[1:15] **Melissa Kenninger:** I'll call to order the Rosemount Planning Commission meeting for Tuesday—oh, it's not September 22nd—Tuesday, July 25th. Please stand for the Pledge of Allegiance. I pledge allegiance to the flag of the United States of America and to the Republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Are there any additions to tonight's agenda?
[2:02] **Anthony Nemcek:** There are not, Madam Chair.
**Melissa Kenninger:** Thank you. Seeing none, we'll move forward. The agenda this evening includes the minutes of the June 27, 2023, regular meeting. Are there any comments or questions on the consent agenda? Seeing none, I will make a motion to approve the consent agenda.
**Michael Reed:** Second.
**Melissa Kenninger:** It has been moved by Commissioner Kenninger and seconded by Commissioner Reed. All those in favor please say aye. (Group: Aye). Opposed? Motion carries. Is there any old business to discuss?
**Anthony Nemcek:** No.
**Melissa Kenninger:** We have one item on our public hearing section this evening and just right before the meeting there was a request from the applicant to continue this item to a future meeting, so we will not open [2:47] the public hearing this evening. We will continue this item—the request by KJ Walk for the Rosewood Commons PUD—to a future meeting and new Public Notices will be sent. So with that, I will just ask the Commissioners: if you did have any feedback for staff on this item this evening or for the developer, please send it to staff so they can incorporate it as they continue to work with the developer on a revised plan. I have provided some feedback, but if others have items they were going to ask tonight or questions or feedback, please send that to staff. And Anthony, can I ask that when it comes back out that staff gets a copy of the existing PUD stuff from the September 2020-ish [period] and include that in the attachments?
[3:35] **Anthony Nemcek:** Would you like the full staff report or—?
**Melissa Kenninger:** I'm okay with just—I feel like if anyone wants to see that staff report, please request it from staff—but I'm okay with just if we can see the site plan and that's the initiation development and the conditions that were part of that, so that we have that. Most of the members of the commission were not on it when that was approved three years ago. And so that concludes our public hearing section this evening. Again, the item will be continued to a future meeting and a new public hearing notice will be sent out. Is there any new business this evening?
**Anthony Nemcek:** There is not.
**Melissa Kenninger:** Okay. As we move to discussion, I have just one item for discussion. I don't [4:21] know—I know it's outside of our normal purview—but it has come to my attention from some members of the community that it feels like we are seeing an increase in traffic incidences and accidents along [County Road] 42. I know it's a county road, but the 42/Shannon Park especially, and 42/Chippendale and Diamond Path areas. So I just wanted to see if staff is aware of any conversations going on with the county or anything that might be happening with those?
**Anthony Nemcek:** Yeah, staff did bring this up with our Public Works Director and Public Safety staff. I think Director Adam might have a little bit more input on that.
[5:07] **Adam Kienberger:** Madam Chair, members of the Planning Commission. Yeah, certainly a bit outside of the purview typically of the Planning Commission, but just to, you know, respond to some of those comments that you may be hearing so that you can have that information available when you hear that from members of the public. First, we could recommend that you forward them to the Dakota County Road Safety webpage. There is a website set up through Dakota County that has information on how they basically manage traffic along County roadways as well as contact information. One other thing, especially if it's along a local road, but this could pertain to any road: we do have a "Citizen Report an Issue" tool on the City of Rosemount's webpage that any resident can submit, whether it's a pothole or a traffic concern or other types of things. Then that does get [5:53] routed internally, and if it is a traffic concern, we do have an internal Traffic Safety Committee that does meet regularly to review those types of requests or basically notices of incident or that type of a thing. So those would be my two recommendations to the group.
**Melissa Kenninger:** Okay. And that County Road Safety—that would be the same avenue that residents would go, or community members would go, if—I know there's been a lot of conversation on "let's turn the yellow flashing turn signal lights off"—that would be where they would kind of voice that and ask for that to be looked at?
**Adam Kienberger:** It is a county road, so it would be within the county jurisdiction too.
**Melissa Kenninger:** Perfect. Check that out. Perfect. I don't know if others have heard that or not or if they're in that area. [6:39] The other item I had that I was going to mention during the public hearing—and now the applicant has left—but Anthony, can I ask that you reach out to him and pass along the condition of the sidewalk of his property? Certainly get that looked at. I know that's also been a piece [noted] by the community. For the members of the commission that aren't aware, I live right in this area and the landscaping there—the lack of landscaping—the weeds are overgrown on the sidewalk and the sidewalk is very full of weeds and in parts not walkable very easily. Any other discussion items? We do have the upcoming meetings: we have August 22nd. I thought there was somebody that couldn't be here besides Kevin. Is there [7:24] anybody else? No? Okay. And then September 26th and October 24th are the next three upcoming meetings. And with that, I will adjourn the Planning Commission meeting. Meeting adjourned.
