Based on the context provided and the standard procedures of the Minneapolis Planning Commission, here is the formatted transcript with speaker names added. **Note on Speakers:** While the provided list focuses on City Council and Department Directors, the Planning Commission is an appointed body. **Chris Meyer** is the Chair. The other members (Baxley, Conley, Jones, Shepard, Wagner) are Commissioners. The staff member responding to technical questions regarding the water facility and appointments is likely a representative from the Planning Department or City Clerk’s office. *** [0:09] **Chris Meyer (Chair):** Welcome everyone to the regular meeting of the Minneapolis Planning Commission for October 6, 2025. Uh my name is Chris Meyer and I'm chair of the commission. At this time, we'll ask the clerk to please call the role. [0:21] **City Clerk:** Commissioner Baxley? [0:26] **Commissioner Baxley:** Here. [0:27] **City Clerk:** Chowry is absent. Conley? [0:28] **Commissioner Conley:** Present. [0:30] **City Clerk:** Gordon is absent. Jones? [0:31] **Commissioner Jones:** Here. [0:32] **City Clerk:** Meyer? [0:33] **Commissioner Meyer:** Here. [0:34] **City Clerk:** Sheffy is absent. Shepard? [0:35] **Commissioner Shepard:** Here. [0:37] **City Clerk:** Wagner? [0:38] **Commissioner Wagner:** Here. [0:39] **City Clerk:** We have six members present. [0:41] **Chris Meyer (Chair):** All right, we have a quorum. Uh, first we'll go to the minutes for September 8th, 2025. Is there a motion to adopt those minutes? [0:45] **Commissioner:** So moved. [0:46] **Commissioner:** Second. [0:47] **Chris Meyer (Chair):** There's a motion second. Any discussion? All right. All in favor say I. [0:53] **Commissioners:** I. [0:55] **Chris Meyer (Chair):** Opposed? Abstentions? The minutes are adopted. Uh, next we'll organize the agenda. Um, item four is an administrative item that won't have any public hearing. Um, staff recommending that items five and six be on consent and then item seven has been withdrawn. Um, was anyone here to speak against the staff recommendation for item number five, 2218 University Avenue Southeast etc. All right. So, we'll keep item number five on consent. And was anyone here to speak against the staff recommendation for 501 30th Avenue Southeast? Item number six. All right. We'll have that on consent as well. All right. Is there a motion to adopt that agenda? [1:48] **Commissioner:** Second. [1:50] **Chris Meyer (Chair):** Right. All in favor say I. [1:51] **Commissioners:** I. [1:52] **Chris Meyer (Chair):** Opposed. That is adopted. All right. So, first item number four, um, 2700, 2701, and 2705 University Avenue Northeast. I have a a question about this. So, it says in the description, this is a water facility. Is this going to be replacing what would have happened at East Phillips? Is that the idea? Maybe we'll have Mr. Sexton [transcribed as Hston] come up and say a little about it. [2:20] **Tim Sexton (Public Works Director):** Um, my understanding is yes, that is the idea, but I don't know how much we want to get into the details on that this evening. But yes, that is the general idea. [2:28] **Chris Meyer (Chair):** Okay. I'm just curious what that means for East Phillips, if that means that they're moving on to it. But okay, I just wanted to make sure I was reading that right that that what what was the uh description was. All right. Is there any other discussion about item number four? Commissioner Conley. [2:45] **Commissioner Conley:** Thank you, Mr. Chair. If I'm sorry if I missed this, but it says um public land acquisition. Is it already the city's property, these addresses, or what kind of public land acquisition is it? Thank you. [3:03] **Tim Sexton (Public Works Director):** No. Um these properties are not owned by the city. That's what this action is um starting to put in place. So, it goes from here to the city council so the city can work on acquiring these properties for a water facility in the future. And then those applications for any facility would come separately. [3:22] **Commissioner Conley:** So then a followup, does anybody live here or is it vacant? [3:24] **Tim Sexton (Public Works Director):** It's industrial land. [3:25] **Commissioner Conley:** Thank you. [3:26] **Commissioner Jones:** Yeah. And do we normally um uh weigh in on public land acquisition? [3:37] **Chris Meyer (Chair):** Uh yes, the planning commission has a role in terms of just evaluating consistency with the comprehensive plan on these types of applications. Yeah. Yeah. Um the the statute that requires us to do it is in the staff report if you if you read that. Um any other discussion on this? All right. Seeing none all in or I guess we need a motion. Uh is there a motion to find um item number four consistent with the Minneapolis 2040 plan? [4:05] **Commissioner:** Moved. [4:06] **Commissioner:** Second. [4:07] **Chris Meyer (Chair):** All right. Any discussion? All right. All in favor say I. [4:13] **Commissioners:** I. [4:14] **Chris Meyer (Chair):** Opposed. Abstentions. That is adopted. Uh now I will open the public hearing uh for the consent agenda. Um and just a note that if you came here to speak about item number seven, you can. Even though it was withdrawn, you can still uh speak about that if you would like to. Would anyone like to speak to any of our uh consent agenda items? All right. Not seeing any. So, I will close the public hearing. Commissioners, is there any discussion about our consent agenda? All right. Is there a motion to adopt um items five and six? [4:58] **Commissioner:** Second. [4:59] **Chris Meyer (Chair):** Any discussion? All right. All in favor say I. [5:02] **Commissioners:** I. [5:03] **Chris Meyer (Chair):** Opposed. Abstentions. That is adopted and seven is withdrawn. We don't have to do anything with that. So that concludes our business for the day. Um our next committee of the whole is uh this Thursday. Come to that one. We're going to have a good discussion about family oriented zoning and uh our next regular meeting will be October 20th. We'll be uh celebrating my birthday with the planning commission. Any updates from staff or commissioners? [5:35] **City Staff (Planning/Clerk):** Uh the only update is open appointments for planning commission seats closed on September 30th. So, um, if you applied for reappointment or you're a member of the public who applied for appointment, um, we're working through the next steps in that process, but we received quite a few applications this round and we will be in touch. [5:50] **Chris Meyer (Chair):** Is there any update on um, the park board position? Have they appointed a a replacement? [5:58] **City Staff (Planning/Clerk):** They have not. [6:00] **Chris Meyer (Chair):** Okay. Are they going to? [6:02] **City Staff (Planning/Clerk):** I I have not been in contact with them directly. I know the clerk's office has reached out, but I don't think we've heard about what their plans are for um sending us a new appointment for the last three meetings of the year. [6:15] **Chris Meyer (Chair):** Schoolboard, we still have Sheffy, right? [6:18] **City Staff (Planning/Clerk):** Correct. Yeah. [6:20] **Chris Meyer (Chair):** All right. Any other updates from anyone? All right. Thank you everyone. We are adjourned. [6:26] **Commissioners:** Thank you. Thanks, Chris.
