simple issue with the vendor we we'll be all right page four uh number one would
amend the crown uptown Uptown Theater PUD uh you have valid uh protest petitions so
this would require six votes for approval it's all I have on page four nothing on page
five on page 63a would approve a one-year loan agreement for the sculpture that's located uh
at the deleno uh entrance to the Equity Bank Stadium for a remind us which artwork that
is again or what's the it's a sculpture um a metallic sculpture uh that is on a pedestal
that was constructed as part of the stadium the original concept was to have art or sculpture
rotated uh periodically uh on that uh at that location may turn out that it will be a
permanent uh structure the loan payments that we have made over the last few years will
actually be credited to us if we decide to buy it can I ask one more question um so for
this piece of artwork how much would it take to maintain it so how much has it already
cost us to maintain just so that we have that budgeted in right um I don't know that there's
been any maintenance expense it it will and it would be incorporated into our um uh public
art maintenance budget um normally it's just a matter of making sure that our curator watches
it closely to make sure there isn't any deter deterioration 4A would approve a change order
for uh storm sewer replacement at the Brewer Center parking lot I have a question on that
yes replacement is I I can't remember the numbers 80 some thousand but they're asking for
authorization for a lot more than that so the I can sorry can help us so what we took this is
part of the ordinance for approval of change orders on projects the the this is the author
second part of that is the authorization for if there's any future change orders so so
the change order itself is the 880,000 the second part of that uh we typically do on our
larger projects we ask Council for Authority because of where we've gotten to the ordinance
says anytime we exceed $50,000 on a project every single change order after that has to come
to the council for approval the second part of that is the authorization saying we've already
exceeded that we've got this much of the project left we would like authorization to to change that
limit in case it give you an example if we have something come up that's a $5,000 change order we
don't feel like that's probably worth your time to have to see that that would allow us to have
staff approval at the manager's level and not have to bring that back to council hopefully that made
sense uh vice mayor it's pretty common uh you'll these we've got this approval of uh increase
in the change order cap in a number of projects otherwise as Gary said you're going to slow the
project down significantly it does not change the project budget so we can't exceed what you
what the council's already approved for project budget if we were ever to get to that point and
we needed additional funds that would come back to the council okay okay okay thank you may I
ask a couple more questions regarding this item so the entire project that includes the building
itself the new building and Renovations as well as the parking will now cost at maximum 1.1
million is that correct the well no the and that I think that and I don't know what number you're
referencing there sorry I didn't have that with me the overall project cost is around $10 million
what are the other additional expenses then if it's on our sheet it's 9. 1 million once if this
gets approved how does it get to 10 million well I was I was thinking of the original budget that 9.1
million is the project cost I was going back in my mind in time when the original overall budget
was approved I that was an anotal memory of $10 million that 9.1 million is the project cost now
with this change order added in total project cost total project costs yes that includes the public
art that is inside the building is that correct um I'd have to look and see if that
because the public art numbers are typically set aside in the CIP I'd have to
look and see if that was included but I can let you know okay just just to be clear if
I understand this correctly uh the original construction amount is 9, 27,000 some uh
the cost of the proposed change order is can amount to 9,132 51 correct
so it increases that correct so if we approve the the additional up to $361,000 that's going to increase it by another
$300,000 only if we actually have change orders that number that you're referencing at 300,000
that's just changing the threshold limit for staff off off staff authorization it's just
changing the limit anything though but but it would increase the overall budget of the project
only if we no it increases the contract amount not the overall just the contract not the project
budget yeah thank you so maybe I'd like to have those two different numbers then the overall
budget then our fault we normally put that budget time Council approve July 183 yeah we
should have had that in there for contract amount and budget amount we can make sure we get that
let us know okay thank you okay I appreciate it if that can be sent to All council members that would be helpful what was it
July 18th 2023 yes July 18th okay that's all I have on page six
actually I believe that's all I have I also have excuse me I also have a
preview for the February 11th council meeting we were asking the council to approve the
application for the 2025 Community Services block grant program that's approximately
$1.1 million I believe in csbg funds is that the same as last year it's close to yes
the um second item on new business would be the approval of a contract with lexip pole this
is a service that actually assists the police department Department in identifying best
practices as they develop their policies um ongoing uh operational policies also assist the
city or the police department with its training initiatives uh they finally there there's a piece
of that and we get into this next week there's a piece of it that will allow the department
can start work on accreditation which I think is extremely important as well number three
would approve uh some additional equipment uh to coordinate uh efforts in the uh
uh realtime information center is that um Grant funded as well or is that coming
out I believe a majority of it is Grant funded yeah the RTI agreement is Grant funded
uh and was bid through an RFP process okay thank you also asking for approval to apply for Grant uh to imp address drainage issues in the
Murdoch corridor from Broadway to L Lorraine and then really back at the end
um page seven of the preliminary draft uh asking for approval to apply for Kansas
Arts commission grants for cow toown and city arts on that page I actually am very interested
um given conversations regarding sidewalks I see that number 10 says sidewalk repair
Assessment program um if in that report can we find out how much uh of the budget
was spent on sidewalk repair so city of Witchita responsible sidewalk repairs yeah
uh in 2024 2023 just to give us an idea I'm going to again these are improvements made on
behalf of property owners that did not make repairs and so we go in and make the repairs
and assess them back is that right assessments Paul yes that is correct however there might
be a few like ramps and intersections that we would pick up so we'll through a separate
item in the budget right but they would not be included as part of the assessment would
they yeah correct yeah one of our most popular programs I hear maybe just a side then we could
we could give we put as side annually for side repairs okay and then we had one item
I was going to highlight at the end on Airport number 18 is a lease agreement
for farming property around Jabara we solicit proposals um periodically
for the use of that land mayor that's all I have now I do believe we have
Marley with us as well thank you hi Marley hello everyone um thoughts and prayers are
with everyone in the city um with the accelerated schedule um at the legislature there will be lots
and lots of hearings in the next few weeks um the Kansas Bankers association bill the local deposit
bill will be heard on Monday there's a lot of other cities weighing in the chairman knows that
wiah does have concerns with the bill and so we will work to um work on a compromise bill on that
and we'll keep you guys updated on Tuesday the film tax credit bill will be heard in both the
House and Senate the Senate Commerce Committee in the morning and the house tax Committee in the
afternoon it's my understanding that witcha will be providing some um comments and support of the
film tax credit the passenger rail revolving fund bill will be heard on Thursday um House Bill 2088
is a FastTrack building permits Bill witcha did provide comments to the committee with concerns
about this process witcha Police Department did submit testimony on a pole cam Bill the
starbon sales tax replacement fund bill has been introduced and will be in Bill form in the next
few days and then finally House Bill 2024 is a tax credit for firefighters um for cancer screenings
councilwoman tle provided comments and support and we provided follow-up information to the committee
on that and there is no indication when the bill will be worked by the committee but it did receive
very favorable um comments during the hearing and with that Jim will send out a full report to
everybody and if you have questions please let me know thank you Marley any questions
council members council members Tuttle or glasscock no not at this time thank you all
right well thank you very much thanks Marley for that update thank you city manager for the
agenda review I see uh no specific questions are there any comments from council member um I just
like to start out and say um proud of our city I'm proud of our government and my colleagues for
um the way we've dealt over the last couple of days um the list will be coming out at some point
and we will need to Rally together as a community um towards all of those who have lost anybody that
they cherish and care about so uh keep up the good work wiah um and council member Tuttle make sure
you get some rest uh this is your body telling you that you do too much already so sometimes you get
a little bit of a Awakening there so make sure you rest up because we sure need you here um that's
all I have thank you thank you I'd also would like to e Echo uh Council M hoel's sentiments um talk
to a lot you got a lot of reporters from a lot of different cities in here and I think they were
uh maybe surprised or pleasantly surprised about the community here so I think they uh they realize
that we have a a great Community a community that comes together and uh I told them we were like
that before but especially now so second thing is we have our district Advisory board meeting on
Monday at wall Waterworks at 6 PM uh the the Hot Topic will be golf carts and uh encourage people
to come out uh especially District 5 give us their opinions their thoughts uh either way and we we'd
like to know that we'll have some experts there um both from police department and from legal to
answer any questions so like to encourage him to come out and do that can you remind us again
the location the date so that folks know it'll be uh this coming Monday at 6 PM witto Waterworks
Administrative building which is directly north of SED County Zoo I'm sending all my people to that
meetings just so you know uh the record's 111 on a zoning case so I don't think we'll get there but
uh I think we'll have a good crowd well thank you very much council members and vice mayor um I do
just want to reiterate some important information since our last uh full public um conference there
is uh work being done right now by Cedric County and multiple partners commare uh Mental Health
America uh Red Cross all gathering together to provide a one pager that would provide some Mental
Health Resources for individuals in our community who are affected by the tragedy but I want to
reiterate that there is a national number that then directly gets um filtered to the local
level when individuals need help with mental health services whether it's Suicide Prevention or
mental health and wellness call 988 again 988 and you will have someone that can uh answer from your
local uh side so I really want to reiterate that number the second thing is I'm very grateful that
witcha community Foundation uh set up a trusted website for those that want to help out with
donations so that website is i- together.org i- together.org that is another way that community
members anywhere around the world can donate and help out and those uh funds will be directly
impacting those families with um individuals that were on that flight so again thank you all very
much um as a staff um city manager your leadership with the 3,000 plus employees thank you um city
manager was there from the very beginning uh with uh airports director Jesse Romo uh the three of
us showed up immediately after learning about it and then I had vice mayor Johnston council
member hoisel council member Glascock and council member Johnson also show up that very night as we
comforted one of those family members um and so again thank you all very much for coming together
and showing how Witchita responds to tragedies like this um and I really want to reiterate that
we can use our words and our actions for good and to help especially those who are suffering so
let's use those words again to comfort and heal and use our actions to help and uplift thank you
