you're curious of who these folks are that's coming in behind me this is the desert young marines it's a local chapter of the national young marines program for young men and women ages eight through high school they focus on leadership citizenship through the community service self-discipline and living a healthy drug-free lifestyle they had this last saturday 24 members at my annual stand up for veterans event that i put on each and every year and they uh they performed or performed they participated in a flag line during our open ceremony that quite honestly was pretty phenomenal this evening our unit commander mark mccain is here with some of the young marines and they're here for what's called red ribbon week try to say that three times real fast i'm going to go ahead and read a proclamation and then we'll go from there okay okay you had a young there she is back there okay who's that my daughter what's your daughter what's her name that's healy in the back just gotta gotta acknowledge her okay she's a a retired young man okay perfect that's like an oxymoron and a retired young yeah yeah okay okay so the proclamation sir why don't you stand right here uh whereas communities across america have been plagued by numerous problems associated with illicit drug use and those that traffick in them and whereas there's hope in winning the war on drugs and that hope lies in education and drug demand reduction coupled with the hard work and determination of organizations such as the young marine of the marine corps league to foster a healthy drug free lifestyle whereas governments and community leaders know that citizen support is one of the most effective tools and effort to reduce the use of illicit drugs in our communities and whereas the red ribbon has been chosen as a symbol commemorating the work of the enrique kiki camarena a drug enforcement administration agent who was murdered in the line of duty and represents the belief that one person can make a difference and whereas the red ribbon campaign was established by congress in 1988 to encourage a drug free lifestyle and involvement in drug prevention and reduction efforts whereas october 23 through 31 has been designated as the national red ribbon week which encourages americans to wear a red ribbon to show their support for a drug-free environment now therefore jerry p wires mayor of the city of glendale arizona on behalf of our city council do hereby proclaim october 23rd through the 31st as red ribbon week and call upon our citizens of glendale to join me in this special hopefully to catch up with me soon so the property is approximately 24 acres in size and it is located at the southeast corner of 99th avenue and northern avenue the county zoning on the property is c2 for intermediate commercial as well as the city like zoning will be c2 commercial general commercial the applicant is proposing to rezone the property if it's annexed into the city from c2 to pad to allow for a mixed-use development for commercial and multi-family land uses the site is approximately five and a half acres from city hall this annexation map is just to give context to where the property is located in conjunction to other property within the city and likewise to the county in the city of peoria this item was presented before city council back in march 24th of 2020 in a workshop where council provided a consensus to proceed for with the application if the next public hearing date would be for november the 9th for the adoption of the annexation followed by the entitlement process for a general plan amendment as well as rezoning to p.a.d mayor council that concludes the presentation okay public hearing is now open on item 28 thompson thrift annexation a certified copy of the ordinance mayor members of the council here to provide staff report this evening is jamie chapin principal engineer thank you mr phelps and good evening mayor and council members this is a request for city council to adopt an ordinance accepting an approximate half acre parcel of land located at 6524 west sac drive for a future city owned well site marin council as you may know this is adjacent to the site that will be the phoenix children's hospital and in the middle of this site was an existing private well that the water services department was aware of and they had identified that it would be very beneficial to have a city owned well at this location so we were very fortunate and that the property owners had a a small parcel of land in the southeast corner of that site that really didn't benefit the development and so they agreed that if the city abandoned the well site for them then they would dedicate this half-acre parcel of land to the city for the well site so staff is wrecking uh recommending acceptance of the half acre parcel so that when we drill the well in the future to benefit the city's water supply system thank you and i'd be happy to actions and if a public hearing is required on the item that requirement would be reflected in the item's title staff would also like to make the same consolidations for ordinances and resolutions currently we have public hearing ordinances and ordinances that would be consolidated into one business item ordinances and then public hearing resolutions and resolutions would be consolidated into recognize some individuals um we are wrapping up um hispanic heritage month which started in september 15th and ending october 15th and a couple things i want to thank all all of our employees of the city of glendale but for hispanic heritage month those those uh hispanic latino members of this organization want to thank you for your contributions to this organization i also want to recognize elected and appointed officials who have served the city of glendale and i'm going to name off a few and i'd like to make note that five of the of the sem that i'm going to announce here all came from the same neighborhood right here in the okatio district they served different communities because they were elected at large they were all elected and appointed and they're all latino members of the community i want to thank them for their contributions in improving glendale making it what it is today i want to begin with council member former council member victor lopez former council member joe silva and vice mayor former councilmember tranquilino garcia former council member manny d martinez and was the vice mayor former councilman martin d samanego jr and councilwoman norma alvarez and council member samuel chavita thank you for your contributions to improving the lives of the citizens you served during your tanner and thank you for making glendale a better place thank you mayor council member claire thank you mayor i want to bring up three items the first is i wish to convey our heartfelt sympathy and prayers to the family of officer ruiz from avondale who was recently killed in the line of duty and in the most obscene way possible he was beaten to death this should not happen in this country the second item is on october 19th tuesday at 6 pm i will be hosting my fall winter meeting yucca district meeting and it will be held at the holiday inn at 6151 north 99th avenue and the holiday inn has a full-service restaurant so i've ordered um light refreshments desserts from the holiday inn so come to the meeting and let's all check them out and then lastly uh congratulations mayor on what i heard was an outstanding stand up for veterans event i'm sure you'll tell us more about it but congratulations on another extremely successful year thank you councilman milner uh thank you mayor i would like to give a shout out to some special folks within the city and and other volunteers a little over a week ago in the granada estates neighborhood over 200 volunteers came out and what we did is a beautification effort we painted five houses we landscaped five uh five yards and did yard work in in numerous other yards and i'd like to specifically thank uh community services department gene moreno and her people michelle yates who organized the 200 volunteers jamie mcfarland revitalization coordinator who helped make this happen and and of course my council assistant adam santiago in addition to that i'd like to thank the faith bible church venture church glendale firefighters charities the glendale police department arizona christian university midwestern university glendale high school ironwood high school glendale community service staff and of course our own city staff in addition abc uh uh sand and rock who donated the uh the the gravel for the the yards again it was a very successful event uh we're looking forward to doing it again and uh helped out some people that would not have been able to take care of these situations and help beautify this uh glendale uh granada states neighborhood thank you thank you councilmember tomcz thank you mayor i just quickly want to say thank you to staff and especially thank you to our friends at brazo arrowhead hospital our friends coming to glendale the phoenix children's hospital thank you to our water services staff for working this took quite a lot of elbow grease to get this across the finish line but the end result is another uh well in the city of glendale so i just want to thank everybody involved in that i know this process has taken a long time and just thank staff and also thank the people at a brazo arrowhead hospital and our new neighbors coming in hopefully pretty soon it's phoenix children's hospital and all the residents up in the north part of the valley that are going to benefit from this water so thank you councilmember turner nothing tonight mayor thank you vice mayor yes i i too like council member clark want to congratulate you and thank you for the fine job you did with your stand up for veterans i was there again and it was fantastic thank you anything else no okay i and i and i do want to talk just a little bit about stand-up now this first year that we've actually participated with another organization called stand down which makes things a little confusing because if it's stand up and stand down's participating do you sit down or roll around or lean back or so we just call it what we've always called it it's stand up for veterans uh the thing the one thing that was brought to my attention that i want all of you to know about how successful this event was was with one gentleman i don't know his name i don't even know where he was from i just know that he was a veteran about roughly about 60 years old he was brought up to me by one of our staff and she said this man would like to talk with you and he asked me he said are you the one that put this on and said yes sir and he said i want you to know and he takes his hat off and he said i got a haircut today now that may not sound like a big deal to most you but rolf salon which is a glendale business a world renowned styling business and and most ladies are aware that most of us guys don't know about that uh they're there every year and uh they cut his hair and i said you know that's really awesome and then he turns around and he points at his back and he said i got a free backpack and dod had uh i gave several several army-issued camouflage backpacks very expensive very nice backpacks and i went you know okay that's that's that's great and then he points at his feet and he said i also got a brand new pair of boots dod also uh brought these boots out 600 pairs of boots brand new army issued boots and you know that that's that's wonderful that's really great he said but sir that's not all he said i got my driver's license today and i went wow okay now that's that's a biggie that's that's michelle yates she was just mentioned a few minutes ago michelle yates was a big part of this where she would take people that the courts would send to do community service at a glendale park they could do a little bit of community service they'd bring them back they could go back to the courts and they could make tickets and things go away well in this case uh he needed his driver's license an mbd was there along with our courts a lot of legal folks that were there and they were able to get him back his driver's license now keep in mind this man's got to be close to 60. or he looks like he's 60s let a pretty difficult life and i said you know what i said it really makes me feel good he said you know that that's awesome he said but sir it's better than that i'm thinking how can it get better than this you got you got a backpack you got boots you got your haircut you got your driver's license and he said i'm no longer homeless today u.s vets found a home for me i'm no longer on the streets and if you think about that folks that's that's amazing that all of these volunteers that showed up to make a difference in our veterans lives with that one man of the hundreds of people that showed up i can only imagine how many other people got help that we'll never know about but i can assure you that one man by himself made it all worthwhile he's got a job he's got a place to live he's got a driver's license back and he sure likes him boots what a great event so i want to thank everybody that participated probably the probably the one that really really did us the most good was arizona christian university they allowed us to use their campus they had probably 75 students on friday to help us set everything up and their staff was phenomenal absolutely not second to anybody incredible the amount of work and effort they put into it so hats off to them along with the dozens and dozens and dozens of other people we know i think ryan was telling me we had 60 some people that are set up for employment that's that's that's a pretty good day don't you think 60 some people that will have employment that maybe didn't have employment before along with all the other things that happened so i'm very very proud of that in the future i hope that all you will get engaged but more importantly i'm hoping that across the nation and we've already had this happen but across nation other cities start trying to copy what we're doing here and that's helping our citizens because we can fix this problem if everybody does it together so i want to thank everyone that participated okay i'm done rambling with that next on the agendas the citizens comments council makes the opportunity available to our citizens to bring live in the beautiful ocatillo district and i own memory lane tickets and treasures in downtown glendale well good evening mayor and council did you know there are only 74 more days until christmas but downtown glendale kicked off the holiday spirit this summer at our annual christmas in july and it's my pleasure tonight to give you a brief overview of this very merry day which is part of the historic downtown glendale merchants association promotions these specialty days bring hundreds of visitors to the downtown and directly into the doors of the shops and restaurants our 15th annual christmas in july was held on saturday july 10th many of our renowned boutique stores specially shops and iconic eateries featured festive treats holiday gift ideas and merry make and take crafts additional activities included the return of our recipe card collection where participants followed a trail map to pick up recipe cards at participating businesses and of course santa claus came to town to greet all the kids and give them a head start on their wish lists the merchants association also provided a cool and comfortable shuttle to transport event attendees throughout the area the holiday spirit was in full swing with our back to school supply drive which benefited our glendale elementary school district right here in historic downtown glendale our community donated so many items that we filled two carloads it was truly a joyous day as hundreds of people visited the downtown to celebrate christmas i think it was 176 days early and about 150 degrees outdoors but it felt cooler in downtown glendale as you know christmas in july is presented by the historic downtown glendale merchants association hegema a merchant-driven all-volunteer organization we formed in 2018 and tell tell you about another one of our great events the annual teddy bear day thank you thank you mr dubler you're up and then valerie you're after him hi i am james diebler i live in phoenix arizona and council deserve five there is a homeless problem at the 59th avenue and glenn drive bus stop there are a lot of homeless people sleeping at the bus stop during the daytime this caused problems with bus passengers waiting for the bus when they are going to school or work valley metro needs to take care of the homeless problem by really relocating them to the homeless shelter also there is a problem with the mattel six property new sea hall that the business owner mission at the last city council meeting there is a drug dealer selling legal drugs on the motel properly that glendale police department needs to shut down that motel property to make sure that the drug dealers doesn't come to the property again finally i would not be able to make it to glendale stump up for veterans event due to my seven almonds i test negative focus 19. thank you for no time and consideration thank you james valerie good evening mayor and council i'm valerie berner owner of bears and moore which is located in the ocotillo district and is just two blocks north of city hall in the catlin court shops district bears and more will celebrate its 30th anniversary in april of 2022. we're pretty proud of that i'm a founding member and on the executive board of the historic downtown glendale merchants association and tonight i'm here to share with you some highlights from the 17th annual teddy bear day celebration there really is a national teddy bear day and i've been the chairperson of this specialty promotion since its inception it was held on saturday september 11th we've worked with fire police in mcso for years and while that's a somber day for us americans the consensus from them was there was no better place to spend that day than out amongst the community some facts and figures for you teddy bear day received nearly three dozen earned media hits it was featured on all local television stations including pbs and coverage even aired on a television station in idaho hundreds of people attended and participated in the many activities hosted by the downtown business community the free event shuttle was sponsored by a valley-based business and provided a cool respite for the riders while moving them all through the downtown this year over 250 bears were sold and that will translate into nearly 500 being donated to the trauma teddy program these reach glendale fire and police phoenix fire and police the maricopa county sheriff's office children's crisis centers and emergency rooms and we met my goal this year and our grand total is up over 11 000 bears donated the trauma teddy bear program supports all first responders giving a child a teddy bear on what is likely their worst day ever instantly calms them and allows the first responder to better assess the child and helps them communicate it's a proven fact these bears are a useful tool and they really do help kids in scary situations our second charitable component on teddy bear day is our fundraiser bears and more for arizona search dogs they're part of fema's arizona task force one and get deployed to man-made disasters and natural disasters they've helped search for both victims and survivors at the oklahoma city bombing the world trade center hurricanes and mudslides and this year we raised over twenty five hundred dollars for them on average downtown businesses saw an increase between seven percent to over twenty five percent these specialty promotions held nearly once a month are critical revenue drivers for the downtown business community teddy bear day is produced by the historic downtown glendale merchants association a non-profit all volunteer membership-based organization we currently have 76 members we truly appreciate the opportunity to share the information about christmas and july and teddy bear day with you tonight and are thankful for your help in promoting our downtown activities thank you you came within three seconds of your time perfect okay there being
