Good evening and welcome to our Glendale City Council meeting. If you would like to speak on any of the items that are on the agenda, please fill out a gold card and hand it to the police officer in the back of the room. The mayor will call your name and when it's your turn to speak, you can make your way to the podium. All speakers have 3 minutes. If you would like to talk about an item that's not on the agenda, please complete a blue speaker card and give that one to the officer in the back of the room. Items that are not on the agenda are heard at the end of the voting meeting. Glendale has seven City Council members. Mayor Jerry Weiers, Vice Mayor Ray Malnar of the Saguaro District, Council Member Leandro Baldernego of the Yucca District, Council Member Lupe Conchas of the Cactus District, Council Member Diana Guzman of the Yucca District, Council Member Lauren Tolmachoff of the Cholla District, and Council Member Bart Turner of the Barrel District. Welcome to Glendale City Council workshop of February 24th, 2026. This meeting is called to order. Uh we'll do a We're not going to do a roll call because everybody's here. So, if you would uh take note of all members are present and accounted for. The next item on our agenda uh is going to be our prayer and uh and then the pledge of allegiance. Uh the prayer is going to be delivered tonight by Rabbi Tim. And if I if I mispronounce this, correct me when you come up to the microphone, please. Item 21, resolution number R 26-12, a resolution of the Council of the City of Glendale, Maricopa County, Arizona authorizing and directing the entering into of a memorandum of understanding with the City of Phoenix administered by its fire department granting Phoenix Fire Department and Glendale Fire Knox key secure e-key access across both city boundaries. Item 22, resolution number R 26-13, a resolution of the Council of the City of Glendale, Maricopa County, Arizona authorizing and directing the entering into of an intergovernmental agreement with the City of Phoenix for the installation, operation, and maintenance of three streetlights on Camelback Road in the City of Phoenix. Resolution Item 23, resolution number R 26-14, a resolution of the Council of the City of Glendale, Maricopa County, Arizona authorizing and directing the entering into of amendment number one to the intergovernmental agreement with the State of Arizona for the addition of landscaping to the Loop 101 to 75th Avenue to I-17 project. Ordinance number O 26-06, an ordinance of the Council of the City of Glendale, Maricopa County, Arizona extending and increasing the corporate limits of the City of Glendale, Maricopa County, State of Arizona pursuant to the provisions of Title 9, Chapter 4, Section 9-471, Arizona Revised Statutes and its amendments by annexing certain territory located south of the southwest corner of Peoria Avenue and Sarival Avenue in the City of Glendale consisting of approximately 39 acres to be known as annexation area number 269 amending the zoning map providing for an effective date and ordering that a certified copy of the ordinance is recorded. Uh Mayor and Council, the item before you is an annexation request to incorporate 39 acres of land into the city boundaries for future development. Subject property is located south of the southwest corner of Peoria Avenue and Sarival Avenue. The property is currently in Maricopa County with a zoning classification of RU-43 which allows for rural residential development. Upon annexation, the city will apply the most compatible like zoning to this uh property which will be rural residence 45. The applicant is submitting a rezoning application which will be presented as the next agenda item. Both water and sewer services are provided by EPCOR. The annexation map before you provides context to the subject property as it abuts properties in the City of Glendale to the north, south, and west with uh county properties to the east. The aerial map provided The aerial map before you provides context of the subject property in the surrounding area. A public hearing was held for the blank petition on October 28, 2025 City Council meeting. Uh there were no speakers for the public from the public for this item. Mayor and Council, this is the company rezoning application for the previous uh zoning uh for the previous annexation request. The request before you is to rezone the property from rural residence 45 to planned area development to allow for industrial development. Again, the subject property is located south of the southwest corner of Peoria Avenue and Sarival Avenue within the Yucca district. Uh the property is uh surrounded by agriculture land to the north and south and the the north and west and the south with uh rural residential properties on the county side to the east. The intent of the PAD is to allow for mixed-use development consisting of both commercial and industrial uses. The project proposal will consist will be will be consistent with other development within the surrounding area. The PAD conceptual development plan depicts three industrial buildings totaling 675,000 square feet of building area for manufacturing and warehouse use. There are three access points proposed along Sarival Avenue uh to serve as primary points of access to the development. The item was heard before the Planning Commission on January 22, 2026. The commission forwarded a recommendation of approval for Z01-25-07 with stipulations included within the staff report. Mayor and Council, this concludes my presentation. The site is uh currently in Maricopa County with a zoning classification of RU-43 which allows for rural residential development. Upon annexation, the city will apply the most compatible like zoning of rural residence Site is uh the vicinity of the Luke Air Force Base within the 70 and 75 noise contour area. The applicant is submitting a concurrent rezoning application that which will be the next item before you. The property is um presently within the water services of Adamant Mutual Water Company and sewer services will be provided by EPCOR. Before you is an annexation map to provide context of the subject property as it abuts properties in the city of Glendale on the east and the south with county properties to the north and the west. Aerial map before you provides context of the subject property within the surrounding area. The application was heard as a blank petition on October 28th, 2025 city council meeting. This is accompanied this rezoning application for the previous annexation request. Again, this request is to rezone the property from rural residence 45 to planned area development to allow for industrial and commercial for uses for the site. Subject property is located the northwest corner of Reems Road and Myrtle Avenue and is within the Yucca District. Property is surrounded by both industrial uses and rural residential uses that are in the county. Industrial uses will be on the east and to the south and county residential uses to the north and to the west. The proposed PAD will facilitate development that is consistent with adjacent with adjacent industrial projects. The PAD will permit flexible development allowing for a mix of light industrial and commercial land uses. There's a specific There's no specific proposal for the site but the conceptual site plan before you depicts two 13,000 square foot industrial commercial buildings with storage areas and associated uh parking areas. Uh there are two points of access proposed on Reems Road for providing individual access for each building and there's no access points proposed along Myrtle Avenue. The item was heard before the planning commission on January 22nd, 2026. The commission forwarded a recommendation of approval for ZON2507 with the stipulations included within the council staff report. Mayor and council, this concludes my presentation. Uh gray shade is going to be their storage area. Yeah, I'm just looking at the property lines and it looks like they're sitting crooked. That's anyway. I'm sure there's a reason for it. I guess. It's backed up right up right up against the residential rural neighborhood, so I'm curious what the height allowance is here. I will be presenting application ZON2508 for a Clean Freak Circle K. Uh tonight's request is for a rezone to amend the Northern 107 PAD to allow a standalone car wash unit with with ancillary vacuums. As shown on the zoning map, uh this subject property is part of the existing North 107 PAD which allows for both residential and commercial uses. The site is located on the southwest corner of 107th Avenue and Northern Avenue. Uh the abutting properties to the west and south are within Maricopa County. Properties to the north are within City of Peoria jurisdiction and property to the east are within City of Glendale zoned to M1. As depicted on the aerial photograph, this property is currently vacant. There's an existing Circle K convenience store and gas station to the east and a vacant site um L-shaped site to the south and west. There are existing residential properties um along the Maricopa County side to the south and west. Vacant site to the north uh across Northern Avenue and along the east are industrial properties within the Glen Harbor Business Park. As shown on the conceptual site plan, uh the site property is identified as parcel B within the Northern 107 PAD. Uh the conceptual plan shows the uh proposed car wash building. Applications GPA 2503 and ZON 2505 for Glen Village on 62nd. The two requests, the first one is a minor general plan amendment from general commercial GC to high density residential, 12 to 20 20 dwelling units per acre. The second is a rezone from multiple residence R3 to planned area development PAD. The subject site is located on 62nd Avenue south of Orangewood. The desig- the proposed designation of HDR 20 will be consistent with the existing use and density for the site. It creates both a buffer from It creates a buffer between the commercial designation to the west and the medium density residential to the east. The zoning classifications surrounding the site include C2 to the west and south and R3 to the north and east. The proposed PAD zoning will allow for future residential development um on the subject property. As depicted on the aerial photograph, this property is surrounded by residential to the north is surrounded by residential to the east and south, vacant properties to the north and west. Uh the subject site is comprised of three parcels. One of these parcels has a portion that is currently vacant and the proposal is to further develop the area with additional units. As depicted on the conceptual site plan, the proposal is to add two additional units within the vacant area outlined in green. Uh these units will be fronting Orangewood Avenue with the additional proposed landscaping and improvements to that vacant area. This concludes my presentation. Mayor and council members, tonight's request is to rezone to amend the Talavi uh planned area development to allow an additional convenience restaurant with a drive-thru. The proposal site is located east of the southeast corner of Bell Road and 59th Avenue and is zoned planned area development. Properties to the north and west are zoned general commercial. So, this request is for a site specific amendment to the PAD for the property that is depicted on the map. The addition of a convenience restaurant aligns with the area's development patterns and offers new dining options that respond to market trends and customer behavior. The item was heard at the January 22nd, 2026 Planning Commission uh public hearing and at the meeting, the commission for- forwarded a recommendation to the City Council to approve ZON uh 25-13. Uh I'm here to present ordinance 026-13 authorizing the city to grant the utility easement to the Arizona Public Service Company APS at the Glendale Municipal Airport located at 6801 North Glen Harbor Boulevard. Uh this is a request for City Council to waive reading beyond the title and granting the utility easement in favor of the Arizona Public Service Company at the Glendale Municipal Airport. Uh background, um the City of Glendale owns the Glendale Municipal Airport and the new 10,000 square foot as uh hangar storage hangar will be built at the airport requiring the installation of a new transformer to provide electricity to the building. Uh APS is requesting a utility easement to install, construct, operate, repair, maintain, replace, and reconstruct if necessary the facilities. Uh staff recommends granting utility easement to APS to install and maintain its facilities. There will be no impact to city department uh staff or service level as a result of this action. Uh Dog Days of Glendale, the Black Business Owners Coalition is having an event um on 59th Avenue and uh Myrtle. There is a uh Witchcrafted here in this building. There's going to be a big festival next door at the lot. Um and then this year's the 50th anniversary of the Lowrider Magazine Super Show. It'll be happening at the stadium, which then is going to have everyone come down here, whether we like it or not. Um I ask all the cruisers uh obey the laws, have fun, enjoy yourselves. Uh visitors, if you're coming into town for this event, please be respectful be respectful of uh of everyone and everything. Uh we look forward to seeing all of you there. It's getting warmer. I want to start by thanking our new city manager uh Mr. Bender for spending 3 and 1/2 hours touring the Cactus District with me yesterday. Um that time matters in seeing our neighborhoods first hand, talking to residents, and meeting with small business owners gives real context to the beauty of all the districts in Glendale. We began at the Rose Lane Community Center. We went to the Aquatic Center. Also walked around the park and talked to a mother who had her two children there and she was she was great and um gave us some good feedback. Um we drove uh to Cavalier and 51st Avenue, Bethany Home Road and 47th where the drainage project is uh going to be starting. Uh Also Missouri and 43rd Avenue where at the Rising Star Day Care Center in the alley that we gated last year. We traveled down to Camelback and 43rd Avenue to see the encampments that are on the Phoenix side. We talked about infrastructure, public safety and neighborhood vitality. We then went to the Viart Supermarket on 59th Avenue and Camelback. And we also went up along the manufacturing district along Missouri to 51st and stopped at Dolce Vino and talked to the business owner there. Ran into a senior resident at Costco affordable housing complex and we ended up at 51st Avenue and Olive connecting with Lalo at Lalo's Seafood seafood truck and grabbing lunch at Tacos Don Hector. So thank you Mr. Banger for spending time in the Cactus District and we look forward to doing another tour with you so that we can see the other half of the Cactus District. Thank you. Today I'm speaking to you regarding Adopt-A-Street event on Saturday, March 28, 2026 at 8:00 a.m. I'm hosting Library Friends of Aaron Karate and James Diebler Adopt-A-Street clean up event at the Glendale Public Library at 59th Avenue and Brown Street. I will invite the community to keep your street clean within the city of Glendale. There will be free donuts and coffee at the event. I'm hoping everybody can come to the event. Good evening, Mayor, council members, members of the Glendale community. I'm here tonight to speak about something that should unite us all. Investing in Glendale families and our youth. The city is only as strong as the families who call it home. When our families are stable, supported, and thriving, our neighborhoods are safer, our schools perform better, and our local economy grows stronger. But that kind of strength doesn't happen by accident. It happens when we make intentional investments in the next generation. Investing in youth means expanding access to after-school programs, mentorship opportunities, workforce development, and recreational spaces that keep kids active and engaged. It means supporting partnership between our cities, our schools, small businesses, faith communities, nonprofit organizations. It means ensuring that young people in every neighborhood, including the Barrel District, have access to opportunity, not just hope. As someone who spent decades in public service and worked closely with families across our region, I've seen what happens when young people have structured mentorship and positive role models. I've also seen what happens when they don't. In time immemorial, it's said, an ounce of prevention is better than a pound of cure. With our continued and genuine leadership, Glendale will lead the way. When we engage early, we reduce crime. When we create pathways to good paying jobs, we reduce dependency. We provide safe parks, community spaces, and strengthen families and relationships between neighbors. Rest assured, these are not partisan ideas. They are no-nonsense commitments to our future, our common future. Together we'll be looking at innovative ways to support working families, whether that's through small business growth, public safety partnerships, or strategic planning that prioritizes safe neighborhoods and economic vitality. Strong families are built in communities that feel secure, connected, and supported in a unified city. Glendale is incredible and has greater potential. We are growing, we are diverse, and we are resilient. Growth is like progress and without direction, empty. It requires leadership that remains focused on long-term stability. Leadership that understands that today's investments in children and families become tomorrow's investments in our common future and success. I'm committed to being part of that conversation with leadership and helping Glendale to continue moving forward in a way that strengthens everyone, not just the affluent or those in power.
