I pledge allegiance to the flag of the  United States of America and to the republic   for which it stands, one nation under God,  indivisible, with liberty and justice for all. Good morning, council members. I don't believe  we have council member Ballard online. That's the   only one missing. Is that right? Um but everyone  else is here. And this is uh city manager Marcel's   first agenda review. City manager. Thank you,  Mayor and Council. Um we do have first um for the   January 13th meeting. I did want to highlight um  was that everyone's place is as we start out with   the public uh comment we'll get there um to maybe  remind people about the ordinance that the public   or citizens comment section is specifically for  council to hear and receive information from the   citizens who sign up. not a public comment, not  a question and answer period to help maybe keep   the meeting more focused and um on time. Um an  opportunity either for the clerk or for the mayor   to highlight this language. It can be edited um  but to highlight this language to make sure that   we can zip hear from citizens and then continue  on with the agenda. So, if you have some thoughts   on maybe just um edit that if you want to, if  you have some thoughts about what would be good   for the public to hear so that they're reminded  when they come to the podium about what the public   comment is for, citizens comment for is just to be  heard. If um excuse me, if there's some follow-up   information that you want, we can certainly  ask the staff member or the management fellows   or whatever to get with the citizen comment  presenter after their comments and take additional   information. I know that not everyone can see  these comments. Can you read um the suggestion?   And then I would say that the city clerk should  read that and usually the city clerk does have   uh certain bullet points that she reads um aloud  to everybody to know the five minute rule etc. Uh   can you just read that? Sure. Yeah, be glad to. So  it states we now come to citizens comments. Please   bear in mind that this is not a period of dialogue  with council or a question and answer period.   This is your opportunity to address the city  council with your concerns. I ask you address   your remarks to the city council as a body and  not to any individual council member. Please speak   into the microphone, state your name and address  for the record and you'll have up to five minutes   to address the city council and your time will  start once you provide your name and address. So   I think that also applies to not just the public  agenda portion but even in the public comments per   agenda item. uh because I have seen uh sometimes  where a speaker has their five minutes and they   start questioning a specific staff member and I  appreciate that they have questions but I think   that if we can take down all those questions  and then uh allow the individual to finish up   their five minutes uh when they sit down then  it comes back to us as council to say whether   or not we want to further ask that question  to staff because the questions are directed   um at the council and then the council then  receives and files but at the same time can   utilize their uh voice as a council member to  then ask council members ask staff for that   specific question or questions. Agreed. I think  this might be a way to hopefully help remind   people about the intent of the section for citizen  comment and then again how we can proceed with   the meeting maybe a little bit faster. Otherwise,  looking at the agenda on January 13th, excuse me,   got the public agenda. Got the two speakers  that have been signed up there. Um we do have   the consent agenda that we'll go through. Um but  looking at um if you want to do the I'm sorry if   you want to do the consent agenda first or do  you want to go down to the council business?   Okay. As we have here on the agenda, we have the  petitions for public improvements. As you see,   several related to water improvements, storm  water, and then the sanitary sewer improvements   are listed on there. If you have any questions, be  happy to uh address any of those right now. Um and   then moving on, no unfinished business and you  move to new council business. We do have a lot   um for capital improvement program  to highlight particularly within   um parks and recreation. You'll see a lot of the  information in detail about irrigation systems,   doing some upgrades to our courts, fields, um  different facilities, even talking about signage,   um and even working on trail path and sidewalk  repairs. So, we'll have all that presentation and   information for you under new business. And then  you'll see on the second item for new business is   a resolution with um Waw and Sedwick County  about our emergency communications advisory   board. And this is really an update for how  we work together with the city and the county   as we approach emergency management. What is  each function and what's the membership? we   change a little bit of the membership um for the  committee that is involving some of the outlying   towns and so that's some of the bigger changes  of note for that item on there. Quick question on   that one. Has the county already approved these  changes as well or will it be the first body? Good morning. Um county is going to hear the item  on Wednesday. So we'll hear it first and then   they'll hear it after. The public safety director  Murphy leadeds the emergency communications   director Laura. Laura is going to be with us  on Tuesday. City legal uh county counselor's   office worked on the amendments and changes that  we're making. We'll present it on the 12th county. Thank you. Um we do not have anything for you in terms of  your role as the planning and the housing uh   governing bodies. um nor do we have anything for  you as the airport governing body for this agenda.   We do have some council member agendas related  to travel. Those are noted there with particular   the upcoming January 28th um legislative  day in Topeka. Um so those are all noted   um for your consideration as well. And then we  get down to the appointments and comments and   then consent agenda. I think to interrupt you, but  and I think my trail has already been approved. Might just check on we'll do number  three there. Two number twice. Oh yeah,   I got you. Number two, I  think it has. Okay, thank you. Excuse me. Now looking at the consent agenda  items where we do have some applications for   serial malt beverages. Also we do have some  agreements and contracts. If you see there   for transit tires and also for rural water  district, how we work with the water district,   particularly the oak tree and then some  design services um you may have heard   about earlier for the um Prairie Glenn edition  and then for the North Hoover Road 21st 29th   Street. Don't know if you have any questions  about some of those for the consent agenda. And then what we have there towards the end  is the second reading. You did hear about the   international fire code at the last meeting.  So you have some of that information on here   again. And then um some special assessments  for improvements for the construction of   sidewalks. And then you have some zoning  changes on there as well as part of those   second reading ordinances. Any questions  we can address for you for the 13th agenda? Seeing none, we'll move on to the 20th. I  got one thing. Okay. I'm sorry. Councilman   Hohis must know if we can still stretch this  to a six-hour meeting. As my second meeting,   that is certainly up to you, but I would I would  suggest interest waines after the third hour. Moving. Yep. That's all up to you and all in your  hands. So, um, looking at the January 20th for   our draft agenda, we have a few things still  a little bit lighter compared to what we had,   I think, this past week. Um, we have a couple  items to bring forward to you on there. Um,   for the new business, we do have the, um,  expansion of the consumption of alcohol   area in the Deleno district. We're bringing  that forward to you for new council business.   Quick just uh change on there. It's  districts four and district six and   district five. Thank you for highlighting  that. Yep, you're right. They talked my got those noted. And then um we did have on  there. So we do have the placeholder we say there   for the legislative agenda. We actually had that  originally for the 13th. We are looking for sure   to have that on the 20th because we do need to  have our legislative agenda finalized before you   go to Topeka for the 28th. And so you'll hear from  Jim. I don't know Jim if we even have our lobbyist   representative online. Um we can do a quick little  update if we need to at the end of this session   um to help get us in the mind frame for going  to meet with our state lawmakers at the end   of the month. Um, but we will have um another  opportunity for you to provide some feedback   for the legislative agenda. If you want a few more  specifics or if there's some specific legislation   you know about that we need to pursue or get on  the radar, you'll see I think the initial draft   is kind of more broad not knowing what some of  the specific legislation has been crafted yet. Um,   so you'll have a lot of opportunity here this  week and next to work on the legislative agenda.   Uh will that be both the combined legislative  agenda and the city's individual legislative   agenda? I'll talk to Jim to combined in terms  of combined with the other municipalities. Yeah,   we have a we have a draft from county and  chamber that we've worked out together,   but I'll be circulating that to make sure we get  everybody's approval before moving ahead. Okay.   So, both of those will be on the 20th. Okay.  Thank you. And then as you'll see on the draft   agenda for the 20th, we do not have business  for you in your capacity for the planning body,   the housing body, nor the airport as  of now. And so if anything emerges,   we'll let you know. Is there any questions  I can address for the January 20th meeting? Otherwise, we can close out um for our  lobbyist firm. We have Joshu Josh Swatt   is on the line. Mr. Swad, if you want to take  a few minutes to kind of tee up some of the   conversations you want to have to finalize our  legislative agenda from the city perspective. Uh, sure if you all can hear me. Good morning.  Uh, it's a pleasure to join in on these and yeah,   there is the joint legislative agenda and  then we've also had the opportunity to get   up to speed on some of the individual things that  the city of Witchaw is interested in. Of course,   there is a a sales tax vote that's going on in  the city and and I think all council members are   interested in having the flexibility to that  sales tax reflect some of your priorities as   well. That's not a that's not an easy fix at  the legislative level. Uh it's actually pretty   complicated within the context of streamline  streamline sales tax. Um, but you do have uh   some good members of the state delegation that  are have language ready and it's not it will   not be ready and and and uh have gone through the  process at all by the time of the city vote. Um,   but it will at least have the opportunity to  demonstrate that you as council members are   trying to work through the process of that  fix. also water reuse which is definitely a   city of Witchah specific issue is going to um  have aformational briefing in the very first   week of session. So on on the 15th Gary will be  there in the building in front of the House Water   Committee talking about Witchah's plans for water  reuse. And so uh we're going to hit the ground   running fast. As you've probably heard, this  is a very aggressive timeline for this session   and we plan on being done around tax day, which  is in the middle of April. And so, and I think   they intend to hold that and so it's going to move  quickly, uh, which in general is is a good thing. Great. Thank you. Appreciate update. And  mayor, I want to give you a heads up.   There's a question at the last meeting  about a workshop. And I think we have   um a workshop scheduled for the 27th. Okay.  So we are working on that agenda and some of   the topics that you had asked for um we will  look to incorporate into that agenda and so   just make sure people have it on the radar  that the 27th will be the workshop agenda. That is when we will discuss a lot more of the  details on the sales tax. Is that accurate?   Correct. We have a couple presentations we're  lining up for you related to the sales tax.   Um, but also from the conversation, there's  some things we want to talk about the 250th   celebration and then make sure we give  you an update on the public art funding. Council  members, any news from your districts? just an invitation that on Monday we will have  the swearing ceremony for our new council member,   council member Joseph Shepard. Uh it is here at  city hall at 5:30 p.m. Everyone is invited. Uh   and then the next morning we will have our 9:00  am council meeting here at city hall where we   will thank Vice Mayor JB Johnston who has served a  full year as vice mayor and a new vice mayor will   be elected or voted on uh at that time by this  council. Um so we will have another swearing in   ceremony on Tuesday morning. I might just point  out that um Council Member Elect, probably the   last time we're going to hear for that for a  bit, will be sworn in, but also Council Member   Hisel and Council Member Ballard will also be  sworn in again because they were both reelected.
