City Council Meeting- 3/1/22

The City Council regularly meets on 1st and 3rd Tuesdays at 6:30 p.m. at City Hall. Agendas and minutes are available on the city website at cannonfallsmn.gov

[3:31] **Unidentified Speaker:** because i remember [5:21] **Mayor Matt Montgomery:** good evening everyone like to call the march first city council meeting for the city of canton falls to order go to a roll call please [5:32] **City Clerk Sara Peer:** ringgold [here] duncan [here] guys me [here] cronenberger [here] lindell [here] montgomery [here] altoff [here] [5:45] **Mayor Matt Montgomery:** would you rise for the pledge of allegiance i pledge allegiance to the flag united states of america and to the republic for which it stands one nation under god indivisible with liberty and justice for all okay agenda we've got two additions under consul business [6:08] **Mayor Matt Montgomery:** first one will be sandstone and a letter of intent there and second we'll be uh we'll be talking about a public hearing that is scheduled to talk about our solid waste contact for the city of canon falls so with those two additions i take a motion to approve the agenda [6:22] **Council Member Giesme:** it's almost [6:23] **Council Member Lindell:** a second [6:24] **Mayor Matt Montgomery:** motion by gives me a second by lundell to approve the agenda with the two editions any other discussion all in favor aye aye opposed carried there's nobody on the public input there [6:54] **Mayor Matt Montgomery:** um so we'll skip that portion we'll get right into the consent agenda consent agenda items may be adopted under one motion as presented or maybe remover discussion and resolution as console business i'll go for you in the at home and the public i'll go through the consent agenda item a adjust and correct claims for the accounting period ending february 23rd 2022 item b the minute meetings for february 15 2022 city council meeting any discussion [7:40] **Council Member Ringgold:** anything you want to bring down [7:43] **Mayor Matt Montgomery:** is there a motion to approve the consent agenda [7:44] **Council Member Ringgold:** second [7:45] **Mayor Matt Montgomery:** sec motion by bringgold second by montgomery to approve the consent agenda all in favor aye aye opposed carried okay we'll get into console business item a is sandstone turn it over to laura [8:03] **Laura Qualey (Community Development):** okay so we just wanted to have the city council aware and accept or approve i don't know what the technical term is but we've received a letter of intent to purchase and develop sandstone ridge so that is a development a piece of property that [8:26] **Laura Qualey (Community Development):** was with a development developer who subsequently gave it back to the city said that they weren't interested in developing it obviously the city we want to get some housing up there so we have a letter from some local developers that would like to develop that area with homes so the letter is in your packet just to kind of give you an idea some of the next things that will happen is we'll work with them to re-plat the existing lots if they need to change anything we also need to do the television or televising of the sewer mains we approved paying for that last session we can get that started next week dan's [9:14] **Laura Qualey (Community Development):** going to work on getting that scheduled uh we still need to do the stuart storm sewer but that we need to wait for thaw uh we'll then work with the the develop the local guys for uh getting a concept plan and replating am i missing anything and no [9:41] **Jon Radermacher (City Administrator):** excuse me there'll be some construction work that needs to get done along with the um with the request and the the request is that and everybody knows that sandstone's in tough shape and it needs to be fixed and the request or the letter of intent is that they will fix the streets to city specifications if the city would sell the land to them for one dollar so that's the that's the caveat that there will be a sale to give the land for a dollar if if they fix uh the streets and subsequently when the houses are built the lots also right [10:18] **Laura Qualey (Community Development):** so two of those developers are in the audience jason rick anything you want to [10:27] **Developer (Jason/Rick):** add to that no that's that's pretty much it for we're excited for getting through the process of getting going i guess yeah we'll get those lines televised and we'll see what we got there first of all so that's where we're starting okay [10:43] **Mayor Matt Montgomery:** okay well i make a motion to um accept this first letter letter of intent letter intent [10:52] **Council Member Giesme:** and i'll second that [11:00] **Council Member Duncan:** [second] [11:01] **Mayor Matt Montgomery:** motions are made to accept the letter of intent by guessing me in a second by duncan is there any other discussion on that [11:09] **Council Member Laura Kronenberger:** and just to clarify for not everyone that is looking at the letter this isn't a purchase agreement it's just uh [11:14] **Council Member Laura Kronenberger:** you know so people don't start right this is just hey we want to begin discussions and this is our intention and just to kind of start the ball rolling [11:24] **Mayor Matt Montgomery:** yep good point good point okay any other discussion all in favor opposed carried okay the second thing and we had a work session before this council meeting and we're talking about a public hearing on solid waste mary jill you want to tell us about that [11:50] **Council Member Mary Jill Altoff:** well we what we discussed is our recycling contract with waste management is coming up at the end of the year and so we have to look at that part anyway and what we've [11:59] **Council Member Mary Jill Altoff:** uh what neil [Jon Radermacher] brought to us today was the idea that maybe we could have a single hauler for garbage and recycling in cannon falls it would save a lot of money it would save a lot of wear and tear on our streets and then we brought up several ideas about how we could do it we might possibly include waste hauling on your water bill along with the way recycling is now so you would not pay a separate bill for anyone for picking up garbage it would just be included in your in your water bill but it would really save on wear and tear in the streets and it would save it would be much easier for bookkeeping [12:46] **Council Member Mary Jill Altoff:** and once the city get it gets it set up it's very easy for the city to do the billing but you would not have to pay another you wouldn't be writing a check for garbage hauling you would you would pay for it but it would be included in your water bill and it should be relatively cheaper [13:05] **Mayor Matt Montgomery:** yeah it should be cheaper going this route i was gonna save it's going to save your money tax collection for most people most if not all right um so that's kind of what we're talking about um we want to have a public hearing for a lot of reasons first of all to get the information out but secondly to get ideas from the people in the community we can't think of everything so some things that they might want to include some things they would definitely not want to include in it so we're thinking we'd have that during [13:33] **Mayor Matt Montgomery:** the first meeting in april did i miss anything or is that okay [13:42] **Council Member Mary Jill Altoff:** okay okay [13:45] **Council Member Mary Jill Altoff:** so i would like to make a motion to schedule a public hearing the first meeting in april about april 5th the april 5th meeting about uh having a one hauler garbage contract so i'll make sure [13:58] **Council Member Ringgold:** second of that motion i'll second [14:00] **Mayor Matt Montgomery:** ocean by bringing all second by lindell to the public here again august 5th constantly april april and i said august wow you said april 5th council meeting starting at 6 30 to talk about a single hauler for our garbage garbage yes [14:19] **Mayor Matt Montgomery:** is there any other discussion all in favor aye opposed carried okay reports kyle [14:37] **Kyle (Chamber/Events):** this is a quick meeting good evening community and city council city uh staff um i did give you a revised calendar um tonight um the couple of changes the lions club father's day pancake feed is going to be on june 19th which is father's day but it's going to be at the cannon valley fairgrounds and they're going to be have a having a nice collection of classical cars tractors combines and trucks there we go so they're trying to bring in some interesting things to have it out there at the fairgrounds [15:24] **Kyle (Chamber/Events):** then the cannon cruisers country car cruise instead of being at the end of july is now august 5th that's a friday august 5th uh set up 5 pm 7 p.m cruise and this year the cruise is going to go around lake billsby so it's a scenic tour of lake billsby so that sounds fun um the sogan valley art fair will be october 1st and 2nd and that is the veterans lane behind the vfw and so saturday is 10 to 5 sunday is 10 to 4. [16:08] **Kyle (Chamber/Events):** and one item that has been removed from the calendar of events is the wine and art festival oh that is cancelled for this year yes too bad so didn't want to end on the bad news but um our discover guide for 2022 will be going to print this by the end of this week or early next and we should we will have it in hand by the end of march i want to thank the community we received so many requests for ads and we've got more chamber members that are on the listings so we've actually added eight pages [16:54] **Kyle (Chamber/Events):** this year that's great we will be over a hundred almost 104 so that's really really good and so looking forward to that um and i think you'll love the cover it's got the john birch park on it in the evening with the lights on so any questions all right gear up for april 16th that's going to be the easter hunt so uh let's go see you then thank you [17:28] **Mayor Matt Montgomery:** thank you thanks kyle thank you okay joint powers board any in february [17:35] **Council Member Mary Jill Altoff:** no it didn't matter no we have our next meeting on the 22nd [17:43] **Mayor Matt Montgomery:** okay let's go around there dan [Jed Petersen] you got anything tonight [17:45] **Jed Petersen (Public Works Director):** just a couple things the the sluice gates for the wastewater plant will be delivered tomorrow so we can start getting those installed and then the uh the car charging station work is progressing in the city parking lot okay good that's it [18:02] **Mayor Matt Montgomery:** okay jeff [18:04] **Jeff McCormick (Police Chief):** while the weather is turning warmer we still may have some more snow falls last one we ended up issuing 11 citations for people that have their vehicles on the street just please remember to get them off of the street when there are snow events so the public works can clean the streets and don't have to come back later to try to clean up stuff [18:29] **Mayor Matt Montgomery:** i did see jeff a couple of kudos to your department for quite a few people saying thank you police for coming and knocking on my door and asking me and they try to do that right you know when we have the time sometimes they may have knocked on 20 doors and then they get busy with something else and public works comes out and then the people find a ticket on their car [19:04] **Jeff McCormick (Police Chief):** yeah that's just unfortunately the the way it goes um but when people you know pay attention to the weather uh and it's snowed on the ground it's going to need to be plowed by moving their cars they really help public works do that in an efficient manner and saves a lot of time for them [19:14] **Mayor Matt Montgomery:** yeah neil [Jon Radermacher] [19:15] **Jon Radermacher (City Administrator):** yeah just one item we're uh starting to work on our audit so we'll be working through that process we get done with that and we're going to be starting to work on the budget so as the year goes by that's it [19:33] **Mayor Matt Montgomery:** okay laura anything [19:35] **Laura Qualey:** nope [19:36] **Mayor Matt Montgomery:** matt [19:37] **Council Member Matt:** [no] [19:37] **Mayor Matt Montgomery:** bill [Bill Angerman] [19:38] **Bill Angerman (City Engineer):** nope [19:38] **Mayor Matt Montgomery:** derrick [19:39] **Council Member Derek:** no [19:39] **Mayor Matt Montgomery:** mary jill [19:40] **Council Member Mary Jill Altoff:** nothing for me [19:41] **Mayor Matt Montgomery:** steve [19:42] **Council Member Steve:** no i have nothing either [19:43] **Mayor Matt Montgomery:** i just want a couple of meetings that are coming up this thursday march 3rd we got eda public works and park board and on march 14th finance committee planning committee and library board that'll be the meetings that'll happen for our next council meeting so okay with that being said i'll take a motion to adjourn [19:59] **Council Member:** so much [19:59] **Council Member Duncan:** second [20:01] **Mayor Matt Montgomery:** oh should i get a second by uh duncan to adjourn any discussion all in favor aye opposed carried
