good morning everyone this is Monday March 13 2023 you are at our zoning committee this is the top of the week for our committee week I am council member Marcy call your Overstreet your chair of zoning committee and I would like to call Arizona committee meeting to order and with that I'd like to introduce my colleagues with me today we have Liliana baktiari to my far right to my immediate right is council member Dozier to my far left council member Amir faroki and to my immediate left is council member Mary Norwood councilmember Matt Westmoreland is also here and with that we do constitute a quorum and we're going to conduct our zoning committee business today um right now we are going to adopt our agenda so I moved to adopt the agenda second by bhaktiari please prepare the vote the vote is open the boat is closed thank you um and we're going to move on to approval of the minutes I move to approve the minutes second by Dozier please prepare the vote the vote is open the vote is close 580 news thank you that brings us right to our public comment we have three minutes per speaker for public comment do we have any signed up okay no one signed up well we have a um did you sign up for did you sign up you sign up for the public hearing uh okay got it so let's have our speaker DeJuan Robinson three minutes and I think what you did was you signed up for the uh we have a public hearing today but I'm sure you meant to sign up for both right all right uh-oh just a second ready um as you know um last time I gave you guys the information and full counselor when it came to the zoning issue Almond Grove Park um nothing has happened um over there and that's a very um concerning uh matter because like I stated last time you have a single family home being changed to triplexes over there and um all the homes have stock work orders notice over there and the guys still doing work on the homes and that's a very um serious issue even though I gave you that in there I wanted to come here and that's I put it on um notice on your committee and um another matter is upstairs um in zoning and um playing I'm not sure if you guys are aware of it but I would just like if you guys just take a day and just go up there um it's really putting the city back on when it comes to permits up there because they've changed the structure you got people that was once in the building now trying to learn like commercial heavy commercial you can't do that you got people that like commercial you transferring them over to uh residential you can't do that like we have like like the city is missing out on maybe a half a billion dollars in permits because it's behind I'm not using that a number figure lightly we're missing about a half a billion dollars in permits and fees because they're so behind and they're behind because the inefficient leadership up there is changing it up and you taking people from customer service and you putting them over and like commercial I want you to sign you and it says sir ma'am we'll be with you in five minutes now I'm putting you in like commercial where all the development is going on in the city you can't do that so I mean just a committee where I'm asking you guys to look into that because it's putting developers and regular people like myself that do Expediting you can't even get it done because they don't know what they're doing you're talking to someone you're telling the person they like commercial oh well no you can't help them you gotta focus on residential you can't do that like in the midst of everybody putting permits in no permits are getting pulled because of what's going on up there and you guys maybe you guys know or maybe you get told lies but I just ask you guys to please go up there yourself and see what's going on because is being run inefficient up there and it and the morale is down you know what I'm saying because you hiring people that they know don't know what they're doing and you're sending everybody to these people as opposed to the subject matter experts so there's please go up and look into that but miss Overstreet when it comes to this Maryland Grove Park this is a serious matter this person is permittent without I mean this person is on building with no permits stock work order is on about 12 to 15 homes and they're still working so please we asking you to please look into this thank you okay I'll make a quick comment because I I did go through the information that you gave me um and it's really layered everything that you're speaking about is it's a lot of layers to it so I am looking into it I've asked several uh people different questions and I do want you to know we're looking into it and I also um look into what you're talking about today um up in City Planning to see you know if anything what can be done or what is actually occurring okay thank you thank you all right it looks like that's it for public comment although there's a Chris Brown on here is Chris Brown available okay and with that we're going to move on to our public hearing items so the director of zoning and development key out of homes will read the caption item number one 220 1900 mrpa 2205 and ordinance by zoning committee to Grant a certificate under the provisions of the Metropolitan River protection act to allow an addition to a single family dwelling for property located at 220 2022 West Paces Ferry Road Northwest okay so I'll motion to open the public hearing and I do need a second second by back to Yari please prepare the vote the vote is open the vote is closed 68-0 Nays thank you since we're in public hearing do we have anyone that would like to have um Public public comment during this public hearing if so you will have three minutes about that item specifically okay motion of closed the public hearing by Westmoreland second by faroki please prepare the vote the boat is open the boat is closed six days thank you so we're moving on to ordinances for first read there are 10 ordinances for first reading there will be founded pardon me or the committee will need to take action on that item we should do that now okay I'll back it up okay so for item 22-0 that's 1900 I moved to approve is there a second by Dozier please prepare the vote the boat is open the vote is closed six years thank you Mr Evans for some reason I thought we would be voting on that on Monday so now we are at number two um and there are 10 ordinances for first read and we'll they'll be sounded and referred back to zoning committee during our full Council which is Monday March 20th 2023 so no action is required today so with that we're moving on to our ordinances for a second read Madam chair if I could say item number 12. yes please 230 10 11 Z 2312 an ordinance by council member Mary Norwood as substituted by zoning committee to amend the Atlanta zoning ordinance by creating a new chapter 18y SPI 25 to it be entitled Tuxedo Park neighborhood District regulations and to amend the official zoning map by changing the designation of properties within the Tuxedo Park neighborhood District so as to add SPI 25 to the district designation staff and grb recommendation approval of the substitute MP recommendation approval all right thank you for that and this has been substituted so I move approval as substituted second second by Norwood please prepare the vote the vote is open the vote is close 68-0 Nays thank you moving on to papers uh in Hell held in committee which we do have a couple that we will be bringing forward um item number 13 I am going to move on behalf of the council member Amos would like for us to move to refer this back to zrb and the mpu review is there a second it's gonna sound it yes ma'am item number 13 220 1583 is the 2246 an amended ordinance by zoning committee to rezone from heavy industrial to mixed residential commercial for property located at 990 Brady Avenue okay so it's moved and properly to bring that forward if you could read that caption 23c 5016 a communication from Council Members Byron D Amos District three Jason Dozier District 4 and Michael Julian Bond post one at large appointee Mr Walter Slayton to serve as a member of the zoning review board everyone has Mr slayton's uh resume before us is he here today could you please come and speak with us tell us a little something about yourself and why you'd like to serve I know why we like to have you but let's hear why you like to serve okay good morning everyone I'm actually honored to even be considerate for the role I'm a Atlanta native I live currently in the western neighborhood initially was involved with the Zone again land use committee at my neighborhood level and volunteering in the capacity at the mpu as well it's initially just trying to assist my local residents as it related to zoning matters and evolving into the zoning and language chair around 2016 I'm in the capacity where someone stepped down from the role and kind of backfilling that role and found myself in a situation where I had to get up to speed very quickly in terms of the the knowledge space um they there's only peace in terms of me being involved and why I'm interested in it is because as an Atlanta native I know the the power and the the um the reason why zoning is so um so important to the communities as it relates to how that dictates what the neighborhoods look like that was originally why I was involved at the neighborhood level and really wanting to be a voice to help and assist my local neighborhood residents as well as my neighbors in terms of Zony matters as it related to development and things that were coming down the pike that at the time there wasn't a lot of expertise in terms of engaging with developers and land use matters that were coming to the community so much so that it changed from me just doing this at the volunteer level on evenings and weekends to me actually making a career shift from I.T formally into commercial real estate where now how I not only participate and volunteer but also I'm a commercial real estate professional I'm actually the the property manager as well as the leasing specialists at Pittsburgh yard so I'm sure you all are probably familiar with that property and really wanted to be able to provide that same level of voice as it relates to Southwest Atlanta particular in terms of the power of being involved and being engaged as it relates to things as the CDP and currently with the big change as it relates to the 2.0 zoning ordinance change that I think will having someone from the community to have a voice to speak to the needs and the lack of um I would say more or less engagement involvement from that Community I would be in the capacity that I could provide that support to them as a member of the zrb those are all the perfect reasons why we would love to have you on the zrb and I see a speaker councilmember Dozier thank you Madam's here and good to see you again Walter and thanks for coming out this morning I just want to say that I've worked with Walter for a while now and have seen his work and the fact that you've been in pu's owning chairs since I think 2016. uh he he's he's seen it all in npu to everything from uh the fact that you're dealing with Beltline communities through the creation of a new SPI District to even the ongoing conversations we're having about Mall West and I'm biased because Walter is my constituent but I think he might be one of the most qualified folks we've had nominated for a role in the zrb and I'm thankful to have worked to get this appointment moving forward and I'm just looking forward to serving with you uh in the coming months and years ahead as we make southwest Atlanta the best part of our city so with that I wanted to move approval move approval by Dozier second by bhaktiari 10 minutes ago and so um please prepare the vote the vote is open and the vote is closed six a zero Nays so you are um now favorable this um appointment will be moving on to full Council on Monday um and I am happy again just letting you know that I'm happy to have you on the zrb um the statements that you made about how important it is to learn more about Community growth and and where Community growth is is needed and how is extremely important especially right now when we are in a in a growth pattern and um so I'm I'm for one and very happy about your intentional uh being on um the zrb and just in the community so thank you very much for your service thank you to you all okay and with that we are already out of German does anyone else have anything you'd like to say any council members anything on your hearts no goodness they're already standing up so um we are adjourned
