevent dilapidated homes and finally we're creating the affordable housing trust fund to help support the development of new affordable housing units and with that I we will move on to the consent agenda which is a number of items that are voted on through a single vote of council we offer each of our council members the opportunity to comment on items on the consent agenda as well as update you on important happenings from their districts we rotate the order that we do that and first up today is commissioner Stewart thank you mayor thank you for your uh Dennis McNamara stuff is just really cool and uh I hadn't seen the McNair family a long time except I saw two brothers playing golf a couple days ago and had a chance to to thank them personally for what what they have continued to do so I appreciate that let me start with a brief sad note I apologize for uh last couple of weeks I've been a little bit out of pocket some of you all know that my brother-in-law passed away from cancer down in Delray Beach and so we had the celebration a couple weeks ago and so I want to say thank you to the family thank you to this Council Orlando family for for uh for your expressions of condolences questions of love I'm so grateful for that so thank you very much in a celebration um as I have this comes around every August August 6 was mine my wife's 47th wedding anniversary um and uh so as I have said every year I can't imagine a woman staying with me for 47 days and this one has done it for 47 years yeah I can thank you Tony I appreciate that uh so uh so honored to do that and uh and she continues to be the love of my life um couple things uh we just finished this past weekend the annual meeting of the Florida League of cities Tony is going to share a little bit about more of that but I want to say a special thanks from this Council to Jolene Caraballo the from Port St Lucie as the outgoing president uh that's a ton of work Tony knows that more than anybody else and I appreciate the work she's done we have a new president this year mayor Greg Ross from Cooper City uh the first vice president Mayor Mike Blake from cocoa and a new second vice president Holly Smith from the city of Sanibel so um we have good leadership in the VAR League cities and we are doing a great job advocating for more than 400 cities that we have in the state of Florida special thanks to um those who are putting together the mayor's City Academy starting this week appreciate that a special thank you also to those who helped us with the safety Splash we did kicking off the school year I had the biggest return biggest number there ever um thank you to our new principal over at Princeton Elementary who helped out a great deal and thank you to those especially in police and fire who helped put this together so thank you very very much I appreciate that Chief thank you chief for the y'all support and having people there I think it meant a lot um got a chance to go to the fpr Showcase I once again um you know District 3 excelled above all the other districts I was so thrilled about that uh we were doing great until the last one who had the last one that was the one the Bounce It Beyonce who was that is that you no that was uh Englewood no uh Dover Shores I'm telling you I thought we had this thing I think blocked up until that last group of the Beyonce came out and they all look like they just stepped off stage I mean they were great uh but it's a good it's a wonderful way for our kids to be involved engaged in the summer I thank you so much in terms of our our fpr group thank you so much for that um on the agenda today um the uh mayor thank you for the the F3 and F4 and the funding agreements and for the rehab uh is a what a great way to us to continue to support uh those uh in our community that need the help the best uh so thank you for that um I also want to mention B1 acom's Technical Services and their support I think it's going to make us a little bit smoother a little bit easier for everybody have somebody looking over their shoulders without having to rely on us prodding them so I had a good chance to have much more teamwork created so I appreciate that um and last two quick things is uh some of you on this Council will remember that just a few short years ago I had my first grandchild mayor and she started Edgewater High School this year wow um and so I'm sorry about the Edgewater and what they're doing and that reminds me that next Friday is the Battle of College Park Edgewater ambition more we get a chance to to bring the community together it's really one of the neatest things we do in the area and Edgewater has won the last four times in a row I'm excited about that and we have a little trophy put together for the called the Commissioners Trophy and we exchanged that back and forth and and so when we started the Commissioners trophy Bishop Moore won four times in a row since then I think edgewater's won four or five times in a row so uh we're it's got a great way it's going to be a week a week from Friday it's going to be over Edgewater High School and that's all I have mayor thank you very much thank you commissioner we'll move to commissioner sin and uh I'd just like to first of all thank Carol Adams group they are the sponsor of our back to school events that reads Terrace and they have been doing it for 19 years and have done over 2 000 backpacks and supplies for our kids at Reed's Terrace so a wonderful group they actually gave kids the ice cream and everything and and they embraced this so much that they actually have their staff do all the shopping and I just want to thank Ted Carroll and the Carol Adams group so much for everything they've done for our kids at reach Terrace because when our kids are prepared to start the first day of school with all the supplies that they need they succeed and it's greatly due to the sponsorship of Carol Adams group um on the agenda today we have b99 ad valorem assessments for Lancaster and Hackney historic lighting um delighted to see a la carte business assistance they they're a wonderful wonderful air they actually have already have a a restaurant food truck area in my district over in The Milk District it's amazing glad to see them going into SoDo now and what a great way to encourage small businesses and you know a lot of these a lot of these restaurants start out in food trucks before they go into brick and mortar so it's just a wonderful wonderful thing and I'm glad to so glad to see you expanding and getting business assistance from us awesome item c18 Grace Medical home Mental Health Service is so important we're doing some assistance with them as well item F1 housing of people with AIDS funding five and a half million dollars and also very exciting J-1 Mills and Mount Vernon traffic signal update upgrade it's very important to have those upgraded ones especially with hurricane season coming so uh delighted to see all those things on the agenda today and that's all I had mayor thank you thank you commissioner commissioner Hill thank you mayor and good afternoon everyone I also send my condolences to the chaplain family and everyone here at City Hall I know it's been pretty rough on us it's going to be different not seeing them out there but uh with that being said um something that mayor Dyer and Thomas and our sustainability uh Department was instrumental with with though you see on the 25th we went here in the downtown corner and had a ribbon cutting for 20 fast charging stations I know you were there uh commissioner and you even plugged up and got some juice yourself for your for your mini car which is just you know when we start talking about equity and being Future Ready that is just a great new amenity here in the downtown Corner thanks mayor for your leadership in that then we went on came back to City Hall and um we're gonna have the Pro Bowl back here in the city of Orlando which is so exciting for me uh hopefully the weather will hold up for us and it's just great when the NFL come here because they do a lot of community outreach and and always leave some guilts behind for these kids here in our Urban core and working with our Parks and Recreation team so I'm excited to have them back here in the you know small businesses that will benefit I mean that goes uh unsaid on how that is going to help the city uh and then as commissioner Stewart stated we just had a great showing uh with the fpr team with our summer showcase there at Dr Phillips and to see all those families and children this is our first time back after the pandemic and it was you know it was healthy healthy I would say competition the kids had a great time the audience had a great time the parents was proud but there was a new component added and that was our senior component and commissioner Burns finished from Claudia L Claudia Allen after the they did a number that was really and they twerked all night now I'm kidding no they did a great job it was so exciting so I look forward to next year on August the 1st we had the unveiling of the new route that will be coming throughout downtown Orlando and primarily over in commissioner Sheehan's district with our U.S Olympic track team and the shoe Track Shack Track Shack so that's gonna be well attended good to see that and all the energy that we want here in the downtown corner I also like to do a big thank you to all of our city departments along with the mwbe department they held on August the 3rd a technical assistance speed dating quarries they're all of our city directors Mayo stare on hand needed and just send staff our procurement Department it was well attended we had close to 75 minority businesses that would their annual income was 250 000 and up so it was it was great to see those uh attendance there and and the staff really trying to make sure that we reached that 16-8 in opportunities are there for all a joint mayor Dyer on August the 4 4th over at New Image Youth Center there in Paramore uh where they did unveiling of their new home on Paramore and Anderson and the United Way award dealing with the million dollar investment to purchase the building mayor Dyer has been a big supporter for New Image youth center for the last 17 years and mayor I think you spoke with Lisa and the city under your leaderships give them at least 150 000 a year with Supportive Services and funding with grant funding here so uh this uh collaborative uh I think initiative is really going to change the trajectory of many of those youth lives over there in Paramore I'm just so excited for New Image in Chantelle and Bishop Stubbs 19 years they celebrated being there and she started with just a few dollars out of her own pocket so uh just Kudos and then with the more Community Partners we were able to help about 650 families uh on August the 5th we're going back to school with Second Harvest they delivered about three tons of fresh fruits and vegetables and meats uh that over a thousand kids received book packs uh underwear tennis shoes and much more but what's so important they had uh health health care services their job opportunity networking rental assistance utility assistance Disney was a partner this year with us in health and wellness and mental health uh as I stated Second Harvest was a partner A1 orange uh donated fifteen thousand dollars worth of new underwear and socks then Orlando City Foundation Orlando Magic course city of Orlando mayor buddy Dyers with some of the discretionary funds we're able to receive we were able to go out and get more uh Necessities for these families from all over District Five and I like to thank our neighborhood centers for coming to help with volunteerism EA Sports thank you for assisting us uh also the Kid Zone Southern Tech Institute Valencia College and of course or Disney World Resorts that was hiring right on um right on site uh on then August the 8th I think uh throughout the whole city we had about 650 kids that was able to get summer jobs and we did a wrap-up celebration commissioner Stewart represented well uh my office was able to attend for me but these kids uh many of them that graduated high school This this term went on to internship programs at many of the Partnerships we formed for jobs and here at the city of Orlando and with that I'll wrap up by saying uh I was also there from the 10th through the 12th at Florida League of cities and I'm glad to report uh mayor and Council that I was reappointed as parliamentarian for uh the FBC Leo uh here with the Florida League of cities and on the 16th we'll have ribbon cutting because beep will be coming to creative Village BP I'm just excited about that autonomous vehicle that's going to serve our area and with that I'll complete my report here thank you commissioner Mr Burns uh thank you mayor good afternoon Council and everyone in the audience uh I again want to say congratulations to the 2022 McNamara employee of the year recipients and thank them for all that they do for our city and our residence excuse me on um July 29th and 30th my office held our back-to-school bash we had one at the Grand Avenue Neighborhood Center as well as that the next day on Sat on Sunday Dr James R Smith Center just want to thank my District Six office the firefighters Union for coming out and cooking food for us and all the volunteers we were able to serve roughly about 1200 families with backpack supplies and we even had some shoes that were some new shoes that were given away at our Smith Center event so again thank you to all of the sponsors who made that happen also on August 4th I had the privilege of kind of doing a walkthrough of the new and improved Riley Street project this is a project that I know my colleague commissioner Hill and I are very excited about uh really improving uh Riley Street and this was a project that actually got started before I joined the um the commission but we're glad to see uh complete and want to say thank you to Corey and his team they've done a great job in uh managing the project but also when things weren't right uh took the right steps to make sure they were improved so Corey want to thank you for your leadership in that as well uh also um our next mobile office hours will be August 23rd at the El Claudia Allen Center from nine to three so this is an opportunity for uh residents of District Six to meet me out in the district without having to come to uh to this to City Hall for a meeting so again that next office hours will be August 23rd uh nine to three and on the agenda I just want to highlight two items uh one F3 the funding for the homeless Services Network uh they are the lead Agency for our Continuum of Care who do a great job in supporting uh not just our homeless residents but our homeless service providers and Martha thank you for your leadership and everything you do there also uh the funding for accelerate Orlando funding uh rehab program I want to say thank you to Oren and your team for pulling this together because when we talk about the affordable housing crisis and the need to build more housing we must also preserve the existing housing since I've been commissioned I've been astounded by the number of seniors who need new roofs are just living in in situations that I would say some of them are deplorable uh unfortunately and I think and a lot of them don't have um homeowners insurance because of the increasing rates and things of that nature so there is a gap in uh and and the need there's a lot of need and so I'm hoping that this front this funding will help to close some of that Gap so thank you Owen and your team for uh working on that and with that mayor that concludes my comments thank you thank you commissioner commissioner gray thank you mayor I'm going to go in the reverse order I want to talk about the agenda real quick and and my colleagues have handled most of it but I also want to extend my um support and thanks to the folks under the housing agreements thanks for what you guys do uh and uh you do the heavy lifting and we appreciate all you do so fully support those um and and some of the other agenda items that have already been mentioned I support those as well I wanted to talk about two things one I went all the way till July 28th so I made my first mistake in 2023 so I did finally make a mistake and that is we had a ribbon cutting on July 28th for a Narcoossee Road and somebody said who cares about a road well Narcoossee Road is very very important to the southeast part of the city and we had a ribbon cutting and I think I recognized everybody that contributed except the most impor in person and I forgot them so but she happens to be with us and I'm looking at it right now Lucy Phillips Lucy she is our division manager for Capital Improvements uh probably one of if not the largest infrastructure project we've had with underground Utilities Road expansion and to bring that in on time and to the best of my knowledge on budget shake your head yes is it's a real Herculean effort and so we had we thanked everybody and I I omitted her and Lucy I'm sorry but thank you for your hard work on what was a two and a half year project and as I've said there's never a good time to do road construction morning nooner night there's never a good time for road construction but she handled it uh perfectly and thank you for your efforts and I'm sorry I forgot you at the ribbon cutting and commissioner does not have a flashing left-hand turn signal thank you we've got left hand turn signals we're all set and and the last thing I wanted to mention was um the mayor mentioned we had an unfortunate incident a couple of weekends ago with a couple officers shot but I want to give Chief Smith and his team at OPD and certainly Chief Salazar and the folks at ofd I'm not overlooking you you guys are a big help too but while I wasn't internally involved I was involved enough to recognize the challenging dynamic between having two of your fellow officers shot and you don't know their condition you know they're getting taken care of but you don't know your condition but you have to refocus on the task at hand which is finding the criminal and you and your team Chief did an excellent job and so I just wanted to say thank you guys for what you did [Music] the mayor that's all I've got sir thank you commissioner and commissioner Ortiz thank you man I want to add to the works of commissioner gray when it comes to our Police Department thank you Chief great job and uh I hope the guys are doing okay uh goes to tell you sometimes how we don't think about what these officers have to confront out there in a split second as I said before you have to make decisions and Split Second their lives are in Jeopardy I'm going to think about those things that's where you sometimes uh consider what goes on with law enforcement so thank you chief for everything you've done well take advantage to congratulate Megan shaver my aide her birthday is on the 23rd so not too far all these August people awesome on Tuesday August 1st we kicked out kicked off our 10th government economy in Spanish we have close to 50 students register who are eager to learn more about the different branches of our government and how important this is especially on this day and age when people come to this country and they don't know how we work how and this is a way for them to embrace the uh our government to embrace our culture to embrace everything we do and they love it they love it you know sometimes you see them out there and they just want to talk about government and that's what we need we need people who want to get involved with government want to help us out making our communities better so Thursday August 3rd I attended graduation of UCF Community English program UCF is hosting at the Englewood and they would Center this program that says Spanish speakers we find their English I think I have to go back there and take a little bit of this courses um has been very successful they have now three new classes coming up so that's how popular it has become so congratulations to UCF staff and our Englewood Center for offering this great program to our community on Friday August 4th my team and I visited Citrus Square for the back to school event we had a great time handling handing out a pack uh backpacks to ensure that our youth are prepared for their school year thank you to the Orlando Police Department and to the fire department for coming out to hang out with a with the kids and giving them A Date to Remember on Friday August 4th my team and I had the owner of Hosting 40 UCF Fulbright Scholars at City Hall we're visiting from 19 different countries now that was an experience the purpose of the uh of ucf's Fulbright program is to introduce Scholars to use to U.S graduate schools life American culture as well as Network and develop their Fulbright identity I want to give a big thank to Stephanie herdocia or you're welcome in everything you did who was a big part of the planning and ensuring the event ran smoothly also thank you mayor for coming up they were very excited to meet you uh Mr Eric oshkowitz Jason walkowitz Walker Wix did I pronounce that right Walker Wix yes Curry Knight and Marjorie Briones for joining us to say hello and teach the students about the city of Orlando thank you so very much on Thursday August 10th we hosted our district 2 neighborhood leaders Council thank you to Corporal Hernandez and Corporal Patterson for joining us to conduct a self-defense class for our residents they enjoyed the heck out of that um uh commissioner Stewart talked about in commissioner Hill talked about our Florida League of cities we had a great conference and most people don't know about the Florida League of cities because it's sort of kind of a ghost institution in the state but it's it's ghost institution that goes out there uh fighting for our city sense and for our neighborhoods in our municipalities they're out there making sure their home rule prevails and for those of you that home don't know what home rule simple is simply stated allows for cities and counties to enact laws based on their needs of the needs of our local residents without the interference of the state government so long as the legislation have not been passed as a state government and have preempted us so congratulations to the new Administration to Greg Ross who's a new president he is an attorney and I think he's uh going to do a wonderful job
