thank you and welcome again to the Mesa city council meeting for May the 20th all of our council is present uh with the exception of Miss gfor who's unable to attend as an excused and is excused council member Duff is with us virtually are you are you there council member Duff yes I am okay thank you very much uh we will begin our meeting with an invocation offered by Pastor Ben drer with the Mesa Baptist Church followed by the pledge of Allegiance so please stand for the invocation and remain standing for the pledge mesa city council thank you for your leadership thank you for your service to our community and for this opportunity to give the invocation let us pray together Heavenly Father we come before you and we are so thankful for your love we're so thankful for the grace and mercy and forgiveness that you've shown to us in this moment we lift up our community God we love our community and the people that live within we pray that you would be with those who are hurting that you'd be with those who are alone that God your presence would be felt in this community in a powerful way we lift up this time right now for the leadership that youve brought into place and we pray for your hand of blessing upon them we pray for the humility to guide them and we pray for wisdom that would benefit all of us God we come together now and ask for your blessing on this time and nation under God indivisible with liberty and justice for all thank you um next item on our agenda is Awards and recognitions we have one item on our that agenda for tonight earlier this year the Mesa park rangers received the prestigious Platinum excellent award from the National Park law enforcement Association we're pleased to recognize our park rangers for their commitment to Excellence and education and engagement in park law enforcement here with us tonight is director of mesa's Park Recreation and Community facilities Andrea Moore Andrea please join us and tell us more about this uh impressive recognition good evening mayor and Council we have our park rangers sitting here be behind me we have 16 now in our park ranger group they are role models for the State of Arizona and nationally they were recognized by the park law enforcement Association for their Platinum Excellence award which is very rarely given out and the Mesa park ranger program has become exemplary in everything that it's done they are able to now create uh look at Trends and take a look at heat maps of activities that are happening in the park so they can be more impactful in their activities their enforcement activities they also have been able to use the in partnership with the police department the different groups um substations around the city as well as the cameras that are in the Parks to be able to monitor for any kind of bad behavior that's happening in the Parks and at the same time they've become ambassadors for positive activities with fishing clinics camping clinics uh scorpion hunts things that kids enjoy doing in the Parks and they're Leading The Way with that they're also ambassadors for folks that are experiencing homelessness in our Park system they are unique in that there are very few Park Rangers who are able to do enforcement activities our park rangers can and in 2023 they cited 88 individuals into Community Court and were able to help them rebuild and become more um have more positive activities in their lives because of their interactions with the park rangers so we're really pleased and proud for everything that they do and thank you very much for recognizing them tonight well thank you for explaining uh what they do I I I wasn't aware that they had the capacity to to site people into Community Court that's that's that's great uh this is clearly exactly the uh the the best tool and solution for the challenges we face in our Park system so uh gentlemen thank you very much for your service we're proud of you uh would you mind if we came 2024 District assessments for Mesa Town Center Improvement District number 228 I declare the public hearing open MS Mosley do we have any requests to speak on this item no request this item thank you uh do any council members wish to address this item um I will note for those watching that there we had an extensive presentation at our study session uh last Thursday about the services and costs for this district and I think uh some of the questions that we had regarding this item were resolved then um okay is there a motion to to approve the resolution for item 11b I see it's been made by Mr Summers seconded by Mr Heredia Council any discussion uh please vote I thank you council member Duff I know this is in your District so I'm sure you were uh looking forward to voting for that uh that motion passes unanimously with council member go fourth absent and excused next item on our agenda are items 11a and 11b to conduct a public hearing on a new general plan the moving forward I'm sorry you said oh I I apologize let me say that again items I'll start over again items 12a and 12b are to conduct a public hearing on a new general plan thank you for catching that the moving forward together tomorrow's Mesa 2050 General plan and to adopt and submitting the new general plan to the voters for ratification at the November 5th 2024 election I declare the public hearing open Miss Mosley you've previously given me some blue cards from folks that are here today would like to address this item so uh I will call them forward at this time uh first let's hear from Michelle mccrosky welcome Michelle thank you thank you very much I just wanted to quickly say um how much I support the this General plan you know the city's worked really hard and this is a big project obviously and and I attended several of the public meetings and what I appreciate most about how the city's handled this is they spent a lot of time listening to Residents and listening to what was important to Residents and and why certain things were important they've and and they've just come up they've been super good on understanding where we were coming from you know in a project like this a lot of times you have Outsiders come in and they want certain things done because they would stand a profit financially if those things went through and while every voice matters in something like that the city has been very careful to look and understand what are what are the residents really feeling what do the people that live here what do they really think so um with that I just um totally support it and it's been such a privilege to work with the city they I can't say enough about our planning area and the folks that worked on that plan it was a great project thank you thank you Michelle for for all the contributions you've made to the plan and other issues we appreciate you uh Marilyn Crosby good evening mayor council members my name is Marilyn Crosby 2560 North horn I just wanted to uh stand up and Echo the condolences of Michelle and expressing our gratitude to the staff members for having an open ear to all residents of Mesa especially Mary and Jeff and Rachel they've been fantastic and uh I I think the new general plan is far superior to the preceding one of 2040 the visual indications that they've put all the effort into uh to make it easy to understand for staff knowing that staff members will continue to change as that plan is executed is going to be very critical um to have a an accurate interpretation of it um cannot thank them enough for their time and their efforts and just want to commend them for all that they've done and thank you for the process that you've allowed to be possible and um and offer my greatest support thank you thank you Marilyn same same thanks to you that uh that I gave to Michelle a moment ago you you've been very uh very good about participating we appreciate it I now I have a stack of cards and I believe there's a spokesman for this stack of cards Cara Jones Cara are you with us and uh folks correct me if I'm wrong I believe you're you're spoking you're speaking well other people uh are on the your side of this issue Cynthia border an erson Judy Martinez Stella nander and Cole erson did any of the folks that whose names I just rest read do you wish to speak or do you defer to to uh Cara as your spokesman okay thank you and then Alan worth I wasn't sure if Allan if you wanted to speak or not I'm going to wait and see okay all right no pressure care but see if I will decide if he wants to speak or not yes Cara Jones um we I'm live on Lindsay and melops and um we here are here as a neighborhood to ensure that our Collective voice is both heard and understood first off we would like to thank you for a for with which to petition uh City Planning bodies we know that cities require lots of planning to reach desirable outcomes for their citizens that being said we would like to give some feedback and Clarity on a few a few concerns regarding both the proposals as well as the process itself that we felt were somewhat lacking specifically with Outreach first there was an attempt to change the existing character type of a portion of our existing neighborhood and the adjacent Lots which we feel were highly inappropriate to the existing neighborhood this came in the form of a request to add specific language to the plan that would invite inappropriate Urban developments in immediate proximity to our rural acreage property in the most recent version of the plan we've since uh We've since seen voicing our concerns we have seen this particular issue somewhat addressed assuming that has not regressed we would like to thank you uh now as far as the procedural concerns I would like to address this one directly we have surveyed each and every neighbor those that are here sitting in a seat um and not a single household knew that amendments were being proposed or that the plan was being opened up for Amendment through any structured Outreach or any reasonable attempts to so inform impacted neighbors that could be discerned we were only fortunate enough to learn about these proceedings through cultivated relationships with elected officials that wanted to ensure that we were not left out of the discussion we are immensely gr grateful for these relationships as they also exposed an issue that was more concerning to us namely that false actors currently have the capacity to elicit change on behalf of neighborhoods like ours without our knowledge or consent as Citizens we always seek to have our voices heard and we know that contestation to ideas creates the best outcomes uh to this end we would like to see that process by which proposals and amendments are handled going forward are much more thorough uh in a previous meeting I attended I heard the members celebrating the community outreach and engagement through reductive metrics such as clicks and Views this would not reach my neighbor and some of them who have lived in the neighborhood 40 years that's not how you're going to inform them or get any feedback from them um so let me propose that this perception and reality of this and likely many other scenarios are not in concert we don't want process inefficiencies and we suspect that neither do any of you uh so let's make sure that going forward we take the measure uh measure twice cut once approach and bring as many relevant voices to the table as possible and not assume that the citizen will self-guide their way way through proceedings and proposals in the absence of an interpersonal Outreach so in closing I'd like to State our voice simply and to reate we do not want any Urban developments we believe that a transitional buffer is not only appropriate but is standard as all adjacent properties to our neighborhood have similar lot sizes and use case as trans as a transitional Zone to their respective developments we want to be involved in the process and deserve a more thorough inclusion going forward thank you for your time all right thank you cara so uh I I think you folks know that there were changes made to the general plan uh map that's on the agenda for that the subject of this hearing and that will be voted on presumably in a few minutes and I think those changes Incorporated through Mr Freeman the requests that you made have you seen those and are you comfortable with those changes all right thank you Mr Freeman anything you want to add to that no I just like to thank the neighborhood for their um involvement in this because I know they're very passionate about protecting their lifestyle and when we have infield properties like this I think it's important for all of our neighborhoods to be engaged so again Cara to your team and Mr worth did you want to speak netive okay he's an old he's an old fire captain so all right retired uh but uh regardless thank you for your comments and and staff has confirmed the changes made based on your input I'll just note that I'm not at all surprised that we had the Lehi neighborhood and the bakis neighborhood present tonight and that the the map that we are voting on tonight reflects changes that were made very recently at at the request of these neighborhoods so um hopefully that helps people understand how the process that we were involved here yes Miss spillsbury yeah I um one of the things that I am always trying to see what we can do better is communication with our residents and you can post something in 20 different ways or I mean not post you can put something out 20 different ways and someone will still say they didn't know about it so I'm shocked when I hear people didn't know about the general plan because I thought it was just incredibly publicized in every way so I would love to know what you think should have been done like is a are you thinking maybe a mailer like to every resident or something like that can we ask those questions like that no we can't ask that so maybe just send me an email sorry I just would love to know like what exactly we could do better um that you think would would hit the people in your neighborhood better because I felt like this um they they did such a good job with getting the word out but but I've heard from other people too that they didn't hear anything about it either so I would just love if maybe you send us an email and let us know what we could do you can send it to district one we'll take care of you well let me know though but we'll let District Two know yeah I mean I I that's important to me to make sure everyone has a voice in our city and if you don't know about something how do you have a voice and so I I would also like to know what we we can do better thank you Mr Summers I would just I would just like to thank the residents for coming out too because the the issue that you brought forward which was your lifestyle the type of neighborhood you're in the development that happens around your neighborhood it's not just about your neighborhood it affects everybody in the city it affects Southeast Mesa as much as it does Lehi and I think it's important for us as a council and for staff everyone to be cognizant and careful about how one development affects another and so I appreciate you bringing that issue and working uh with with council member Freeman on it that's that's how this is supposed to work and so I'm I'm glad that you have resolution on that and it's going to be something that we have to continue to address even after this is voted on and and approved so thanks again thank you and with that I'll make a motion all right thank you we have a motion made by Mr sum Summers seconded by Mr Heredia uh just before we close debate I I just wanted to to Echo some of the sentiment that was expressed by the council members uh we there was a we pointed a Citizens committee to help us with this uh probably a year or more ago and they worked very diligently to uh to solicit a lot of feedback City staff you know several City staff members were dedicated full-time to this project and trying to get as much communication from the community as we could our Planning and Zoning Board spent a lot of time with hearings on this topic as well so this really has been a an all hands on deck uh project for more than a year for our city uh and I'm I'm pleased with the outcome so I just want to say thank you to those who were involved in preparing the plan making changes to the plan making more changes to the plan and I think uh this is a plan that I that I um am happy to endorse and to support and to campaign for and and to tell the people of Mesa that uh it's worthy of their of their yes vote okay uh we have a motion in a
