WHEREAS WOMEN OF EVERY RACE, CLASS AND ETHNIC BACKGROUND HAVE MADE HISTORIC CONTRIBUTIONS TO THE GROWTH AND STRENGTH OF -- >>COUN. GROUT: WHEREAS WOMEN IN THE UNITED STATES HAVE BEEN LEADERS NOT ONLY IN SECURING THEIR OWN RIGHTS OF SUFFRAGE AND EQUAL OPPORTUNITY BUT ALSO INABOLITIONIST AND CIVIL RIGHTS AND PEACE MOVEMENTS. ROGERS: WHEREAS WOMEN PLAY CRITICAL SOCIAL ROLES IN EVERY SPHERE OF LIFE AND CONSTITUTE A SIGNIFICANT PORTION OF LABOR FORCE BY WORKING INSIDE AND OUTSIDE OF THE HOME AND WHEREAS WOMEN FROM ALL WALKS OF LIFE SERVED AS EARLY LEADERS AT THE FOREFRONT OF EVERY MAJOR PROGRESSIVE SOCIAL CHANGE MOVEMENT. >>COUN. FIEBELKORN: WHEREAS THE CITY OF ALBUQUERQUE PARTNERS WITH LOCAL SERVICE PROVIDERS LIKE THE BARRETT FOUNDATION THAT HAVE A MISSION TO END THE EXPERIENCE OF HOMELESSNESS FOR THE WOMEN AND CHILDREN IN THE COMMUNITY BY PROVIDING SHELTER AND SUPPORTIVE SERVICES. IN 2020 THE ALBUQUERQUE CITY COUNCIL ENACTED AN ORDNANCE ENSURING PAY EQUITY AS PART OF THE PROCUREMENT PROCESS. >>COUN. I'D LIKE TO ASK THE MEMBERS OF THE TULAROSA CONSORTIUM TO COME DOWN WHILE I READ THE PROCLAMATION. SO, WHEREAS, THE WORLD'S FIRST ATOMIC BOMB WAS TESTED ON JULY 16 1945. AND THE U.S. CONDUCTED 1,038 IN THE TEST SIDE. 100 WERE ABOVE GROUND. AND WHEREAS IN 1990 THE U.S. PASSED THE RADIATION COMPENSATION ACT TO PAY RESTITUTION AND MEDICAL CARE FOR PEOPLE EXPOSED TO RADIATION FROM THE TESTS. ALTHOUGH THEY WERE THE FIRST TO BE EXPOSED TO NUCLEAR RADIO ACTIVITY DURING THE ATOMIC TESTS. WHEREAS THERE IS 500,000 PEOPLE THAT LIVE WITHIN 150 MILE RADIUS AND AS CLOSE AS 12 MILES FROM THE TEST. AND THE FALLOUT CAUSED CANCER, AND LEUKEMIA AND LYMPHOMA. AND THE RADIATION EXPOSURE COMPENSATION ACT IS SCHEDULED TO EXPIRE ON JUNE 7, 2024. CURRENT BILLS HAVE BEEN INTRODUCED INCLUDING SENATE BILL 3853 THAT WAS PASSED THE SENATE AND HOUSE RESOLUTION 4426 THAT INCLUDE THE DOWN WINDERS OF NEW MEXICO FOR THE FIRST TIME. WHEREAS THE U.S. APPROVED A $50 BILLION BUDGET PER YEAR FOR THE LAST 33 YEARS, TOTAL OF 1,650 BILLION TO MAINTAIN CURRENT NUCLEAR ARSENALS. IN THE SAME PERIOD, LESS THAN 1% OF THAT AMOUNT HAS BEEN PAID TO THOSE ADVERSELY AFFECTED BY RADIO ATOMIC TESTS. BE IT PROCLAIMED THAT THE COUNCIL THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE PROCLAIMS SUPPORT OF THE EXTENSION AND EXPANSION OF THE RADIATION EXPOSURE COMPENSATION ACT TO INCLUDE THE PEOPLE OF NEW MEXICO. EVERYBODY IN NEW MEXICO IS A DOWN WINDER AND IT'S IMPORTANT THAT THE CITY COUNCIL HAS SIGNED ON TO OUR WORK BECAUSE PEOPLE ALL OVER ALBUQUERQUE HAVE SUFFERED FROM DANCERS, AND LIKELY MANY OF THEM HAVE GOTTEN CANCER BECAUSE THEY WERE OVER EXPOSED TO RADIATION FROM THE TRINITY TEST. WE'RE GRATEFUL FOR YOUR SUPPORT. AND WE KNOW THAT WE'RE VERY CLOSE NOW, WE JUST RECEIVED A VOTE IN THE U.S. SENATE OF 69-30 IN SUPPORT OF THE BILL THAT NEVER HAPPENS IN THE U.S. SENATE THESE DAYS. BACA: WHEREAS THE COMMISSION ACTEDED A FORUM FOR COMMUNICATION, EDUCATION, AND DIALOGUE WITH ALBUQUERQUE RESIDENT AND INDIVIDUALS INVOLVED WITH DOMESTIC VIOLENCE AND SEXUAL ASSAULT ISSUES PROMOTING CLEAR UNDERSTANDING, CURRENT LAWS, AND AVAILABLE RESOURCES IN THE COMMUNITY. >>COUN. FOR 83 YEARS WE HAVE DEDICATED OURSELVES TO TRANSFORMING LIVES THROUGH THE POWER OF WORK. AND AT GOODWILL WE'RE ON A MISSION TO PROVIDE TRAINING, JOB DEVELOPMENT AND SOCIAL SERVICES TO NEW MEXICANS. WE'RE A LOCAL NON-PROFIT AND THE REVENUE GENERATED IN OUR STORES FROM THE ITEMS GENEROUSLY DONATED IS WHAT FUNDS SERVICES WHICH WE PROVIDE FREE OF CHARGE. I WANT TO START BY HIGHLIGHTING A FEW FACTS. THE FIRST IS WE'RE A LARGE NON-PROFIT EMPLOYER. WE HAVE OVER 430 EMPLOYEE AND ANTICIPATE HAVING 470 EMPLOYEES BY THE END OF THIS YEAR. WE SPEND IS 1.5 MILLION ON PAYROLL. IN ADDITION THE SOCIAL AND ECONOMIC IMPACT WE WE'RE PROUD OF THE IMPACTS ON THE ENVIRONMENT AND OUR COMMITMENT TO SUSTAINABILITY. LAST YEAR THROUGH OUR RECYCLING EFFORTS WE KEPT OVER 9 MILLION POUNDS OUT OF THE LANDFILL. THAT NUMBER DOES NOT INCLUDE WHAT WE SOLD IN STORES. IN ADDITION THIS YEAR WITH THE HELP OF THE STATE AND GRANT WE'RE ABLE TO INTRODUCE TWO ELECTRIC ZERO EMISSION TRACTORS THAT REDUCES OUR CARBON EMISSIONS AND ENHANCES SUSTAINABILITY EFFORTS IN PLACE. LAST YEAR WE SERVED 21,000 INDIVIDUALS THROUGH OUR PROGRAMS AND SERVICES, WE REPLACED 1,566 -- PLACED THEM IN THE COMMUNITY. MEANING THEY WERE EMPLOYED BY LOCAL BUSINESSES NOT GOODWILL. IF YOU CALCULATE OVER THE LAST THREE YEARS GOODWILL SERVED OVER 51,000 INDIVIDUALS AND PLACED 4,300 INTO COMMUNITY EMPLOYMENT. OUR PROGRAMS ARE TAILORED TO MEET THE EVOLVING NEEDS OF THE COMMUNITY FOCUSING ON MEETIC OUR CLIENTS WHERE OUR THEY'RE AT. EVERY PROGRAM WE HAVE HAS THE EVENTUALLY OUTCOME OF HELPING THE INDIVIDUAL FIND EMPLOYMENT BECAUSE WE SEE THE DIGNITY AND HOPE IT GIVES. I DON'T HAVE TIME TO COVER ALL TEN PROGRAMS. PROVIDE CASE MANAGEMENT, JOB DEVELOPMENT AND SPECIFIC ASSISTANCE AND ENSURE THEY HAVE THE RESOURCES THEY NEED WHEN THEY'RE RELEASED. THIS WAY THEY HAVE A SUPPORT SYSTEM PROVIDING THEM FOR -- WE ALSO HAVE GOOD JOBS PROGRAM WHICH IS OUR EMPLOYMENT SERVICES PROGRAM WITH THE GOAL OF FINDING COMMUNITY BASED EMPLOYMENT. THIS PROGRAM PROVIDES ONE-ON-ONE SUPPORT FOR TRAINED CAREER SPECIALISTS INCLUDING RESUME SUPPORT, INTERVIEW TRAINING AND THE CAREER NAVIGATION. THIS GOES HAND AND HAND WITH THE GOOD SKILLS PROGRAM THAT PROVIDES TRAINING IN A VARIETY OF COMPETENIES INCLUDING DIGITAL LITERACY, LIFE SKILLS, PROFESSIONAL DEVELOPMENT AND SOFT SKILLS. AND WE HAVE THREE VETERANS PROGRAMS. OUR PROGRAM WORKS TO PROVIDE RAPID REHOUSES AND HOMELESSNESS PREVENTION. WE MAKE SURE VETERANS HAVE STABLE HOUSING AND WRAP AROUND SAYS MANAGEMENT SERVICES. OUR HBRP PROGRAM PROVIDES EMPLOYMENT FOR VETERANS WHO ARE HOMELESS OR AT RISK. OUR OTHER PROGRAM WHICH PROVIDES WRAPAROUND CASE MANAGEMENT FOR VETERANS AND FAMILY MEMBERS PROVIDING A HOLISTIC APPROACH TO ENSURE THE ENTIRE FAMILY IS TAKEN CARE OF. I WANT TO SHARE A VERY QUICKSTORY FROM ONE OF THE CLIENTS THAT EXEMPLIFIED OUR MISSION AND ITS IN THEIR WORDS. WHERE TO START, MINE HAS BEEN A JOURNEY THAT MOST WOULD NOT HAVE SURVIVED. I GREW UP IN SANTA FE AND GOT MY BACHELORS IN COMMUNICATION FROM NEW MEXICO STATE. I WORKED VARIOUS JOBS INCLUDING RETAIL AND WITH THE CITY AND COUNTY AND VARIOUS OFFICE POSITIONS. WHEN I WAS 36 I DECIDED TO JOIN THE ARMY. FOUR YEARS LATER I WAS DISCHARGED AND I STRUGGLED TO INGANL -- ENGAGE WITH SOCIETY. I BECAME HOMELESS AND LOST MY FAMILY IN 2012. I EVENTUALLY GOT STABLE HOUSING. I WAS STABLY HOUSED FOR FIVE YEARS BUT LOST THAT HOUSING. I WAS CONNECTED WITH THE SUPPORTIVE SERVICE FOR VETERANS FAMILY WITH GOODWILL. I OVERCAME ALCOHOLISM, DRUG ADDICTION AND CANCER. I'M GROUNDED AND FEEL MUCH SAFER BEING PART OF THE GOODWILL PROGRAM THEY HELPED WITH HOUSING AND GETTING WORK. MY LIFE SO MUCH BETTER. I FEEL LIKE THE PROGRAM AT GOODWILL SAVED MY LIFE. LIKE MANY ORGANIZATIONS WE FACE CHALLENGES. THE REVENUE GENERATED IN THE THRIFT STORE IS NOT ENOUGH. WITH INCREASED WAGES, BENEFITS, CAPITAL IMPROVEMENTS REPAIR AND THE COST OF RUNNING AN ORGANIZATION DAY TO DAY IS BECOMING HARDER AND HARDER AND ONLY IS FOR SO MUCH. WE APPRECIATE THE SUPPORT OF THE COMMUNITY, THE COUNCIL, AND THE CITY TO BE ABLE TO CONTINUE TO PROVIDE THE ROBUST SERVICES THAT OUR COMMUNITY SO GREATLY NEEDS. ONE OF THE MAIN CAUSES OF BEING INCARCERATED IS LACK OF EDUCATION, AND THAT IS SADLY A BIG ISSUE HERE IN NEW MEXICO. WE ARE ONE OF THE LEAST EDUCATED STATES. AND WE NEED BETTER EDUCATION NOT JUST FOR PEOPLE IN JUVENILE DETENTION CENTERS AND PRISONS AND JAILS BUT IN GENERAL. WITHIN JUVENILE DETENTION CENTER WE NEED BETTER MENTAL HEALTH TREATMENT SERVICES. I HAVE BEEN SOMEONE WHO HAS GONE THROUGH HAD MENTAL HEALTH SYSTEM IN NEW MEXICO AND IT IS NOT GREAT. THERE ISN'T ENOUGH DOCTORS AND PSYCHIATRISTS TO HELP PEOPLE WHO NEED IT. AND THOSE WHO DO GET IN, IT TAKES MONTH. IT REALLY DOES TAKE WAITING ON A LIST AND NOT BEING ABLE TO GET THE HELP YOU NEED. I HOPE THAT IN THE FUTURE WE CAN SEE MORE PROGRESS WITH MENTAL HEALTH TREATMENT AND WHAT WE DO TO HELP TEENS WHO ARE STRUGGLING WITH JUVENILE DETENTION CENTER AND HAVE A DIFFERENT WAY TO HELP THEM. I FEEL LIKE FOR PRISON, PRISON SOMETHING WE THOUGHT ABOUT FOR THE REDESIGN IS TO MAKE IT MORE OF A COLLEGE CAMPUS TO MIMIC SOCIETY. THAT WAY ONCE THEY GET OUT THEY'RE USED TO IT AND THEY DON'T FEEL FORCED TO GO BACK IN AND THEY DON'T FEEL LIKE THEY'RE NOT WANTED. AND TEACH THEM JOBS THAT THEY CARE. THAT'S ALL I HAVE TO SAY. IT IS UNDERSTOOD THAT YOU CANNOT HELP SOMEBODY THAT DOES NOT WANT TO BE HELPED, BUT SOMETIMES I BELIEVE THAT EVERYBODY NEEDS SOME EXTRA HELP AND SUPPORT FROM LOVED ONES, ESPECIALLY TO DO BETTER THINGS AND MAKE BETTER CHOICES. THIS IS SOMETHING THAT DOESN'T JUST AFFECT THE PERSON UNDER THE INFLUENCE, IT AFFECTS THE FAMILY MEMBERS. THE PEOPLE THAT ARE CLOSEST TO THEM AND CARE ABOUT THEM THE MOST. AND I THINK ANOTHER THING YOU HAVE TO REMEMBER, A LOT OF THE TIMES THE DRUG USERS START A VERY YOUNG AGE AND AS WE ALL KNOW THAT MESSES WITH YOUR BRAIN DEVELOPMENT. AND THAT CAN KEEP YOU FROM MAKING GOOD CHOICE AND SOME PEOPLE CAN'T HELP THEMSELVES. THERE'S AT LEAST ONE PERSON IN AN ADDICTS LIFE THAT WANTS TO HELP THEIR LOVED ONES BUT THEY CAN'T BECAUSE THEY'RE UNDER THE AGE OF 18. I BELIEVE WE SHOULD MAKE IT TO WHERE IF A FAMILY MEMBER WANTS TO HELP A FAMILY MEMBER GET INTO REHAB OR RESOURCE FOR HELP THEY SHOULD BE ABLE TO. BEFORE IT LEADS TO YOU LOSING YOUR FAMILY MEMBER OR THEM GOING INTO PSYCHOSIS. IT'S A VERY SCARY THING. I THINK WE NEED TO STOP TREATING PEOPLE WHO HAVE A SICKNESS, A DISEASE, LIKE AS IF THEY'RE CRIMINALS AND SENDING THEM TO JAIL OR ACTING LIKE THEIR LIVES DON'T MATTER AS MUCH AS OURS DO.
