good evening everyone i think we are now live nod your heads if you can hear us i call this meeting to order this is the land use planning and zoning committee of the city council all committee members are present today via zoom this is a remote or online meeting where all participants will be on a video or audio conference we are holding this meeting remotely so that everyone can participate safely while we are conducting business under a public health emergency we appreciate your patience as lups meetings are conducted this way members of the public were given the opportunity to address the committee with either live or written comments i understand that no one signed up for a live comment today however written comments were received and distributed to the committee members in advance of the meeting members of the public city staff and the media have the ability to view this meeting live through youtube and zoom webinar the live stream can be accessed from most smartphones tablets or computers for those watching on the live stream thank you for joining us so let's get started and move on to agenda item a r141 r141 is calling for additional community input and good neighbor measures by the city for the proposed gateway center at the former loveless hospital site and for the sake of getting this started i would move a do pass i'll second that counselor thank you councillor borrego counselors are there any questions for the staff of the administration then counselors are there any questions or comments counselor gibson yes ma'am thank you madam chair so i know that the mayor's office had um meetings early on about homelessness and shelters appropriate shelters i'm just wondering if anything has yet been um if the mayor's office or or maybe the department of family and community services has has uh scheduled or has met with the neighborhoods that that this resolution is uh speaking to councillor gibson i think uh councilor davis would like to answer that question i know we have a couple people on for the administration so let's announcer davis start it and then we can uh go from there if there are more comments needed councilor davis thank you madam chair and i see the director pierce uh made it back from the loveless uh tour uh as it happens i thought i said before the meeting i'm actually sitting in the parking lot over here because we just completed a walk through with the administration and all of our partners from unm and healthcare partners to figure out the best strategies to go forward and councillor gibson i appreciate that question when we introduced this legislation we there was not yet a framework for how to deliberately engage the neighborhoods as you mentioned there have been some city-wide conversations but not any specific with the neighborhoods of adjoining or abutting this this property but since then i appreciate very much director pierce has personally reached out to the neighborhood association presidents the five neighborhood associations um that about this property here and uh they are scheduling those meetings uh that's it it's my understanding the administration supports uh this resolution because it does create a framework the public can rely on and it's a a process a part of that process to ensure that we can show that there's deliberate input but madam chair at your discretion i would uh defer to director pierce if she wanted to address some of that those scheduling questions thank you uh councillor davis director pierce would do you have any additional comments you would like to make thank you councillor jones and thank you councillor davis um we absolutely do support this resolution we are in swift motion to have meetings with the five neighborhoods that directly surround gibson medical center um emails went out last week and and subsequent exchanges have happened to get those times scheduled and the only thing i'll ask is right now most of the neighborhood associations are having meetings via zoom um because of the public health orders and how we imagine that we're providing some background information about gibson medical center but then it's a dialogue we know there's some neighborhood concerns we want to hear those and we really want to talk about our our vision um for that facility so we're looking forward to those um conversations i do want to also say that we've got we've been in ch in touch with the albuquerque chamber of commerce terry cole to really get lists of who are chamber members around there so we can do a direct mailing business but we also realize a lot of those businesses are not chamber members so we've got multiple strategies going on with the businesses so i think those are the only additional pieces i would add but we absolutely support councillor davis's piece of legislation i think we're losing you there director um if there aren't any more if you don't do you wish you say something else director or should i move on um okay thank i'm good thank you council jones thank you director pierce uh councillor borrego thank you thank you councillor jones um so and madam chair um i i had a question uh with regard to uh will we be provided with summer summary reports regarding those meetings uh carol director pierce yes um councilor jones council borrego um yes and as a matter of fact um we are taking notes of those meetings because we what we're really describing them as they're really kind of pre-conditional use so we all know that we need a conditional use permit but we're seeing this as the the part before that the appetizer can't think of the right word but this isn't necessarily part of the conditional use but we know that we will learn many things by these conversations that will prep us as we begin formally the conditional use permit so that is a long-winded way of saying there will be notes taken um with these neighborhood meetings and we can provide those to people that are interested thank you so much i appreciate that thank you california and my director are there any other questions or comments nelson davis since this is yours would you like to have a closing comment i'll use it as a close yes woman thank you i just want to thank the council i want to thank the administration for working through these issues there is a lot of anxiety about how we do this i see counselor ben has joined us and i was going to say i know his a number of his neighborhoods downtown are interested in how we roll out this process because as we open other gateway centers around the city i think this will be a model so i encourage all the counselors even if you're not necessarily personally impacted by the plans at gibson to remember that the gibson or the gateway model is one that we intend to use all across the city so uh you know how we design this one and that process will determine um how the neighborhoods in the on the west side uh interact when we get to the west side version of this and those are the heights so i appreciate that i i will use it as a close and urge your support unless of course our friend from downtown wanted to add anything there thank you councillor davis counselors are there any other comments or questions councillor benton yes thanks apologies do you have a question can you hear me you can yes okay i'm sorry my connection is bad um but um yeah this is uh you know sort of at least the beginning of a model of how we engage publicly on the implementation of these centers and um and i have had those those comments from from downtown constituents and certainly supportive of this and as a start of how we move forward with public engagement so thank you thank you councillor if there are no other questions let's move forward with the vote if we call the role please yes councillor benton yes councilor borrego yes councillor gibson yes councillor pena yes from councillor jones yes and that passes on a 5-0 vote thank you and counselors thank you very much um we appreciate your involvement and your determination to try to help this city so with that let's move on to agenda item b r143 this is a legislation by councilor harris r143 is adopting the juan tabo connectivity study making the recommendations within the study policy priorities for juan tabo boulevard in the vicinity of eubaik boulevard southern boulevard and that tijeras arroyo i move a do pass second thank you councillor gibson for this second councillors are there any questions for the staff or administration i understand we do have some people from the administration who are available to answer questions if we have any or to offer comments i see no comments no questions no one wanting to talk sponsor benson ah councillor benton thank you sir i feel much better about that thank you well thanks and um yeah this is an interesting project uh or study um with regard to connectivity because i i was trying to get my mind around what the issue was and and once it was explained to me it you know there are parts of the city that and of course on the west side um i'm sure uh councillors pena and borrego know this as well where where there just aren't many connectivity options you know there's not a grid like there is in the northeast heights and and this part of central i never thought of that way but it's the same kind of thing where everything is funneled to one road to get north and south and there are no east-west connections or alternative routes so sounds like a really important project and maybe people can in the future receive some relief up in this part of town where where uh they struggle with that lack of connectivity and thank you councillor benton for explaining that a little bit it's uh the introduction is a little vague on what it's really doing so i appreciate that counselors are there any other questions comments uh anyone from administration who would like to make a comment counselor borrego you have a comment yeah i do um i would just like to say i i agree with councillor benton i had a conversation with some residents up in this area and i know that they were looking for this time of this type of work to be done in that area to to make those connections and i think it's it's long overdue so i i think it's a good project and i think it's going to be good for the community thank you councillor borrego if uh if it's all right with you i will consider that the close and go for the vote if there are no other comments so all those in favor yes councillor benton yes yes councillor gibson yes councillor pena yes and councillor jones yes and that passes on a 5-0 vote counselors see no other business on the agenda i hereby adjourn this meeting thank you
