This is a new application, um and technically a new location, but it'll be located where the old VIP lounge was. Uh the concept is a craft cocktail lounge with kind of an old school lounge feel as the VIP had with some modern updates. I live at 9101 Arbor Street, which is within 500 ft of the proposed establishment, the future site of the Alibi Room Bar and Grill. I'm here to formally object to the Class C liquor license for the Alibi Room. My objection isn't based on the general dislike of those sorts of businesses, but on the 60-year history of the specific location being a chronic nuisance in our neighborhood. Under the previous tenant, the VIP, we experienced nightly disruptions, loud talking, car doors slamming, and engines revving, and things like that beyond that. at 2 am, 1:00 am, even as late as 4:00 a.m. The situation became so severe that I was forced to physically change location within my condo to sleep further away from that side of the building. Since that business closed August, our neighborhood has finally known peace in regard to those sorts of things. Granting this license simply invites those same returning customers back to resume the same disruptive lifestyle. So in essence, it's not really the sort of business. It's unfortunately in our location, there's a few individuals who like to show up to that kind of business and they're going to be there too for that business. By granting a 2 a.m. license here today, the council's creating a massive future enforcement burden. Well, or at least a an enforcement burden. You are placing a late night club in the center of what will soon be an 800 or more bedrooms apartment complex proposed in the area by NP Dodge. It's not built yet, but it will be soon at some point. This is the blueprint for municipal conflict that the police and code enforcement will be forced to manage daily as it would on any place where there's an apartment complex very close to a nightclub. For the quiet enjoyment of current owners and future stability of these 800 new residents, I ask you to recommend denial of this license. She's run the Getaway Lounge, uh I think four or five Philly Bar Blondies, several bars in and lounges in the past, has vast experience. Um so our thoughts are with this change with there it's not a change of ownership. It's an entirely new business but uh we have confidence that it'll be operated responsibly and without incident. >> Sorry to interrupt it. Um, I am gonna read a little something just so I don't mess up on everything. So, please bear with me. >> You're doing just fine. >> I first like to thank you all for your service and all for your serving our city and our communities. I would like to recognize Miss Lana Goodwin as a strong voice in North Omaha who has consistently supported local businesses and community investments. We have known her for many years from her work with the 24th Street business district and appreciate her leadership and commitment to these communities. And Kmart is a gas station store. This is an existing location business with an existing full liquor license and the business has already been taking owner ownership and ownership is complete and a temporary liquor license has been issued and we are operating legally as of now. and Pearts invest in all underdeveloped communities as we take over struggling locations and fully redevelop them, investing about $200,000 per site to improve the buildings and the security and the safety at each location. We take safety seriously with our own security cameras and lighting and in our experience this the issues go down after we take over. We are not asking for special treatment only fair treatment as this is an existing licensed business and we are investing real money in creating jobs and giving new life to underdeveloped areas. Um, Omaha Public Schools and YMCA are collaborating on this project to build a new Butler Gast YMC or a replacement YMCA where the Butler Gast YMCA uh is was uh and a new state-of-the-art football facility for Omaha North High School. So, we think this is a very exciting project. Um, happy to answer any questions. I've got some updated renderings just uh in case you would like to see where we're at now. I guarantee the sky will look exactly like that at every football game. And again, the YMCA will be a We're having trouble here. Sorry. >> I'm I'm getting there. I'm getting there. There we go. There we go. And that's a rendering of the YMCA. So, uh, requires repling, resoning, um, here at the finish line hopefully today. Best part about this project requires minimal funding from the city. I didn't know he was in politics for 25 years with Mayor. You're not a rookie. In the meantime, North High is a wonderful area. I as I said mentioned me and Mr. Ro lived in that area in 1965. They're putting the stadium there and I told them when I was at North that someday can we also include soccer with this because the Merrts were down there with Johnny Rogers and I was down there with John Paul Jones in the Navy. So it's a good school and they wired the buildings for Mr. Dan Quell to speak at the city auditorium. Those folks up at North. >> Thank you. It is in the heart of district 2 and although I am a proud central eagle uh my husband and I sent both our daughters to Omaha North and so very excited to see this project move forward. uh Lacia was a part of the engineering pro program and part of that student group that helped envision this in the mid 2000s and one of the pieces that kind of paused it was they didn't want to displace anyone and so as a result that pause gave them the chance to kind of reimagine and replan and so here we are today. So, I am kind of curious about how students today with Omaha North being a engineering uh program still having that programming, how they'll be incorporated into the project. >> Um, Councilwoman, um, to your earlier point on displacement of of uh residents, not your question, but we are proud that we were able to come up with a plan that didn't involve eminent domain or uh causing anybody to lose their existing property. So, very excited about that. to your question about students. Um it's absolutely a critical component of this. Um that uh students are going to be involved in the project throughout various stages for what's appropriate in terms of equivalent of interning and j job shadowing and providing input. Um it's part of uh the contractual obligation with Omaha public schools that we will uh incorporate students where we can um to help with whether it be architecture. Obviously, they're not going to be designing, but uh job shadowing and and the like. So, very excited about that. >> That's important. And so, uh tell me a little bit about the stadium. What's the number of uh seats that it'll host? And is there a comparable um high school stadium here in the metro area? >> Um do you know how many seats? bring up the architect who knows all the real questions, all the real answers. >> Yeah, good question, Councilman Goodman. >> Um, the visiting seating is about 1,500. The home size is about 3,500. >> Okay, great. And parking for the area, how is that going to be accommodated? >> Yeah, currently there is a dedicated parking lot front of the YMCA and the stadium side. you actually enter from the west which is directly across the street from the existing Omaha North High School parking lot and then the OPS also owns a property contiguous on the east side which is an elementary school. So depending on timing of of the events and the size there'll be parking on the east and the west. >> Yeah. And will that expanded parking be available for students and staff at the north or will it just curious will it expand the parking opportunities for the the school? >> Um during events at the stadium there's a shared use agreement for the parking lot that will be shared. So in those instances yes but outside of that I think the parking that's available for for North High today will be the same. >> Gotcha. Gotcha. I really appreciate the YMCA's collaboration here as it again has been a mainstay in the community. Uh my father-in-law used to practice his weightlifting there and so that intergenerational opportunity is really important. I also wanted to point out that there's an AIM street corridor study that the city is currently doing. Um we never can assume anything. Hopefully there's coordination there uh with that project. I know they're looking at some specific crosswalks there and I think if they can be aligned with that project, it just makes sense, you know, that everything would then be, you know, go smoothly as we re re-imagine that area. >> Yeah. If there if there are specifics about the collaboration, we can go into it. Um yeah, um our partners that also can explain. I'll also add we have had partnership throughout this process with Omaha Public Works. It's an intense amount of work that's happening on a fairly aggressive timeline. So, there's been many meetings um and very good cooperation from the city. >> Absolutely. >> Can I before you go, excuse me, council member Goodwin, can we get your name and address for the record? So last question timeline um when will we be watching North run the football there? >> Yeah. Um I'm going to defer to the overall projects here. Um John Blumenthal, 1601 Dodge Street, Omaha. Um all goes well. Uh fall of 2027 is the goal for um uh first game to be played at the new stadium. So we're on track to do that. Uh need to finalize some easements with the city, which we're hoping to do shortly. And um soon as we do that, I think we'll be thumbs up. >> Great. Thank you so much. And I would also just extend my thank you in particular to the Loier Foundation who um has been doing philanthropy in this community for decades, but uh most recently some very visible projects around affordable housing and supporting our parks and now this great contribution to Omaha public schools. You've apparently bought into their theory of limit the citizens ability to be here. That's not what the founding fathers intended you to do. And I rep I really resent my taxes going to pay your expenses to travel, but also this exorbitant $27,500 that you pay in dues. We didn't authorize you to do that. and neither did the founding fathers. So you need to reexamine your oath number one and stop buying in to the theory of other people. Buy into the theory of the people you work for here, the people that vote for you or step down because you're not honoring your oath. Um, this involves a piece of contaminated property on the north side of Nicholas between 17th and 18th Streets. It's surrounded on two sides by Sienna Franc's existing campus. Um, the city of Omaha has generously offered to convey this piece of property to Sienna Francis. The only way Sienna Francis can can accept this property is if it's cleaned up environmentally, it's about a $3 million endeavor to do that. The only way Sienna Francis can do that is to receive a brownfield grant from the EPA. To apply for such a grant, uh, one has to own the property. If you own the property, then you own the contamination. And so we were able to work it out with the EPA that they would accept this 99-year lease that's proposed and before you as legal ownership sufficient to allow Siana Francis to apply for and hopefully obtain that Brownfield grant, undertake that cleanup at the time that that happens, if all of this is successful, uh then Sienna Francis would take fee title to the property and eventually uh use that uh for for part of their their campus there. again that already surrounds this on two sides. So, a little bit uh convoluted. That's why I wanted to come up and explain to you why we're asking for this. I think all in all, it's a it's a win-win. We appreciate the city's offer of that property and and it would be a great thing to get this property cleaned up and and put into use, but there's a there's a process there and and this is part of it. I want to thank the law department and the planning department for working with us on this as we worked through it with the EPA and and came up with the solution. Um because it's just is it's really scary quote woman down Nicholas at uh all hours of the day and these are the clientele that they're supporting. And so are there any plans for how the property will be utilized if in fact it's uh the EPA grant is granted and then it's cleaned up? >> Nothing specific at this time, Councilwoman. It's certainly something that Sienna Francis is excited about and and looking at. Um something that they would work with the city and and the council and and the community on figuring out exactly what is um you know what what use and and what they can do within their programs to use this property to um even better serve the population that they serve today. >> Right. So just for clarity, this is we're approving today a lease correct that would then allow Sienna to apply for the AP EPA grant. And if it's if after two applications, if the EPA grant is not uh successful, then the property would be turned back over to the city. >> That's likely what would happen. Yes. Um Councilwoman, that the lease requires Sana Francis to apply at least twice. The application process is um substantial. They've hired a consultant to go through that process. There's public notice and a public meeting that goes with that process. So, they would apply at least twice under the lease before then they could decide either to continue trying or they could terminate the lease at that time and and then the city would continue to own the property as it does today. >> So, we're looking at about two years before even potential remediation could even begin. >> Not necessarily. If if all goes well, the the grant application is due at the end of January. So, we'd appreciate the council's vote uh positively, of course, on this, but vote at your next meeting because we need to have this in place for the application. Um remediation could start as early, if all goes perfectly, um as early as next fall. >> Okay. Thank you. >> If not, then the grant cycle is annual. So, then then we lose a year. Um but but we're hopeful that I I want to give credit to to the EPA.
