Item A, just and correct claims accounting period ending April 15th, 2026. B, meeting minutes, April 7th, 2026, city council. Item C, resolution 2866, accepting a donation from Selco for $477.96 to the library. Item D, approve hiring of Gavin Peterson, the 2026 pool manager. Item E, approve Chamber of Commerce rental agreement. Item F, approve hiring of Erica Alto, payroll technician, accounts payable and human resources assistant. Item G, resolution 2867, accepting a grant of $4,950 from the DNR to the fire department. Item H, approve purchase of wildland fire skid unit and storage system for the fire department. Item I, resolution 2868, declaring cost to be assessed and ordering preparation of proposed assessment in connection with the 2026 street and utility improvements. Item J, approve railworks agreement 2026 street and utility improvements. And item K, resolution 2869, calling hearing on assessments for 2026 street and utility improvements. [5:09] **Jed Petersen:** Um the only thing I have to report is uh utilities uh finished uh flushing hydrants today. Um so if anybody still has, you know, kind of tinted water, it should settle out now. So apologize for the inconvenience.
[5:25] **Matt Montgomery:** Wonderful. Thank you, Bill.
[5:27] **Bill Angerman:** Thank you, mayor. Um in the consent agenda, you just approved setting an assessment hearing. So just a little recap. So we will have a presentation um and then what'll happen then is the public will get a chance uh if they would like—they don't have to do this—they can contest their assessment. You are the decider of that. So you will listen to what they say and then you will decide.
[5:58] **Laura Qualey:** [The building] is under a purchase agreement with an investment group and they are looking for anyone that's interested in either leasing or renting some space from them. So there's about 25,000 square ft of office space. Um there's a significant amount of warehouse or manufacturing space also. So if anyone listening or that you know of is looking at expanding, relocating, opening a second location, um they're willing to modify um that space, condo it up, however. Um so I've talked to some business people um already in the community or that's on my list that have been looking for some turnkey space. So, it's good that that building isn't going to be sitting empty and um because we were unsure as to what was going to happen with it. So, it's nice to be able to have it um under an agreement already um and could possibly be an incubator space for someone that's looking to grow their business or like I said, move, relocate, whatever. So, um anyway, they can reach out to me and I can get them in touch with that group. Um the other thing is that uh our comp plan um that is moving forward and we will have a couple meetings in May and on May 19th before our council meeting we will be having a community open house where we'll have different stations um kind of about the different um topics um housing, parks and wreck um infrastructure that kind of thing. So different stations. We will be reaching out to our steering committee talking about that a little bit more, but that will happen prior to our council meeting. So, let's say 4 to 6. Um, so it'll be happening here at city hall. So, just to get that on your calendar and also out to the public. So, we'll be doing more um advertising about that, but just to get that out into the open.

[7:30] **Laura Qualey:** Uh May 19th.
[7:31] **Matt Montgomery:** 19th. Thank you. That's all you have?

[7:43] **Jeff McCormick:** Well, I think we can safely say that we've moved beyond the snow season. Um, however, we've now moved into um severe weather season. Uh, we had some hail around us. Uh, very light hail here, but uh, as those events happen, the weather service sends out uh, notices. I'm on that uh, uh, notice system, and depending upon what it looks like, you know, I'll push it out to other department heads um, so they're aware. Um, the tornado sirens / flood sirens that we have in town uh will be getting their annual um maintenance uh done at the end of the month. Uh but as we look at growing uh to the north uh one of the things we may want to look at, probably not for 2027 but planning it in 2027, would be additional warning sirens. That area is outside of uh the boundary of the existing siren systems. Um so it might be something to consider. Uh just so council's aware of that would be an expense to plan for. That's all I got.

[8:51] **Sara Peer:** Uh, Carrie from the chamber... um, she just sent an email. She couldn't be here tonight. Um, but she just wanted to remind everyone there's a summer kickoff event that's on June 11th and the chamber golf tournament on June 15th. That's it.

[9:11] **Jon Radermacher:** All right. Uh, want to let you know that we just uh we did get a list of events from the fair uh for the whole summer. So, we're going to get that pushed onto our website so that those are all out there. Um, as far as I know, the only motorized one is the um um that's outside of the week of the fair is the demolition derby. So that's May 22nd to 24th. Uh which we're informed of. So we have—I made contact with MPCA about the noise monitoring equipment. So, we're going to get that and establish a baseline test here um likely next week or the week after and then um do the testing equipment during the events to make sure that—you know—to monitor that and find the results and verify is this something we can do, or do we have mitigation things that we need to put in place? So, all that is associated with the ordinance.
Uh then I just want to let you know there's some conferences coming up. Uh for me, I'm gone next week. I will be at the uh Minnesota City County Managers Association conference up at Maddens. Uh that conference goes Wednesday through Friday, but uh since it's close to uh the family in Little Falls, I am going to work from home up there on Monday and Tuesday. The League of Minnesota Cities annual conference is in Rochester this year, June 24th to 26th. I think the early bird pricing on registration uh cuts off pretty soon. So, if you're interested in that, um let me know. I can get you registered um and look for—there's blocks of hotel rooms that have special pricing on them too, so you can probably get a better deal if they're still available. Uh Coalition of Greater Minnesota Cities, their summer uh conference is in New Ulm this year, July 22nd to the 24th. Uh CEDA just announced that their annual meeting is in October for celebrating their 40th anniversary. Um and that's up at Sugar Lake Lodge in Cohasset near Grand Rapids. So, pretty cool place. I've been there for a few meetings and uh other family stuff because my wife used to work there when she was in high school and college. Uh the fall conference for the Coalition of Greater Minnesota Cities is in Waite Park November 12th and 13th and that's it on the conference schedule. Uh I am also going to Faribault on Thursday for SMIF's—Southern Minnesota Initiative Foundation's—40th anniversary celebration. I got registered for that. So, cool.
[11:39] **Matt Montgomery:** Um all those initiative foundations are having their 40th anniversary things. I think I've been in connected with like three different ones. So I get all the emails. Yeah, it's our 40th anniversary party. Oh yes. Yeah, all started the same year.
[11:51] **Jon Radermacher:** All right. Thank you, Jon. Uh the finance committee did meet uh earlier and a lot of the stuff that we had was also on the consent agenda. Just wanted to include that.
[12:01] **Jon Radermacher:** Uh, I should mention I just—I do want to touch one item that is not on the agenda that was on finance that we discussed very briefly is TIFF (Tax Increment Financing) districts. Uh so I did kind of an overview with the finance committee. I will plan to do another overview here with the council. So we have had a party interested in exploring a TIFF district with a project. We're waiting on finalizing some details before we can release that information. But wanted to ensure that we're, you know, sharing the proper information and letting people know so that they can ask their questions and better understand how it's going to work, what it's for, you know, the terms, you know, length of time so we know, you know, what's kind of acceptable from the city's uh perspective and in terms of working uh in that direction. The interest in doing that would be to potentially secure another grant funding through the state. So there is a positive connection to that to help um make sure that the project becomes viable.

[13:09] **Chris Nobach:** Uh I just want to recognize the fire department. Their annual pancake breakfast last weekend. It was fantastic and great time for the family. So yeah, that's it.
[13:17] **Matt Montgomery:** Awesome. It was kind of a rough day, wasn't it? It was a good day to be inside having pancakes.
[13:19] **Chris Nobach:** Yeah. Yep.

[13:22] **Diane Johnson:** I too say hats off to the fire department. I suggested that they offer valet parking from the incredible amount of cars that were parked all over, but it was a huge success, I think, for them.

[13:46] **Chad Johnson:** Uh, I had a little fender bender this week and I think the police response time to get there was about under five minutes. So, it's a little different than living in the city. So, good job.
[13:54] **Matt Montgomery:** Um, I got nothing. We are through the winter season. Like, uh, the Chief was saying, we're paying attention to the weather. Uh, but today is gorgeous, so get out there, enjoy it. Tomorrow's supposed to be even hotter. Uh, and I would seek a motion to adjourn.
