The encroachment is to put the tunnel to connect the two buildings and change the zoning to an I-1 to make the zoning all the same for the area. In the negotiation process, it was decided to put him at a Grade 17, Step 5, starting with three weeks of vacation and all the basic city supervisor benefits that come along with that by current city policy.
