any changes to the agenda Nick changes to the agenda I'll pass on that to make cradle and screwed up all right Holly yes all right we need to uh move the billing from the consent agenda to uh new items all right any other changes none okay so we look for a motion to approve the agenda with the moving of item 7-4 approved bills from the consent agenda to 12 200 new business motion second motion by Katie second by Nick all in favor say aye all right and moving on we'll move to item number six which is our citizen comments Step Up the podium is yours sir David pritzloff 20255 Aiken Road I'm going to start off by asking urging begging the city council City staff the halt project the construction project on Aiken Road as of tomorrow until everybody gets some answers I remember I think somebody can correct me if I'm wrong but I think we came here last year and looked at a whole set of drawings about this project how many of you received this letter this dated June 29th it says that the project is going we're going forward with it now that the roundabout is done out on Highway 3 and 66. we're now going forward this project I was out of town Friday Saturday came back Saturday against this letter Monday called talk to John the city engineer starting work on the fifth would you call that proper notice everybody's out of town for the holiday weekend they come back technically yeah the road wasn't tore up but at eight o'clock on the 5th I have people digging in my yard Minnesota Energy has to run a new gas man underneath the road to accommodate people on the other side of the street I'll commend a lot of their workers talk to them very nice professional would talk to me I set a one in my yard sauded because it was sodded that I did myself over 20 years ago Andrew the foreman said he would write that up never promised nothing but he said he would write that up and see if the Reconstruction of The Rehabilitation crew would do that there was another guy there I talked to previous to the project I think on Thursday that was walking down the gravel Street or the road street across from me he had no idea what was going on with the project not his fault I mean he thought the people down that Gravel Road were gonna pave it I said they won't be doing that there's only five people that lived down there wouldn't be cost effective he's like okay he told me that they're running a new gas main they'd have to dig a hole in my yard I said okay I said but I want it back the way it is so then I believe it was uh Wednesday they were out doing a rehabilitation they were going to put hydroseed down in the blue stuff that they spray and I went on and talked to the two guys in the Bobcat I'm like he said this is what they told us to do I said you might as well stop now because I'm not going to have it done like this it's not that's not what I you know I get it it's right away I get there's Utilities in there but I've maintained that for 20 years made it look nice I think that's what we want our residents to do in the city right keep their yards up make them look nice not have companies come in and make them look like trash afterwards so I spoke with John or Sean at Minnesota Energy Office up in Rosemont he said he'd come out on Thursday I said well I run the business I'm busy but go out there give me a call while you're out there and I specifically told them that you guys had a bob or a back hole on tracks and they literally wrecked the whole yard I want it all scraped up I want new dirt brought in and I want new side brought in he said we don't we're not going to do that it's like he said well you try the seed out I'm like no it will not match there is so much of this yard that they wrecked not going to do it he said you come out and take a look at it I had to leave town on Friday I get a picture sent to me that's all overseeded and sprayed with the blue crop that's going to be raped off my yard onto the street and I'm not going to put up with that it's a city project they told me that if this road wasn't being done they wouldn't have had to do that gas me so I'm going to ask the city step up back me up either get it done right or have that company do it right as John said that you have contracts with every person that does work in the city and it's up to them it's up to you to enforce those contracts so that they don't wreck people's property um signage the signage on that road is terrible let's take 203rd Street you come off a Pilot Knob you know where you hit your first sign it says Road closed Dunbar Avenue one block away doesn't make a lot of sense you're sending a lot of traffic down 203rd street you've got a lot of kids a lot of people on 203rd Street you're sending them down there to a dead end a block away safety we got a lot of kids out there and I'll uh reiterate many years ago White House on the north north of me on the right hand side lost a child to an accident on this road I'm not willing to see anybody lose somebody safety has to be it I've talked to the gas company I've just talked to the guys up there now working traffic's just going like wildfire it's going through there unfortunately they also said that the police officer went through at about 55 miles an hour where they estimated wasn't chasing nobody nothing like that I'm just going to share that with you but I also will share share you have my yard until it's fixed or you have my driveway to park a squad car and and take care of this traffic when I had when I talk to the gas company people I said the safety of this road the safety of this project you don't even have 50 50 chance of making it home today because of the traffic that's going down that road you take another sign on the North side at roundabout no it's on Aiken Road by the time they come around that roundabout they get to the side they're committed the sign should be on the other side so maybe they take 195th Street need to look at all the signs on the on this road and and how we're not keeping traffic off of it and getting it onto other roads while work's being done again gas company people the people make Mac Miller are people city employees you got all of them out there they don't even have a 50 50 chance to make it at home safe I don't want to see nothing happen out there like that again we've never went over this project again like we did a year ago if my memory serves me right where there was tables lined up here and long maps and stuff I believe that was a project we were looking at this is am I correct anybody remember that okay I can address it afterwards because there there was a meeting in here we were going through all that and where they're putting curb and gutter in right now it's not safe at all it's going to make this road even worse curb and gutter as much as I know that they're going to put in and I don't even know all of it I just know from south of 203rd street to the north of me it's all going to be curb and gutter in my mind we went through this fight before about the speed limit on that road there's a certain section of that road that's considered Urban District and will constitute a 30 mile an hour speed limit if we're going to have this much curb and gutter on that road you're going to have a lot longer Urban District we will be here to fight for a lower speed limit on that road I get I've been on the council I'd get it you do a speed study you watch what you ask for they could go up but I believe the city has some Authority in this especially now making it more of a city street being more urban District area that we need to look at this um like I say the speed is the biggest thing on this road the safety while these workers are doing their job um I'll go back to the to my yard I get that it's right away I get that utilities are in there every Street in the city has it right away and I don't think anybody up there or city staff would like their yard tore up and left like it is even after you do a project I get that you have to do this but for somebody that takes care of their yard spends the money I spent the money because years ago when I moved here about 30 years ago we had to do a city sewer project that made my bank a little bit steeper a few years a few years later they come by and they wanted to do the turn lane for 203rd Street a little bit steeper thought it was cutting Mount Everest so I put a culvert full length I got it approved from the city put a culvert full length had all kinds of Phil brought in once I had it filled up where I wanted it 60 yards blacker I soldered it all myself that's the way it's going to be when it's done when this Project's done again there has to be a lot more answers to this project and I urge you to stop work tomorrow until we can have some meetings and get the stuff under control thank you Mr Christoph if you don't mind we have a short agenda tonight so we only have one new business item if you don't mind hanging Services agreement with Bolton and mink and Joint Powers agreement with Dakota County for the Pilot Knob Trail preliminary design Kelly good evening mayor and Council the city of Farmington completed a bike pedestrian plan in 2019. this network plan built off the existing Trail and side work Network and identified priority segments that would improve connections throughout the city one of the control connector Trails missing set segments that was identified as a priority was a segment on Pilot Knob on the West Side south of 197th Street there is an alternate route that goes through the neighborhood if you go on West on 197th you can actually get in get back to the trail through Meadowview Park but if you're walking north or south of this Trail you don't know that that connector Trail is there um Dakota County and their uh pedestrian and bicycle study from December of 2018 also identified this as a dual Trail Gap so not only that segment that we identified on the west side of Pilot Knob Road but also on the east side of Pilot Knob Road as well they rated that as the number 13 out of the top 20 uh high priority Trail gaps within the county the trail gap on the West Side interrupts what may be Dakota County's largest continuous rate roadside Trail which is eight miles as of December 2018. um this plan from the county is still relevant and current they have not done an update to their plan since uh December of 2018 and they still refer to this plan today one of the park and rec commission's annual goals is to identify bike pedestrian plans to work on annually um during discussions this year and into last year the trail gap on the west side of the Pilot Knob came up but also the need for a trail on the east side of Pilot Knob from Highway 50 to Pilot Knob Road um right now um there's no Trail there we have two Commissioners that live on the east side in the Middle Creek neighborhood and often they see pedestrians whether it's it's children or adults riding their bike a cross Pilot Knob running across Pilot Knob to get to the west side of pilot to the trail on the west side of Pilot Knob obviously safety is is one of our concerns and they kept coming back to the need for a trail on the east side of Pilot Knob this Trail would allow a north-south connection for those residents who reside on the east side of Pilot Knob Road City staff met with Dakota County regarding the trail gap on the west side and the trail the need for a trail on the east side from 50 to 195th Street the county did agree with that um both the city staff and County staff agreed preliminary design was the first step in seeing what is it feasible and what the cost would be city and county staff is recommending to hire Bolton and mink to do preliminary design for these two segments of trail Bolton and mink would provide us with topographic survey of existing conditions public engagement up to three proposed alternatives for trail alignment final recommendations for a trail alignment with cost estimates and 30 percent uh plan set the city would be the lead for this uh project however the county will share project responsibilities and costs the cost for bulletin aminx preliminary Services is 108 049 the County's current share for trail improvements pedestrian bike improvements is 85 percent County funded 15 City funded so funding for this project would be out of the city's Trail maintenance fund currently there's 243 500 in the trail maintenance fund this year we don't have any scheduled Trail maintenance projects this year because we were waiting for the pavement condition segments uh to come back from good point which we have received but we have not planned for any specific Trail Improvement projects this year um the City attorney reviewed the first Professional Services agreement with Bolton and mink and the joint Powers agreement with Dakota County and found both to be acceptable um the project schedule in your packet did show a may start um the delay was mostly due to uh finalizing the two agreements um we've been in contact with Bolton and mink and if this is approved tonight we would have the kickoff meeting yet this week or early part of next week like I said the county would pay the 85 percent the city would be responsible for 15 percent so the can the city would be contributing 16 207 thousand dollars for Bolton and Bank services what we're asking for tonight is the Professional Services agreement with Bolton and mink for preliminated design for Pilot Knob Trail to be approved and also the joint Powers agreement with Dakota County for preliminary design for pilot Nam Trail along with the cost share to be approved so I'd be happy to answer any questions you have thank you ma'am Steve any questions um yeah I have a couple so um so specifically with a data collection portion of this Kelly I mean the 46 000 does that like for the it just seems like a really large number for the design part I mean the agreement we have was good 46 000 yeah I mean that if I'm looking at the cost for services in here it looks like the 108 000 it looks like yeah that would five percent of it's the data collection which might be the analysis of I see what you're saying from Bolton it makes proposal correct yep we did get a second proposal and you know they were relatively similar um well because that was actually part two what I was going to ask you yeah we did get a secondary proposal um and like I said they were relatively similar okay so the other the other kind I guess this is actually more of a comment because I actually used this intersection for biking and running quite a bit yep and I'm going to be really honest I've I've been guilty of almost doing this a couple times where you've got the roundabout you know there's the grid crosswalk there's actually nobody there but I'm like oh crap there could have been and because traffic is just cruising along so I don't know if that can be a component that gets looked at depending on what the costs look like or if the commission has talked about that but to be honest with you if we improve that intersection more which is or the trail Corridor which is absolutely needed yep it's going to actually exacerbate that problem you're talking at 195th Street yeah the 195th area yep because you're just going to have more people and it's going to be perceived as safe because you got the roundabout and you've got the white painted Lions on the road um and you know I know that there's all kinds of ways you can do things um you know flashing signs rotating signs whatever you know it's like anything else I mean the residents have to be fully aware of what's going on but I also do think that there's a certain amount of driver pressure to clear through the intersection and if clearing through it means you got a family right in the middle of a road I mean that's that's what I worry about with that intersection so I mean this isn't going to address that per se I like we're doing here but I just thought I wanted to make that comment and I can talk to my uh counterpod at the county that we're working through on that you know specifically the 195th Street okay that's all I had thank you Katie any questions I don't have specific questions at this time I think my main concern Steve touched on was was safety obviously we know that's one of the busiest roads yep in town so but thank you for putting this together and obviously we've worked with Bolton and mink before and worked with Matt and definitely trust their judgment and their work but obviously we need to prioritize safety so for sure Kelly Nick uh to Steve's earlier comment I've also gotten complaints from Neighbors that or even the suggestion that they pull the crosswalk further back out of the roundabout just so that it kind of addresses that Gap that you're talking about there but overall I'm really excited about it as someone who's gets terrified every time he has to take his kids across Pilot Knob um what I'm kind of curious about is I've seen that at 206 done by me they've staked off for the turn lane I think now okay um the way that that particular intersection works is to get to the trail from 260 basically run down a giant Hill right and then the hill is on the other side I mean probably that was pretty raised up right there um is there any way to feed some sort of it's probably not practical at all without ripping the road up but like an underpass underneath Pilot Knob um for the sake of some kind of Crossing there it's more safe than what's there because I mean there's there's all the townhouses right there that have to cross to get over there and there is no real safe way to cross and that's what we're trying to prevent is getting a trail on the east side so there is no more Crossing to get to that west side period period I mean that would be ideal if anybody who's living on the east side of Pilot Knob would just catch the trail and go north to where they're going or South to where they're going so you wouldn't have to cross that road okay or go up to 195th and catch the roundabout sure I mean is it supposed to I thought this was supposed to stop sort of uh short of 50 years most on the east side it would study from 50 all the way to 195th okay okay yeah so if you wanted to get across and go like west of Lakeville you could potentially see across town of this stuff okay okay yep and then you would be able to control the intersection so to try and eliminate that Crossing running across Pilot Knob Road got it yes that's all very good thank you yep I think Kelly because the I think there's not a lot of markings on the map that we're looking at too so I think yeah understanding how far south it was going to go yeah and that's only showing the counties Gap on just south of 197th so that that's they're identifying that as the number uh 13 out of the top 20 for trail gaps so it's not showing um the the trail on the east side of Pilot Knob because the trail on the east side of pilot doesn't exist correct correct yeah but it would be 100 City expense not an 85-15 shared that no that's not my understanding from them they would be interested in 85 15. yeah they want to do the whole thing yep yep sure okay it's just the map cuts off in the diagram it's used because they hadn't identified that in in their high priority as we're going all the way down but for us that's a high priority yeah Holly no questions that my peers haven't touched on um and without you know beating a dead horse I think because of our extensive trail system and because of the use that we have as a community the conversations with the county should really continue on all of those major areas about safety and Crossing whether that's you know at 195th or if it's further down as you get closer to Embers there are a lot of areas that can be identified as um dangerous areas but those are you know more or less outside the scope of this project within this project everything that I have has been asked I'm just uh um excited to see something that I'll keep kids from being like on the side of the road right um I don't have any questions per se um happen to live right there so I know the topography well and use those Trails often but I don't have any any question that you haven't answered for my peers all right without any other questions then we would look for a motion for the to attach or to approve the attached Professional Services agreement with Bolton and mink for preliminary design of the Pilot Knob Road Trail and to approve the attached joint Powers agreement with Dakota County for preliminary design for Pilot Knob Trail along with the cost share motion second motion by Steve second by Nick comment real quick before we do round table that would be fine sorry about that um Mike it kind of comes to what you guys are talking about a bike path on by the knob the the bike path on on Aiken Road um correct me if I'm wrong but I'm pretty sure I'm correct that we seal coated that about three years ago and in talking to John the city engineer last Monday it kind of like we got State money to do that and I don't know I just I talked to a few of the gas guys out there and they want to know what was wrong with the the bike path and I was like I didn't see nothing wrong with it and I might come on the council if we seal coated something it means it was in good shape we weren't going to tear it up three years later um I get that and I like to have all our tax dollars come back to our city and use them the way we can but this seemed like a kind of a democratic way on this on this bike path is that we spend money and if we don't have it we go out and get it and we still spend it I didn't see anything wrong with that bike path we spend a lot of time clearing it in the winter time I get the reason but it I don't see a lot of kids walking to school after it snows a lot it just seems like we spend a lot more time on that path and what happened to it this time why we seal coated it three years ago and tore it up prematurely thank you thank you sir our next item is Round Table Nick you'd start um thank you to the fire crew or the fire department for the fun celebration and uh letting my kids hitch a ride in the fire truck but more importantly thank you for letting me be in charge of the horn during the parade um I've told others but that's 39 years in the making for my life goal there and I really appreciate it that never really goes away from being a little kid in me so thank you Holly um no the 150th was a great time fireworks were awesome um the open house was both fun and informative I learned a lot about the history of the fire department things that I didn't know so that was exciting um also I won't take this away from you but looking forward to uh walking with my peers on Thursday and Friday and encouraging any community members to come out and join us whether it's you know 15 20 minutes or 15 20 hours thank you ma'am Katie I have nothing tonight breaking the rules sorry Steve yeah and I want to do uh acknowledge the fire department too thank you uh Justin and thank you to Gary who I'm sure is not listening um it was great to see all the retired folks the old trucks and uh riding one of the rigs and that was definitely a memorable highlight so thank you thanks sir Leah yeah uh too bad Chief's not here I was up in Fargo this weekend for a bridal shower for a family member and uh their Community was obviously really affected by a travesty so I just wanted to say thanks to the First Responders um having family up there you can tell it really really impacted all of them so thanks thank you ma'am right I too would like to thank the fire department because it takes a lot of hours to plan and prepare and make sure everything's in place and that's outside of the normal training that they do they do a lot of volunteering their time and away from their family so thank you to everybody surely assistant elections update earlier this year you approved the purchase of epoll books and those came in last week and this week we'll be doing some maintenance on the tabulators thank you ma'am Julie we are embarking on one in the middle of two filling two key positions in the city because of upcoming retirements so we'll Dean and I will be interviewing you in the next few weeks for our upcoming building official retirement in within the next few days we should be posting for our upcoming Finance retirement but key positions we're starting to work on thank you ma'am Deanna thank you mayor and Council we had an Eda meeting before the council meeting and the council work session tonight so I just want to thank everybody for your participation in that we um it was a quick meeting but we took some important actions to continue moving our Economic Development efforts forward so thank you for your support with all of that can come in John thank you mayor of the Spruce Street 2022 Street and utility improvements Spruce Street Workhorse is placed roadways reopened note that the FAA does have some work to do in the right-of-way area to install structures we're not sure when that's going to happen but that's all at their cost and additionally from a Street Maintenance standpoint the crack filler is with all that work's been completed also thank you sir Kelly I want to take this time to thank Ashley Crabtree who is a member of the Parks and Recreation Commission who has resigned her position thank her for her time on the commission for her years of service and what she's meant to the parks and recreation department the city and the community she will definitely be missed so thank you Ashley for everything you've done with Ashley leaving we do have a vacancy on the Parks and Recreation Commission so we are looking for a new commissioner applications are due next Monday uh July 24th they can be found on the city's website at Farmington mn.gov so please consider applying for that position do have to be a Farmington resident the second Open Door free food pop-up event is tomorrow already at the rounding River Center 3 to 4 30 p.m so stop by free food um no strings attached all you have to do is uh they'll ask you how many people in your household and you'll have opportunity for free food Parks and Recreation month is here it's July already we'll be holding our first event next Wednesday July 26th music in the park 7 p.m at Rambling River Park we have the panhandlers steel drum band so come on out to that and then Party in the Park is Friday July 28th at Lake Julia Park starting at 7 p.m we'll have kids dance playing music Marshall line will be there with face painting and free popcorn and then dusk which is approx approximately 8 40 p.m Ferris Bueller's Day Off will be showing so grab your lawn chair your blanket some popcorn and come and join us at Lake Julia Park thank you ma'am Chris um just continuing the same process as last time working on the budget around the CIP piling all the numbers putting things together that's about it thank you sir Chief I would like to also thank everyone who came out to the 150th event all the community members like to thank the Dakota County Fairgrounds for the partnership for hosting it there we started the planning about a year ago so it was really nice to see all the hard work of the firefighters over the last year actually come to that day and have it be very successful for everyone thanks thank you I will say thank you to the fire department right like everyone else um it you know beginning to celebrate 250th in back-to-back years you know pretty pretty unique um a lot of stories that were told um I I heard quite a few people make the comment that the coolest part about Saturday was seeing the prior service and retirees come back seeing the alumni is part of that you know and that just you know having the 27 out there and everything it just it's a story the community and the service and and what are men and women women have done over the years to to support and protect our community so thank you to your new you and your team um I'm dressed down a little bit tonight for the Relay For Life you know we have to support the brand because it's a huge event coming up this Thursday but officially the event is on Friday Friday the the 21st at 6 PM the event starts with a survivor's lap or survivor's dinner then they'll do their walk we'll have their Survivor and the caregiver speeches a little bit after six o'clock the luminary walk and the bags have been set out but they'll be lit a little bit before Sundown usually the events go until 10 maybe 10 30. this year the team that is the city of Farmington will be walking at all different times through the duration of the event but that starts at 6 pm on Thursday night the 20th so myself the chief those that want to join us we'll be walking for 24 hours all goes well the weather stays the way it is forecasted and will be good but as an organization last year we had a goal of 25 000 and we raised a little over 58 000 after expenses this year we increased our goal to a hundred thousand dollars and as of this minute we have 64 400 and change that's been raised and we're still a few days out from the event so it's an incredible event to honor not only the survivors but the caretakers and also to remember those that have been lost to cancer and we do our our thing to raise as much awareness and funds as we can for American Cancer Society so I welcome anyone anyone across the community youth groups organizations doesn't matter come out join us at any time throughout the walk it's for a great cause it's another great Community Building
