AND WHEREAS IN 1926 THE UNITED STATES FEDERAL GOVERNMENT RECOGNIZED VETERAN'S DAY OCCURRING EVERY YEAR ON NOVEMBER 11 AS A NATIONAL HOLIDAY IN HONOR OF THOSE BRAVE SOLDIERS IN LAND SEA AND AIR WHO DEFENDED OUR COUNTRY. WHEREAS VETERAN'S DAY HONORS THOSE WHO SERVED THE COUNTRY IN WAR OR PEACE AND WOULD LIKE TO OFFER GRATITUDE TO THOSE WHO SERVED IN THE UNITED STATES ARMED FORCES. >>COUN. COUNCILORS, IF YOU WILL REMEMBER DURING OUR MOST RECENT BUDGET CONVERSATIONS THE COUNCIL HAD ASKED THE FAMILY COMMUNITY SERVICES TO COME BACK AND BRING US A PLAN TO DISTRIBUTE AND USE THE $2 MILLION IN HOUSING VOUCHER FUNDING THAT WAS UNSPENT IN THE LAST YEAR'S FISCAL BUDGET. I KNOW THE DEPARTMENT HAS WORKED WITH THE ADMINISTRATION AND SOME OF THE COUNCILOR AND COMMUNITY ORGANIZATIONS TO IDENTIFY OPPORTUNITIES TO GET THAT MONEY OUT MORE QUICKLY TO BRING NEW VENDORS. THE DIRECTOR SHARED SOME OF THIS WITH ME LAST WEEK. WE HER TO BRING THIS FORWARD SO WE ALL HAD A CHANCE TO SEE WHAT THEIR PLAN IS AND THE TIMELINE FOR THAT ONE-TIME SUPPORT OF HOUSING FUNDING OUT. WE ASKED THE DIRECTOR TO GIVE US A LITTLE TIME TO SHARE THAT PLAN AND TO TAKE YOUR QUESTIONS AND INPUT BEFORE THEY MOVE FORWARD ON EXECUTING AND SPENDING THAT BOND. DIRECTOR, I THINK THAT'S ALL. HOUSING, AS WE ALL KNOW, IS AN IMPORTANT PART OF STRATEGY TO ADDRESS HOMELESSNESS. AND TO KEEP PEOPLE SAFE AND IN THEIR HOMES. SUPPORTIVE HOUSING IS ESSENTIALLY HELP PAYING THE RENT, RENTAL ASSISTANCE PLUS CASE MANAGEMENT SERVICES. IT'S A PROVEN MODEL FOR HELPING PEOPLE EXPERIENCE HOMELESSNESS, ACHIEVE HOUSING STABILITY. THE RENTAL ASSISTANCE PIECE WE CALL HOUSING VOUCHER IS ESSENTIALLY HELPING FOLKS RENT AN APARTMENT IN THE COMMUNITY AND SUBSIDIZING RENT. WE SHORTEN IT AS HOUSING VOUCHERS BUT WE'RE TALKING ABOUT SUPPORTIVE HOUSING THAT HELPS FOLKS EXIT HOMELESSNESS PERMANENTLY. NEXT SLIDE. THERE ARE TWO MODELS FOR SUPPORTIVE HOUSING THAT HAVE REALLY EMERGED AS THE BEST PRACTICES FOR HELPING PEOPLE EXPERIENCING HOMELESSNESS ACHIEVE PERMANENT HOUSING STABILITY. I'M GOING TO TALK A LITTLE BIT MORE ABOUT THOSE TWO MODELS ON THE NEXT SLIDE. THE FIRST IS PERMANENT SUPPORTIVE HOUSING. THERE SHOULD BE BULLETS HERE. YOU CAN BRING THEM ALL UP. PERMANENT SUPPORTIVE HOUSING IS NOT TIME LIMITED. THERE'S NOT A TIME LIMIT ON HOW PEOPLE CAN RECEIVE PERMANENT SUPPORTIVE HOUSING. THE REASON FOR THIS IS IT'S REALLY TARGETED TO PEOPLE THAT ARE DEALING WITH SIGNIFICANT DISABILITIES THAT'S CAN UNDERMINE HOUSING STABILITY WITHOUT LONG-TERM SUPPORT. THAT INCLUDES MENTAL HEALTH, SUBSTANCE ABUSE. RAPID REHOUSING IS A DIFFERENT MODEL. IT IS TIME LIMITED. MOST RAPID REHOUSING PROGRAMS PROVIDE ASSISTANCE FOR UP TO ONE TO TWO YEARS. AND THEY'RE REALLY TARGETED TO FOLKS WHO ARE ABLE TO SUSTAIN HOUSING ON THEIR OWN AFTER ONE TO TWO YEARS. SO, MANY TIMES THESE ARE FOLKS THAT WITH WORKING OR ARE NOT WORKING BUT WOULD LIKE TO GET BACK INTO THE THE WORKFORCE AND INCREASE THEIR INCOME TO AFFORD HOUSING ON THEIR OWN. YOU CAN GO TO THE NEXT SLIDE. THIS SHOWS YOU THE AVERAGE LENGTH OF STAY FOR THESE TWO TYPES OF PERMANENT HOUSING AND REPUBLICANED RESOUSING PROGRAMS IN ALBUQUERQUE. THIS DOESN'T REFLECT PROGRAM AND CITY FUNDED PROGRAMS THIS IS FOR FOLKS HOUSED IN THESE PROGRAMS BETWEEN NOVEMBER 1, 2019, AND OCTOBER 1, 2020. I THOUGHT IT WAS INTERESTING TO SEE FOR PERMANENT SUPPORTIVE HOUSING, THE AVERAGE LENGTH OF STAY IS JUST UNDER A THOUSAND DAYS FOR FAMILIES AND JUST OVER 1100 DAYS FOR SINGLE ADULTS. THOUGH THERE'S NOT A TIME LIMIT, PEOPLE DO MOVE TO OTHER HOUSING OPTIONS. WITHOUT THAT ARBITRARY TIME LIMIT THEY'RE ABLE TO STAY UNTIL THEY HAVE SOME LEVEL OF STABILITY. AND RAPID REHOUSING, WHICH IS UP TO ONE TO TWO YEARS AVERAGE LENGTH OF STAY IS 300 DAYS FOR FAMILIES AND 200 DAYS FOR SINGLE ADULTS. MOST OF THE THE RAPID REHOUSING IS SET UP AS TWO YEAR PROGRAMS. IT'S INTERESTING TO SEE THAT MANY PEOPLE DON'T NEED THE FULL TWO YEARS BEFORE THEY'RE ABLE TO EXIST SUCCESSFULLY INTO PERMANENT HOUSING ON THEIR OWN OR MAINTAIN PERMANENT HOUSING ON THEIR OWN, I SHOULD SAY. NEXT SLIDE. THAT WAS OUR OVERVIEW ABOUT WHAT SUPPORTIVE HOUSING IS. NOW WE'D LIKE TO MOVE INTO TALKING ABOUT OUR PLAN FOR ALLOCATING THE $2 MILLION THAT WAS APPROPRIATED IN THE BUDGET FOR HOUSING VOUCHERS. THIS IS NON-REOCCURRING DOLLARS THAT WAS ALLOCATED AS PART OF THE FY21 BUDGET. NEXT SLIDE. OUR GOAL FOR THESE FUNDS IS TO PROVIDE RAPID REHOUSING, YOU CAN BRING ALL THE TEXT UP. I DIDN'T REALIZE IT HAD THE ANIMATION ON IT WHEN I WROTE THIS SLIDE. WE WANT TO PROVIDE RAPID REHOUSING FOR UP TO 12 MONTHS TO APPROXIMATELY 135 HOUSEHOLDS. WE DECIDED TO SET THIS UP AS THE RAPID REHOUSING PROGRAM BECAUSE IT'S NON-REOCCURRING FUNDING WE HAVE A CERTAIN POT OF AVAILABLE FOR A CERTAIN AMOUNT OF TIME. WE WANTED TO FOCUS ON 12 MONTHS TO HELP HOUSE AS MANY FOLKS AS WE COULD AND GET BACK ON THEIR FEET IN A 12 MONTH PERIOD. GO AHEAD AND GO TO THE NEXT SLIDE. OUR STRATEGY IS MULTI-PRONGED. THIS IS A HEAVY LIFT GETTING THIS $2 MILLION INTO THE COMMUNITY AND HOUSING FOLKS AS QUICKLY AS WE CAN. WE WANT TO USE EXISTING PARTNERSHIPS WITH EXPERIENCE SUPPORTIVE HOUSING PROVIDES. WE WANT TO ENGAGE NEW PARTNERS THAT SERVE VULNERABLE PEOPLE INCLUDING YOUNG ADULTS. I THINK THERE'S ONE BULLET. WE'RE SETTING UP AS 18-MONTH CONTRACTS. WE KNOW WE'RE GOING TO CONTRACT WITH FOLK AND THERE'S START-UP TIME. SOME WILL HAVE TO HIGHER NEW STAFF, SOME WON'T. IT WILL TAKE A LITTLE BIT OF TIME TO BRING PEOPLE INTO THE PROGRAM EVEN THOSE READY TO GO IN DAY ONE. IT TAKES TIME TO HELP FOLKS FIND AN APARTMENT AND MOVE INTO HOUSING. WE WANT TO PROVIDE THAT 12 MONTHS OF RENTAL ASSISTANCE. WE FEEL LIKE THE BEST WAY TO SET THIS UP WHERE WE'RE HELPING PEOPLE ACHIEVE HOUSING STABILITY IS THROUGH AN 18-MONTH CONTRACT. THE NEXT SLIDE SHOWS MORE DETAIL ON WHO WE'RE HELPING TO CONTRACT WITH. WE ESSENTIALLY HAVE IDENTIFIED THREE TARGET POPULATIONS THAT WE FEEL ARE GOOD FIT FOR THESE FUNDS. AND ARE REALLY IN NEED OF THIS RAPID REHOUSING SUPPORT. ONE ARE FOLKS THAT ARE STAYING AT THE CITY'S WELLNESS MOTELS. WE HAVE THE COMMUNITY SERVICE PARTNERS HAVE ESTABLISHED WELLNESS MOTELS. THESE ARE PROVIDING NON-EMERGENCY SHELTER FOR PEOPLE EXPERIENCING HOMELESSNESS WHO ARE AT HIGH RISK OF COVID-19 COMPLICATIONS BECAUSE OF AGE OR UNDERLYING HEALTH CONDITIONS. OUR SECOND WELLNESS MOTEL IS ALSO SERVING FAMILIES WITH CHILDREN. MOST OF THE FOLKS STAYING AT THE WELLNESS MOTELS WOULD BE STAYING AT THE WEST SIDE EMERGENCY HOUSING CENTER. WHICH IS PROBLEMATIC FOR THEM BECAUSE THEY'RE AT HIGH RISK OF COVID-19 COMPLICATIONS. OR FOR FAMILIES LIKE WE SAW THAT FAMILIES ARE NOT BEING WELL SERVED AT THE WEST SIDE. IT'S HARD TO KEEP IN TOUCH WITH THE TITLE ONE STAFF, WE FELT LIKE THEY'RE BETTER STAFFED IN TOWN. WE WANT TO TARGET A GOOD CHUNK OF SUPPORTIVE HOUSING MONEY TO HELP FOLKS MOVE OUT OF THE WELLNESS MOTEL INTO PERMANENT HOUSING. WE ESTIMATE WE CAN SERVE ABOUT 55 HOUSEHOLDS. OUR GOAL IS THAT THESE FOLKS NEVER GO BACK TO A -- WE ALSO WANT TO TARGET THESE FUNDS INTO TRANSITIONAL AGE USE. WE HAVE SEVERAL TRANSITIONAL LIVING PROGRAMS IN THE COMMUNITY THAT ARE SERVING YOUNG PEOPLE. THOSE YOUNG PEOPLE ARE READY TO MOVE OUT OF THE TRANSITIONAL LIVING PROGRAM BUT THEY NEED SUPPORT. THEY NEED A LITTLE BIT OF HELP PAYING THE RENT AND THEY NEED SUPPORTIVE SERVICES TO REALLY LEARN HOW TO BE GOOD TENTS AND BE ABLE TO BE GOOD TENANTS. WE SEE THIS AS A REALLY GOOD FIT FOR THESE RAPID REHOUSING FUNDS. WE ESTIMATE WE CAN SERVE ABOUT 68 HOUSEHOLDS FOR $720,000. WE SEE THIS AS AN OPPORTUNITY TO CONTRACT WITH THE SMALLER PROVIDERS AND BE ABLE TO HELP THEM BEGIN TO LEARN HOW TO DO HOUSING VOUCHERS BUT ALSO SERVE SOME OF THE VULNERABLE FOLKS. I KNOW THERE WAS ALSO SOME CONVERSATION IN A PREVIOUS MEETING ABOUT USING SOME OF THE FUND FOR HOTEL VOUCHERS. THEY WOULD ENVISION USING A SMALL PORTION OF THESE FUNDS FOR A CONTRACT TO PROVIDE VOUCHERS SO FOLKS HAVE A SAFE PLACE TO BE WHILE LOOKING FOR AN APARTMENT WHICH IS A GREAT FIT FOR THIS MODEL. ONE OF THE THINGS THAT CAN SLOW DOWN PEOPLE GETTING INTO HOUSING IS THAT THEY DON'T HAVE A STABLE PLACE TO BE WHERE THEY'RE LOOKING FOR THE APARTMENT. THE NEW PLATFORM ALLOWED US TO CENTRALIZE VOLUNTEER INTAKE WHERE THEY CAN SIGN THE REQUIRED FORMS WERE SUBMIT BACKGROUND CHECKS, AND TRACK HOURS. THE CENTRALIZED PROCESS HELPED US STREAMLINE VOLUNTEER RECRUITMENT AND MAP ACROSS ALL CITY DEPARTMENT AND ALSO HELPS TO REDUCE CITY LIABILITY. ADDITIONALLY, THE VOLUNTEER ENGAGEMENT PLATFORM IS ALSO AN AST FOR ANY NONCITY ENTITY. IF YOU'RE A FAITH-BASED ORGANIZATION, OR BUSINESS YOU CAN USE THE PLATFORM TO RECRUIT AND MANAGE VOLUNTEERS. IN TYPICAL ALBUQUERQUE FASHION OVER 1400 NEW VOLUNTEERS SIGNED UP FOR COVID RELATED VOLUNTEERS OPPORTUNITY. SINCE THE PANDEMIC STARTED WE'VE DONE OVER 2500 HOURS. TRACKING VOLUNTEER HOURS IS IMPORTANT BECAUSE THE TOTAL HOURS CAN BE SUBMITTED AS A FEMA GRANT FOR REIMBURSEMENT WHICH SO FAR IS VALUED OVER $650,000. THIS MONEY CAN BE USE TODAY HELP ALBUQUERQUE RECOVER WHEN THE PANDEMIC IS OVER. ONE EXAMPLE OF A COVID-19 RELATED VOLUNTEER INITIATIVE WAS SPEARHEADED BY THE VOLUNTEERS IN THE MIDDLE OF THE PICTURE. THEY HAVE OVER 5,700 VOLUNTEERS, WE'VE PERFORMED OVER 260,000 HOURS. SO, IN CLOSING THE CITY DEPARTMENT VOLUNTEERS PERFORM MANY CRITICAL SERVICES THAT ARE ESSENTIAL TO THE WORK THAT MOST DEPARTMENTS DO. ALSO AS COUNCILOR BORREGO POINTED OUT, THE JOBS THAT CAN BE CREATED AND WE HAD THESE DISCUSSIONS WITH REGARD TO THE QUARTER CENT TRANSPORTATION TAX, WILL BENEFIT THE COMMUNITY IN TERMS OF WAGES FOR LOCAL COMPANIES. THAT CAN ALSO PAY BACK THE CITY AND THE GENERAL PUBLIC THROUGH GROSS RECEIPTS TAX WHEN THESE CONSTRUCTIONS PROJECTS ARE AWARDED AND BID AND CONTRACTED.
