THIS REQUIREMENT IS NOT ARBITRARY. IT WAS A CONDITION OF THE 2016 CONTRACT REASON THAT ALLOWED THE PROJECT TO BE BUILT. UNDER THE REZONE AGREEMENT, BELLWETHER IS OBLIGATED TO PROVIDE 26 TENANT PARKING STALLS, TWO ADA ACCESSIBLE PLACES, ONE CAR SPOT AND THESE WERE CONDITIONS AGREED TO IN EXCHANGE FOR ZONING AND HER SMC 23.34.004 . THOSE OBLIGATIONS ARE TO BE MAINTAINED IN PERPETUITY. INSTEAD, BELLWETHER HAS ACTED IN WILLFUL VIOLATION OF THESE TERMS IN DECEMBER 2024. MY PARKING WAS STRIPPED WITHOUT NOTICE OF JUSTIFICATION. SOME OF THE COMMUNITY SERVICE OFFICERS HAVE BEEN TRAINED IN CRIME PREVENTION AND ENVIRONMENTAL DESIGN THE CLASS I DID IN TUMWATER A COUPLE OF WEEKS AGO HAD A COUPLE MEMBERS OF THE DEPARTMENT WHO CAME AND GOT THEIR CERTIFICATIONS THERE AND I KNOW OTHER PARK STAFF THAT ARE CERTIFIED AS WELL. AGAIN, GETTING FOLKS TRAINED UP, CERTIFIED IS ACTUALLY PRETTY EASY PROCESS AND NOT THAT EXPENSIVE, ESPECIALLY WHEN I LOOK AT THE DIFFERENT OPTIONS THROUGH THE NATIONAL INSTITUTE OF CRIME PREVENTION WITH THE AMERICAN CRIME PREVENTION INSTITUTE OR EVEN A STATE CRIME PREVENTION. ALL OF THOSE OFFER CPTED CERTIFICATION PROBLEMS THIS LAST QUESTION IS A MORE HOLISTIC QUESTION. ON PROJECTS LOOKING AT WAYS TO IMPROVE SAFETY THROUGH ENVIRONMENTAL DESIGN. I AM WONDERING WHAT YOU THINK IS THE MOST MISUNDERSTOOD ELEMENT ABOUT THIS BODY OF WORK. >> I THINK THAT YOU WOULD NEED TO DO -- LIKE, MAKE SOME GRAND CHANGES. INSTEAD, IT IS MORE , KIND OF, MICRO. YOU KNOW, YOU OBVIOUSLY HAVE LOCKS ON YOUR DOOR AND THE ACCESS CONTROL SYSTEM IN YOUR BUILDING, BUT HAVE YOU ACCESS CONTROLLED, YOU KNOW, THE -- LIKE, THE VESTIBULE DOORS? THE STAIRWELL DOORS? IT IS REALLY THINKING ONE STEP FURTHER. IT IS NOT A MAJOR REDESIGN. >> SOMETHING AS SIMPLE AS THINKING ABOUT WHAT THE GARAGE DOOR , WITH THE PROJECT WE WERE LOOKING AT, I WANT TO KNOW HOW LONG IT TAKES TO OPEN, HOW LONG IT TAKES TO CLOSE, AND THE LAG TIME. I WANT TO PREVENT SOMEBODY FROM EITHER TAILGATING ON FOOT OR IN A VEHICLE BEHIND SOMEBODY WHO IS JUST COMING IN. THERE IS A BUILDING I REVIEWED JUST NORTH OF UNIVERSITY BRIDGE WHERE THE OPENING TIME OF THAT DART WAS, LIKE, 1.3 SECONDS. THAT IS ALL IT TOOK FOR IT TO OPEN. IT STAYED OPEN LONG ENOUGH FOR A CAR TO PASS ENCLOSED IN 1.3 SECONDS, AS OPPOSED TO THE CITY HALL GARAGE, WHICH THE DOOR TAKES, I DON'T KNOW, TWO OR THREE HOURS TO OPEN. I MEAN, IT JUST CHUGS ALONG. FAR TOO LONG OF AN OPENING SPEED AND FAR TOO LONG OF AN OPENING TIME. I WOULD ACTUALLY LOOK AT REDUCING THE TIME THAT DOOR STAYS OPEN. REDUCING THE AMOUNT OF TIME IT TAKES FOR THE DOOR TO ACTUALLY OPEN AND CLOSE TO PREVENT THOSE PEOPLE WHO HAVE ILL INTENT , USUALLY BREAKING INTO SOMEBODY'S CAR, FROM FALLING IN BEHIND SOMEBODY. I HAVE SEEN THAT HAPPEN IN THE JACKSON PLACE NEIGHBORHOOD AND NEIGHBORHOOD. PEOPLE TAILGATING BEHIND SOMEONE PULLING INTO THEIR CONDO. >> WE ACTUALLY JUST INSTALLED A GARAGE DOOR IN THE 900 RAINIER PROJECT THAT IS INCREDIBLY FAST AS A RESULT OF OUR CONVERSATIONS.
